Aloha! This is your Community Public Forum; your input and cooperation are really appreciated. The Ewa Neighborhood Board is an advisory board and we provide fairness, integrity and collaboration to all to increase and assure effective citizen participation in the decisions of government. Anyone wishing to speak is asked to raise their hand, and when recognized by the Chair, to address comments to the Chair. Speakers are encouraged to keep their comments under one (1) minute – one (1) turn per person. Those giving reports are urged to keep their reports less than Three (3) minutes and presentations under 10 minutes. Please silence all electronic devices.
Video-Teleconference: The Board will be making a good-faith effort to provide the public with the opportunity to observe the meeting as it happens and an opportunity to provide oral testimony without a physical presence in the physical meeting room. Hawaii Revised Statutes – §92-3 – Open meetings: Every meeting of all boards shall be open to the public and all persons shall be permitted to attend any meeting unless otherwise provided in the constitution or as closed pursuant to sections 92-4 and 92-5; provided that the removal of any person or persons who willfully disrupts a meeting to prevent and compromise the conduct of the meeting shall not be prohibited. The boards shall afford all interested persons an opportunity to submit data, views, or arguments, in writing, on any agenda item. The boards shall also afford all interested persons an opportunity to present oral testimony on any agenda item. The boards may provide for reasonable administration of oral testimony by rule.

Note: This 11-member Board requires six (6) members to establish a quorum and to take office Board action.

Approval of Regular Meeting Minutes: Thursday, February 13, 2025 – [0:17:53]: Hearing no objections or abstentions, the regular meeting minutes were approved as written.
4. PRESENTATIONS – [0:18:13]
[0:19:00] Member Gaos MOVED and Member Cureton SECONDED to add an information presentation by Marine Corps Base Hawaii. A voice vote was conducted and ADOPTED with a vote count of 9-0-0 (Aye: Cureton, Dela Cruz, Espino, Gaos, Gordner, Gorman-Chang, Plowman, Rogers, Tynanes, Clark III; Nay: None; Abstain: None)
West Loch Estates WWPS Upgrade Project [0:19:45]: Mike Oshihata, Craig Nakamoto, and Randy Chu provided a PowerPoint presentation discussing a multi-agency development update of University of Hawaii – West Oahu university district lands. Three parcels of land near the Keoneae Skyline Station outside of the immediate university property are set to be used as a park-and-ride and a university village. The village is set to be affordable housing units that is open to interested residents, students, and faculty below 140% AMI and will not be permitted for individuals interested in buying property and renting it out for their own monetary gain.

Marine Corps Base Hawaiʻi (MCBH) Puʻuloa Range Training Facility (PRTF) Range Compatible Use Zones (RCUZ) Study [0:48:05]: First Lieutenant O’Hara and Geoff Olander shared a PowerPoint presentation regarding updates of the PRTF to help educate the community of the operations being done at the facility. They shared the efforts being done to absorb sound, track bullets fired, and prevent any problems with the nearby and surrounding community.

5. RESIDENTS AND COMMUNITY CONCERNS AND COMMUNITY ANNOUNCEMENTS – [1:11:05]
Rules of Speaking Concerns – [1:12:26]: Resident Eddie Blanco shared his concern about the rules of speaking, he feels the community should not be limited when sharing testimony and asking questions during the meeting.
Affordable Housing Concerns – [1:15:08]: Resident Tara Rojas shared her concerns regarding the numerous affordable housing projects around the community that are not truly affordable for residents. She was also concerned about the overdevelopment in the community and the negative impacts it has on the environment.
Sewer Increase Concerns – [1:17:23]: Resident Moleka Hicks shared his concerns regarding the upcoming sewer charge increase.
Special Duty Officer Concerns – [1:20:32]: Resident Susan shared her concerns regarding special duty officers on 24-hour watch of equipment set for ongoing drain work along Fort Weaver Road. She is concerned of the amount of money being paid to these officers who are watching the equipment.

Offshore Aquaculture Support – [1:24:06]: Resident Neil Anthony Sims asked if the Board could revisit past presentations done regarding an offshore aquaculture project and take a position at the next meeting.

Moment of Silence – [1:27:07]: Member Cureton encouraged residents regarding children safety on roadways and offered a moment of silence for the recent tragic accident in the community.
