Working Agreements: Please be respectful while others are speaking, let’s agree to disagree and please refrain from making any comments and gestures towards fellow community members on any topic. While addressing concern please stay within the 2 minutes or yield the remaining of your time if less and try to stay on topic one concern at a time. No more than two concerns shall be heard in one single meeting any more than the allotted amount please feel free to fill out our concern sheets in writing or speak to me after our meeting is adjourned.

Ground Rules: We have a tight schedule. To finish on time, community concerns and questions for presenters will be limited. Subcommittees are created to provide further discussion and address concerns. The Board agenda is to bring to the floor so that the community may be aware of the events and interact unrestricted at subcommittees.

Note: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. A two-thirds vote (5) of this 9-member Board is needed to add an
item to the agenda. Items may not be added if they are of major importance and will affect a significant number of people.

1. CALL TO ORDER [0:00:25]:

Chair Philip Ganaban called the meeting to order at 6:31 p.m. Quorum WAS ESTABLISHED with 6 Board members present. Note – This nine-member Board requires five members to establish a quorum and to take official Board action.

Board Members Present: Calvin Endo, Philip Ganaban, Kalei Wilbur, Kaukaohu Wahilani, Richard Landford Jr., and Johnnie-Mae Perry.

Board Members Absent: Tiana Wilbur.

2. PULE [0:00:43]: Member Endo led everyone in Pule.

[0:02:20] Chair Ganaban entertained a motion to move agenda item 6.3 (Filling of Vacancy) to follow agenda item 3.3 (Ocean Safety). Hearing no objections, the agenda item was moved.

3. CITY EMERGENCY & FIRST RESPONDER REPORTS [0:02:58]

Honolulu Fire Department (HFD) [0:03:00]: Firefighter Leggett provided the monthly statistics for November 2024 and back to school fire safety tips.

Honolulu Police Department (HPD) [0:04:30]: Sergeant Fumi Muraoka provided the monthly statistics for November 2024.

Ocean Safety [0:07:11]: No representative present.

Filling of Vacancy [0:07:20]: After asking for nominations and volunteers, resident Jo Jordan volunteered for the Subdistrict 2 vacancy and residents Teri Savaiinaea and Dana Newman were nominated to fill the At-Large Vacancy. After discussion, Resident Jo Jordan was voted to fill the Subdistrict 2 Vacancy and Dana Newman was voted to fill the At-Large vacancy.

[0:18:46] Chair Ganaban called a recess to swear in the newly elected Board Members.
[0:18:55] Chair Ganaban called the meeting back to order. Newly elected members Jordan and Newman joined the Board; 8 Members present.

4. COMMUNITY CONCERNS [0:18:59]

Bill 64 Concerns [0:19:26]: Resident Austin Salcedo shared his concern regarding Bill 64 and the potential increase of group living facilities in the community.

Land Usage in Makaha [0:23:03]: Resident Raquel Araki shared that Maʻo Farms is looking to acquire 249 acres of land in Makaha but the organization has yet to present to the Board about what the land is intended to be used for. She also shared that the tourism industry is developing in Makaha and using the community resources, she asked if there is a percentage of funds that will be given to the community to help restore the watershed.

Mismanagement of Land in Waiʻanae Valley [0:24:10]: Resident Michael Eli shared his concerns with a property in Waianae Valley, stating the Board of Water Supply (BWS) has allegedly drilled 400 feet down to sea level. The hole that has been dug is wide enough to be seen from the road, his concern is the project was not presented before the Neighborhood Board so the project is unknown.

Transportation and Transparency Concerns [0:28:52]: Resident Kalei Salcedo shared her concern regarding the major accident that occurred in the community which made residents travel along Paakea Road. She shared there is no area to make a U-Turn if necessary while driving there and has concerns about if a fire were to start, there would be casualties.

Increase in Government Help [0:31:16]: Resident Nani Peterson shared of a recent incident of an abandoned boat taking up to two months to be removed even after seeking legislative assistance.

5. PRESENTATIONS [0:36:05]

Bill 46 CD2 (2024) Relating to Empty Homes Tax [0:36:07]: Ross Isokane from the Grassroot Institute of Hawaii provided a verbal presentation on Bill 46 CD2 (2024), sharing what it would mean for property owners who own homes that people are not actively living in. Isokane shared the bill is going into its final reading and if passed, it will not go into effect until 2027.

Waiʻanae Store – Recognition of 75 Years of Service to Waiʻanae Coast [0:56:35]: Chair Ganaban read the recognition addressed to Waiʻanae Store for their years of service.

6. BOARD BUSINESS [0:57:41]

Approval of Tuesday, September 3, 2024 and Tuesday, October 1, 2024 Minutes [0:57:52]: Following discussion, the regular meeting minutes were approved as written.

Approval of Tuesday, December 3, 2024 Agenda [0:59:10]: Hearing no opposition, the agenda was approved as amended.

Consideration to Align Subcommittees Not Being Held with the Nānākuli Neighborhood Board [0:59:35]: Item deferred to January 2025 due to the election of new board members potentially chairing committees.

Reconsideration to Recess January 2025 Meeting [1:00:23]: Ganaban MOVED and K. Wilbur SECONDED to have a Regular Board Meeting in January 2025. Hearing no opposition, the motion PASSED.

Report of Board Members’ Attendance at Other Meetings and Declaration of Conflict of Interest Regarding any Issue Under Board Business that Would Require Disclosure or Recusal [1:01:37]: Board Members shared meetings they have attended during November 2024.

Consideration to Adopt Resolution Regarding the Adoption of Good Government Reforms [1:05:23]: Following discussion, the Board ADOPTED the resolution with a vote count of 6-0-2 (Aye: K. Wilbur, Endo, Wahilani, Landford Jr., Newman, Ganaban; Nay: None; Abstain: Perry, Jordan)
Vote for New Secretary and Time Keeper [1:08:11]: Member Perry volunteered to be Secretary and Member K. Wilbur volunteered to be time keeper. Following a voice vote, both were voted to the respective positions.

7. ELECTED OFFICIALS [1:09:33]:

Congresswoman Jill Tokuda [1:09:36]: Emily Natori provided the report and highlighted the following: the upcoming statewide telephone town hall on Wednesday, December 11, 2024 from 5:30 p.m. to 6:30 p.m.; the work being done with her colleagues in Washington D.C.; Congresswoman Tokuda’s activities in Waiʻanae; military academy nominations have closed.

U.S. Navy [2:22:24]: Victor Flint provided the report and highlighted the following: Kolekole pass is clear and passable in case of declared emergencies; the recent Lualualei heaʻau cleanup and restoration; the Navy is working to turn the emergency access road into a 24/7 bypass road
