Aloha! This is your Community Public Forum; your input and cooperation are really appreciated. The Ewa Neighborhood Board is an advisory board and we provide fairness, integrity and collaboration to all to increase and assure effective citizen participation in the decisions of government. Anyone wishing to speak is asked to raise their hand, and when recognized by the Chair, to address comments to the Chair. Speakers are encouraged to keep their comments under one (1) minute – one (1) turn per person. Those giving reports are urged to keep their reports less than Three (3) minutes and presentations under 10 minutes. Please silence all electronic devices.
Video-Teleconference: The Board will be making a good-faith effort to provide the public with the opportunity to observe the meeting as it happens and an opportunity to provide oral testimony without a physical presence in the physical meeting room. Ewa Weed and Seed Unit – [0:11:35]: Sargent Fumi Muraoka provided the following information: mentoring programs are still in the schools; there will be another family night at ‘Ilima Intermediate School, at which students attend with their parents and receive extra credit—the Unit is trying to promote family unity and families spending more time together and supporting all of the schools in the district.

Regional Permitted Interaction Group (P.I.G.) with Adjacent Neighborhood Boards – Discuss and Assign – [0:37:21]: Chair Clark provided information, including the following discussion areas: (1) Kalaeloa Community Development District; (2) overcrowding in public schools within Neighborhood Board Nos. 23 and 34 district boundaries; (3) traffic congestion related to new forthcoming development, including ‘Ewa and Kapolei; and (4) community disaster resilience hubs. He asked for participation interest from Board members.

Chair Clark stated Holomua Elementary School Lego League Robotics on the Agenda will be taken before Red Hill Registry in the interest of time to accommodate students who were present at the meeting.

Holomua Elementary School Lego League Robotics Team – [0:46:46]: The Holomua Elementary School Lego League Robotics team of students presented a video presentation on Ocean Acidification, followed by an in-person presentation. School Principal Christopher Bonilla acknowledged program advisors and teachers, including Colleen Hokutan and Ryan Kanetani, and the parents and families.

Member Rogers provided information about candidate registration for the 2025 Neighborhood Board Elections, and the City Department of Transportation Services’ proposal to restructure bus routes and its online survey. Member Plowman spoke about his concerns relating to presentations from then-Board member Chen and the U.S. Marine Corps on a lower range danger zone area.

US Marine Corp Base Hawaii (MCBH) – [1:16:24]: Major Jordan Fox and Colonel Jeremy Beaven of the U.S. Marine Corps Base Hawai’i announced and provided information about the U.S. Marine Corps hosting an Open House on Wednesday, December 4 at 5:30 p.m. to 8:00 p.m. at the Puʻuloa Range Training Facility. Officials present will include representatives—from the U.S. Marine Corps, State of Hawaiʻi Department of Health, Brigham Young University Hawaiʻi, University of Hawaiʻi at Mānoa and U.S. Marine Corps Force Health Protection Command from Washington, D.C.—who will respond to questions and concerns, and provide information about the results.

US Representative Ed Case – Quarterly Report – [1:20:37]: Nestor Garcia, Communications Director for Congressman Ed Case, highlighted the following, including from his report: Relating to kupuna on Medicare, the costs of several key prescription medication will be reduced for the first time starting January 2026 due to the Inflation Reduction Act (2022); U.S. House of Representatives approved and passed to the Senate for consideration a partnership between the U.S. and Pacific Island Nations, which Congressman Case supported as a Pacific Island Caucus founder; Kaʻena Point National Heritage Area Feasibility Study relating to this being a first in Hawaiʻi—the comment period is extended to November 25; there will be a town hall for veterans on Saturday, November 23 from 9:00 a.m. to 10:30 a.m. at the Oʻahu Veterans Center; and $40 million grant was awarded to a partnership between Hawaiian Electric Company and Ameresco, Inc. to construct a backup electric grid and continue to supply power to the military and surrounding civilian community.
