The Pearl City Neighborhood Board No. 21 meetings are broadcasted on Focus Channel 49 and air 2nd Saturday at 6:00 PM and 1st and 3rd Friday at 1:00 PM.

Pledge of Allegiance – [0:00:23]: The Cub Scout Pack 75 administered the Pledge of Allegiance. Scott from Cub Scout 75 introduced new members of the program; updates on their fundraising events; and on Saturday, May 3, 2025 the Pinewood Derby Race at uptown Pearl Ridge Mall.

Chair Veray reviewed the time limit policy and procedures before conducting a roll call. Quorum WAS established with nine (9) members present. Note: This 11-member board requires six (6) members to establish a quorum and to take official Board action.

Honolulu Fire Department (HFD) – [0:03:18]: Firefighter Masen Slade provided the monthly statistics March 2025 and April 2025 fire safety tips regarding evacuation planning.
• March 2025 Statistics: There were 2 nuisance fires, 2 activated alarms without fire, 153 medical emergencies, 1 motor vehicle collision with pedestrian, 7 motor vehicle crash/collisions, and 1 mountain rescue.

Honolulu Police Department (HPD) – [0:08:28]: Sargent Miller provided the monthly statistics for March 2025 and April 2025 safety tip regarding being mindful about road responsibilities and pedestrians.
• March 2025 Statistics: There were 7 motor vehicle thefts, 6 burglaries, 26 thefts, 5 Unauthorized Entry into Motor Vehicles (UEMV), 1,394 total calls for service, and 1,478 total calls of service for District 3.

[0:21:59] – Heide MOVED and Lee SECONDED the narrative for the Pearl City Neighborhood Board to support an “off leashed dog park” to be constructed in the Pearl City at the Blaisdell Park. Discussion followed. The board conducted a roll call vote, the motion WAS adopted; 9-0-0 (AYE: Awong, Inouye, Lee, Weber, Smith, Takeuchi, Velasco, and Veray; NAY: None; ABSTAIN: None) – [0:25:54]

[0:27:15] – Returning to the motion to adopt the Resolution urging the City & County Honolulu Parks and Recreation to Approve Constructing a Dog Park at Neil Blaisdell Park in Pearl City with amendments. Hearing no further discussion, the board conducted a roll call vote. The motion WAS adopted; 9-0-0 (AYE: Awong, Inouye, Lee, Weber, Smith, Takeuchi, Velasco, and Veray; NAY: None; ABSTAIN: None) – [0:27:16]

Department of Transportation Services (DTS) Bus Rail Integration Project – [0:27:59]: Theresa Dean and Jay Egusa from the Department of Transportation Services provided a presentation regarding the proposed bus service changes for opening the second phase of Skyline from Makalapa (Joint Base Pearl Harbor-Hickman) and Kahauiki (Middle Street). Phase 2 of the project will include: 4 additional stations to the current Skyline Rail Service from Joint Base Harbor-Hickam to Middle Street; Skyline hours will have early start and stop times; and TheBus will be making service changes to accommodate the rail extension. TheBus service route changes will include the proposed discontinuation of Routes 20 and 303; the addition of Route 331; reroutes of Routes 40, 42, and 51; and a service frequency reduction on Route 46. Phase 2 of the Skyline rail station extension will open on Wednesday, October 1, 2025.

Board Discussion Items and Update on a Future Meeting with Dep Director Parks and Recreation – [0:47:37]: Chair Veray set up a virtual meeting on Wednesday, April 30, 2025, to give a presentation to the Deputy Director of Parks and Recreation, Edward Hayden, to talk about volunteers adopting Pearl City Parks to help the city maintain the beauty of our parks; the construction of a dog park at Neil Blaisdell Park; developing additional youth ball fields, possibly on the Pearl City Peninsula; developing a public water recreation area, possibly off the Neil Blaisdell Park area; the need for more lifeguards for Pearl City swimming pools and the need to certify more youth with swimming qualifications; and the repair and painting of the Japanese Peace Bell Shrine at Neil Blaisdell Park.

Blaisdell Center Concert Hall reopens after back-of-house renovations; The Department of Parks and Recreation begins annual push to hire staff for the City’s Summer Fun program; City commemorates Hōkūleʻa’s 50th Anniversary at Kualoa Regional Park; Honolulu Charter Commission members are sworn in for decennial review of the City Charter; a briefing on how residents can download HNL Alert, the City’s new alert system for natural disasters and emergency situations; and responses to questions asked in the previous meeting.

HB 435, which provides comprehensive regulation for e-bikes, got folded into another bill, HB 958, which sets new rules for electric bikes and similar vehicles; and Representative La Chica will be hosting a Talk Story on Thursday, May 1, 2025, regarding community safety and transportation, which will be held at the Hawaii Okinawan Center Ballroom in Waipio at 5:30 p.m.
