Aloha! This is your Community Public Forum; your input and cooperation are really appreciated. The ʻEwa Neighborhood Board is an advisory board and we provide fairness, integrity and collaboration to all to increase and assure effective citizen participation in the decisions of government. Anyone wishing to speak is asked to raise their hand, and when recognized by the Chair, to address comments to the Chair. Speakers are encouraged to keep their comments under one (1) minute – one (1) turn per person. Those giving reports are urged to keep their reports less than Three (3) minutes and presentations under 10 minutes. Please silence all electronic devices.
Video-Teleconference: The Board will be making a good-faith effort to provide the public with the opportunity to observe the meeting as it happens and an opportunity to provide oral testimony without a physical presence in the physical meeting room. Hawaii Revised Statutes – §92-3 – Open meetings: Every meeting of all boards shall be open to the public and all persons shall be permitted to attend any meeting unless otherwise provided in the constitution or as closed pursuant to sections 92-4 and 92-5; provided that the removal of any person or persons who willfully disrupts a meeting to prevent and compromise the conduct of the meeting shall not be prohibited. Note: This 11-member Board requires six (6) members to establish a quorum and to take office Board action.
Quorum was established with 10 members present.

Proposed Bus Service Changes for Opening of the 2nd Phase of Skyline [0:27:35]: Pete Carino from the Department of Transportation Services (DTS) and Katie Cullson from PBR Hawaii & Associates, Inc. provided a PowerPoint presentation regarding the opening of the 2nd phase of Skyline set to serve from the Aloha Stadium to Kahauiki (Middle Street). This opening is set to change certain bus routes and discontinue others to encourage Skyline usage and mitigate traffic issues.

Telecom Facility [0:59:36]: Jim Hayes from Planning Solutions, Inc. provided a PowerPoint on the proposed Telecom location at ʻEwa Villages Golf Course (parking lot area). He shared it will be a cellular service tower made to look like a tree to blend in to the surroundings near the golf course to provide better cellular service to different areas of the community.

[1:11:36] Gaos MOVED and Tynanes SECONDED to add the Resolution regarding the potential support of the Aquaculture Farm in the community. Following discussion, there was no vote taken. The presentation was not added to the May 2025 agenda. The resolution will be presented at the June 2025 Regular Board Meeting.

Neighborhood Board Elections [1:23:27]: Kevin Lye (Neighborhood Board #13) raised concerns with the alleged errors in the Neighborhood Board Election process.

Bike Month Announcement – [1:28:54]: Member Rogers shared that May is “Bike Month” and the Hawaiʻi Bicycling League sponsored activities.
Memorial Day Clarification – [1:31:03]: Chair Clark III clarified the difference between Memorial Day and Veterans’ Day.
Safety Concern Regarding Recent Violent Events – [1:31:48]: Member Cureton shared their needs to be an increase in police presence in the community due to recent violent events from residents on E-Bikes.
Potential Expansion of Neighborhood Board System [1:33:28]: Senator Fevella shared that he will be writing a letter to the City asking the ʻEwa Neighborhood Board #23 be split into two separate Boards to better serve the community due to the increase in population.
