Aloha! This is your Community Public Forum; your input and cooperation are really appreciated. The Ewa Neighborhood Board is an advisory board and we provide fairness, integrity and collaboration to all to increase and assure effective citizen participation in the decisions of government. Anyone wishing to speak is asked to raise their hand, and when recognized by the Chair, to address comments to the Chair. Speakers are encouraged to keep their comments under one (1) minute – one (1) turn per person. Those giving reports are urged to keep their reports less than Three (3) minutes and presentations under 10 minutes. Please silence all electronic devices.
Video-Teleconference: The Board will be making a good-faith effort to provide the public with the opportunity to observe the meeting as it happens and an opportunity to provide oral testimony without a physical presence in the physical meeting room. Please ensure that your computer or phone is muted unless you are speaking.
Note: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. Hawaii Revised Statutes – §92-3 – Open meetings: Every meeting of all boards shall be open to the public and all persons shall be permitted to attend any meeting unless otherwise provided in the constitution or as closed pursuant to sections 92-4 and 92-5; provided that the removal of any person or persons who willfully disrupts a meeting to prevent and compromise the conduct of the meeting shall not be prohibited. Chair John Clark III called the meeting to order at 7:01 p.m.; Quorum was NOT established with 5 members present. Note – This 11-member Board requires six (6) members to establish a quorum and to take office Board action.

Approval of Regular Meeting Minutes: Thursday, July 11, 2024 – [0:16:08]: Hearing no corrections, the minutes were approved as written.
Filling of Vacancy – [0:16:26]: Following a discussion regarding responsibilities of the Board, residents Susan Gorman-Chang and Mike Plowman volunteered to fill the current At-Large vacancies.
[0:23:54] Member Gordner MOVED and Member Tynanes SECONDED to nominate resident Mike Plowman to fill one of the three available At-Large seats. A roll call vote was conducted and ADOPTED 7-0-0 (Aye: Gaos, Gordner, Rogers, Rosenlee, Reyes Oda, Tynanes, Clark III; Nay: None; Abstain: None) – [0:24:00]
[0:28:50] Member Gaos MOVED and Reyes Oda SECONDED to nominate resident Susan Gorman-Chang to fill one of the three available At-Large seats. A roll call vote was conducted and ADOPTED 7-0-0 (Aye: Gaos, Gordner, Rogers, Rosenlee, Reyes Oda, Tynanes, Clark III; Nay: None; Abstain: None) – [0:29:18]

[0:30:05] Chair Clark III called the meeting back to order.

Newly appointed Members Gorman-Chang and Plowman joined the Board; 9 members present.

Kalaeloa Pickleball Complex Resolution [0:30:35]: Member Gaos and Member Rogers presented a resolution to build a dedicated lighted pickleball complex within the Kalaeloa Parklands. With the sport becoming so popular and having very few dedicated pickleball courts, the Parks committee felt it necessary to pave the way for this dedication. Following discussion, the resolution was ADOPTED with a vote count of 9-0-0 (Aye: Gaos, Gorder, Rogers, Rosenlee, Reyes Oda, Tynanes, Gorman-Chang, Plowman, Clark III; Nay: None; Abstain: None) – [0:53:43]

Proposed Bus Service Changes – Department of Transportation Services (DTS) [0:54:12]: Irene Banao from the Department of Transportation Services (DTS) presented the proposed bus route additions and changes that will directly impact the Ewa community.

Member Dela Cruz joined the meeting at 8:11 p.m.; 8 members present.

[1:20:00] Chair Clark entertained a discussion to determine the recess schedule for the year. Following discussion, the Board decided they will recess in December 2024.

[1:22:18] The Board discussed the meeting date, place, and time for the remainder of the term. Following discussion, the Board decided they will continue to meet on the 2nd Thursday of every month at the ʻEwa Public Library at 7:00 p.m.

V. RESIDENTS AND COMMUNITY CONCERNS – [1:22:45]

Community Leader Support: Resident Karen Luke shared her concerns about how much support community representatives get from residents.

Community Representation Initiative Announcement: Resident Susan Gorman-Change invited the community to the next meeting that will be held Thursday, July 18, 2024 at 5:00 p.m. She also shared the second proposed wave pool being halted.

Center for Resilient Neighborhoods Announcement: Resident Brianna announced the work the program has been doing to establish resilience hubs on Oʻahu.

Simone Pietri Enterprises Announcement: Resident Naomi Kukac shared that Simone Pietri Enterprises is currently working on establishing a sustainable materials recycling and fertilizer facility in Campbell Industrial Park.

Bike to the Train Event Announcement: Member Rogers shared of the upcoming Bike to the Train event happening Sunday, July 14, 2024 starting at 9:00 a.m. at Neil Blaisdell Park.

HUNT – VA Clinic Update [1:40:12]: No representative present.

DR Horton Hoʻopili Update [1:40:38]: No representative present. Member Rogers shared a concern regarding a recent DR Horton project where dirt has been left on a nearby bikeway.

VII.GOVERNMENT OFFICIALS – [1:41:32]

US Marine Corp Base Hawaii (MCBH) – [1:41:50]: Colonel Beaven provided the report and highlighted the update on the sampling and analysis plan and how information will be available to the public once data is finalized.

Questions, comments, and concerns followed – [1:43:50]

US Navy – [1:45:44]: Dave “Duna” Hodge provide the report and highlighted the following: RIMPAC ships leaving Hawaiʻi waters but are expected to be back towards end of event; the current Joint Base Pearl Harbor commander retiring; Red Hill tanks 7 and 8 being cleaned months earlier than anticipated; continued air quality monitoring; continued drinking water monitoring along the Navy waterline.

US Army – [1:57:00]: Major Camacho provided the report and highlighted the following: the US Army Garrison job fair happening on Tuesday, July 16, 2024 at Radford High School; the Oʻahu July training advisory; the Oʻahu draft Environmental Impact Statement (EIS) publication notification.

Councilmember Augie Tulba – [2:01:12]: Councilmember Tulba provided the report and highlighted the following: the EBike roundtable that took place at ʻIlima Intermediate School; how to register for upcoming community beautification projects; the adoption of Resolution 24-17 which is taking steps towards acquiring the privately owned portion of North Road.

Hawaii Department of Transportation (HDOT) – [2:09:12]: Fawn was present but due to technical difficulties, she was unable to give her report. Member Rogers shared about the new signage installed along Fort Weaver Road.

Senator Mike Gabbard – [2:15:42]: Leah provided the report and highlighted the following: August Listen Story Community Meeting happening on Saturday, August 17, 2024 at the Kapolei High School Teacher’s lounge from 9:00 a.m. – 10:00 a.m.; Comprehensive legislative wrap up that took place on Saturday, May 18, 2024; the topic of the June 2024 Listen Story Community Meeting.

Representative Rose Martinez – [2:17:30]: No representative present.

Representative Diamond Garcia – [2:17:53]: Representative Garcia provided the report and highlighted the following: the passing of House Resolution (HR) 45 regarding the installation of speed mitigation along Kapolei Parkway; a joint meeting between Neighborhood Security Watches (NSW) and Representative Garcia’s office will be at Kanehili Community Park on Saturday, July 13, 2024 from 3:00 p.m. to 6:00 p.m.
