A. Honolulu Fire Department – Report on fire and emergency incidents to statistics for past month, fire safety tips while open to questions from board members and public related to recent emergencies in Pearl City
B. Honolulu Police Department – Report on crime incidents and statistics for District 3 Pearl City area past month, crime prevention and public safety tips while open to questions from board members and public related to recent emergencies or incidents in Pearl City
III. PUBLIC TESTIMONY – Limited to 3 minutes each (Resident/Community Concerns) to include confidential and public safety concerns from residents who wanted to remain anonymous requesting board member to present their issue at the board meeting
IV. BOARD BUSINESS – Administrative Action and Approve Resolutions
A. Action on board member missing three meetings this term
B. Action: Resolution urging the State Legislature to: (1) Increase fines, penalties and jail time for violators of the Fireworks Law and (2) Empower, Train and Certify Citizens Policing and Neighborhood Security Watch Team Volunteers to help with enforcement of illegal aerial explosions and homemade pipe bombs that are used to terrorize our neighborhoods.
C. Action: Letter to Congressman Ed Case requesting assistance on Illegal Fireworks Shipments to Hawaii
D. Action: Resolution urging the State Legislature to: (Increase Penalties for the Offense of Shoplifting Theft from our Local Businesses; (2) Encourage Retail Stores to improve customer accountability by screening merchandise receipts at store exits; and (3) Make it easier for store merchants to prosecute shoplifters on high value merchandise
E. Action: Resolution urging the State and City to take immediate action to construct an emergency access road for Pearl City Pacific Palisades community and develop a wildfire protection and evacuation plan
F. Action: Resolution encouraging all businesses and community-based organizations to become active partners in strengthening the Pearl City District

The Pearl City Neighborhood Board No. 21 meetings are broadcasted on Focus Channel 49 and air 2nd Saturday at 6:00 PM and 1st and 3rd Friday at 1:00 PM.

Pledge of Allegiance – [0:00:31]: The Cub Scout Pack 75 administered the Pledge of Allegiance and Cub Scout Leader Janson announced that Cub Scout Pack 75 will be participating at the Christmas Parade
Chair Veray reviewed the time limit policy and procedures before conducting a roll call. Quorum WAS established with ten (10) members present. Note: This 11-member board requires six (6) members to establish a quorum and to take official Board action.

Honolulu Fire Department (HFD) – [0:03:41]: Fire Fighter 1 Russell Wassman provided the monthly statistics for October 2024 and November 2024 fire safety tips regarding Kitchen & Cooking Safety.
• October 2024 Statistics: There was 1 structure fire, 3 wildland/bush fires, 2 nuisance fires, 2 activated alarms without fire, 139 medical emergencies, 2 motor vehicle collision with pedestrian, 11 motor vehicle crash/collisions, and 2 hazardous material incidents.

Pig Signs – [0:07:37]: Resident Tom raised concerns about having pigs warning signs on Palisades and is asking for more support from the board and legislators.

Street Safety – [0:10:59]: Resident Keahi request to have slow down signs or possible rumble strips on Maiha Cir road to reduce speeding and have Maiha Cir street lights to be checked.
