CALL TO ORDER – [0:00:19]: Chair Darryl Macha called the Waipahu Neighborhood Board No. 22 meeting to order at 7:00 p.m. Chair Macha announced a brief recess due to technical difficulties with the website platform pertaining to the agenda, which is required to be made available to the public.

Honolulu Fire Department (HFD) – [0:03:06]: Captain Joe Toro from the Waikele Fire Station presented incident statistics for the month of March 2026.
March 2026 Incident Statistics: There were two (2) nuisance fires, one (1) cooking fire, 23 activated alarms with no fire, 230 medical emergencies, one (1) ocean rescue, and one (1) hazardous materials incident.
Fire Safety Tip – Evacuation Planning: Residents are encouraged to have an emergency preparedness plan in place for environmental emergencies, fires, and natural disasters. Recommendations include familiarizing yourself with at least two escape routes from your home, planning an evacuation path if you must leave your neighborhood, leaving early to avoid getting trapped by fire, smoke, or traffic delays, having a predetermined meeting place (a trusted neighbor or relative’s home, a low-risk area, a shelter, or evacuation center), signing up for notifications at hnlalert.gov, and bringing a go bag with essential items. Honolulu Police Department (HPD) – [0:05:40]: Lieutenant Keoni Hong presented the March 2026 statistics.
March 2026 Statistics: There were 24 motor vehicle thefts, five (5) burglaries, 36 thefts, 15 unauthorized entries to motor vehicle (UEMV), and 2,170 calls for service.
Pedestrian Collision Updates (Year-to-Date): Lieutenant Hong reported four (4) pedestrian collision incidents year-to-date in the area. The most recent occurred on Monday, April 21, 2026, when a vehicle veered off the road near the intersection of Puko Street and Managers Drive, struck a tree, and pinned a 39-year-old male pedestrian on the sidewalk, leaving him in critical condition. On Wednesday, February 12, 2026, a 53-year-old pedestrian was struck by a vehicle while crossing in a marked crosswalk near the intersection of Lumiʻāina and Lumiʻauʻau Streets and sustained serious head injuries. On Tuesday, February 11, 2026, a 77-year-old male driver struck a 59-year-old female pedestrian on Farrington Highway, leaving her in serious but stable condition. The earliest incident occurred on Sunday, January 25, 2026, when a 24-year-old male pedestrian walking in the roadway near Kamehameha Highway and Lumiʻāina Street was struck by a 77-year-old driver and listed in serious condition. No criminal cases were generated in any of the four incidents.

Questions, comments, and concerns followed – [0:08:28]
1. Speed Patrols at Kunia/H-1 Exit: Member de Gracia asked whether HPD could increase speed patrols near the Kunia H-1 westbound off-ramp exit, noting that aggressive speeding occurs late at night in that stretch. Lieutenant Hong confirmed the location (westbound) and indicated they would look into it.
2. Speeding, Crosswalks, and Safety Improvements on Honowai, Hene, Waipahu Streets: Resident Douglas Duhachek reported daily speeding by construction vehicles and a city bus on Hene, Waipahu, and Honowai Streets. He requested speed bumps, rumble strips, and additional crosswalks, along with a traffic signal correction at the Hene/Waipahu intersection where conflicting pedestrian and turning signals create a hazard. Until improvements are installed, he asked for HPD monitoring at the Honowai/Hene intersection during peak hours (7–9 a.m. and 4–6 p.m.). HPD indicated a speed trailer would be deployed if available. Lieutenant Hong indicated HPD would try to add a speed trailer if available.

Military Report: US Army – 599th Transportation Brigade – [0:12:19]: Sergeant First Class Marsha Feightner of the 599th Transportation Brigade delivered the military report, covering several upcoming activities. A hiring fair will be held on May 18, 2026 at the Helemano Military Reservation Training Room from 8:30 a.m. to 2:00 p.m., open to the public, with walk-ins welcome and advanced applicants encouraged to visit www.himwr.com. Training activities are scheduled in the East Range area from April 23–24, 2026 and April 27–30, 2026, featuring Ranger and Jungle Tactics, small arms blank fire drills, and aviation operations, while artillery, mortar, and demolitions training with live fire exercises will take place at Schofield Barracks from April 24–30, 2026. Additionally, prescribed burns at Schofield Barracks training ranges have been postponed to the week of May 11–15, 2026 due to wet conditions, and the community’s patience is appreciated.

BOARD BUSINESS – [0:15:03]
Approval of February 26, 2026 Minutes – [0:15:09]: Chair Macha called for any corrections to the February 26, 2026 meeting minutes. With none offered, the minutes were approved as presented.

RESIDENT AND COMMUNITY CONCERNS – [0:15:41]
1. Speeding on Honowai Street – Request for Built Environment Improvements: Member de Gracia followed up on the discussion raised by resident Douglas Duhachek during the HPD report, noting that multiple residents have complained about speeding on Honowai Street. Member de Gracia had emailed Honolulu Safe Streets requesting rumble strips, speed bumps, or other built environment enhancements. Member de Gracia requested that the City or State look into built environment safety improvements quickly, noting the wide road encourages speeding.

2. Bridge Closure Signage – Waipahu Depot Road: Member Plong reported a concern around the stream off of Waipahu Depot Road due to the absence of adequate detour and bridge closure signage on the ʻewa side of Pupuhi Street and Waipahu Street. He requested detour and bridge closure signs in the area and asked for an update on the timeline for the bridge repair.

3. Debris Storage Site – Environmental and Procedural Concerns: Member Pagan raised concerns about the use of Central Oʻahu Regional Park as a temporary debris storage and sorting site following the recent Kona Low storms. While expressing condolences to those affected and acknowledging the need for a swift response, he questioned why the primary designated site at Dole Field in Wahiawā was not used instead. He also asked what environmental precautions contractors DRC Emergency Services and Tetra Tech took to prevent soil contamination from the approximately 5,000 tons of debris stored at the park, and what steps and timeline would be required to restore the area to its original condition. Member Pagan suggested the Mayor’s Representative may be best suited to address these questions.

4. Noise and Nuisance Issues on Honowai Street Near Honowai Elementary: Resident Douglas Duhachek raised a concern about loud stereo systems, burnouts, and general nuisance activity by individuals in cars on Honowai Street near Honowai Elementary School, noting this is an ongoing issue in addition to the speeding concerns previously raised.

PRESENTATIONS – [0:21:02]
Exceptional Tree Program – Roxanne Adams & Navin Tagore, Department of Parks and Recreation, Division of Urban Forestry (DPR/DUF) – [0:21:02]: No representative was present. Chair Macha requested that the presenters contact him to schedule their presentation at a future meeting.

ELECTED OFFICIALS – [0:21:41]
Mayor Rick Blangiardi’s Representative – [0:22:01]: Director Roger Babcock provided updates on Kona Low storm recovery efforts, noting that the city has launched a recovery website with community assistance programs, and announced the April 1, 2026 launch of the G.R.O.W. program allowing residents to place food waste in their green cart for composting at Hawaiian Earth Recycling in Wahiawā. Director Babcock addressed Member Pagan’s concerns regarding Central Oʻahu Regional Park, explaining that following rapid debris accumulation from severe flooding on March 21–22, 2026 the city activated its debris removal contract on March 23, 2026 with contractors DRC Emergency Services and Tetra Tech, selecting the park as a staging site due to its availability as City property, an unused 8-acre corner with direct highway access, and the ability to obtain quick departmental approval. Baseline soil sampling at 126 locations on March 25, 2026 returned no contamination findings, and next steps include bulldozing 6–12 inches of soil, additional sampling, and if needed further excavation, before clean fill is brought in, the area regraded, and reseeded for a minimum of 30 days prior to being returned to the Department of Parks.

Questions, comments, and concerns followed – [0:35:15]
1. Dole Field – Primary Debris Site Not Used: Member Pagan asked whether Dole Field (the primary designated site) was considered or contacted. Director Babcock clarified that Dole actually called the City after the decision was made, offering their site; however, Dole indicated they would need time to clear and grade pineapple fields before the site could be used. Given the urgency, Director Babcock made the decision to proceed with Central Oʻahu Regional Park, which was essentially ready with only minor delineation needed.
2. G.R.O.W. Program Community Outreach – Waipahu Session Canceled Due to Storm: Chair Macha requested that the canceled G.R.O.W. Program outreach session in Waipahu be rescheduled for residents seeking green kitchen containers. Director Babcock confirmed the cans have arrived, that trained attendees were notified for pickup, and that he would look into scheduling another session.
Councilmember Matt Weyer – [0:38:22]: Councilmember Matt Weyer thanked the board and Director Babcock for their storm recovery efforts and provided several updates: Haseko/Royal Kunia Phase 2 permits are filed but none granted; maintenance requests have been submitted for the Lower Kunia Loop City ditch and a bus stop on Anoiki to Anonui Street; and Nolupe Street tree maintenance is expected to be completed by end of May 2026. Budget amendments largely address Kona Low storm impacts, with an approved amendment funding aquatics center improvements at Central Oʻahu Regional Park. He expressed concern over a proposed reduction of the Office of Economic Revitalization from 27 to 7 staff, which would eliminate multilingual outreach and small business disaster support, and encouraged community testimony on the amendments. Residents were reminded to visit the One Oʻahu website for storm-related resources and to report any storm damage.

1. Royal Kunia Phase 2 – Request for More Details on Haseko Project: Secretary Oshiro raised concerns about the Royal Kunia Phase 2 project, noting its approximately 2,007 mixed-use housing units and that developer Haseko has not previously appeared before the board. Questions centered on unit types, retail planning, traffic mitigation on Kunia Road, and the lack of timeline details. Councilmember Weyer acknowledged the concerns, confirmed nothing has been finalized, and committed to following up with a more specific update.
2. Appreciation for Protecting Public Sector Workers: Member de Gracia thanked Councilmember Weyer for protecting public sector workers through the budget process, speaking as a civil service employee and as the Hawaiʻi Government Employees Association Oʻahu Island Chair for Scientific and Professional Employees. Councilmember Weyer acknowledged the public sector workforce’s dedication and community love, particularly throughout the Kona Low storm response.
Councilmember Augie Tulba – [0:56:02]: Councilmember Augie Tulba highlighted two (2) items: the second annual Tag You’re Out community volunteer graffiti paint-out event, scheduled for Friday, May 8, 2026 from 3:00–5:00 p.m. at Waipahu District Park and Geiger Community Park, where volunteers can pick up supplies and assignments, and community members can help by photographing graffiti with addresses and emailing atulba@honolulu.gov; and a concern regarding student parking from Waipahu High School on Awaiki and Hoaʻinau Streets, which has been blocking rubbish collection and could impede emergency vehicle access, prompting Councilmember Tulba to reach out to City administration, transportation services, HPD, and Waipahu High School to investigate.

Questions, comments, and concerns followed – [0:58:28]
1. Hiapo and Managers Drive Roundabout – Foliage and Safety Improvements Not Yet Completed: Member Andrade raised concerns about the roundabout at Hiapo and Manager’s Drive, which was intended to include foliage and raised features to prevent vehicles from driving over it, noting that a bus recently drove completely over it. Councilmember Tulba confirmed the matter is still under review, committed to obtaining timeline information, and mentioned exploring painted designs — including a palaka theme — on streets and electrical boxes to build community identity in Waipahu. Member Andrade pointed to similar street art on Leoku Street as a successful model.
2. Keawalau Project and Times Supermarket Closure: Secretary Oshiro asked Councilmember Tulba for an update on the Keawalau project and the status of the Times Supermarket closure in Waipahu. Councilmember Tulba stated the project is close to being funded but not yet finalized. He committed to speaking with developer Highridge Costa this week and to have Aaron Ho provide an update if he is unavailable.
3. Bridge Closure near Waipahu Elementary – Update and Timeline: Chair Macha also acknowledged Councilmember Tulba’s walkthrough of the area around Waipahu Elementary and noted that despite bridge closure signage being in place, some drivers continue to disregard it. Councilmember Tulba confirmed coordination with Dr. Babcock on a bridge repair update from Department of Designs and Construction (DDC), with an anticipated completion timeframe around July 2026. The bridge lane is currently westbound-only.
Councilmember Val Okimoto – [1:03:30]: Pua Smith-Kauhane from Councilmember Val Okimoto’s office provided a legislative update online, highlighting two items: Bill 34, which proposes amendments to the Flood Hazard Area Accordance Ordinance to align with updated Federal Emergency Mangement Agency (FEMA) requirements and ensure Oʻahu residents maintain access to affordable flood insurance through the National Flood Insurance Program and Community Rating System; and Resolution 26-074, which authorizes approximately $16.8 million in COVID-19 hazard pay for TEAMS and Allied Workers Union members in recognition of their essential service during the pandemic.

Representative Daisy Hartsfield – [1:07:46]: Representative Daisy Hartsfield attended in person and provided several updates: on the budget, many capital improvement projects and grants are currently without conference committee agreement, and while she expressed optimism, she acknowledged that budget challenges and storm recovery costs may result in reductions or denials. Regarding flooding behind St. Joseph’s Church, her office investigated resident concerns and believes the issue may be limited to one or two homes related to a missing pipe, with further investigation ongoing. On the Waipahu Street bridge closure, the eastbound lane from Awamoi Street to the Plantation Village entrance remains closed while the westbound lane is open, with an HPD officer stationed near Awamoi Street during school hours to enforce the closure, and City and County liaisons have indicated an anticipated completion date of late June or July 2026.

1. Flooding/Drainage Issues at Kunia Road Exit and Pothole on Kunia Road and Kupouhi Street(near Wendy’s): Chair Macha raised three infrastructure concerns along Kunia Road: (1) a storm drain near the H-1/Kamehameha Highway exit that overflows even with minimal rain, creating a lake-like condition; (2) the intersection at Kupuohi Street near Wendy’s, which has never been fully repaired and continues to deteriorate despite repeated pothole patching; and (3) an overgrown tree on the right side heading down Kunia Road that is obscuring a traffic signal. Representative Hartsfield agreed to follow up with the Department of Transportation (DOT) and coordinate with Representative Pierick, whose district includes the affected area, also noting that DOT Director Sniffen is responsive and offering to bring the concerns to his staff.
Representative Trish La Chica – [1:15:40]: Tiara Tenorio reported on behalf of Representative La Chica that roughly 21% of bills remain in conference committee, with HB 1782, an AI regulation bill protecting minors, among those still advancing. HB 1800 includes planning funds for Mililani Public Library and Coverage Elementary School, with Senator Dela Cruz securing funding for Mililani educator housing and kitchen upgrades across the Lehua, Mililani, and Waialua complexes. Residents were reminded not to drink and drive during the upcoming summer and graduation season, and Naomi Koga of Mililani Middle School was recognized as the Capitol’s Earth Day art contest winner on Thursday, April 17, 2026. Compliment to Representative La Chica for Conference Committee Video: Member de Gracia asked Tiara to pass along compliments to Representative La Chica for her “Staying Alive” conference committee wrap-up video posted on Instagram, calling it great and suggesting the link be shared in the chat. Tenorio confirmed she edited the video herself and expressed appreciation.
Representative Elijah Pierick – [1:19:33]: No representative was present and no report was submitted. Chair Macha noted that concerns were shared during Representative Hartsfield’s report that may fall within Representative Pierick’s district and encouraged him to review the telecast and assist accordingly.

US Representative Ed Case – [1:20:22]: Nestor Garcia reported on behalf of Congressman Ed Case that the House Appropriations Committee passed two of twelve FY2027 funding measures covering Military Construction/Veterans Affairs — including a directive to study a new national memorial cemetery due to Punchbowl’s capacity constraints — and Financial Services and General Government, both pending full congressional approvals. Congressman Case also requested an extension of the Jones Act waiver expiring May 17, 2026, which allows international energy shipments to Hawaii, urging early action given long shipping contract lead times. Mr. Garcia also noted that Haseko’s planned ~2,000-home Royal Kunia Phase 2 development may face complications due to unmet conditions including interchange redevelopment, road widening, and a water line requirement.

Candidate Forum – Proposed for July 2026 Meeting: Secretary Oshiro proposed the Board consider hosting a candidate forum focused on local area candidates in the July 2026 meeting, after the filing deadline (June 2026) and as ballots begin to be mailed. Chair Macha indicated this would be placed on the next meeting agenda for discussion and a possible vote.

Hawaiʻi Foodbank Food Drive: A food drive was held during this meeting. Additional opportunities exist at other neighborhood board meetings throughout April. Viewers of the telecast are encouraged to attend another neighborhood board meeting and donate canned goods to the Hawaiʻi Food Bank.
