Note: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. A two-thirds (2/3) vote (13) of this 19-member Board is needed to add an item to the agenda. Items may not be added if they are of major importance and will affect a significant number of people.

CALL TO ORDER – [0:01:30]: Vice Chair Macha called the meeting to order at 7:00 p.m. Quorum was established with 10 members present. Note: This 19-member Board requires 10 members to establish a quorum and to take official Board action.

RULES OF SPEAKING – [0:01:43]: Vice Chair Macha read the rules of speaking.

Board Members Present – Danny de Gracia, Jayton Chang, Dave Beers, Terry Tumbaga, Nathan Chang, Darryl Macha, Richard Oshiro, Maureen Andrade, Annette Yamaguchi, and Debbie Segall.

Board Members Absent – Connie Herolaga, Kevin Wilson, Chad Domingo, Maurice Morita, and Jordana Ferreira.

[0:03:06] – Member Andrade announced the passing of Chair Connie Herolaga on Sunday, November 3, 2024. The Board observed a moment of silence in honor of Chair Herolaga.

FIRST RESPONDERS’ REPORTS – [0:04:35]:
Honolulu Fire Department (HFD) – [0:04:44]: Captain Eric Allan reported the following.
October 2024 Statistics: There was one (1) structure fire, eight (8) wildland/brush fires, two (2) nuisance fires, 14 activated alarms (no fire), 208 medical emergencies, two (2) motor vehicle collisions with pedestrians, and 13 motor vehicle crashes/collisions. Captain Allan provided kitchen & cooking safety tips. A copy of the report can be found at: HFD November 2024 Report. Honolulu Police Department (HPD) – [0:07:53]: Lieutenant Glenn Iwasaki reported the following statistics.
October 2024 Statistics: There were 15 motor vehicle thefts, 11 burglaries, 32 thefts, and 10 unauthorized entries to motor vehicle (UEMV). For more detailed breakdown of statistics, visit www.honolulupd.org. Lieutenant Iwasaki provided personal belongings in cars safety tips. Lieutenant Iwasaki provided a few regulations regarding electric bikes. Lieutenant Iwasaki noted that HPD received a request for investigation and service report (RISR) regarding fireworks in the Kunia area. HPD will address the complaint and report the findings at the next meeting.
Questions, comments, and concerns followed – [0:09:34]. Board members inquired about submission of photos and addresses of fireworks locations, data of areas of higher crime incidents such as car break-ins and burglaries.

US Army 599th Transportation – [0:14:22]: Lieutenant Colonel John Regnary reported on the remaining artillery and mortar trainings for the month at Schofield Barracks. Lieutenant Colonel Regnary announced that the Army will participate in the Waikīkī Parade and the 83rd National Pearl Harbor Remembrance Day commemoration. Lieutenant Colonel Regnary wished everyone a safe and happy holiday season.

RESIDENT AND COMMUNITY CONCERNS – [0:17:03]: There were no concerns.

PRESENTATION – [0:17:25]:
2025 Filipino Fiesta – Road Closures Plan: Su Lazo announced that the Flores de Mayo & Filipino Fiesta is scheduled for Saturday, May 3, 2025 from 10:00 a.m. to 6:00 p.m., at the Filipino Community Center. Lazo presented the road closures plan. Lazo noted that the request is to close Mokuola Street fronting the Filipino Community Center, between Waipahu Street and near the FilCom parking lot entrance, from 7:30 a.m. to 7:30 p.m. Lazo is requesting that the Board write a letter of support for the closure and the Filipino Fiesta. Lazo stated that the City Parks and Recreation denied the request for the use of the Park. More information can be found at: Filipino Fiestaʻs Road Closures Plan. [0:19:24] Tumbaga MOVED and J. Chang SECONDED to support the Filipino Fiesta. Discussions followed. Board members inquired about the use of Hans L’Orange Park and disability access. Hearing no objections, the Board conducted a voice vote, 10-0-0 (Aye: Andrade, Beers, J. Chang, N. Chang, de Gracia, Macha, Oshiro, Segall, Tumbaga, Yamaguchi; Nay: None; Abstain: None) [0:22:06]. The motion was adopted. A letter of support will be drafted and submitted to the Committee.
BOARD BUSINESS – [0:22:16]:
Board Vacancies: Vice Chair Macha announced that there are four (4) At-Large seats that are vacant. There were no volunteers.

Approval of Minutes – Thursday, October 24, 2024 – [0:22:48]: [0:23:05] N. Chang MOVED and J. Chang SECONDED to adopt the Minutes as written. Hearing no corrections and no objections; the Minutes were adopted as written.

ELECTED OFFICIALS – [0:23:27]:
Mayor Rick Blangiardi’s Representative – [0:23:34]: There was no representative present. Vice Chair Macha read the report and provided the highlights from the Mayor’s newsletter. Councilmember Matt Weyer – [0:25:23]: Kelly Anaya provided the report, which can be found at: Councilmember Weyer’s November 2024 Report. Anaya highlighted Councilmember Weyer’s participation in the 2024 Senior Safety Conference and a few policy updates which included Bill 22, Bill 64, Bill 59, and Bill 61. Anaya provided responses and updates to community concerns raised at previous meetings, which included the BWS damaged fence and abandoned vehicle on Kupuna Loop.

Questions, comments, and concerns followed – [0:27:35]. Questions were raised regarding banning plastic containers at City facilities, timetable for the installation of speed humps on Anonui Street, and homeless encampment.

Councilmember Val Okimoto – [0:33:25] – Aaron Wilson provided the report, which can be found at: Councilmember Okimoto’s November 2024 Report. Wilson announced that the next full Council meeting is scheduled on Wednesday, December 11, 2024. Wilson provided legislative updates which included Resolution 24-242, Bill 44, Bill 51, and Bill 62.

Councilmember Augie Tulba – [0:34:56]: Councilmember Tulba provided his report, which can be found at: Councilmember Tulba’s November 2024 Report. Councilmember Tulba provided the response to a question regarding DMV Now Self-Service Kiosk. Councilmember Tulba announced the Kapolei City Lights block party and parade on Saturday, November 30, 2024, from 5:00 p.m. to 9:00 p.m. and the Honolulu City Lights 40th year celebration is scheduled for Saturday, December 7, 2024, at 6:00 p.m. Councilmember Tulba also announce Tag-Your-Out, graffiti clean up on Friday, January 17, 2025 from 3:00 p.m. to 5:00 p.m. Councilmember Tulba noted there will be five (5) teams and are looking for volunteers for the three (3) locations in Waipahū – Hans L’Orange, Waipahū Town Center, and Waipahū Recreation Center.

Governor Josh Green’s Representative – [0:39:58]: Chavonnie Ramos provided responses to questions raised at the previous meeting regarding affordable housing data and Child Care Connection program. The Department of Human Services (DHS) Child Care Subsidy program can be reached at 1-855-643-1643. The Governor’s Newsletter can be found at: Governor Green’s November 2024 Newsletter. Ramos highlighted the Hawaiʻi Housing Finance and Development Corporation (HHFDC)’s Award of Excellence for Special Achievement, University of Hawaiʻi (UH) Cancer Research Center Five-Year National Cancer Institute (NCI) Designation and $11 million grant, and mental health resources. Ramos announced that the Department of Labor and Industrial Relations (DLIR) is having a job and resource fair on Friday, November 22, 2024, from 10:00 a.m. to 2:00 p.m.

Representative Rachele Lamosao – [0:52:06] – Representative Lamosao shared a memory of Chair Herolaga. Representative Lamosao provided a response to the concern regarding power disruption.

U.S. Representative Ed Case – [0:57:47] – Nestor Garcia expressed his gratitude to the Board for the sentiments that was shared earlier in the meeting on behalf of the late Chair Herolaga. Garcia provided the report, which can be found at: Congressman Case’s November 2024 Report. Garcia highlighted the Kaʻena Point National Heritage Area Feasibility Study. The National Park Service is asking for formal public comment on its feasibility study until Monday, November 25, 2024. Garcia announced a Town Hall focusing on veterans will be on Saturday, November 23, 2024, at the Oʻahu Veterans Center, from 9:00 a.m. to 10:30 a.m.

U.S. Representative Jill Tokuda – [1:02:24] – No representative present and no report was submitted.

REPORTS – [1:02:29]
Board of Water Supply (BWS) – [1:02:38]: Nikki Rodwell provided the report, which can be found at: BWS November 2024 Report. Rodwell reported one (1) main break at 94-277 Haaʻa Street. Rodwell announced that the BWS is looking to fill permanent full-time positions. To apply, go to www.boardofwatersupp.com/jobs. Rodwell noted that there was a misprint on the data in the October 2024 report; instead of the main being installed in 2004, the main was installed in 1956.
Oahu Metropolitan Planning Organization, Citizens Advisory Committee (OMPO-CAC) – [1:04:28]: De Gracia announced that the Hawaii Department of Transportation (HDOT) is looking for youths ages 11 to 24, to serve on the inaugural Hawaiʻi Youth Transportation Council. De Gracia noted that there are about 20 seats across all islands comprised entirely of youths to talk about the future and sustainable transport options. Deadline to apply is Monday, November 25, 2024. For more information, check out the HDOT website.

ANNOUNCEMENTS – [1:06:00]:
Meeting: The next regular meeting of the Waipahū Neighborhood Board No. 22 is on Thursday, January 23, 2025 at 7:00 p.m. in-person at the Fil-Com Center. The Board is recessing in December 2024.
