Aloha! This is your Community Public Forum; your input and cooperation are really appreciated. The Ewa Neighborhood Board is an advisory board and we provide fairness, integrity and collaboration to all to increase and assure effective citizen participation in the decisions of government. Anyone wishing to speak is asked to raise their hand, and when recognized by the Chair, to address comments to the Chair. Speakers are encouraged to keep their comments under one (1) minute – one (1) turn per person. Those giving reports are urged to keep their reports less than Three (3) minutes and presentations under 10 minutes. Please silence all electronic devices.
Video-Teleconference: The Board will be making a good-faith effort to provide the public with the opportunity to observe the meeting as it happens and an opportunity to provide oral testimony without a physical presence in the physical meeting room. Please ensure that your computer or phone is muted unless you are speaking.
Note: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. 10. ADJOURNMENT

Hawaii Revised Statutes – §92-3 – Open meetings: Every meeting of all boards shall be open to the public and all persons shall be permitted to attend any meeting unless otherwise provided in the constitution or as closed pursuant to sections 92-4 and 92-5; provided that the removal of any person or persons who willfully disrupts a meeting to prevent and compromise the conduct of the meeting shall not be prohibited. Draft Resolution on Good Government Reforms [0:15:40]: A resolution regarding the legislature to implement good government reforms prior to the 2025 legislative session was shared with the Board and residents. IV. PRESENTATIONS – [0:40:10]

ʻEwa Beach Homestead Master Plan Environmental Assessment Project (DHHL) [0:40:14]: A representative from the Department of Hawaiian Home Lands (DHHL) provided a presentation regarding the developing master plan and environmental assessment for 80 acres of recently acquired land in ʻEwa Beach. DHHL consulted beneficiaries and the community as well as conducted technical studies before drafting their master plan. The environmental assessment will be available for public comment on Tuesday, September 24, 2024.

V. RESIDENTS AND COMMUNITY CONCERNS – [0:55:08]

Drone Fishing: Resident Cory Asuncion shared his concerns regarding drone fishing at Oneʻula Beach Park. People are using drones to take industrial fishing line up to 800 yards off shore and leaving them out over the weekend. These lines have caused bodily injury to those on shore, surfing, and swimming.

City Complaint Concerns: A resident shared the City’s 311 line to file complaints was unavailable when she attempted to file one.

Drone Fishing (cont.): Residents continued to share shared their concerns regarding the issues with drone fishing and how victims could potentially be held responsible.

Bills Passed During 2024 Legislative Session: Resident David Aki asked if the community representatives and senators could report what Bills were passed at the October 2025 Regular Board Meeting.

Traffic in ʻEwa Beach: A resident asked what exactly has been done to improve traffic is ʻEwa Beach.

Overdevelopment Concerns: Resident Tara Rojas shared her concerns regarding overdevelopment and how it is negatively impacting communities.

Verona Village: A resident shared her concerns regarding the safety in Verona Village. She shared multiple street lights are out, there is a game room in the community (has already been addressed by HPD), overgrown grass presenting fire hazards, speeding coming from the railway station, and homeless at the Ewa Hongwanji Mission Buddhist Temple.

HUNT – VA Clinic Update [1:23:34]: Tony Gaston provided an update regarding the roadways outside of the VA Clinic and when all lanes will be in use.

Gentry Homes Update [1:28:50]: Sunny Rosario shared an update on the Geiger roadway lights and the process to get to the final approval for installation.

VII.GOVERNMENT OFFICIALS – [1:36:01]

US Marine Corp Base Hawaii (MCBH) – [1:36:14]: Lieutenant Colonel Andrew Yeager provided the report and highlighted the following: introduction of the new officer in charge of the Puʻuloa Range Training Facility; the Puʻuloa sampling and analysis plan; training throughput numbers.

US Navy – [1:39:26]: Dave “Duna” Hodge and Victor Flint provide the report and highlighted the following: the update from the open house held on Tuesday, August 20, 2024; a tentatively scheduled open house for Wednesday, November 20, 2024; the water system remains in compliance with state and federal regulations; the Navy Closure Task Force have begun cleaning he second set of tanks; the transfer of large wastewater centrifuges to Maui; the RIMPAC conference having an area of emergency response rescue recovery; the Navy being on standby to help during hurricane season.
