Subdistrict 1 – [0:01:20]: Chair Wood noted there was one vacant seat in Subdistrict 1 (Halawa Heights, Halawa Valley, and Ford Island). There were no nominations. [0:01:45] – Wood MOVED and Arakaki SECONDED to request the Neighborhood Commission to change the vacant Subdistrict 1 seat to an At-Large seat for the 2025-2027 board term. Without objection, the motion was ADOPTED; 8-0-0 (Aye: Banks, Wood, Arakaki, Higa, Anderson, Conley, Clark, and Mizusawa); Nay: None; Abstain: None) – [0:01:57]. Chair Wood noted that the Neighborhood Commission would need to approve the at-large designation before the position could be filled.
Subdistrict 4 – [0:02:37]: Two residents volunteered for the two vacant seats in Subdistrict 4 (Newtown, Royal Summit, ‘Aiea side of Ka’ahumanu). Cazimere “Caz” Ferguson introduced himself and stated he wanted to represent his neighborhood and ensure residents are informed about community matters. [0:04:50] – Anderson MOVED and Mizusawa SECONDED to nominate Ferguson. Without objection, Caz Ferguson was appointed to fill a vacant Subdistrict 4 seat; 8-0-0 (Aye: Banks, Wood, Arakaki, Higa, Anderson, Conley, Clark, and Mizusawa); Nay: None; Abstain: None). Member Higa raised concerns about meeting dates in relation to legislative session schedules. Senator Elefante provided input and explained that the legislative session calendar is typically finalized in late December. Determination of Recess Schedule – [0:13:55]: Board members discussed the recess schedule and Veterans’ Day conflict in November. [0:16:48] – Clark MOVED and Arakaki SECONDED to have three recesses (August 2025, December 2025, and June 2026) and to reschedule the November meeting to the second Wednesday, contingent on library availability. Without objection, the motion was ADOPTED; 10-0-0 (Aye: Banks, Wood, Arakaki, Higa, Anderson, Conley, Clark, Mizusawa, Ferguson, and Maeda); Nay: None; Abstain: None) – [0:16:54].
Adopt Board Meeting Rules of Participation – [0:16:59]: Neighborhood Assistant Hayashi described the board meeting rules of participation. [0:17:39] – Arakaki MOVED and Mizusawa SECONDED to maintain the current board meeting rules of participation as written on the meeting agenda (speakers keeping comments to under 3 minutes and reports to under 5 minutes). Without objection, the motion was ADOPTED; 10-0-0 (Aye: Banks, Wood, Arakaki, Higa, Anderson, Conley, Clark, Mizusawa, Ferguson, and Maeda); Nay: None; Abstain: None) – [0:17:50].
Request the Neighborhood Commission to Change the Representation of the Members on Neighborhood Board No. 20 From Subdistricts to the District At-Large – [0:17:55]: Chair Wood explained the benefits of maintaining subdistrict representation to ensure all areas have a voice. Following discussion, board members agreed to maintain the status quo with subdistricts unless the Neighborhood Commission approves a seat representation change.
6. CITY REPORTS – [0:20:35]
Board of Water Supply (BWS) – [0:20:43]: Tracy Burgo provided the report and reported two main breaks in June 2025. July is Smart Irrigation Month; tips were provided for water conservation. Burgo shared information about water system improvement projects and construction on an exploratory well project on Kalawina Place. In response to Member Higa’s question in May 2025, the Board of Water Supply will be installing a granular activated carbon treatment system at the Kaamilo Wells in the coming months and BWS filing a federal lawsuit against the United States Navy (https://www.boardofwatersupply.com/redhill/filing).

Questions, comments, and concerns followed – [0:25:09]:
1. BWS Federal Lawsuit: Higa commented that if the lawsuit is successful, he hopes the money stays with BWS rather than going to the state general fund. Tracy Burgo confirmed that BWS is financially independent from the city, so any settlement would remain with BWS. Tara Sutton asked what would happen if the lawsuit is unsuccessful and whether costs would be passed to customers. Burgo said she would provide an answer at the next board meeting.
Mayor Rick Blangiardi’s Representative – [0:27:42]: Haku Milles, Director for the Department of Design and Construction, provided the following updates:
1. Illegal Short-Term Rentals: The Department of Planning and Permitting (DPP) has issued over 1,000 Notices of Violation (NOVs) since the implementation of Ordinance 22-7, which restricts STR operations without proper permits. Initial violations can result in $1,000 daily fines if not corrected within 7 days and $10,000 per day for recurring violations.
2. Tree Droppings: There are 5 streets that feed into this intersection. Please provide the specific address related to your concern. There are several methods available to submit complaints, here are just a few: You can use the City’s 311 app (which allows you to upload photos that could be very helpful), email us at dpp@honolulu.gov, or call (808) 768-8127 for assistance. If a violation exists, a notice will be sent to the property owner.
3. Aiea District Park Benches: The Department of Parks and Recreation (DPR) thanked the resident for the park bench suggestion. DPR will assess the benches at Aiea District Park to see if concrete slabs can be installed to reduce grass growth and improve maintenance. Your input is greatly appreciated.
4. Parking Lot at Newtown Neighborhood Park: The first cattle gate in the driveway is located on private property owned by the Newtown Association. The parking lot is under the jurisdiction of the Department of Parks and Recreation (DPR). DPR staff met on-site with the head of Maintenance of the Newtown Association on May 22, 2025. Although no formal agreement through an MOU has been finalized yet, both parties agreed that the driveway gate and parking lot gates are to be open during park hours, weekends, and especially during permitted activities such as baseball events and dog obedience classes. Staff will be unlocking the parking lot for the public to use. A draft MOU is in the process of getting its approvals.
5. Digital Payments on TheBus and Skyline: The Department of Transportation Services (DTS) is in the process of amending its HOLO contract to implement Open Payments. This will allow customers to tap their credit cards and use mobile wallets if they have their credit card loaded for adult fares only. The target for implementation is March 2026.
Questions, comments, and concerns followed – [0:31:53]:
1. Aiea District Park Benches: Chair Wood asked DPR to provide an update on the request for concrete slabs to be placed under park benches to prevent grass from growing under the benches.
2. Parking at Waimalu Neighborhood Park: Higa asked if the Waimalu Elementary School parking lot can be opened for baseball games at the park. Higa shared concerns about parking congestion and safety for people who park on Moanalua Road.
City Council District 7: Councilmember Radiant Cordero – [0:34:01]: Councilmember Cordero congratulated all board members on their elections and appointments. She directed residents to the https://www.honolulucitycouncil.org website for resources, legislation updates, and project information. She mentioned her mailer with QR codes and contact information was mailed to constituents in City Council District 7, and noted she represents the majority of ‘Aiea to Kapālama. Councilmember Cordero addressed community concerns, including traffic, overgrowth, the Honolulu Youth Commission, and legislative updates.

Questions, comments, and concerns followed – [0:41:29]:
1. Park Security: Higa asked if security cameras at Salt Lake District Park would include lighting improvements. Councilmember Cordero confirmed that lighting improvements were included in the budget.
2. Halawa Stream: Chair Wood asked about the Halawa Stream dredging project ($500,000 allocation). Councilmember Cordero noted some dredging occurred in Q1 2025 and would provide more details at the next meeting.
City Council District 8: Councilmember Val Okimoto – [0:45:39]: Pua Smith-Kauhane from Councilmember Okimoto’s office provided the following updates:
1. Congratulated board members on their new terms and positions.
2. Noted that mailers for District 8 were sent at the end of June, with copies available as handouts.
3. Announced that for the 2026 fiscal year, Councilmember Okimoto is Chair of Budget and Vice Chair of Infrastructure, Transportation, and Technology.

7. COMMUNITY REPORTS – [0:47:38]
‘Aiea Community Association (ACA) – [0:47:38]: Chair Wood noted that Claire Tamamoto was on the mainland and the ACA would present later in the meeting.
Hawaiʻi Department of Transportation (HDOT) – [0:47:56]: No representative present. Chair Wood noted concerns about overgrowth on Heleconia Place near the freeway that needs to be addressed.
Pearlridge Center – [0:49:10]: David Cianelli, General Manager at Pearlridge Center, provided the following updates:
1. The Interactive Butterfly Experience is ongoing at the Mauka Center Court through August 3.
2. “Stuff the Bus” event in partnership with Ground Transport Inc. and the Hawaii Department of Education will collect school supplies and footwear for students who are homeless or in unstable housing.
3. Fusion Marketing Health Fair will be held on August 24 from 10:00 a.m. to 5:00 p.m.
4. The Village Market is relocating from the TJ Maxx parking area to the Sears parking lot area.
5. Back to School Pop-up Market will be held August 7-10 from 10:00 a.m. to 5:00 p.m.
Questions, comments, and concerns followed – [0:52:23]:
1. Chair Wood asked about the Village Market relocation. David Cianelli explained it was due to vendor expansion and to provide more space.
2. Chair Wood asked about updates on the vacant Sears space. David Cianelli reported no short-term plans but noted Planet Fitness construction is progressing well with a potential opening before the holidays.
3. Chair Wood explained to new board members that Pearlridge Center serves as a community gathering place similar to European town squares.
Stadium Authority – [0:56:29]: Chris Kinimaka (Department of Accounting and General Services) and Samantha Spain (Aloha Stadium) provided the following updates:
1. The negotiation deadline for signing agreements with Aloha Halawa District Partners has been extended from June 30 to mid-August to ensure best value for the state.
2. Design work for the district and stadium is moving forward, with demolition still on target for the end of August.
3. Work is underway on swap meet relocation and setting up temporary offices.
4. Swap meet vendor lotteries with Sodexo have been completed with enough stalls for current vendors.
5. Creative solutions are being explored for busier Sundays when 600-700 vendors participate.
Questions, comments, and concerns followed – [1:01:10]:
1. Member Higa asked about the budget and what the state will receive in terms of seating capacity and housing units.
2. Chris Kinimaka explained that detailed design is underway, with community meetings planned to share information.
3. David Harris (WT Partnership) added that the master plan includes around 4,000 residential units to be built over 20-30 years.
4. Member Tracy asked about targeted promoters for the venue. Chris Kinimaka explained that ASM Global will handle marketing and programming.
5. Chris Kinimaka noted that a 35,000-seat stadium was determined to be the “sweet spot” for local interests and events.

1. Newsletter #59 will be distributed the following day, highlighting who is housed at OCCC, classifications, and Mother’s Day celebrations.
2. A PBS program on the Oahu Jail update aired on June 26, featuring Warden John Shell and other panelists.
3. The OCCC project team is engaging with state leadership about the P3 procurement process, clarifying that the state retains control of correctional and rehabilitation services.
4. The team is preparing to attend the August ACA conference in Denver to present updates and sustainability goals.
5. The project timeline was reviewed, noting they are currently in Q3 2025.

1. Chair Wood asked about resolution to community concerns regarding transition housing and busing.
2. Warden John Shell responded that while there is no resolution yet, they are aware of the issues and will continue to address them.
3. Chair Wood and Warden Shell discussed arranging a tour of OCCC for board members in August.
4. Chair Wood encouraged new board members to participate in the tour, describing it as an eye-opening experience.
U.S. Navy/Department of Defense (DOD) – [1:28:48]: Lydia Robertson (Navy Region Hawaii) and Stephanie Abdul (Navy Closure Task Force-Red Hill) provided the following updates:
1. Water quality reports have been posted on the Navy’s website.
2. Monthly ship tours may resume despite force protection conditions remaining unchanged.
3. The next community white boat tour is scheduled for Friday, July 25.
4. A draft environmental impact statement for leased lands at the Pacific Missile Range Facility on Kauai will have public meetings the following week.
5. The quarterly Red Hill open house will be held on August 20 at the Wahiawa Veterans Center.
6. The Tank Closure Plan Supplement 4 and supporting documents are available online.
7. The green belt along Ulune has been cut back following concerns raised by the board.

1. Member Higa asked about the status of reactivating the Navy ‘Aiea-Halawa shaft with granular activated carbon filters.
2. Stephanie Abdul responded that they are awaiting Department of Health approval following a pilot study.

4. Lydia Robertson provided details about the ship tours, noting they can accommodate up to 20 people on Saturday mornings.
5. Tara Sutton announced that the Red Hill Registry, which is independent from the Department of Defense, will hold a celebration for its official launch on Saturday, August 2, 2025 at Moanalua High School from 10:00 a.m. to 2:00 p.m.

‘Aiea Community Association – [1:36:55]: Kehaulani Lum provided the report
1. Aloha Iā Halewilikō (meaning “love is the sugar mill house”) has received 260 applications via lottery for 139 available units at 99-385 Pohai Place, with occupancy expected by fall.
2. The annual ACA Christmas parade will be held on Saturday, December 13.
3. SCR 121 Gaming Working Group is examining potential gaming activities at the New Aloha Stadium Entertainment District. The ACA is seeking community representation on the 16-member working group.
4. In response to organized crime affecting residents, a community safety meeting will be held the following night from 6:30 to 8:30 p.m. featuring retired police officer Raymond Craig.
5. The Council unanimously passed and the Mayor approved the biocultural space language in Council Bill 24.
6. The Laura Jane Muser Fund awarded a $34,785 environmental grant for Kola O ‘Aiea ‘Ohana Park (“life of ‘Aiea family park”).

Cyber Seeds: How to Empower Families and Communities to Navigate the Digital World – [1:45:17]: No presentation was given and Chair Wood noted the presentation would be moved to September 2025.
Catholic Charities and Department of Health Resident Question and Answer Session – [1:45:30]: Residents from Newtown Estates community raised concerns about the special treatment facility for sexually reactive male youth on Keikialiʻi Street:
1. Residents requested a community safety action plan, a 24/7 contact number, and clarification on boundary lines for youth supervision.
2. Residents expressed disappointment with communication from Catholic Charities and Department of Health.
3. Chair Wood noted he had toured the facility and confirmed security measures including cameras, alarmed doors, and window security.
Hawai‘i Department of Health representatives clarified there is no regulatory requirement for a community safety plan. The Catholic Charities special treatment facility meets all requirements in Hawaii Revised Statutes 321 and Administrative Rules Title 11 Chapter 98. The Department of Health’s role is to license the facility, not address community concerns. Dr. Kurt Humphrey explained that the youth are traumatized children who have often been victims themselves. Education will be provided within the facility for logistical reasons. Catholic Charities Hawai‘i Board Chair Shannon Alivado pledged to work toward solutions, committed to developing a community safety plan with resident input, agreed to provide a 24/7 contact number for the facility, promised to address concerns about cars parked at the facility, and agreed to provide an update on the fence and gate installation. A committee on the Royal Summit and Catholic Charities issue was established with Chair Wood, Arakaki, Banks, Anderson, Higa, and residents.
