The ʻEwa Neighborhood Board is an advisory board and we provide fairness, integrity and collaboration to all to increase and assure effective citizen participation in the decisions of government. Anyone wishing to speak is asked to raise their hand, and when recognized by the Chair, to address comments to the Chair. Speakers are encouraged to keep their comments under one (1) minute – one (1) turn per person. Those giving reports are urged to keep their reports less than Three (3) minutes and presentations under 10 minutes. Please silence all electronic devices.

Chair John Clark III called the meeting to order at 7:01 p.m. Chair Clark noted that with only four members present, quorum was NOT established. No voting on significant items would occur during the meeting.
Note: This 11-member Board requires six (6) members to establish quorum and to take official board action.

2. PUBLIC SAFETY (FIRST RESPONDER) REPORTS – [0:04:19]

Honolulu Fire Department – [0:04:49]: Captain Keoni reported the following;
• August 2025 Statistics: 11 fires (3 wildland fires, 1 nuisance fire, 7 activated alarms with no fire), 199 emergencies (187 medical calls, 1 motor vehicle collision involving a pedestrian, 9 motor vehicle collisions and 2 hazardous materials incidents).
• Fire Safety Tip: Captain Keoni provided information about lithium-ion battery safety, noting the National Fire Protection Association’s fire prevention campaign. He advised to buy only listed products with safety certification marks (UL, ETL, or CSA), charge devices safely by using approved chargers and cord that came with the product and recycle batteries responsibly at safe recycling locations.
• Event: Captain Keoni announced HFD is hosting a Fire Prevention Family Day event on Saturday, October 4, 2025, at the Honolulu Zoo from 10:00 a.m. to 2:00 p.m.

Honolulu Police Department – [0:07:32] Corporal Cory Makino reported the following;
• August 2025 Statistics: 14 motor vehicle thefts (district total: 27), 5 burglaries (district total: 10), 30 thefts (district total: 117), 6 unauthorized entries into motor vehicles (district total: 17), 106 speeding, 687 moving violations, 166 parking citations (1,1315 total citations), 2,150 total calls for service (district total: 8,086).

Questions, comments, and concerns followed – [0:08:42]
1. High Citation Numbers: Zoya Switzer, resident, asked why citation numbers were so high. Corporal Makino explained that due to accidents and fatalities across the island, each district is increasing traffic enforcement with dedicated traffic projects to enforce traffic violations with the help from traffic division and other support units.
2. Catalytic Converter Thefts: Zoya Switzer, resident, expressed concern about catalytic converter thefts and police response. Corporal Makino explained that to make an arrest, a complainant (vehicle owner) must pursue charges, but reports are forwarded to detectives for further investigation.
3. Vandalism Concerns: Hayden, resident, asked about HPD’s approach to vandalism, particularly graffiti. Corporal Makino encouraged reporting incidents to establish trends and enable enforcement operations.
4. Graffiti Removal: Member Susan Gorman-Chang asked about city programs for graffiti removal. Corporal Makino explained that city property (like parks) can be reported to the city for cleanup, while private property owners are responsible for their own cleanup.

Ewa Weed & Seed – [0:13:28]: Corporal Makino reported that Weed & Seed will hold their Legacy Luncheon at the Okinawan Cultural Center on Friday, November 14, 2025, from 11:00 a.m. to 1:00 p.m. For ticket sales or donation information, contact Gale Braseros at galeb@weedandseedhi.org.

3. BOARD ADMINISTRATION AND PLANNING – [0:16:30]

Approval of Initial Convening Meeting Minutes – [0:16:30]: Chair Clark noted that without quorum, the board could not approve the minutes from the August 14, 2025 meeting.

Consideration of Resolution: Children’s Safety Along Sidewalks on Papipi Road – [0:17:35]: Chair Clark presented concerns about signs placed in the middle of sidewalks along Papipi Road fronting Ewa Beach Elementary School, creating hazards for children walking and biking to school.

Questions, comments, and concerns followed – [0:21:36]
1. Safety Incidents: Rachel Kuchar. resident, described how her kindergartener’s bike tire hit a post, causing him to fall into the road. She advocated for removing the signs and adding barriers or buffer between the sidewalk and road.
2. Navigation Difficulties: Hayden, resident, described difficulties navigating around the signs while biking, noting near collisions with other cyclists and pedestrians. He mentioned that the removal of the sigs will be incredibly helpful.
3. Barrier Proposal: Caitlyn Ward, resident, suggested installing barriers along the edge of the sidewalk, potentially mounting the signs on top of these barriers.
4. Community Engagement in Problem Resolution: Zoya Switzer, resident, asked how long it would take for this issue to be resolved and is there is anything that the community can do to help speed up the process. Chair Clark mentioned that just attending the board meeting alone can help solve issues. In addition, bringing more people to these meetings will jump start resolutions since representatives are present to hear the concerns.
5. Board discussion/suggestion: Member Espino suggested consolidating signs to reduce obstacles, measuring sidewalk width to ensure ADA compliance, exploring alternative sign placement options and considering barriers between the sidewalk and road. Chair Clark noted this item would be tabled for a formal resolution at the next meeting when quorum is established.

Consideration of Resolution: Air Conditioning Systems at Ewa Area Schools – [0:34:44]: Chair Clark discussed a state audit revealing problems with the Department of Education’s implementation of air conditioning systems in schools. He noted the audit found significant issues with maintenance and implementation. Chair Clark acknowledged the presence of Jay Lin, Ewa Beach Elementary School principal, Audrey Hidano, Interim Assistant Superintendent for Department of Education, and Cindy Otsu, Interim Complex Area Superintendent for Campbell/Kapolei.

Questions, comments, and concerns followed. – [0:41:17]
1. Classroom Conditions: Zoya Switzer, resident, reported her son’s classroom air conditioning broke down. She explained that the solar-powered units don’t work well, with some panels incorrectly positioned under trees or facing away from the sun.
2. Student Perspective: Kilohana Lele, resident, a proud parent and one of the parent representatives in the school community council read a letter from her son, Tamatoa Lele, a fifth-grade student which stated that their classroom is uncomfortable and they deserve to have AC so they can enjoy learning.
3. Board Members Express Support for Classroom AC Solutions: Member Gorman-Chang thanked the parents and the students who attended the meeting. She also agreed to the testimonies from the community that not having AC in the classrooms affects the student’s ability to function and learn. Member Plowman brought up his concerns and commented on how the budget was spent on the AC projects. He fully supports in getting this right and hopes that this time, there is efficiency. Member Borgia also made a comment that he taught for over 10 years and it’s tough to teach in a hot classroom. He hopes that whatever plan we have going forward, preventive maintenance is included in the budget.
4. Principal Advocacy: Principal Jay Lin of Ewa Beach Elementary School expressed appreciation for parent involvement and suggested evaluating simpler conventional AC systems like window units that are easier to install and maintain and establishing clear policies for school-directed AC programs to ensure schools follow proper procedures for electrical assessments and installations. Chair Clark noted this item would be tabled for a formal resolution at the next meeting.

4. PRESENTATIONS – [0:55:15]

Community Information – Kalaeloa Regional Park Website – [0:55:45]: Chair Clark presented information about the Kalaeloa Regional Park website, highlighting plans for a potential racetrack and encouraging community members to review the website and provide input on what they want or don’t want in the 400-acre park.

Community Information – Climate Action Pathways – [0:58:40]: Chair Clark shared information about the Hawaii Climate Change Mitigation and Adaptation Commission’s Climate Action Pathways initiative. Member Gorman-Chang commented that she has used the website and found it to be an excellent format for providing public feedback, allowing users to see others’ suggestions and add references to support ideas.

Community Information – Review of the Revised Charter of the City and County of Honolulu – [1:01:28]: Chair Clark presented information about the Charter Commission’s invitation for community input on proposed amendments to the City and County of Honolulu Charter. He explained that the commission is seeking proposals from community members and neighborhood boards and any changes recommended will appear as questions on the November 2026 ballot. Former Ewa Neighborhood Board member, Trey Gordner is now a member of the Charter Commission. Proposal submission period runs until Friday, November 7, 2025 and public review and hearings will occur from December 2025 through April 2026.

5. RESIDENTS AND COMMUNITY CONCERNS AND COMMUNITY ANNOUNCEMENTS – [1:07:59]

Red Hill Registry Update – [1:08:19]: Jolie Numasaki, community engagement specialist at the Red Hill Registry team through the University of Hawaii and University Health Partners, announced that the Red Hill Registry has officially opened for enrollment this past August. The registry gathers data and tracks health impacts of the Red Hill fuel spill on approximately 93,000 individuals and 9,600 homes along the Navy’s water line. The registry also includes a referral program connecting people to resources through a nationwide referral platform called Unite Us. Those affected can join at redhillregistry.org.

1. Red Hill Water Crisis Support Program Clarification: Chair Clark asked Jolie Numasaki to elaborate on what she means when she said it’s for the people who experienced the Red Hill Water Crisis. Jolie answered that although they don’t want to isolate to a specific time range, they also want to acknowledge people who may have been drinking the water before November 2021 and after March 3rd when the drinking water ordinance ended or even people who were not directly affected. They also have a very inclusive referral program and anybody in the public is able to use the United Us platform.
2. Kapilina Beach Homes Water Contamination Concerns: Member Gorman-Chang noted that Kapilina Beach Homes in Ewa Beach were affected as they are on the Navy waterline, with contamination potentially affecting soil and plants when water was flushed into yards.

7. GOVERNMENT OFFICIALS – [1:14:07]

US Marine Corps Base Hawaii – [1:14:28]: First Lieutenant Haley Arms reported that the sand fence for PRTF (Pu’uloa Range Training Facility) will be constructed later in August.

US Navy – [1:16:01]: Chief Jose Jaen, Media Operations Senior Enlisted Advisor, Navy Region Hawaii announced that the Weekly Molelo newsletter is available (distributed every Wednesday). Monthly ship tours will be available on Saturday, September 20, 2025 and Saturday, September 27, 2025 from 9:00 a.m. – 10:45 a.m. where the public can get on an active Navy ship in port and interact with sailors. Community White Boat Tours at Pearl Harbor or Arizona Memorial are also available. Laulima Navy 2025 exceeded its goal with 276 acts of community service.

Update Requested on Lualualei Weapons Magazine Expansion and Relocation: Member Plowman requested an update on the expansion of weapons magazines at Lualualei and the relocation of the bypass road that will impact homes near Hanoloa Street and other streets. Chief Jaen agreed to provide an update next month or can reach out via email.

Council Member District 9 – Augie Tulba – [1:19:39]: Aaron Michael Ho handed out the bulletin to everyone in person. He reported that Councilmember Tulba’s office has been working with residents in Aniani Place (not part of Ewa but part of Councilmember Tulba’s district). A community meeting was held on Monday, and a cleanup/beautification event is scheduled for Saturday, September 13, 2025 from 8:00 a.m. to 10:00 a.m.

Education Committee – [1:24:59]: Chair Clark noted that the presence of representatives from Department of Education and Ewa Beach Elementary school and the previous discussion would serve as an excellent report.

Transportation Committee – [1:25:06]: Member Gorman-Chang reported that she attended the HDOT (Hawaii Department of Transportation) meeting on Wednesday, September 3, 2025 on behalf of John where they discussed the one-year anniversary of the Navahine Settlement. The state’s plan will be released on Wednesday, October 15, 2025 for public comment. Monday, September 29, 2025 through Sunday, October 5, 2025 is “A Week Without Driving” with resources available to help plan alternative transportation.
Public Safety/Community Outreach/Homeless Outreach – [1:27:10]: No report.

Oahu Metropolitan Planning Organization (OMPO) Citizen’s Advisory – [1:27:10]: No report.

Climate Change – [1:27:27]: Member Gorman-Chang reported that the next committee meeting is Wednesday, October 1,2025 at 7:00 p.m. at the library (hybrid format). The permitted interaction group with Ewa and Kapolei/Makakilo to pursue resiliency hubs has been re-established. Resiliency hubs serve as community gathering places for events and emergency situations.

1. Chair Clark reminded everyone not associated with the board that the Permitted Interaction Groups (PIG) is a way for different boards to come together and collaborate legally and talk about things that affect us regionally.

Military Affairs Committee – [1:29:36]: Member Plowman reported nothing new to pass this month.

Navy Closure Task Force-Red Hill – [1:30:01]: Stephanie Abdul announced that the Weekly Red Hill Highlights (25th edition) is out (every Tuesday). The newsletter provides updates on tank cleaning and closure process. There will be a quarterly informational webinar covering worker and contractor safety on Wednesday, September 24, 2025. Lastly, a drinking water information booth will be at the Navy Exchange and at the Kapilina Night Market on Thursday, September 18, 2025 and Wednesday, September 24, 2025.

1. Member Gorman-Chang asked about Navy attendance at the Community Representation Initiative meeting on October 30. Stephanie Abdul said she would confirm with senior leadership. Next Regular Meeting – Scheduled for Thursday, October 9, 2025, at 7:00 p.m. – Virtually via Webex and in person at the Ewa Beach Public Library. Chair Clark encouraged community members to support the library and noted that board meetings are broadcasted every Sunday at 6:00 p.m. and every second and fourth Friday at 10:00 a.m. on Ōlelo digital channel 49. Melissa and Jeffrey informed the chair that this meeting would be available on the NCO’s (Neighborhood Commission Office) YouTube channel within the next day or two.
