Aloha! This is your Community Public Forum; your input and cooperation are really appreciated. The Ewa Neighborhood Board is an advisory board and we provide fairness, integrity and collaboration to all to increase and assure effective citizen participation in the decisions of government. Anyone wishing to speak is asked to raise their hand, and when recognized by the Chair, to address comments to the Chair. Speakers are encouraged to keep their comments under one (1) minute – one (1) turn per person. Those giving reports are urged to keep their reports less than Three (3) minutes and presentations under 10 minutes. Please silence all electronic devices.
Video-Teleconference: The Board will be making a good-faith effort to provide the public with the opportunity to observe the meeting as it happens and an opportunity to provide oral testimony without a physical presence in the physical meeting room. Please ensure that your computer or phone is muted unless you are speaking.
Note: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. 10. ADJOURNMENT

Hawaii Revised Statutes – §92-3 – Open meetings: Every meeting of all boards shall be open to the public and all persons shall be permitted to attend any meeting unless otherwise provided in the constitution or as closed pursuant to sections 92-4 and 92-5; provided that the removal of any person or persons who willfully disrupts a meeting to prevent and compromise the conduct of the meeting shall not be prohibited. The boards shall afford all interested persons an opportunity to submit data, views, or arguments, in writing, on any agenda item. Chair Mitchell Tynanes called the meeting to order at 7:01 p.m.; Quorum was established with 8 members present. Note – This 11-member Board requires six (6) members to establish a quorum and to take office Board action.

Ewa Weed & Seed Unit [0:05:54]: Corporal Pagan encouraged the community to act in a civil manner in light of the issues that happened at the April 2024 Board meeting. Ewa Weed & Seed began their culinary program at James Campbell High School and announced the upcoming Homeless Outreach on Saturday, June 15, 2024

Approval of Regular Meeting Minutes: Thursday, April 11, 2024 – [0:08:53]: A voice vote was conducted and PASSED with a vote of 8 AYES (Gaos, Gordner, Rogers, Clark III, Dela Cruz, Rosenlee, Reyes Oda, Tynanes), 0 NAYS, 0 ABSTAINS. [0:09:07]
Resolution: Establishing a Puʻuloa Range Training Facility Permitted Interaction Group – [0:00:44]: Board members discussed the resolution and shared potential amendments that could tailor the resolution to more of what they want out of the relationship with the Marines.

Ameresco: Update on Kupono Solar – [0:09:51]: Member Rogers shared of the opening blessing event that took place and provided some backstory on the organization.

Towerco / Verizon Wireless: Proposed Wireless Telecommunication Project at ʻEwa Villages Golf Course – [0:11:50]: Due to technical difficulties, this was moved to later in the meeting.

Transportation Concern: Resident David Aki shared his concern regarding air pollutants on City buses and the issues they can cause for riders.

Candidacy Announcement: Resident Choon James announced her candidacy for the Mayor of Honolulu.

Pohakupuna Road Cluster Update: Resident Kenny Liu provided an update on the Pohakupuna Road cluster project stating he met with developers and they have agreed to grant the wishes of the community and downsize the project.

2nd Proposed Wave Pool Update: Resident Tara Rojas shared the 2nd proposed wave pool, similar to the current Wai Kai, will no longer be developed in the ʻEwa Community.

Hunt Companies Update: Tony Gaston provided an update on the road changes near the new VA clinic.

Renton Road Maintenance: Resident Deb Garcia shared of the overgrown trees and grass along Renton Road that has been causing issues at her home. Trees are overgrowing into her yard and the grass is a fire hazard with it being so high.

Town Hall Announcement: Senator Kurt Fevella shared of the upcoming town hall on Friday, June 19, 2024 to discuss legislative updates and community concerns.

Puʻuloa Range Training Facility (PRTF) Noise Issues: Member Gaos shared that noise from the recent PRTF training has been louder than normal. He asked if there could be any way for the marines to decrease the frequency of daily training.

Hawaiʻi Bicycling League (HBL) July 2024 Update: Member Rogers shared that July is “Bike Month” and HBL will be hosting multiple events during the month

Puʻuloa Range Training Facility Resolution Update: Senator Kurt Fevella shared the work that the Senate and House have done to help educate others officials with the resolution to help find an alternate location for the facility.

IV.PRESENTATIONS (cont.) – [0:48:50]

Towerco / Verizon Wireless Telecommunications Project – [0:50:20]: Sunny Ausink gave a short presentation on the proposed telecommunications project involving the installation of a cell tower to help give better service to the ʻEwa Villages Golf Course and the surrounding area. This cell tower was described to not be an eye-sore but rather look like a pine tree and not to exceed a certain height to follow permitted guidelines. When built, this tower will provide reliable cellular and wireless communication.

Kilaha Street Dumping: Resident Cory Asuncion shared about illegal dumping taking place along various areas of Kilaha Street. Stating it ranges from everyday trash to bulk items and tires.

Renton Road Safety: Resident Cory Asuncion shared of the current pedestrian and traffic safety concerns along Renton Road near Asing Park. He stated that pedestrians in marked crosswalks and vehicles are not safe from cars exiting from Asing Park and has observed many close calls at the intersection.
