The ʻEwa Neighborhood Board is an advisory board and we provide fairness, integrity and collaboration to all to increase and assure effective citizen participation in the decisions of government. Anyone wishing to speak is asked to raise their hand, and when recognized by the Chair, to address comments to the Chair. Speakers are encouraged to keep their comments under one (2) minutes – one (1) turn per person. 2. PUBLIC SAFETY (FIRST RESPONDER) REPORTS – [0:04:27]

A. Honolulu Fire Department – [0:04:40]: Captain Brennan Doane reported December 2025 statistics: 2 structure fires, 1 brush fire, 1 nuisance fire, 23 activated alarms with no fire, 185 medical emergencies, 1 motor vehicle collision with pedestrian, 5 motor vehicle crashes, and 3 hazardous materials incidents. Captain Brennan Doane also shared the monthly safety tip – Electrical safety in the home: plug only one heat-producing appliance into a wall receptable outlet at a time, plug major appliances directly into wall outlets (no extension cords and power taps/strips), keep cords out of doorways and under carpets to prevent fraying, and use licensed electricians for electrical work.

B. Honolulu Police Department – [0:06:40]: Sergeant Fumi Muraoka reported December 2025 statistics (District/Ewa): Motor Vehicle Theft (24/12), Burglary (9/2), Theft (105/27), Unauthorized Entry to Motor Vehicle (15/3), 70 speeding, 550 moving violations, 332 parking, 1,211 total citations, 8,521 total calls for service in District 8: 8,521 and 2,760 totals calls for service in ‘Ewa.

Questions, comments, and concerns followed – [0:07:59]
1. E-bikes and juvenile riders: Member Rosenlee asked about barriers to enforcing illegal e-motorcycle/e-bike activity. Sergeant Muraoka noted three evening enforcement waves in 2025 (July–December) with arrests and seizure of illegal roadway e-bikes. Sergeant Muraoka also suggested requiring retailers to inform purchasers/parents about illegality/dangers.
2. Dangerous intersections and red-light behavior: Member Rogers requested enforcement and red-light cameras at Kapolei Parkway/Kualakaʻi Parkway intersection and adherence to “No Turn on Red” at Kapolei Parkway/Renton Road due to pedestrian conflicts during short walk intervals. Sergeant Muraoka will notify patrol/beat officers for focused enforcement.
3. Game rooms: Representative Alcos asked about game rooms in the area. Sergeant Muraoka said no new reports recently; prior locations were shut down. He requested any new tips be provided to Honolulu Police Department for referral to Narcotics Division.

C. ‘Ewa Weed & Seed – [0:16:15]: Corporal Pagan thanked Target and partners for the “Shop with the Heroes” event supporting 50 children with $100 each alongside Honolulu Police Department, Honolulu Fire Department, Federal Bureau of Investigation and the Chief of Police. He extended condolences to Member Tynanes for his family loss, recognizing his longtime service.

3. BOARD ADMINISTRATION AND PLANNING – [0:17:52]

A. Approval of Regular Meeting Minutes – Thursday, November 13, 2025 – [0:17:53]: Without objection, the minutes were approved as written.

B. Continued discussion, proposal, pending resolution – handling/managing information received between Board meetings – [0:18:04]: The Board discussed Sunshine Law-conforming ways to share incoming communications promptly while avoiding discussion outside meetings. Vice Chair Gaos proposed a centralized Board communications email to ensure equal access to incoming/outgoing Board-related correspondence among all members, enhancing transparency. The Board agreed to bring a written item next month to clearly outline simple process steps/roles. Vice Chair Gaos will prepare write-up.

Board approval of Chair letter to Department of Hawaiian Home Lands (DHHL) and developer, requesting a Board presentation on plans for Ewa project – [0:41:17]: During the discussion, it was clarified that individual members have the ability to invite presenters, though a formal Board letter carries greater weight and requires Board approval. Member Rogers will begin by emailing Department of Hawaiian Home Lands to request a presentation. If that initial approach proves unsuccessful, he will return with a proposed Board letter for the Board’s consideration and approval.

D. Neighborhood Plan §2-14-106 Three Absences Notice for Board Member – Bernadette Pada – [0:46:24]: Member Pada was not present to provide any statement.

B. Update on the Pu‘uloa Range Training Facility Lead Working Group meeting – Alexander Gaos – [0:53:59]:
Vice Chair Gaos shared information regarding the Pu’uloa Range Training Facility Working Group meeting held in July and December 2025 including setting the foundation, reviewing existing data, agencies present, key concerns raised and next meeting focus/goal.

C. Exceptional Tree Program – Roxanne Adams, DPR Division of Urban Forestry – [0:59:59]: No representative present.

D. Proposed Community Garden at Asing Park – Anna Mines (DPR Community Gardens Project Manager) – [1:00:15]: Anna Mines, DPR Community Gardens Project Manager, shared that as part of ongoing efforts to expand the Honolulu Recreational Community Gardening Program, DPR is evaluating Asing Community Park as a potential site for a new community garden. Residents are encouraged to share their input about the proposal through community meetings or contacting Anna Mines directly.

Questions, comments, and concerns followed. – [1:09:25]
1. Attendance/feedback: Member Rogers asked what kind of feedback/attendance there was for the last two meetings. Anna Mines noted that the in-person meeting had about 25 attendees which was a good turn out.
2. Youth soccer use: Members noted frequent keiki soccer practices in the preferred area. Anna Mines said park staff can adjust programming if needed, but encouraged concerned coaches to submit comments via the form.
3. Alternate location and garden size: Member Tynanes suggested moving the garden above the tennis courts to avoid displacement and asked how large the garden will be. Anna Mines noted that the area above the tennis courts is darker and more costly due to paving and parking requirements. She also explained that this area is currently used as part of the sports fields according to park staff but she will re-check with park staff about the feasibility. Lastly, she added that they are looking for a medium-sized garden around 10,000 square feet with 40-60 plots to keep it manageable.

E. Tripoli–Keoneʻula Boulevard Access Initiative – Alexander Gaos – [1:15:03]: Vice Chair Gaos presented a Transportation/Access concept to create a public link between Tripoli Street and Keoneʻula Boulevard near the planned Wai Kai/Lūʻau activity to reduce traffic congestion and improve multi-modal access. The proposal would distribute traffic away from Fort Weaver/Kapolei Parkway, enable shuttle operations, improve bike and pedestrian connectivity to beaches, and enhance emergency evacuation capacity. Discussion between Board Members and Lisa Enanoria from Haseko Homes included complications due to multiple landowners, Navy barricades related to encampments and safety concerns, and cultural and natural resources including a native garden, cultural sites, and bird sanctuary. Vice Chair Gaos will bring a resolution next month, and Haseko offered assistance in identifying stakeholders for a convening.

1. Barriers and Partnership Building: Member Rosenlee asked what is the barrier for the concept. Vice Chair Gaos noted that they just want to start the initiative and figure out who can assist push the concept. Lisa Enanoria from Haseko Homes expressed willingness to participate in a coordinated stakeholder meeting with Hawaiʻi Community Development Authority (HCDA), the Navy, the City, and other relevant parties to explore feasible solutions.

F. Honest Housing HI – Felicia Woods – [1:31:12]: No representative present.
5. RESIDENTS AND COMMUNITY CONCERNS AND COMMUNITY ANNOUNCEMENTS – [1:31:25]:
No public testimony from the community online or in-person during this segment. Board Members acting as residents provided announcements.
1. Oahu Regional Transportation Plan (ORTP) 2050 Public Review Draft & Interactive Map: Member Rogers encouraged community comments for the Oahu Regional Transportation Plan 2025 which includes projects, programs, multimodal improvements.
2. Hawaii Bicycling League Programs: Members Rogers shared the Golden Gears Program and adult education classes, and noted to visit hbl.org for schedules.
3. Board Member Attendance and Elected Officials: Member Tynanes encouraged Board members to attend meetings in person whenever feasible. He also requested that elected officials who attend in person be moved earlier on the agenda.
4. Board Records Posting Concern: Member Plowman raised an ongoing concern about missing historic minutes and resolutions in the official Neighborhood Commission online record. He asked to place a corrective discussion on next agenda. Chair Clark III acknowledged and asked Neighborhood Commission Office to review.
5. Transportation Shoulder Lane Idea: Chair Clark III intends to introduce a resolution next month urging Hawaiʻi Department of Transportation (HDOT) to open H-1 West shoulder lanes starting at noon on weekdays to relieve traffic congestion.

6. OTHER MONTHLY REPORTS – [1:41:33]

A. Hunt Communities Update – [1:41:40]: No representative present.

[1:41:44] Member Rogers called for a point of order and noted that it was decided at the July 2025 meeting that reports are limited to 2 minutes. Chair Clark III mentioned that he would review the meeting records for confirmation and will update the agenda.

B. Gentry Homes Update – [1:42:27]: Sunny Rosario announced Debbie’s retirement and that she is now the primary contact.

Questions, comments, and concerns followed – [1:43:13]
1. Asing Park connection: Member Rogers requested a more durable (e.g., pavers) pedestrian/bike connection over the rail corridor near the new cul-de-sac/Keanui Drive to facilitate safer access to Asing Park and school routes. Sunny Rosario noted that she will coordinate with the City/rail authorities to explore a solution and report back next month.
2. Kamakana Street/Geiger Road Traffic Signal: Member Tynanes inquired about signal system updates at Kamakana Street and Geiger Road, which Sunny Rosario explained involved Gentry coordinating with the Department of Environmental Services. Sunny Rosario also noted that the Department of Transportation Services had required a new fiber connection to Fort Weaver, but no existing ducts are available and wireless solutions haven’t been approved. Gentry has proposed a standalone signal system with cameras and CCTV that is awaiting Department of Transportation Services approval. Sunny Rosario offered to facilitate a meeting with the Department of Transportation Services and the ʻEwa Board, which Vice Chair Gaos supported. Chair Clark III requested for future updates highlighting changes since the previous month.

C. Haseko Homes Update – [1:55:28]: Lisa Enanoria shared that she will schedule homeowner coffee hours in February and outreach to Homeowners Association Board.

D. DR Horton Hoʻopili Update – [1:57:29]: No representative present.

7. GOVERNMENT OFFICIALS – [1:57:38]

A. US Marine Corps Base Hawaii – [1:57:46]: Lieutenant John O’Hara had no new updates beyond the Working Group participation. He noted his support for the centralized Board communication email idea as a practical measure for outreach.

B. US Navy – [1:59:12]: Lieutenant Elizabeth Longo reported several updates regarding upcoming activities and facility improvement including ship tours, community white boat tour and RIM of the Pacific (RIMPAC). Additionally, she shared that the Navy Closure Task Force welcomed new Deputy Commander Rear Admiral Lester Ortiz, released 31st edition Newsletter, and continues to produce biweekly podcasts. Lastly, she shared that on the maintenance front, the eighth tank ventilation was completed late last year with another tank ventilation scheduled for this month, pipe cleaning has been finished and pipe cutting and removal are set to begin this year, and details about the next Oahu Veteran Center open house will be announced at a later time.

1. West Loch Annex Environmental Assessment Expansion and Road Changes: Member Rogers and Member Plowman requested status updates given recent federal budget. Lieutenant Longo noted that she will follow up.
2. Pearl Harbor Kayak Commuter Lane: Vice Chair Gaos asked about re-opening after the invasive octocoral eradication program. Lieutenant Longo noted that she will follow up with counterparts and report back.
3. Honouliuli Wastewater Treatment Plant Effluent Treatment and Outfall Improvements: Chair Clark III shared the notice of the availability of the Draft Environmental Assessment pertaining to the proposed Honouliuli Wastewater Treatment Plant.

C. US Representative Ed Case – Quarterly Report – [2:09:36]: Nestor Garcia shared the Congressman’s annual recap, highlighted district constituent services, appropriations progression to avoid shutdowns, and service academy nominations. He also announced the Federal Aviation Administration (FAA) Hawaiʻi Airspace Modernization Project public comment period extension to Sunday, March 15, 2025 and encouraged community input.

D. US Army – [2:16:10]: Major Ashley Salom provided the January training advisory and announced “The Wall That Heals” free exhibit at UH West O‘ahu from Wednesday, January 14, 2025 to Monday, January 19, 2025 (open 24 hours).

E. Mayor Rick Blangiardi’s Representative – [2:19:41]: Deputy Director Kēhau Puʻu reported on several key developments, including the swearing in of Hawaii’s first Chief of Ocean Safety, updated FEMA flood maps effective June 10 that residents should review, the launch of a new HNL 311 system for easier issue reporting, construction update at the Waianae Police Station, and the City’s plan for transit-oriented development housing projects for Kapolei and Kalihi. Deputy Director Puʻu also addressed questions from the previous meeting.

1. Cattle Gate behind Asing Community Park: Member Rogers wanted to know who owns the cattle gate behind Asing Community Park where the Leeward Bikeway traverses to West Loch and is requesting that the gate be closed if possible. Member Rogers noted that cars are entering the area and dumping items. He also mentioned that the gate used to be closed.
2. Kalaeloa Park Committee: Representative Alcos volunteered to be part of the Committee if possible. Deputy Director Puʻu noted that the Committee will include both internal and external stakeholders and she will keep Representative Alcos in mind.
3. Children’s Safety Along Sidewalks on Papipi Road: Principal Shayne Greenland requested that the street signs be removed or moved from the side walk on Papipi Road by Ewa Beach Elementary School so that there’s a clear path for students walking or biking to school. Director Puʻu noted that she return with an update at the next meeting.

I. Department of Education (DOE) – [2:33:29]: John Henry Lee introduced himself as the new Interim Complex Area Superintendent for Department of Education.

1. Hōʻopili Elementary Update: Member Rosenlee asked if thereʻs any update with Hōʻopili Elementary. Mr. Lee noted that design is complete but construction funding not yet appropriated. He also noted that Department of Education views the need as urgent.
2. Campbell Sports Complex: Member Tynanes asked if thereʻs any update with Phase 1 Campbell Sports Complex. Mr. Lee noted that construction is ongoing, field is complete and lights/locker rooms/weight rooms expected to be completed in about 12–15 months.
3. Meeting Attendance: Chair Clark II asked if Mr. Lee plans to attend Board meetings on a recurring basis. Mr. Lee noted that he intends to attend future Board meetings regularly to ensure consistent communication.

He addressed park improvements at ‘Ewa Pu’uloa District Park, including irrigation and funding for a future District recreation center, while discussing caucus tours focused on cost of living, education, and safety. Additionally, he committed to resolving field management and usage conflicts through better accountability, staffing, and coordination, while exploring potential state/city matching funds for parks and recreation facilities.

1. Park Maintenance: Member Tynanes raised concerns about poor park maintenance affecting youth sports programs and the Parks Department isn’t adequately managing the area despite issues with homeless individuals present. Representative Alcos acknowledged the problem and committed to working on it, attributing the issues to systemic failures at higher administrative levels rather than front-line staff, though he later suggested the Parks Department superintendent may not be properly overseeing workers or holding them accountable, with union protections and worker recruitment challenges complicating the situation. Chair Clark III built on these comments by questioning whether the root problem is that expectations for parks personnel are set too low, asking what barriers prevent staff from maintaining these parks to the same standards as parks in other areas, framing the issue as potentially one of management expectations rather than just worker performance.
2. Bills and Legislative Process: Member Rogers asked about bills that were introduced from the previous year. Representative Alcos explained how bills are introduced and when the bills die.
