Rules of Speaking: Anyone wishing to speak is asked to a) in attendance at physical location please raise your hand to be recognized by the chair; When recognized by the Chair, state your name for the record and then address comments to the Chair. Speakers are encouraged to keep their comments under two (2) minutes, and those giving reports are urged to keep their reports to three (3) or five (5) minutes or less, including Q&A, and depending on your Item section allotment. Please silence all electronic devices in physical location if you need to answer a call please step outside.
Working Agreements: Please be respectful while others are speaking, let’s agree to disagree and please refrain from making any comments and gestures towards fellow community members on any topic. While addressing concern please stay within the 2 minutes or yield the remaining of your time if less and try to stay on topic one concern at a time. No more than two concerns shall be heard in one single meeting any more than the allotted amount please feel free to fill out our concern sheets in writing or speak to me after our meeting is adjourned.
Ground Rules: We have a tight schedule. To finish on time, community concerns and questions for presenters will be limited. Subcommittees are created to provide further discussion and address concerns. The Board agenda is to bring to the floor so that the community may be aware of the events and interact unrestricted at subcommittees.
Note: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. A two-thirds vote (5) of this 9-member Board is needed to add an
item to the agenda. Items may not be added if they are of major importance and will affect a significant number of people.

1. CALL TO ORDER [0:00:02]
Chair Philip Ganaban called the meeting to order at 6:30 p.m. Quorum WAS ESTABLISHED with 9 Board members present. Note – This nine-member Board requires five members to establish a quorum and to take official Board action.

Honolulu Fire Department (HFD) [0:05:08]: Captain Doney provided the monthly statistics for February 2025 and smoke alarm safety tips.

5. COMMUNITY CONCERNS [0:012:05]
Community Concern Follow Up [0:12:10]: Chair Ganaban shared updates to community concerns brought to the Board over the last few months.
Federal Funding Concerns [0:16:38]: Member Perry shared someone from the State government should attend a future meeting to help understand how federal funding cuts will impact the community.
Legislative Concerns [0:18:15]: Resident Shelby Billionaire shared his concern regarding bills taking too long to support necessary change in the community.
RYSE Development Concerns [0:19:48]: Multiple residents testified their opposition to the development of the State Kauhale in the area.
Ho’omau Ke Ola and Ka’ala Farms [0:25:47]: A few residents would like to know what is the connection and status between both organizations and requested the Board to invite them to a Board meeting to share their vision, plans and relationship. The resident shared she has not noticed any cultural rehabilitation taking place as far as she is aware.
RYSE Development Concerns (cont.) [0:26:52]: Multiple residents testified their opposition to the development of the State Kauhale in the area.
Board Training Invitation [0:32:43]: Resident and Nānākuli-Māʻili Board Chair Malia Agustin invited the Board Members to a training she is hosting for both the Waiʻanae and Nānākuli-Māʻili Neighborhood Boards.
Waiʻanae Valley Development [0:33:50]: Resident Michael Eli shared his concern about the new information gained from the ongoig development in Waiʻanae Valley. He shared it seems like it may be used for another Kauhale Project
RYSE Development Concerns (cont.) [0:36:48]: Multiple residents testified their opposition to the development of the State Kauhale in the area.
Ho’omau Ke Ola Executive Director Addresses Failure [0:37:54]: Momi Nelson (CEO of Ho’omau Ke Ola) introduced herself and also disclosed information on the inactivity of both organizations since 2014. She shared that there are still ongoing issues with the partnership between both organizations in regards to the EIS master plan that was created back in 2014. Both entities are under a lease agreement with the State Department of Land and Natural Resources.

Retirement Announcement [0:43:05]: Resident Victor Flint announced his retirement.

City Department of Environmental Services (ENV) Increase in Sewer Charges [0:44:51]: Director Roger Babcock (City Department of Environmental Services) shared information on the ENV plans for adjustments to its sewer fees beginning July 1, 2025.

Lanakila Pacific Employment Assistance [1:06:20]: Carson was present to share information on the organization and introduce a new program that they recently launched. Lanakila Pacific provides a wide range of great services to help various groups of people. The organization originally offered meal delivery services to kupuna as well as offer workforce training and development for individuals with disabilities. However, the organization has recently started a new program geared toward helping youth that have faced great adversities in their lives. They are progressing towards servicing the west side. The organization will offer support for the youth that come out of the correctional facilities. The purpose of the program is to help young individuals (ages 14-24 yrs old) transition back into their communities by addressing the social factors in their life before finding them work internships and securing jobs.

Historical Hawaiian Flag Presentation: Resident Harris Fuller Jr. displayed a historical Hawaiian flag that he claims is the original flag design and where you can search for more information on the flag on the Hawaii State archives website.

Approval of Tuesday, March 4, 2025 Agenda: Member Perry MOVED and Member Newman SECONDED to approve the Tuesday, March 4, 2025 agenda. Hearing no objections or abstentions, the agenda was APPROVED.
