Chair Darryl Macha called the Waipahu Neighborhood Board No. 22 meeting to order at 7:00 p.m. Quorum was established with 13 members present. This 19-member Board requires 10 members to establish a quorum and to take official Board action. Chair reviewed meeting conduct, time limits (3 minutes), addressing remarks to the Chair, and silencing electronic devices.

Honolulu Fire Department (HFD) – [0:02:05]: HFD departed for a call but provided a written report with a seasonal cooking safety tip, emphasizing staying alert while cooking, remaining in the kitchen, using timers, keeping combustibles away from stovetops, and keeping children/pets at least 3 feet from cooking areas.

Approval of Minutes – Thursday, October 23, 2025 – [0:04:16]: Chair Macha noted that the draft minutes had been circulated and opened the floor for corrections. Two corrections were identified: a misspelled attendee name and Member Plong’s correction of his residency from Royal Kunia to the “Celebrations” neighborhood. Hearing no further corrections, Member Andrade MOVED and Member Segall SECONDED to adopt the October 23, 2025 minutes as amended. The Board conducted a voice vote; 13-0-0. (Aye: Andrade, Beers, J. Chang, N. Chang, de Gracia, Macha, Molitor, Oshiro, Pagan, Plong, Segall, Tumbaga, Wilson; Nay: None; Abstain: None.) – [0:05:59]. The Minutes were ADOPTED as amended.
RESIDENT AND COMMUNITY CONCERNS – [0:05:55]
Kealahou West O‘ahu Homeless Outreach Monthly Report – [0:06:35]: Sierra Martin, representing KWO Districts 2 & 3, reported on October outreach activities. The team encountered 43 unsheltered individuals, including 11 who were service-resistant, and responded to 10 community concern reports. Additionally, 23 households comprising 28 people were newly enrolled in services, and 5 households have been referred to housing and are awaiting placement. Martin announced that KWO is currently hiring for an outreach position and interested parties may contact Sierra Martin at 808-728-5034.
PRESENTATIONS – [0:08:21]
2026 Flores de Mayo & Filipino Fiesta – [0:08:35]: Lei Lopez announced the Filipino Fiesta, scheduled for Saturday, May 2, 2026, from 10:00 a.m. to 6:00 p.m. at the Filipino Community Center. The event is expected to draw approximately 7,000 attendees. Ms. Lopez requested a letter of support from the Neighborhood Board for road closures adjacent to the FilCom Center.

1. Resolution or letter: Member de Gracia asked if a resolution was needed, and Chair Macha clarified that a letter of support would suffice. [0:10:50] – de Gracia MOVED and Andrade SECONDED that the Board issue a letter of support for road closures for the May 2, 2026 Filipino Fiesta. Discussions followed. The Board conducted a voice vote; 13-0-0. (Aye: Andrade, Beers, J. Chang, N. Chang, de Gracia, Macha, Molitor, Oshiro, Pagan, Plong, Segall, Tumbaga, Wilson; Nay: None; Abstain: None.) – [0:12:00]. The Motion was adopted. Secretary Oshiro will draft the letter upon receipt of event details and addressee information.
2. Business notification: Member Andrade asked if surrounding businesses would be notified, and the presenter confirmed they would be notified along with the community.
AT&T Proposed Telecommunications Facility at 94-990 Pakela Street – [0:12:52]: Ashley May of Centerline Communications provided a project overview for a new 625-square-foot compound that will feature a 100-foot tower and antennas designed to offload capacity and improve coverage between H-1 freeway areas. The site will be located on a ridge behind existing industrial buildings near a storage center. Ms. May noted that notice letters will be mailed to adjoining properties prior to construction.

1. Share plans with Board: Member Plong requested that the plans be emailed to the Board for review and community distribution, to which the presenter agreed, and the Chair noted that materials would be available on the Board drive.
2. Site location relative to H-1: Chair Macha requested clarification on the location, the presenter explained that the site is situated on the ridge above the gulch near business centers and storage facilities and that the parcel was formerly zoned military (F-1) but is now privately owned.
ELECTED OFFICIALS – [0:17:52]
Mayor Rick Blangiardi’s Representative – [0:18:09]: Deputy Director Brieck reported several updates: Skyline Segment 2 opened with four new stations serving Pearl Harbor and HNL Airport, an early education center was relocated, and new sewer rates become effective January 1, 2026. Upcoming events include a Royal Hawaiian Band concert November 28 at 7:00 p.m. and Honolulu City Lights beginning November 29, with press releases now available via subscription at www.honolulu.gov. Follow-ups included storm drain repairs at 94-777 and debris removal from Kunia Park & Ride (both completed in late October with no illegal dumping found), DTS evaluating Sunday Bus Route 433 service, U-Line operating hourly with additional peak trips, DTS investigating Honowai Street speeding, DPP requiring fire-damaged property remediation at 94-106 Hula Street within 120 days, and HPD requesting complainant information after finding no barking dogs in early November.

1. Security at Thomas Square decorations: Member Molitor asked about security for holiday decorations at Thomas Square.
2. Driver’s License Renewal Process Difficulties: Member de Gracia described severe difficulties with AlohaQ scheduling and DMV documentation/processing, requesting mayoral attention and relief. Deputy Director Brieck will relay feedback, noted federal REAL ID compliance constraints “waivers.” Several Board members reported that the ID had some reflection issues when scanned by TSA. Resident Leang Smith asked why renewals take long if the City already has records.
3. Skyline/UH bus frequency concerns: Member Oshiro emphasized 60-minute waits from train to bus deter student ridership and asked the City to shorten waits for rail-to-UH transfers.
Councilmember District 2 – Councilmember Matt Weyer – [0:37:59]: Kelly Anaya provided several updates, including a tree planting event at Hans L’Orange Park, Waikele Elementary School’s national recognition as a Model Academy with Distinction, her role as co-MC for Taste of Waipahu, and a mural project at Waipahu High School in partnership with DOT and DOE. Follow-up items included completed maintenance at the Park & Ride facility and the inclusion of flavored vape enforcement in the HSAC package adopted by the Council under Resolution 25-308.

Councilmember District 8 – Councilmember Val Okimoto – [0:41:20]: Pua Kauhane-Smith reported on recent Council actions, including Resolution 25-305 directing DPP to void or deny a modified minor Conditional Use Permit for agricultural activities at a North Shore project, Bill 62 (2025) CD1 addressing bed and breakfast and transient vacation unit amendments along with missing maps, and Bill 5 (2025) CD2 establishing a farm animal control framework. Additionally, Kauhane-Smith highlighted holiday volunteer opportunities available through organizations including Salvation Army’s Blaisdell dinner, Hawai’i Foodbank, Aloha Harvest, Giving Hope Hawai’i, and Kanu Hawai’i meal delivery programs.

Neighborhood Slide Update: Resident Shaelynn Pasco inquired about an update regarding the neighborhood slide, and Kauhane-Smith responded that the slide parts arrived earlier in the week and are awaiting contractor approval for installation, with completion expected by the end of the year or sooner.
Councilmember District 9 – Councilmember Augie Tulba – [0:45:32]: Aaron Michael Ho provided an update on the permanent roundabout project, noting that the project is currently in the pre-final and final design phases, with federal NEPA processes extending the overall timeline. He outlined the projected timeline as follows: pre-final design is currently underway, NEPA and design completion are conservatively estimated for 2028, construction is anticipated to begin in early 2029, and project completion is expected in mid-to-late 2030.

Senate District 19 – Senator Henry Aquino – [0:51:21]: Senator Aquino addressed the Board regarding his planned departure from elected office on Nov 30 and the gubernatorial appointment process to fill his seat (within 60 days). He thanked the Board and community for 17 years of collaboration, highlighting past transportation improvements and relationships with past and present Board leaders.

1. Board gratitude: Members of the Board expressed their appreciation for Senator Aquino’s service, tenacity, and follow-through.
Senate District 18 – Senator Michelle Kidani – [0:58:40]: No representative present.
Representative District 35 – Rep. Cory Chun – [0:59:03]: Representative Chun provided a follow-up regarding traffic control impacts from the recent Kamehameha Highway mural painting project. HPD cordoned off a section with traffic cones to preserve bus access, implemented northbound lane closures with contraflow traffic management, and ensured that regular bus stops remained accessible, though they were relocated through the coned areas during the work.

1. Anti-graffiti coating: Member Andrade inquired about whether special anti-graffiti paint was used, Representative Chun explained that a prior coating allows for easier removal but is not 100% effective, though students and schools have committed to performing rapid touch-ups as needed.
2. Parrot eradication efforts: Member Plong thanked Representative Chun for invasive parrot funding support, and Representative Chun confirmed ongoing coordination with Hawaiʻi Department of Agriculture (HDOA) on biosecurity as Agriculture and Food Systems Chair.
Representative District 36 – Rep. Rachele Lamosao – [1:04:33]: Representative Lamosao reported on her Taste of Waipahu participation and Water and Land Committee site visits addressing wildfire prevention, native plants, and seed banks. She announced upcoming SNAP changes requiring able-bodied adults without dependents ages 55–64 to complete 80 hours per month of work, training, or volunteer activities, noting that Goodwill Hawai’i can provide assistance at 808-792-8564.

1. SNAP “able-bodied” definition: Vice Chair Jayton Chang requested clarity on medical exemptions, and Representative Lamosao explained that DHS guidance advises keeping medical documentation from providers confirming inability to work, with decisions made case-by-case.

Trish La Chica – [1:09:42]: Representative La Chica reported on Higher Education and Education Committee school and college visits and the inaugural “FiliRooted” Filipino American History Month finale at Capitol Modern featuring Ruby Ibarra. She announced a community talk story on December 15, 2025 at 5:00 p.m. covering budget, public safety, the Mililani teacher housing project, and area school updates.
