Speakers are encouraged to keep their comments under two (2) minutes, and those giving reports are urged to keep their reports to three (3) or five (5) minutes or less, including Q&A, and depending on your Item section allotment. Working Agreements: Please be respectful while others are speaking, let’s agree to disagree and please refrain from making any comments and gestures towards fellow community members on any topic. While addressing concern please stay within the 2 minutes or yield the remaining of your time if less and try to stay on topic one concern at a time. No more than two concerns shall be heard in one single meeting any more than the allotted amount please feel free to fill out our concern sheets in writing or speak to me after our meeting is adjourned.

Ground Rules: We have a tight schedule. To finish on time, community concerns and questions for presenters will be limited. Subcommittees are created to provide further discussion and address concerns. The Board agenda is to bring to the floor so that the community may be aware of the events and interact unrestricted at subcommittees.

Note: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. A two-thirds vote (5) of this 9-member Board is needed to add an
item to the agenda. Items may not be added if they are of major importance and will affect a significant number of people.

1. CALL TO ORDER [0:00:01]
Chair Teri Savaiinaea called the meeting to order at 6:30 p.m.
Quorum WAS ESTABLISHED with 7 Board members present. Note – This nine-member Board requires five members to establish a quorum and to take official Board action.
Board Members Present: Calvin Endo, Nani Peterson, Cross Crabbe, Jo Jordan, Richard Landford Jr., Teri Savaiinaea, Kaukaohu Wahilani, and Dana Newman.
Board Members Absent: Philip Ganaban
Guests: Corporal Makino and Corporal Pagan (Honolulu Police Department); Captain Krohne “KK” (Ocean Safety); Dawn Apuna (Mayor Rick Blangiardi); Councilmember Andria Tupola; Kaui Hilo (Board of Water Supply); Senator Samantha DeCorte; Carlo Tanwakeo, James Callson, Shelley Acosta, Wayne H. 3. ELECTION OF OFFICERS [0:02:38]
Chair: Teri Savaiinaea was nominated by Jo Jordan, seconded by Richard Landford Jr. No other nominations were made. Vote was unanimous.
First Vice Chair: Dana Newman was nominated by Jo Jordan, seconded by Richard Landford. Cross Crab was also nominated, but Dana Newman was elected as First Vice Chair.
Second Vice Chair: Cross Crabbe was nominated and elected.
Secretary: Jo Jordan was nominated but declined. Position will be addressed at the next meeting in August.
Treasurer: Calvin Endo was nominated, seconded, and elected unanimously.
Sergeant-at-Arms: Kaukaohu Wahilani was nominated, seconded, and elected unanimously.
4. CITY EMERGENCY & FIRST RESPONDER REPORTS [0:10:28]
Honolulu Fire Department (HFD) [0:10:36]: No representative present.
Honolulu Police Department (HPD) [0:10:49]: Corporal Makino provided the monthly statistics for June 2025. Motor vehicle thefts in the district: 11 (Wai’anae area: 2); Burglaries: 13 (Wai’anae area: 4); Thefts: 89 (Wai’anae area: 24); Unauthorized entry into motor vehicles: 25 (Wai’anae area: 6); Total calls for service: 8,283 (Wai’anae area: 1,889); Traffic stats: 18 speeding citations, 1,025 moving violations, 34 parking citations, and 1,504 total citations issued.
Questions, comments, and concerns followed [0:12:17]:
• Board member Crabbe asked about stability of services during the transition to the new police chief
• Chair Savaiinaea inquired about ghost gun investigations, particularly regarding a recent arrest at Wai’anae High School
• Community members asked about alcohol-related citations, crime statistics reporting, and sex trafficking investigations
• A community member expressed concerns about the recent death of a community member named Sua during a police encounter
Board of Water Supply (BWS) [0:24:32]: Kaui Hilo provided updates, noting no main breaks in the past month and completion of the patch in front of Burger King. July is Smart Irrigation Month with tips for water conservation including checking for leaky sprinkler heads, watering early in the morning, using shut-off nozzles, and installing weather-based irrigation controls.
Questions, comments, and concerns followed [0:26:03]:
• Board member thanked BWS for paving on Lahina Street
• James Cowles noted issues with the quality of the paving work at Burger King
• Carlo Tanwakeo asked about water pressure releases in Makaha Valley, previous water main breaks, and water infrastructure capacity for a new resort being built in Makaha Valley
Department of Parks and Recreation (DPR) [0:31:52]: No representative present.
Mayor Rick Blangiardi’s Representative [0:32:15]: Director Dawn Apuna responded to previous questions regarding HPD cultural training, stating that the curriculum cannot be provided to the board as these documents are only provided via subpoenas issued by courts or for litigation purposes.
Questions, comments, and concerns followed [0:33:12]:
• Board members expressed concerns about the inability to share cultural training information
• Questions were raised about the status of illegal grubbing by Leihoku Elementary School
• Kapua asked several questions regarding the Department of Hawaiian Homelands’ ability to do their own planning and permitting
• Gary Shinsato asked about DPP’s policy regarding developers circumventing the special management area permit process, specifically regarding 85-271 Mahina Road
• A community member shared concerns about the death of a community member named Sua during a police encounter and requested more support services for Polynesian community members struggling with mental health and addiction issues
Honolulu City Councilmember Andria Tupola [0:55:01]: Councilmember Tupola provided updates on:
• Bill signing for Bills 11, 12, and 13 at the Wai’anae police station as part of the Wai’anae public safety plan
• School zone speed limit reduction from 25 to 20 mph
• New special investigations and prosecution division under the Attorney General for human trafficking
• Recently established Charter Commission and Ocean Safety Commission
• Her five priority areas: homelessness, affordable housing, public safety, eliminating landfills, and reducing wastewater fees
Questions, comments, and concerns followed [0:58:02]:
• Board member asked about the rail timeline to School Street
• Dana Newman requested Councilmember Tupola’s top five priorities
• Community members raised concerns about the RISE project on Noholio Road
• James Cowles asked about equipment needs for Ocean Safety, particularly jet skis
• Wayne Goodman emphasized the importance of developers showing respect to neighboring residents
• Kapua asked about landfill alternatives and playground repairs at Coney Park
Ocean Safety [1:25:01]: Captain Krohne “KK” provided June 2025 statistics:
• Makua: 18,753 attendance, 2,700 preventive actions, 63 minor first aids, 3,320 public contacts
• Makaha Beach: 24,600 attendance, 3,272 preventive actions, 158 minor first aids, 4,800 public contacts
• Pokai Bay: 28,685 attendance, 2,093 preventive actions, 284 minor first aids, 2,775 public contacts
• No drownings on the Leeward coast in May
• Rescued four people on two stand-up boards swept out of Makua
• Six shark sightings at Pokai Bay (tiger sharks up to 8 feet)
• Assisted five people on a turbo boat
• One broken shoulder at Makaha Beach

• Concerns were raised about tourist buses narrowing roads and creating potential emergency access issues
• A board member commended lifeguards for their recent handling of shark sightings
5. BOARD BUSINESS [1:31:52]
Determination of Meeting Date, Time, Location [1:31:57]: Motion by Jo Jordan, seconded, to continue meeting on the first Tuesday of every month at 6:30 p.m. at Wai’anae Satellite City Hall until the district park renovations are completed (estimated early next year). Motion ADOPTED unanimously.
Determination of Recess Schedule [1:33:59]: Motion to table this item until the August meeting to allow board members time to consider options. Typically, boards recess during holiday season (December or January) and graduation season (May and June). Motion ADOPTED.
Adoption of Oral Testimony Rules [1:35:29]: Motion to maintain two-minute time limit for public testimony and to apply the same time limit to board member comments. Motion ADOPTED unanimously.
Designation of Board Committees and Committee Chairs [1:37:54]: Motion to table this item until the August meeting. Motion ADOPTED.
Decision to Support and Participate Combined Special Meeting with Nanakuli and Makakilo Neighborhood Boards Regarding Atlantis Development [1:39:10]: Motion by Jo Jordan, seconded, to support a combined special meeting with Nanakuli and Makakilo Neighborhood Boards regarding the Atlantis development. Discussion followed regarding the benefits of a unified approach and ensuring each community’s concerns are addressed. Motion ADOPTED with one objection from Board Member Newman.
Approval of Regular Meeting Minutes – Tuesday, June 3, 2025 [1:49:29]: Motion to approve the minutes with two amendments: 1) Adding the word “Cedar” before “Church permit concerns” on page 2, and 2) Noting that former Board Member Perry left the meeting after her report. Motion ADOPTED.
