B. Honolulu Police Department – Report on crime incidents and statistics for District 3 Pearl City area past month, crime prevention and public safety tips while open to questions from board members and public related to recent emergencies or incidents in Pearl City.

III. PUBLIC TESTIMONY – Limited to 3 minutes each (Resident/Community Concerns) to include confidential and public safety concerns from residents who wanted to remain anonymous requesting board member to present their issue at the board meeting.

The Pearl City Neighborhood Board No. 21 next board meeting will be both Hybrid Virtual and In-Person facilitated on WEBEX virtually and facilitated at Momilani Community Center 715 Hoomoana St, Pearl City. The board will be in recess for the month of December with following meeting on Tuesday, January 28, 2025. The Pearl City Neighborhood Board No. 21 meetings are broadcasted on Focus Channel 49 and air 2nd Saturday at 6:00 PM and 1st and 3rd Friday at 1:00 PM.

Pledge of Allegiance – [0:00:18]: The Cub Scout Pack 75 administered the Pledge of Allegiance.

Chair Veray reviewed the time limit policy and procedures before conducting a roll call. Quorum WAS established with eight (8) members present. Note: This 11-member board requires six (6) members to establish a quorum and to take official Board action.

Honolulu Fire Department (HFD) – [0:03:19]: Fire Fighter Briston provided responses to questions asked in the previous meeting. Fire Fighter Jacob provided the monthly statistics for September 2024, and October 2024 fire safety tips regarding Smoke Alarms
• September 2024 Statistics: There were 4 wildland/bush fires, 3 nuisance fires, 1 cooking fire, 7 activated alarms without fire, 131 medical emergencies, 1 motor vehicle collision with pedestrian, and 7 motor vehicle crash/collisions.

Department of Environmental Services – [0:22:11]: Director Roger Babcock provided information regarding the increase of sewer fees. Environmental Services (ENV) will be increasing their fees due to the Capital Improvement Program (CIP) project on Sand Island Wastewater Treatment Plant in order for the facility to meet regulatory requirements and to prepare for potential climate change/sea level rise. The CIP will cost 10.1 billion dollars between 2025 and 2040. Fees will increase 9% per year for six years beginning on July 1, 2025. ENV’s new program, Customer Assistance for Residential Environmental Services (CARES), will offer 20 to 25 dollars credit on monthly fixed fee for sewer customers whose household income is less than 80% area median income.
