Rules of Speaking: Anyone intending to speak, we will ask that in-person attendees’ line up at the microphone. Attendees joining us virtually, please raise your virtual hand. When recognized by the Chair, state your name clearly for the minutes. Comments must be kept under two (2) minutes. Official’s monthly reports must be kept under three (3) minutes. Presentations are asked to stay under ten (10) minutes. Sergeant-At-Arms will be keeping time, please conclude your comments when the timer goes off or asked to end by the Chair. When making comments, please address your remarks to the Chair. Silence all electronic devices.

Working Agreements: Please be respectful while others are speaking, let’s agree to disagree and please refrain from making any comments and gestures towards fellow community members on any topic. While addressing concern please stay within the 2 minutes or yield the remaining of your time if less and try to stay on topic one concern at a time. No more than two concerns shall be heard in one single meeting any more than the allotted amount please feel free to fill out our concern sheets in writing or speak to me after our meeting is adjourned.

Ground Rules: We have a tight schedule. To finish on time, community concerns and questions for presenters will be limited. Subcommittees are created to provide further discussion and address concerns. The Board agenda is to bring to the floor so that the community may be aware of the events and interact unrestricted at subcommittees.

Order of Decorum – The Neighborhood Plan states: §2-13-104 Standards of conduct. (a) Board members, in the performance of their duties, shall demonstrate by their example the highest standards of ethical conduct, to the end that the public may justifiably have trust and confidence in the integrity of the neighborhood board system. Board members shall hold their offices or positions for the benefit of the public, shall recognize that the public’s interest is their primary concern and shall faithfully discharge the duties of their offices regardless of personal considerations.

Note: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. A two-thirds vote (6) of this 9-member Board is needed to add an item to the agenda. Items may not be added if they are of major importance and will affect a significant number of people.

Honolulu Police Department (HPD) – [0:05:51]: Corporal Makino and Sergeant Muraoka reported the following:
● May 2026 Statistics: Motor vehicle thefts – 25 district / 2 Waiʻanae; Burglaries – 25 / 9; Thefts – 101 / 24; UEMV (Unauthorized entries into motor vehicle) – 19 / 4; Speeding – 12; Moving violations – 397; Parking violations – 37; Total citations – 741; Calls for service – 9,497 district / 1,914 Waiʻanae.

Questions, Comments, & Concerns – [0:07:07]
1. New HPD Chief: Pikachu Shelby asked about the incoming chief from San Francisco. Corporal Makino stated officers adapt to changes and will continue to keep everyone safe.
2. Burglary & Stray Dogs on Agricultural Land: Austin Salcedo reported properties burglarized around Memorial Day using bolt cutters and raised concerns about stray dogs threatening agricultural livestock. He requested Humane Society involvement. Corporal Makino acknowledged and agreed to look into it.
3. Golf Carts / E-Bikes Speeding: A community member raised concerns about a dirt bike speeding on residential streets and noted a prior 911 call was dismissed. Corporal Makino advised reporting as a “traffic complaint” or “noise nuisance” with as much detail as possible, or calling the Waiʻanae Police Station directly.
4. Abandoned/Unregistered Vehicles: Johnnie-Mae Perry asked about protocol for parked vehicles on public roads with expired registration. Corporal Makino explained officers can cite or tow, and residents can report via 911 or the 311 app.
5. Speed Humps on Lahaina Street: Jordan noted the City and State will jointly install eight speed humps on Lahaina Street this summer; the road is already marked.

Honolulu Ocean Safety Department – [0:14:06]: The Ocean Safety Captain reported the following:
● May 2026 Statistics: 26 – 911 calls; CPR assist on a dolphin tour boat; 4-person rescue at Keaʻau Beach Park; 3-person kayak rescue; 2 trauma cases at Pōkaʻī Bay; 1 methamphetamine overdose (first Narcan use by lifeguards); multiple shark sightings at Māʻili Point and Beach Park; lightning strike the road near Mākaha Beach.
● Programs: Junior Guard program started Monday, June 1. 2026. New watchtower tablet program launching at the end of June 2026; demos on Thursday, June 11, 2026 and Monday, June 15, 2026.

Questions, Comments, & Concerns – [0:16:38]
1. Deceased Monk Seal Protocol: Newman asked about a monk seal towed to Nānākuli Beach Park. The Ocean Safety representative confirmed it was towed at NOAA (National Oceanic and Atmospheric Administration) Fisheries’ request for a biopsy.

Board of Water Supply (BWS) – [0:17:45]: Kauai Hico reported the following:
● May 2026 Main Breaks: Two breaks on Kaupuni Street near Waiʻanae KFC (Kentucky Fried Chicken), both on Friday, May 1, 2026.
● Semi-Annual Water Quality Report: Mailed to all customers by Wednesday, July 1, 2026; also available at boardofwatersupply.com/WQR or call (808) 748-5041.
● Follow-Up (Kalei Salcedo’s Questions): The responses provided were that BWS uses satellite leak detection to identify leaks early. Pipe lining is being explored; currently in early design phase to rehabilitate a 24″ water transmission line along Farrington Highway using cured-in-place lining. Where lining isn’t ideal, epoxy-coated ductile iron with cathodic protection (~100-year service life) was used.

Questions, Comments, & Concerns – [0:21:01]
1. Rainwater Capture / Kona Low Runoff: Newman asked if heavy rains were captured and could be reused. Kauai explained that while the community likely benefited from the rains, much of the excess water saturated the ground and ran off into the ocean.
2. Rain Barrels / 55-Gallon Drum Program: Chair Savaiinaea asked about catchment containers. Kauai confirmed rain barrels are stockpiled in Hālawa and committed to finding out about public accessibility.
3. 24″ Transmission Line Clarification: Jordan asked if the rehabilitation project would replace the line that was changed 15 years ago from Koʻolina to Blackrock into Waiʻanae. Kauai committed to checking the scope and will report back.

MILITARY OFFICIAL REPORT – [0:24:59]
Army Representative – [0:25:00]: Lieutenant Colonel Stroh reported the following:
● June 2026 Training: Artillery, mortar, and demolition exercises at Schofield Barracks and East Range, day and night. Residents near training areas will experience noise and vibrations. Garrison concern line: (808) 787-1528.
● Job Fairs: Wednesday, June 24, 2026 at AMVETS (American Veterans) West Oʻahu Veterans Center; Tuesday, July 21, 2026 at Helemano Military Reservation Gym, 8:30 a.m. – 2:00 p.m. On-the-spot job offers with benefits.
● Free Community Day: Fort DeRussy, Friday, June 12, 2026 from 10:00 a.m. – 4:00 p.m.

Questions, Comments, & Concerns – [0:26:45]
1. Schofield Barracks – 4th of July: An online attendee asked if Schofield would be open on Saturday, July 4, 2026. Lieutenant Stroh confirmed normal access requirements apply and committed to sharing specific July 2026 events with the Chair. Chair Savaiinaea requested the online attendee to provide her email, so that she could forward the information once received.

CERTIFICATE OF APPRECIATION FOR CALVIN ENDO AND JEFFREY JONES – [0:28:48]
Calvin Endo was not present at the meeting, so Chair Savaiinaea mentioned that she will meet with him to provide the certificate and lei. Chair Savaiinaea presented a Certificate of Appreciation to Jeffrey Jones for over two years of service as a Neighborhood Assistant. Jeffrey expressed gratitude and noted he will continue serving the community as the Child and Club Safety Coordinator for the Boys & Girls Club of Hawaiʻi.

COMMITTEE REPORTS – [0:31:25]
Housing/Homelessness: Peterson noted that the meeting went well and was informative. She informed that Fran gave a thorough presentation on Maunakai & Associates-CSY MOUA single family dwelling project 84-909 Moua St. (TMK:8-4-005:008), community questions about the shoreline 60-foot setback requirement were addressed and met, and there were no objections to moving forward. She also appreciated that the property owners came to engage directly.

PRESENTATIONS – [0:33:14]
Maunakai & Associates-CSY MOUA single family dwelling project 84-909 Moua St. (TMK:8-4-005:008) – [0:33:16]: Fran Palama of Maunakai & Associates presented an SMA (Special Management Area) Major permit application on behalf of the Chang, Shigemasa, and Yuen families — local families who grew up along the Waiʻanae Coast — to build a 3-bedroom, 3-baths with a 3-car garage at 84-909 Moua Street, Wai’anae, 96792. All zoning and 60 ft. shoreline setback requirements are met. Two additional public hearings remain before a permit can be issued.

Questions, Comments, & Concerns – [0:38:50]
1. Vacation Rental Restriction: Johnnie-Mae Perry asked whether the family is aware that the property cannot be used for short-term rentals. Fran confirmed the family is aware and the property is solely for family use.
2. Group Living / Family Relations: Austin Salcedo asked if this qualifies as a group living facility. The presenter clarified all owners are related by family.
3. Reason For an SMA Permit: Austin Salcedo inquired on the reason for an SMA permit being needed instead of a conditional use permit. Fran clarified that the SMA major permit is required because the property is located within the Special Management Area, which can be verified on TMK (Tax Map Key) maps online. She also noted that a conditional use permit and an SMA major permit are very different, with the latter requiring a public hearing, while an SMA minor only involves the DPP (Department of Planning and Permitting) director for review.
4. SMA Classification Change: Newman inquired about the shift from SMA Minor to Major. The presenter explained construction costs increased to over $750,000, triggering the SMA Major process requiring a public hearing.

Neighborhood Commission (NC) – [0:43:39]: Neighborhood Commission Vice Chair Veray commended the board and provided guidance on: supporting the Chair as orchestrator; maintaining cohesion between Chair and Vice Chairs; appropriate committee tasking (with agendas and minutes); listening to community concerns and routing them to committees; and recognizing community members. He noted the Neighborhood Plan is currently being revised and invited input. He also emphasized the importance of documentation over verbal communication and confirmed the commission supports the board. He also explained that during public concerns, board members should listen and take notes without asking questions, as the topics raised are typically not on the agenda. The only exception is asking for a brief clarification, such as a specific location, with the chair’s permission. If a public concern relates to an item already on the agenda, questions should be held until that agenda item is reached.

Questions, Comments, & Concerns – [0:55:13]
1. Board Member Training: Jordan asked about formal training for board members. NC Vice Chair Veray shared that the NCO is working on a board training program, and Lloyd Yonenaka currently hosts a monthly WebEx session on the first Monday of each month for board members to ask questions and review topics. NC Vice Chair Veray stressed the importance of training, particularly for chairs on managing difficult situations, and noted that any insubordination or disrespect would be addressed directly through mediation rather than the formal complaint process.
2. Hawaiian Language Interpretation: Peterson requested Hawaiian language interpreters at board meetings and inclusion of Hawaiian language training for board members. NC Vice Chair Veray expressed support; Chair Savaiinaea reminded attendees to submit such requests via email for documentation.

Point One Vision: O’ahu Pentathlon (6th Annual, August 8–9, 2026) – [1:02:25]: Sarah Aiko presented the 6th annual O’ahu Pentathlon — a 135-mile island circumnavigation adventure race benefiting the Point One Vision nonprofit. The Waiʻanae portion involves athletes transitioning at Kaʻena Point to Kea’au Beach Park. Approximately 40–50 athletes expected between 3:00 p.m. and midnight on Saturday, August 8, 2026. Permits submitted to DPR (Department of Park and Recreation), DTS (Department of Transportation Services), and DLNR (Department of Land and Natural Resources) State Parks.

Questions, Comments, & Concerns – [1:05:35]
1. Primary Election Day Conflict: Pikachu Shelby noted Saturday, August 8, 2026 is Primary Election Day. Sarah confirmed no roads would be coned off and impact would be minimal.
2. Stray Dogs in Kea’au Area: Austin Salcedo flagged stray dogs from encampments as a safety risk for athletes. Sarah committed to coordinating with HPD.

Chair Savaiinaea called for a short recess so that Neighborhood Assistant Rachel Cristobal could pull the maps related to the race at 7:38 p.m.

Questions, Comments, & Concerns (Continued) – [1:08:05]
3. Cleanup Plan: A community member asked about trash cleanup. Sarah confirmed trail guides follow the last athlete out and pick up debris; volunteers manage the park area.
4. Closure of Keawa’ula & Safety Concerns: Desoto asked if Point One Vision was aware that driving through Ka’ena Point and going into Keawa’ula that Keawa’ula was closed. Sarah shared that she was not aware and asked what was the reason for the closure. Desoto explained the closure was due to the Kona Low Storms. She also asked how safety would be provided for the athletes if they were to get hurt and also informed that a road is blocked so no traffic is allowed to go in and out except for first responders. Sarah noted that she will need to look into this and responded that there are trail guides that are first aid certified. Chair Savaiinaea informed that the road near Waikomos caved into the ocean due to the Kona Low, so she recommended getting their permit reviewed. Multiple community members expressed concerns relating to the topic.
5. Opposition from Representative Muraoka: Representative Muraoka expressed strong opposition given the dangerous road conditions, closed area, and insufficient due diligence. He committed to contacting permit decision-makers the following morning and offered to accompany Sarah to assess conditions in person. His direct contact: (808) 690-0882.
6. Shut Down Road Update: Wahilani provided an update on when drivers drive towards Kea’au Beach Park and Waikomos there is only one lane going in and supposed to be have been shut down, but recently HPD has been letting people go through. He has experienced going in multiple times. However, it is still a concern, since there’s local traffic and adding athletes would increase the traffic.
7. Cultural Significance of Kaʻena Point: Newman urged Sarah to research the cultural and spiritual significance of Kaʻena Point before proceeding. Sarah committed to looking into it.

COMMUNITY CONCERNS – [1:26:14]
City Budget / Panda Bears / New Police Chief – [1:26:30]: Pikachu Shelby raised concerns about the upcoming City Council budget vote (Bills 22 & 23), opposed spending on panda bears (~$1M/year for a 10-year contract per panda).

Military Activity / Emergency Communication – [1:28:38]: A community member flagged that a fire rescue helicopter was observed over Waiʻanae Valley for several hours without 911 dispatch knowledge. She requested improved inter-agency communication for emergency activity. The Chair noted that the June military exercises were shared via email just in case it was a military aircraft.

Geothermal Meeting / Department of Hawaiian Homelands – [1:31:25]: A community member expressed a concern regarding the location of the DHHL Geothermal meeting. She questioned why the community needed to meet in Kapolei when it’s for their community to be informed and engaged.

ELECTED OFFICIALS & STATE DEPARTMENT REPORTS – [1:35:20]
Mayor Rick Blangiardi’s Representative – [1:35:27]: Dawn Apuna provided responses to questions from last month:
● Farrington Highway Closure (Kea’au Area): Under State DOT — contact HDOT at (808) 587-2150.
● Kea’au Beach Park Cleanup: DPR (Department of Parks and Recreation) has assigned two dedicated groundskeepers on-site daily and is filling vacancies to ensure consistent upkeep.
● Panda Bears / City Spending: Mayor’s April 2026 trip to China focused on economic diversification and global partnerships. Panda hosting is part of an international conservation program expected to increase zoo revenue and attendance.
● Waste Management Technology: The City already uses an integrated system (recycling, composting, H-Power waste-to-energy) and recognizes landfills are not a long-term solution.
● Vaping Shops: Classified as general retail under ROH (Revised Ordinances of Honolulu) Chapter 21 — no DPP discretionary review or neighborhood board notification required.
● DHHL (Department of Hawaiian Home Lands) Permitting: DPP hopes the DHHL will put out some kind of press release if they launch their own permitting process, however, that is under the jurisdiction of the DHHL and they should be contacted directly regarding this matter.
● Flood Prevention: (1) Pūhāwai Road Culvert Drainage Improvements — replacing 3 of the 36″ pipes, bid advertised tentatively in 2028; (2) Ulehawa U-1 & U-2 Flood Control — stream bank stabilization, bid tentatively in 2030.
● Mayor’s Town Hall: Town halls are driven by specific community needs; focus remains on storm recovery and FEMA (Federal Emergency Management Agency) assistance.
● Virtual-Only Neighborhood Board Meetings: Not permitted. State Sunshine Law requires in-person facilities; virtual components are optional.

Questions, Comments, & Concerns – [1:41:04]
1. DHHL Self-Permitting / Road Standards: A community member asked whether DHHL has submitted self-approved permits and few other questions relating to DHHL permitting status. Dawn clarified DHHL has not exercised self-permitting in practice; going through DPP ensures infrastructure meets City standards required for road acceptance.
2. DHHL Hawaii Housing Finance and Development: Johnnie-Mae asked if DHHL Hawaii Housing Finance and Development also goes through DPP. Dawn noted that they have their own route, but are in parallel with DPP. It depends on the project.
3. Short-Term Rental Restriction on SMA Permits: Johnnie-Mae Perry asked whether DPP can add a no-short-term-rental condition to SMA Major permits. Dawn confirmed this is generally included as a condition in areas where zoning prohibits short-term rentals and that violations would be enforced.
4. Makaīwa Hills PIM (Public Infrastructure Map Symbol / ENV (Department of Environmental Services) Transparency: Wahilani asked whether ENV sought a PIM designation for Makaīwa Hills. Dawn confirmed ENV did submit a PIM request to DPP, but the Council did not hear the resolution.
5. Cultural Assessment for Makaīwa Hills: Newman asked if the City has assessed cultural and historical resources at the site. Dawn indicated this would be required if the project moves forward but has not been completed.
6. Deceased Ocean Animals / Cultural Protocols: Newman asked whether Ocean Safety staff are trained in cultural procedures for handling deceased ocean animals. Dawn was not unaware, but believed that they would need to contact DLNR with the process. However, she will follow up with a response at the next meeting.

Councilmember Andria Tupola (District 1) – [1:57:02]: Councilmember Andria Tupola reported the following:
● Bill 22 (Operating Budget): Includes funding for HPD vacancy task force recommendations; a gate at Kaupuni Park; and the Waiʻanae District Park gym renaming sign.
● Bill 23 (CIP): Councilmember Tupola removed $30 million for Makaīwa Hills land acquisition; added Kaupuni Street drainage and a new long-reach excavator for stream cleaning. Full Council vote on Wednesday, June 3, 2026.
● Makaīwa Hills Landfill: The Zoning Committee did not schedule the PIM hearing. Without the hearing and without the $30 million in the budget, the landfill expansion is blocked for now. Mayor has 10 days to veto; override votes are secured.

1. Waiʻanae District Park Gym Naming: Wahilani asked for the new name. Tupola confirmed the gym is named after Shinyei Nakamine of the 100th Battalion.
2. Waiʻanae Community Sustainable Plan / Concerts: Johnnie-Mae Perry asked for a timeline and suggested hosting a City concert at the Waiʻanae District Park. Councilmember Tupola committed to bringing answers to the next meeting.
3. Stray Dogs / Encampment Safety: Kalei Salcedo raised ongoing concerns about stray dogs from encampments attacking livestock and lack of agency accountability. Councilmember Tupola noted the City’s contract with the Humane Society and encouraged reporting specific incidents. She is working with Representatives Muraoka and Kila on park cleanups and encampment safety.

Governor Green’s Representative / DHHL (Diamond Badajos) – [2:14:03]: No representative present.

Senator Samantha DeCorte (Senate District 22) – [2:14:16]: Senator DeCorte reported the following:
● Follow-Up: A bill increasing the Chief Justice retirement age did not pass. HDOT (Department of Transportation) is developing a drainage plan for Pa’akea Road (state-owned since 2024); primary flooding source is currently coming from the Navy runoff — the Senator is waiting for new Navy leadership before pursuing action.
● DHHL sought $5M for Geothermal Study and Kuanamano Farms is providing free food boxes (7 breakfasts + 7 lunches) available weekly to Waiʻanae Coast DOE (Department of Education) students.

Questions, Comments, & Concerns – [2:18:30]
1. Pōhakuloa Flooding / Navy Accountability: Johnnie-Mae Perry urged action on long-overdue Pōhakuloa flooding and suggested working with the Navy. She also noted DHHL geothermal meetings are not on Zoom. Senator DeCorte committed to sharing available materials with the board if she is able to locate.
2. Geothermal / DHHL Revenue for Housing: A concern was raised about a potential conflict of interest in DHHL’s funding request, with the speaker stating no money should be allocated without transparency and input from beneficiaries. She also referenced past issues at the Puna geothermal plant, including serious incidents reported by nearby residents, as a cautionary point for considering new geothermal proposals.

Representative Chris Muraoka (House District 45) – [2:25:04]: Representative Muraoka reported the following:
● Traffic Safety: Speed humps installed at Boys & Girls Club; more coming on Lahaina Street (end of June/July 2026) and on Farrington Highway.
● Ka’ena Point (Going into Keawa’ula): Road is open with a single-lane courtesy pass the washout; beach and hiking trails remain closed per DLNR (Department of Land and Natural Resources).
● Joint Town Hall: Joint town hall with Representative Kila on Wednesday, June 24, 2026 at 6:00 p.m.

1. Amazon Development / Traffic Impact: Austin Salcedo raised concerns about the upcoming Amazon facility in Kapolei and west side commute traffic. Representative Muraoka confirmed local hiring commitments and noted new road infrastructure to Campbell will ease access. Chair Savaiinaea noted the Amazon presentation is planned for August 2026.
2. Calls for Stricter Fentanyl Laws: Wahilani asked whether stricter laws targeting fentanyl dealers could be introduced next session, given how devastating fentanyl has been compared to other drugs. Representative Muraoka agreed, saying he had always taken a hard stance against drug dealers, especially with fentanyl, and offered to work with Representative Kila to help draft such a bill.
3. Encampment / Cultural Approach: Newman advocated for a culturally-informed, collaborative approach to encampment resolution — partnering with cultural practitioners rather than acting unilaterally. Representative Muraoka expressed openness, affirming the shared goal of addressing the homeless while respecting the community.

Representative Darius Kila (House District 44) – [2:43:01]: Representative Kila reported the following:
● Traffic Safety: Legislation before the Governor establishes consistent traffic safety laws statewide.
● Passed Resolution: A resolution passed to develop an indigent pathway for overlooked beneficiaries.

iQ360 / JERA (Japanʻs Energy for a New Era) – LNG Informational Session – [2:48:40]: JERA, the company proposing a new LNG (Liquefied Natural Gas)-fueled power plant for Hawai’i, gave a heads-up about upcoming community information sessions on the project. The stated goal is to lower electricity rates and reduce reliance on oil (currently about 70% of the State’s electricity), supporting Hawai’i’s 2045 clean energy goals. A formal open house is set for Monday, August 3, 2026 in Blaisdell, with a session in the Kapolei area being planned for July 2026 (date TBD, to be shared at least 10 days in advance). Informal info sessions may also happen beforehand.
