Rules of Speaking: Anyone wishing to speak is asked to a) in attendance at physical location please raise your hand to be recognized by the chair; When recognized by the Chair, state your name for the record and then address comments to the Chair. Speakers are encouraged to keep their comments under two (2) minutes, and those giving reports are urged to keep their reports to three (3) or five (5) minutes or less, including Q&A, and depending on your Item section allotment.
Please silence all electronic devices in physical location if you need to answer a call please step outside.
Working Agreements: Please be respectful while others are speaking, let’s agree to disagree and please refrain from making any comments and gestures towards fellow community members on any topic. While addressing concern please stay within the 2 minutes or yield the remaining of your time if less and try to stay on topic one concern at a time. No more than two concerns shall be heard in one single meeting any more than the allotted amount please feel free to fill out our concern sheets in writing or speak to me after our meeting is adjourned.
Note: This committee may not act on any agenda item, unless voted and added to General Board Meeting. We are here to discuss our concerns as a community and address and find solutions together. If a vote is needed after proper protocols, it may be added to our General Board Meeting for discussion and voting.
I. Oli/Opening Protocol: Welcoming chant or pule to ground the meeting in aloha ʻāina and kuleana to Waiʻanae.

II. Call to Order & Introductions
a. Chair calls meeting to order, notes time, and quorum.
b. Self introductions of subcommittee members and guests.
III. Approval of Minutes (if applicable)
a. Review and approve previous subcommittee meeting minutes.
IV. Cultural Manaʻo / Community Grounding
a. Reflection of Waiʻanae’s history of resilience and mālama ʻāina.
b. Share ʻike kūpuna on kuleana to kūpuna, keiki, and houseless ʻohana
V. Presentation: Houseless Community Project – Charles Hewlen
VI. Public Input: Space for community members to share manaʻo (limit to 2 minutes per speaker)
VII. Order of Business
a. Updates: Reports from outreach groups, service providers, and community advocates.
b. Needs Assessment: Identify urgent houseless needs (health, food, sanitation, cultural support).
c. Cultural Solutions: Discuss how ʻike Hawaiʻi such as mālama ʻāina, laulima. And hoʻokipa, can guide outreach.
d. Partnerships: Planning resource pop-ups (food distribution, healthcare screenings, cultural healing spaces).
e. Recommendations: Drafting actions for full Neighborhood Board consideration.
VIII. Action Items
a. Confirm tasks and kuleana for subcommittee members.
b. Identify items to present to full Neighborhood Board.
c. Suggest future agenda topics.

X. Next Meeting: The next Housing / Homelessness Committee Meeting will be held on Friday, October 3, 2025, location and time TBD.
