Honolulu Fire Department (HFD) – [0:02:48]: Firefighter Casen Cluney reported the following.
April 2025 Statistics: There were three (3) structure fires, one (1) wildland/brush fire, five (5) nuisance fires, one (1) cooking fire, 13 activated alarms (no fire), 217 medical emergencies, eight (8) motor vehicle crashes/collisions, and three (3) hazardous materials incidents. Firefighter Cluney provided safety tips on home fire sprinklers. A copy of the report can be found at: HFD May 2025 Report. Honolulu Police Department (HPD) – [0:05:15]: Lieutenant Iwasaki reported the following statistics.
April 2025 Statistics: There were 13 motor vehicle thefts, six (6) burglaries, 23 thefts, eight (8) unauthorized entries to motor vehicle (UEMV), and 2,363 calls for service. Lieutenant Iwasaki provided safety tips on driving safely. Lieutenant Iwasaki provided responses to concerns raised at the previous meeting regarding abandoned vehicles and homeless individuals on the bike path. Go to the Honolulu 311 App to report abandoned vehicles.
Questions, comments, and concerns followed – [0:09:08]. Questions and concerns regarding traffic laws regarding motorcycles riding between cars on the freeway and reporting cars swerving on the freeway.

US Army 599th Transportation – [0:12:06]: Lieutenant Colonel Regnary responded to an inquiry from previous meeting regarding public access to Tropic Lightning Museum on Schofield Barracks. Lieutenant Colonel Regnary announced that the U. S. Army Garrison Hawaii (USAG) is having a hiring fair on Tuesday, June 24, 2025 at Kapolei High School from 8:30 a.m. to 2:00 p.m. and it is open to the public. Advanced applications can go to: www.himwr.com. Lieutenant Colonel Regnary reported on the remaining trainings for the month. Information can be found at: Training Advisory – May 2025. Lieutenant Colonel Regnary invited the community to celebrate Army Heritage at Fort Derussy on Thursday, June 12, 2025, from 10:00 a.m. to 3:00 p.m. Lieutenant Colonel Regnary announced that the Army will publish the Final Environmental Impact Statement (FEIS) regarding the proposed land retention on the island of Oʻahu. Board Vacancies – [0:17:02]: Chair Macha noted that there were four (4) vacancies.

Approval of Thursday, March 27, 2025 Minutes – [0:17:11]: Deferred to the next meeting due to lack of quorum.

RESIDENT AND COMMUNITY CONCERNS – [0:17:27]: There were no concerns.

PRESENTATION – [0:17:58]:
Proposed DTS Bus Service Changes for Opening 2nd Phase of Skyline – [0:18:23]: Kent Yang of the Department of Transportation Services (DTS) and Catie Cullison of PBR Hawaii shared the proposed bus route changes which aim to improve connectivity with the upcoming Skyline rail phase opening on October 1, 2025. Cullison noted that DTS and their consultants are seeking community feedback of the bus route changes. The purpose for considering the bus route changes is to integrate the bus routes with the 2nd phase of Skyline. With the extension of four more stations, DTS is proposing the hours of operation for the Skyline as well as TheBus service change to accommodate the rail extension. There will be three (3) phases with the bus route changes that will coincide with this October 1, 2025 rollout of phase 2 for the Skyline. Cullison discussed the restructured routes that were implemented in March 2025 to Route 44, Route 47, Route 461, and Route 415. Cullison shared the Phase 2 proposed changes which includes the A-Line truncation; discontinuing Route 20; adding U-Line; discontinuing Route 303; rerouting of Routes 40, 42, and 51; Route 46 reduction of service frequency. Cullison also shared the proposed Phase 3 changes to the C-Line and E-Line. Community members are encouraged to provide feedback on the proposed changes by Tuesday, July 15, 2025 to thebusstop@honolulu.gov.
Questions, comments, and concerns followed – [0:29:29]. The Board requested that DTS provide ridership data for current bus routes to inform future planning decisions and provide information on the frequency of buses for the proposed W-line and U-line routes. Questions raised regarding the airport rail station / bus stop location and its proximity to terminals.
Community Emergency Response Team (CERT) – [0:42:14]: Rodney Boucher provided an overview of the Community Emergency Response Team training, Red Cross training, being prepared for disasters, and the various training programs online being offered. Boucher noted the importance of building emergency kits and making disaster plans to ensure safety for their families and pets. Boucher also noted that other Neighborhood Boards are initiating community preparedness committees to address food insecurity and emergency readiness. The Department of Emergency Management (DEM)’s website has links to CERT training and other emergency preparedness training.

Councilmember Matt Weyer – [0:58:57]: Councilmember Weyer provided his report which can be found at: Councilmember Weyer May 2025 Report. Councilmember Weyer highlighted constituent concerns categorized by City departments, budget review, proposed City park at The Meadows, Waikele Elementary School Honor Society Induction, Police Week Memorial service, new ambulances, and expanding City dog parks. Councilmember Weyer provided legislative and community concerns updates.

Councilmember Val Okimoto – [1:07:17] – Jocelyn Roberts provided the report, which can be found at: Councilmember Okimoto May 2025 Newsletter and Councilmember Okimoto Neighborhood Board Report. Roberts congratulated all the 2025 graduates. Roberts provided updates to the City budget, important websites and links, and community concerns.

Councilmember Augie Tulba – [1:12:02]: Aaron Ho provided the report, which can be found at: Councilmember Tulba May 2025 Report. Ho noted that their office has been partnering with several City agencies and local area nonprofits as part of the ongoing cleanup efforts in Waipahū, specifically “Trash Mountain”, Reflections Baptist, and large fire break next to Waipahu Elementary School.

Questions, comments, and concerns followed – [1:15:26]. Questions regarding solutions such as fencing to deter illegal dumping on “Trash Mountain” and cost of the cleanup.

Governor Josh Green’s Representative – [1:21:44]: Chavonnie Ramos provided the report which can be found at: Ke Ala Hou May 2025. Ramos highlighted the groundbreaking of Kuilei Place in Mōʻiliʻili, Hawaiʻi National Guardʻs COVID-19 response 5th year anniversary, and Operation Hire Hawaiʻi. Ramos noted that the Governor and his administration are actively monitoring the evolving federal situation regarding the efforts to dismantle the U.S. Department of Education and the termination of $11 billion in Congressionally authorized public health funding, in which Hawaiʻi was stood to lose more than $89 million in funding to support State Department of Health programs. Ramos announced that the pilot phase of the Akamai arrival digital agriculture form has significantly improved compliance and is planning to expand the program across more flights later this year and developed in-house at no cost to taxpayers.

Senator Henry Aquino – [1:27:24] – Senator Aquino provided his report which can be found at: Senator Aquino May 2025 Report. Senator Aquino noted that there were more than 650 graduates graduated from Waipahū High School, of which 86 were valedictorians, 29 received their early college associates degree, and earned $32 million in merit-based scholarships. Senator Aquino congratulated more than 200 students that were recognized for various awards at Waipahū Intermediate School. Senator Aquino reported that the $40 billion biannual budget passed. Senator Aquino noted that the Hawaiʻi Department of Transportation (HDOT) is working on improving safety areas along Farrington Highway, mainly eastbound near Pahu Street, from Aniani Waikele Road to Waipahū Depot Road.

Senator Michelle Kidani – [1:29:53] – No representative present and no report was submitted.

Representative Cory Chun – [1:30:08]: Representative Chun noted that he, with the help of Senator Kidani was able to secure the funding for the repaving of Kamehameha Highway especially in the areas between Pearl City and the Leeward Community College-Farrington Highway-Kamehameha Highway junction, all the way to Mililani.

Representative Rachele Lamosao – [1:33:19] – No representative present. Report was submitted and can be found at: Representative Lamosao May 2025 Report.

Representative Trish La Chica – [1:33:46] – Erin Conway provided the report, which can be found at: Representative La Chica May 2025 Report. Conway noted several legislative bills that passed final reading and are waiting on Governor’s signature, specifically House Bill (HB) 862 which addressed the school bus crisis; and HB1231 which established funding source for the Safe Routes to School program. Conway provided updates on projects, which includes the repaving of Kam Highway between Waipahu and Ka Uka Boulevard and the mural beautification project. Conway noted that Representative La Chica’s office hosted a talk story on Thursday, May 1, 2025 with State and City leaders.

February 2025 Statistics: There were seven (7) structure fires, three (3) wildland/brush fires, seven (7) nuisance fires, one (1) cooking fire, seven (7) activated alarms (no fire), 235 medical emergencies, 12 motor vehicle crashes/collisions, and four (4) hazardous materials incidents. Honolulu Police Department (HPD) – [0:05:30]: Lieutenant Hong reported the following statistics.
February 2025 Statistics: There were 13 motor vehicle thefts, seven (7) burglaries, 35 thefts, seven (7) unauthorized entries to motor vehicle (UEMV), and 2,221 calls for service. Lieutenant Hong provided a brief overview of electric bicycles laws which can be found at: Electric Bicycles Laws and Safety Tips. Lieutenant Hong reported 26 ebike citations within the last week before this meeting – nine (9) were for helmet violations under 18 years old; one (1) for wheelie; three (3) were for under 15-years old operating the ebike; and 13 were for equipment violations involving electric bikes. US Army 599th Transportation – [0:20:27]: Lieutenant Colonel Regnary announced the U. S. Army Garrison Hawaii (USAG) is having a hiring fair on Tuesday, April 22, 2025 at the Āliamanu Military Reservation Gym from 8:30 a.m. to 2:00 p.m. and it is open to the public. Advanced applications can go to: www.himwr.com. Lieutenant Colonel Regnary reported on the remaining trainings for the month. Information can be found at: Training Advisory – March 2025. Lieutenant Colonel Regnary announced that the National Vietnam Veterans Day Parade will take place on Saturday, March 29, 2025, at 6:00 p.m. along King Kalākaua Avenue.

7:27 p.m. Chair called the meeting back to order.

Three Absence Letter – Members Domingo, Ferreira, Wilson, Yamaguchi – [0:29:04]: Member Andrade provided an explanation for Member Yamaguchi’s absences. Member De Gracia suggested deferring the letter for Member Ferreira. Chair informed the Board that the members received their notification and were given the opportunity to state their explanation. There was no motion to vacate the seats held by Members Domingo, Ferreira, Wilson, and Yamaguchi. They will continue to serve on the Board.

RESIDENT AND COMMUNITY CONCERNS – [0:32:33]:
Military Health Concerns – [0:32:43]: Member De Gracia is requesting local and congressional legislators to support U.S. House Resolution 530, which is calling Congress to conduct a study on why there is a heightened risk of all forms of cancer for individuals who served as pilots in the U.S. military from 1974-2004.
Red Cross – [0:35:17]: Rodney Boucher noted that the Red Cross provides community emergency response team training and resources for disaster preparedness. Community Emergency Response Training (CERT) is available to communities to help build your own preparedness as a community, as an individual, as a family member. Boucher noted that the Pearl City Neighborhood Board would like to combine, if possible, with the Waipahu Neighborhood Board to set up a CERT training. Boucher requested to be put on the agenda for a presentation on the May 22, 2025 meeting. Boucher provided information on disaster preparation and Community Emergency Response Training, which can be found at: American Red Cross Disaster Preparation Brochure & Community Emergency Response Training Information.
Vietnam Veterans Ceremony – [0:38:23]: Boucher announced a ceremony recognizing Vietnam veterans will be held at Punchbowl Cemetery on Friday, March 28, 2025.
PRESENTATION – [0:39:05]:
Early Eviction Mediation Program (EEMP): Roberta Hickey-Gomez of Mediation Center of the Pacific (MCP) provided a brief overview of the EEMP. The program launched in 2021 to address the end of Hawaii’s eviction moratorium, in conjunction with Act 57 offering rental assistance paired with mediation. Hickey-Gomez noted that MCP mediated 1,342 out of 3,050 cases, achieving an 85% agreement rate and keeping 90% of tenants in their homes, in their first year. The EEMP aims to divert cases from court, benefitting both landlords and tenants. The program provides landlords and tenants with the opportunity to talk with the help of an impartial mediator and negotiate agreements. Meetings are held remotely through Zoom and if participant does not have internet access, MCP will provide access at its office. The Center also provide an interpreter if English is not the primary language. Partnerships with community agencies provide resources and tools for both the landlord and tenants. The program has been working with Tenant Kokua Hubs which allows them to work with community organizations to be able to provide a place where people go to for community services where they can explain to them the mediation process, help them fill out an online form, and provide a space for them to mediate from. Mediation Center offers a variety of mediation services, with the EEMP being free. A copy of the presentation can be found at: Early Eviction Mediation Presentation.
Questions, comments, and concerns followed – [0:48:12]. Questions were raised regarding what happens to the clients that do not result in an agreement, other mediations offered at the Center, cost of services, and legality of the agreement.

Councilmember Matt Weyer – [0:55:10]: Councilmember Weyer provided his report which can be found at: Councilmember Weyer March 2025 Report. Councilmember Weyer highlighted the Mayor’s Town Hall, Waikele Elementary School annual opera, Kunia Orchid Show, Skyline Pouhala Station Makai entrance project, Waipahū High School Phi Theta Kappa, the potential acquisition of Meadows parcel in Kunia, and the landfill status. Councilmember Weyer provided legislative update, including Bill 15, Bill 18, and Bill 61.

Questions, comments, and concerns followed – [1:05:30]. Questions and concerns were raised regarding landfill options, composting green waste, food waste, and manufactured compostable, enforcement and parental responsibilities for ebike violations.

Ho highlighted the budget process, Department of Transportation Services (DTS) upcoming projects in Waipahū, Mahoe Street improvement update, proposed landfill sites and atlernative refuse processing, and beautification of Moloalo Street.
