Working Agreements: Please be respectful while others are speaking, let’s agree to disagree and please refrain from making any comments and gestures towards fellow community members on any topic. No more than two concerns shall be heard in one single meeting any more than the allotted amount please feel free to fill out our concern sheets in writing or speak to me after our meeting is adjourned.

Ground Rules: We have a tight schedule. To finish on time, community concerns and questions for presenters will be limited. Subcommittees are created to provide further discussion and address concerns. The Board agenda is to bring to the floor so that the community may be aware of the events and interact unrestricted at subcommittees.

Note: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. A two-thirds vote (5) of this 9-member Board is needed to add an item to the agenda. Items may not be added if they are of major importance and will affect a significant number of people.

Chair Tiana Wilbur called the meeting to order at 6:30 p.m. Quorum WAS ESTABLISHED with 8 Board members present. Note – This nine-member Board requires five members to establish a quorum and to take official Board action.

Westside Hawaiian Civic Clubs [0:19:32]: Member Crabbe read the certificates addressed to the Mākaha, Waiʻanae, Lualualei, and Nānāikapono Civic Clubs. Each civic club representative shared a brief message after receiving their certificate.

Following discussion, a voice vote was conducted and PASSED; 7-0-1 (Aye: Landford, Crabbe, Ganaban, K. Wilbur, Endo, Wahilani, T. Wilbur; Nay: None; Abstain: Perry) – [0:30:10]

Approval of Tuesday, July 2, 2024 Agenda [0:30:39]: Wahilani MOVED and Perry SECONDED to approve the Tuesday, July 2, 2024 agenda. Following discussion, a voice vote was conducted and PASSED; 8-0-0 (Aye: Perry, Landford, Crabbe, Ganaban, K. Wilbur, Endo, Wahilani, T. Wilbur; Nay: None; Abstain: None) – [0:39:35]

Member Crabbed stepped away from the table at 7:07 p.m.; 7 members present.

Wilbur SECONDED to amend the agenda, moving agenda item 5.5 “Open Floor for Nominations for Board Member in Subdistrict 2 Seat, Receive Introductions, Voting.” To come before agenda item 5.4 “Nominations and Voting for Officers: Board Chair, Vice Chair, Secretary, Sergeant at Arms, Treasurer.” Following discussion, a voice vote was conducted and ADOPTED with a vote of 7-0-0 0 (Aye: Perry, Landford, Ganaban, K. Wilbur, Endo, Wahilani, T. Wilbur; Nay: None; Abstain: None) – [0:38:55]

Report of Board Members attendance at other Meetings; and Board Member declaration of conflict of interest regarding any issue under board business, that would require disclosure or recusal [0:39:53]: Board members shared their attendance at community meetings in June 2024.

Open Floor for Nominations for Board Member in Subdistrict 2 Seat, Receive Introductions, Voting [0:42:00]: Chair T. Wilbur opened the floor for volunteers to fill the Subdistrict 2 vacancy. Resident James Manaku Sr. and Chris Muraoka volunteered, gave brief introductions of themselves, and expressed why they want to be on the Board.

[0:45:56] Member K. Wilbur nominated Chris Muraoka to fill the vacancy.

[0:46:03] Member Perry nominated James Manaku Sr. to fill the vacancy.

[0:46:24] A roll call vote was conducted following the nominations. Chris Muraoka received 5 votes (Endo, Ganaban, Landford Jr., K. Wilbur, T. Wilbur); James Manaku Sr. received 3 votes (Crabbe, Perry, Wahilani). Chris Muraoka received the quorum vote and will fill the Subdistrict 2 vacancy – [0:46:57].

Chair T. Wilbur called for a recess so Neighborhood Assistant Jeffrey Jones can administer the Oath of Officer to the newly elected Board Member at 7:24 p.m.
Chair T. Wilbur called the meeting back to order at 7:29 p.m.; Chris Muraoka elected not to join the Board for the remainder of the meeting.

Nomination and Voting for Officers [0:48:54]
• Chair [0:49:06]: Member Perry nominated Member K. Wilbur and Member Ganaban volunteered for the position. A roll call vote was conducted following the nominations. Member Crabbe was not present for voting; Member K. Wilbur received 2 votes (Perry, Wahilani); Ganaban received 5 votes (Endo, Landford Jr., K. Wilbur, T. Wilbur, Ganaban). Philip Ganaban will be Chair for the remainder of the term – [0:50:41]

• Vice Chair [0:52:17]: Member Wahilani nominated Member K. Wilbur for the Vice Chair position. Hearing no other nominations and no opposition, Kalei Wilbur will be Vice Chair for the remainder of the term.

• Secretary [0:52:52]: Member Wahilani nominated Member Crabbe for the Secretary position. Hearing no other nominations and no opposition, Cross Crabbe will be Secretary for the remainder of the term.

 

Chair Philip Ganaban passed the gavel to Vice Chair Kalei Wilbur due to him needing to log off of the meeting.

• Sergeant at Arms [0:55:30]: Member Wahilani nominated T. Wilbur, she declined; Member Wahilani nominated Endo, he declined; Member Wahilani nominated Landford Jr., he declined; member Perry nominated Wahilani. Hearing no other nominations and no opposition, Kaukaohu Wahilani will be Sergeant at Arms for the remainder of the term.

• Treasurer [0:57:05]: Member Endo volunteered to fill the Treasurer position. Hearing no other nominations and no opposition, Calvin Endo will be Treasurer for the remainder of the term.

Participation in Community Events [0:57:54]: Board members discussed the importance of participating in community events and clarified upcoming community events for potential participation.

[1:00:55] T. Wilbur MOVED and Wahilani SECONDED to have discussion via email for Board participation in community events. Hearing no opposition, the motion was ADOPTED.

6. PRESENTATIONS [1:01:33]

Hawaiian Electric Company (HECO) – Wildfire Prevention Projects [1:01:36]: Kurt Tsue from HECO provided a presentation regarding the upcoming Public Safety Power Shutoff (PSPS) Program and how HECO plans to mitigate wildfire safety during the program. This program is set to shut power off to different parts of the community that are considered high wildfire risk areas so preventative measures are taken before a disaster takes place. Power can be shut off for a few hours up to a few days depending on the quantity of repairs to be done in the area and HECO will provide updates of expected shutoff duration when the repairs start.

7. RESIDENTS/COMMUNITY CONCERNS [1:36:38]

Federal and Community Concerns [1:36:40]: Member Perry shared her concerns regarding the Federal House Ways and Means treatment and reduce obesity act of 2023 and retirement income being exempt from federal taxes. She also shared of the gender inequity in the recent State special session to swear in 4 judges and the Waiʻanae Public Library door still be broken without repair.

Noise Concerns in Waiʻanae Valley [1:40:10]: Member Wahilani shared his concerns regarding the noise allegedly coming from late night military practices.

Neighborhood Commission Office Website Issues [1:43:20]: Resident Austin Salcedo shared his difficulties trying to file complaints through the Neighborhood Commission Office website.

Waiʻanae Valley Road Development [1:47:30]: Resident Michael Eli shared his concern regarding the property at 85-1530 Waiʻanae Valley Road. There has been observed drilling, telephone pole and fence installation, and land desecration of alleged Iwi Kupuna. He shared there is a dual-lease in place and the property is being used commercially and for recreational purposes for horseback riding.

RYSE Facility Concerns [1:50:34]: A resident shared his concerns regarding the RYSE facility and asked the Board to take a position on the facility.

Lack of Response [1:52:30]: Resident Kalei Salcedo shared her concern regarding the issues of response time with HPD and the Department of Land and Natural Resources (DLNR) DOCARE.

Federal Programs [1:55:37]: Resident Shelby Billionaire expressed potential programs that could be implemented federally to help the community.

Making a Change as a Board [1:57:57]: Resident Chris Muraoka shared his concern about the community not feeling supported by the Board. He encouraged them to take stances and take further steps until action is made.

Upcoming Neighborhood Security Watch Walk [2:00:07]: Resident Samantha DeCorte invited the Board and community to the Neighborhood Security Watch walk on Friday, July 12, 2024 at 6:00 p.m. in the Uluwehi Community.

Military Complaint Notice [2:01:35]: Resident Blessings De La Cruz shared the military contact information if residents need to make complaints regarding the noise.

Board Struggles [2:03:00]: Member T. Wilbur shared that the Board is having the same issues with getting proper communication when addressing issues.

8. CITY MONTHLY REPORTS [2:06:37]

Mayor Rick Blangiardi’s Representative [2:06:40]: Director Dawn Apuna provided follow up to questions asked at the May 2024 meeting.

Questions, comments, and concerns followed [2:10:35]

Honolulu Councilmember Andria Tupola [2:23:34]: Kika Tapeni provided the report and highlighted the following: the last crime town hall; the potential School Resource Officer (SRO) program being implemented in Nānākuli; the budget for Kaupuni Neighborhood Park; the upcoming community cleanup on Saturday, August 24, 2024; the homeless “Restore. Reconnect. Revive.” Program starting up in August.

Board of Water Supply [2:25:10]: Christopher Sugimoto provided the monthly main break report and shared of an announcement regarding the 2024 Annual Unthirsty Plant Sale taking place on Saturday, August 3, 2024 from 9:00 am – 3:00 p.m.

U.S. Army Garrison [2:26:50]: Lieutenant Patrick Yun provided his report and highlighted the draft Environmental Impact Statement (EIS) for proposed land retention at various training areas and how to comment on it.

U.S. Navy [2:30:16]: Victor Flint provided his report and highlighted the following: the various websites to stay up to date with the Navy Closure Task Force and drinking water; Navy is hiring and how to find vacant positions; RIMPAC taking place from Thursday, June 27, 2024 to Friday, August 2, 2024; the 4th of July show hosted by the Navy; Kolekole Pass being safe and passable in case of emergency.

Congresswoman Jill Tokuda [2:31:40]: No representative present.

Governor Josh Green [2:31:52]: Diamond B shared there was nothing to report.

State Representative Cedric Gates [2:34:06]: Representative Gates gave his report and highlighted the following: various House Bills passed during the 2024 legislative session; 2024 Capital Improvement Project (CIP) funds; 2024 Grant in Aid funds.

Representative Darius Kila [2:38:24]: No representative present.
