Working Agreements: Please be respectful while others are speaking, let’s agree to disagree and please refrain from making any comments and gestures towards fellow community members on any topic. While addressing concern please stay within the 2 minutes or yield the remaining of your time if less and try to stay on topic one concern at a time. No more than two concerns shall be heard in one single meeting any more than the allotted amount please feel free to fill out our concern sheets in writing or speak to me after our meeting is adjourned.

Ground Rules: We have a tight schedule. To finish on time, community concerns and questions for presenters will be limited. Subcommittees are created to provide further discussion and address concerns. The Board agenda is to bring to the floor so that the community may be aware of the events and interact unrestricted at subcommittees.

Note: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. A two-thirds vote (5) of this 9-member Board is needed to add an

11. Announcements
11.1 The next Regular Neighborhood Board meeting is tentatively scheduled for Tuesday, June 3, 2025 at the Waiʻanae Satellite City Hall.
11.2 Neighborhood Board Elections: Voting is now open until Friday, May 16, 2025. If you have any questions, call the NCO at 808-768-3710.
11.3 Park Signage: New signage for the Waiʻanae District Park and Gym has been approved by the Mayor’s Office. This signage honors all who have served in past, present, and future foreign wars, beginning with the 100th Battalion, 442nd Regimental Combat Team, and local VFW members. This does not reflect a park name change but rather a historical identification of the site often referred to as “442 Park.”
11.4 Medal of Honor Recognition: Signage and community acknowledgment will include Medal of Honor recipients Shinyei Nakamine and Haruto “Haruko” Kobashigawa, both with ties to Waiʻanae and members of the 100th Battalion. The board encourages further recognition of any additional Medal of Honor recipients from the Waiʻanae Coast to ensure their service is permanently honored.
11.5 PFAS Briefing Update: The Chair has invited the Board of Water Supply (BWS) and Department of Health (DOH) to address PFAS contamination concerns. BWS has acknowledged the request and plans to present at a future meeting. DOH has not yet responded; follow-up efforts are ongoing.

Chair Philip Ganaban called the meeting to order at 6:30 p.m. Quorum WAS ESTABLISHED with 7 Board members present. Note – This nine-member Board requires five members to establish a quorum and to take official Board action.

Community Invitation [0:28:45]: Ron Umehira from Leeward Community College invited the community to a presentation being done on Tuesday, April 8, 2025 at the Maʻili Learning Center.

Rules of Speaking Concerns [0:31:25]: Resident Blessings De La Cruz expressed frustration with an incident earlier in the meeting due to the rules of speaking.

Emergency Proclamation Concerns [0:31:55]: Resident Gary Shinsato shared his concerns regarding the improper use of Governor Green’s emergency proclamation to expedite the Kauhale project.

Education Crisis Concerns [0:34:33]: Resident Danny Wyatt shared the importance of the invitation shared from Ron Umehira due to the crisis of education experienced in the community.

Climate Change Commission Meeting [0:35:53]: Kiana Otsuka invited the community to their Climate Change Commission meeting that will take place on Tuesday, May 6, 2025 before the Regular Neighborhood Board meeting.

Housing and Homelessness Committee Concern [0:36:54]: Resident Kalei Salcedo shared her concerns regarding the confusion caused at the March 2025 committee meeting due to the opposition the Board and community has expressed regarding the RYSE facility.

Housing and Homelessness Committee Concern (cont.) [0:39:13]: Resident Austin Salcedo shared him being falsely accused of actions done at the March 2025 Housing and Homelessness Committee Meeting.

Kauhale Misuse [0:42:32]: Resident Nani Peterson shared there needs to be an understanding of the term “Kauhale” before it is used to describe transitional housing and group living facilities.

Housing and Homelessness Committee Concern (cont.) [0:45:14]: Stone, a RYSE staff member, shared the issue with the events that happened at the March 2025 Housing and Homelessness Committee Meeting.

Community Expectations [0:48:37]: Member Perry shared the community needs to expect different interactions with organizations with a limit of self-control.

[0:49:28] T. Wilbur MOVED K. Wilbur SECONDED to add a discussion about the past decision the Board took in opposition of the RYSE facility.

[0:50:22] Chair Ganaban called a recess at 7:21 p.m. due to an issue in the physical meeting space.

[0:50:26] Chair Ganaban called the meeting back to order at 7:39 p.m.

[0:50:35] T. Wilbur rescinded her original motion to add a discussion about the past decision the Board took in opposition to the RYSE facility on the agenda.

RYSE Decision Clarification [0:50:44]: Member T. Wilbur clarified and reminded residents that the Board made the decision to oppose the RYSE facility.

RYSE Communication Concern [0:52:43]: Resident Blessings De La Cruz shared the difficulties she has faced while trying to get in contact with her son who is a member at the RYSE facility.

6. PRESENTATIONS [0:54:28]

Rebranding Nakamine Gym, the Park in front, and the Park Near the Boat Harbor [0:54:30]: Resident Glen Kila provided an oral presentation regarding the renaming of the Waianae District Park to reflect the Medal of Honor recipients that were born and raised in the community. The goal behind this is for future generations to have different levels of role models who are seen as pillars in the community.

Oʻahu Pentathlon [1:09:32]: Sara Mayo, the director of the Oʻahu Pentathlon, shared an oral presentation regarding the scheduled pentathlon on Saturday, August 9, 2025 and the impacts the community will see the day of the race.

Early Eviction [1:14:06]: Roberta Hickey-Gomez from the Mediation Center of the Pacific provided an oral presentation regarding the Early Eviction Mediation Program. This program is set to support landlords and tenants in resolving housing disputes before they escalate to eviction proceedings. The program is said to have a 90% agreement rate when mutual beneficial agreements are set between landlords and tenants.
7. BOARD BUSINESS [1:19:21]

Approval of Tuesday, April 1, 2025 Agenda [1:19:23]: T. Wilbur MOVED and Landford Jr. SECONDED to approve the Tuesday, April 1, 2025 agenda. Hearing no objections or abstentions, the agenda was APPROVED.

Discussion of Waiʻanae Water Tank & Water Service Concerns [1:20:18]: Chair Ganaban shared that due to overuse. Public water service will not be allowed on these tanks moving forward.

Consideration to Support Ohanalauleʻa Event on Saturday, June 14, 2025 [1:20: 52]: Board members discussed participation at the Oahanalauleʻa event and other events coming up in the community.

Consideration to Support the Nakamine Gym Rebranding & Park Naming Proposal [1:21:17]: Chair Ganaban shared this will be sent to the Parks Committee for further discussion.

[1:21:44] T. Wilbur called for a Point of Clarification to clarify the level of support the Board is looking to give at upcoming community events.

State Senator Samantha DeCorte [1:50:16]: Senator DeCorte shared the work being done to prepare for the upcoming floor session in committees.
