2. HONOLULU FIRE DEPARTMENT (HFD) [0:00:11]: Firefighter Horibata shared the December 2025 statistics. • December 2025 Statistics: 5 structure fires; 3 nuisance fires; 11 activated alarms; 158 medical emergencies; 2 motor vehicle collisions with pedestrians; 6 motor vehicle crashes/collisions; 1 mountain rescue.
• Safety Tip: Electrical safety in the home starts with checking for hazards throughout your house and using outlets and cords correctly. Plug only one heat-producing appliance into each wall outlet at a time, plug major appliances like refrigerators, dryers, and stoves directly into wall outlets, avoid using extension cords or power strips as permanent solutions, and make sure cords are not run across doorways or under carpets. Extension cords should be used only temporarily, and additional outlets or electrical work should be installed and performed by a licensed electrician.

3. HONOLULU POLICE DEPARTMENT (HPD) [0:02:21]: Lieutenant Iwasaki from HPD District 3 Pearl City shared the reported incidents comparing November 2025 to December 2025. Motor vehicle thefts increased from 7 to 8; burglaries remained at 4; thefts remained at 26; car break-ins increased from 3 to 6. Calls for service increased from 1,232 (November) to 1,388 (December). The safety tip of the month is stay aware of your surroundings and plan for emergencies.
• Aloha Stadium Property Homeless: The community policing team with Acting Sergeant Ke Alii Makanani cleared the homeless, so there should be no homeless there anymore. They continue to do outreach with the teen program in Royal Summit with the RAP program (Real and Powerful program).
• Speed Trailer Request: The speed trailer is back up. It was rusted out and had to be repaired. The community policing team cannot put it on any incline or decline because they will be liable if it starts rolling. They will try to get it on Komo Mai Drive and Kaʻahele Street, which is the best they can do.
• Robbery Series Update: There was a bad robbery series at Pearlridge and surrounding areas with people snatching and robbing people of their gold chains. An operation was conducted recently, and seven or eight juveniles were arrested and charged with those robberies. Since that operation, those robberies have completely ceased.

Questions, comments, and concerns followed [0:05:34]:
1. 7-Eleven Robbery: Member Anderson asked about the follow-up for the robbery at 7-Eleven on ʻAiea Heights Road on March 28, 2025 at 2:45 a.m. Lieutenant Iwasaki responded that the individuals who committed that robbery were not arrested for that 7-Eleven robbery specifically, but those same suspects were arrested for something else on separate charges and also were arrested for a stolen vehicle. They were not charged for the 7-Eleven robbery due to lack of evidence, but they were arrested and booked on other charges.
2. Concealed Carry Law: Member Higa asked about the Second Amendment and people carrying firearms in private businesses. He was confused about whether businesses must post “guns allowed” signs or if no posting means guns are not allowed. Lieutenant Iwasaki consulted with Sergeant Miller, who stated that to his knowledge, this is a private property policy mandate and not law, but they need to double-check. Lieutenant Iwasaki shared that he will email the firearms section to get more information.
3. Appreciation: Chair Wood thanked HPD for catching the thieves involved in the gold chain robberies.
4. Illegal Parking: Chair Wood mentioned a resident who shared illegal parking concerns at Heleconia Place.
5. Halewilikō Street Parking Concerns: Claire Tamamoto reported that on Friday, January 9, 2026 around 5:30 p.m., illegally parked vehicles blocked Halewilikō Street including the middle of the road during youth football practice at the field across from the library. Parents and supporters parked throughout the street, blocking access to Halewilikō Senior Affordable Housing, where the resident manager was threatened, sworn at, flipped off, confronted, and filmed after asking someone to move an unattended vehicle. Lieutenant Iwasaki committed to reviewing the incident and enforcing parking during that time period, noting enforcement should resolve it, while Chair Wood mentioned residents have been cooperative when he has asked them to move for Neighborhood Board meetings.

4. FILLING OF ONE VACANT AT-LARGE SEAT [0:13:41]: No residents expressed interest.

5. CITY REPORTS [0:13:49]

Board of Water Supply (BWS) [0:13:50]: Tracy Burgo reported four main breaks in the district during December 2025 (https://drive.google.com/file/d/1SeqJdSvVI_yTgI8y2e6fpBP8Te9zTkX2/view). She highlighted that BWS, in partnership with the Department of Environmental Services, has doubled many Water Sensible rebates: residents may receive $150 for ENERGY STAR washers, $200 for WaterSense toilets, and $400 for smart water monitors, with higher rebates also available for commercial customers’ plumbing and kitchen equipment (https://drive.google.com/file/d/1BM9H0-RfAY4m-g3BrzspstJ2LF5e0wTY/view). The goal is to help customers save money while conserving water (https://www.boardofwatersupply.com/residentialrebates).
Burgo addressed several follow-up questions from November 2025:
• Kalaeloa Desalination/Power Purchase Agreement: In response to Member Lawrence Higa’s question about whether BWS could obtain a power purchase agreement (PPA) from a solar farm to lower desalination operating costs, she reported that BWS Manager and Chief Engineer Ernie Lau is interested in exploring such a PPA with an independent solar producer. However, PV plans on the Kalaeloa parcel were impacted by a recent U.S. Fish and Wildlife Service critical habitat designation over roughly 37 acres between Kalaeloa Airport and Campbell Industrial Area to protect endangered plants, significantly restricting development such as solar arrays on that parcel. Any future PV array would likely require an adjacent parcel; BWS is not currently engaged in PPA negotiations.
• Kaamilo Reservoir Leak: Regarding Member Russell Tsuji’s concern about a contractor vehicle parked near Kaamilo Reservoir with visible water, Burgo said BWS confirmed that activity was not a BWS project and that a staff member living nearby believed the water was likely from a dust-control hose, a common practice for excavation work. She encouraged reporting apparent water waste to the BWS Communications Office at 808-748-5041 or via email at contactus@hbws.org, and calling the 24/7 trouble line at 808-748-5000 (option 1) for suspected main breaks.
• Newtown Water Tank Contractor Sign: In response to Member Ferguson, Burgo explained that the Newtown water tank site near Piki Street and Wilou Street has a contractor sign for Alpha Inc. because BWS has a project there that is currently on hold pending well-drilling permits from DLNR’s Commission on Water Resource Management. Once permits are approved, work will proceed to the next phase, but BWS has no firm timeline and will update the board if the project status changes.

City Council District 7: Councilmember Radiant Cordero [0:19:34]: Councilmember Cordero was not present at this time.

City Council District 8: Councilmember Val Okimoto [0:19:42]: Councilmember Okimoto greeted the board and community, wished everyone a happy new year and belated merry Christmas, and fondly recalled participating in the ʻAiea Christmas Parade. She summarized her written report, noting that Bills 64, 65, and 46 (transparency and public media access) were passed in December, and the Budget Committee advanced Bills 76 and 77, also aimed at increasing public transparency.
• She highlighted Bill 42, which deregulates the taxicab industry by allowing companies more authority to set their own rates, creating a more level playing field with ride-share services. Okimoto also followed up on Member Higa’s November concern regarding kupuna scams, explaining that suspected scams should be reported to DCCA (Department of Commerce and Consumer Affairs) at 1-844-808-3222 and then to the Office of Consumer Protection via their website at https://cca.hawaii.gov/ocp, reiterating that unfamiliar calls should generally not be answered and that important callers will leave messages.
• She reminded attendees that the City Council does not have a formal recess (aside from pausing committee meetings in December) and that the next full council meeting would be on Wednesday, January 28, 2026 following the State Legislature’s opening day on Wednesday, January 21, 2026.

Questions, comments, and concerns followed [0:23:44]:
1. How the Board Can Help: Chair Wood asked what initiatives the board could help support in 2026. Councilmember Okimoto said the board’s most important role is to share community concerns that can sometimes be translated into legislation, and to provide testimony on measures that improve public transparency and government efficiency such as Bills 76 and 77. She noted that written and oral testimony is influential, helps councilmembers understand community perspectives, and demonstrates support or concerns about specific bills.
2. Testimony Links: Chair Wood asked for a link the board could use to submit testimony and share with members. Councilmember Okimoto said staff member Pua usually provides specific links, but that the general portal and her newsletter subscription can be accessed via https://www.honolulucitycouncil.org. She also encouraged non-board community members to sign up directly for her newsletter by contacting her office or using the council website links.

City Council District 7: Councilmember Radiant Cordero (CONTINUED) [0:29:19]: Councilmember Cordero wished everyone a happy new year. She shared her district boundaries and thanked the Homelessness, Housing, and Parks Committee for a robust discussion at their recent committee meeting at ʻAiea District Park on the Empty Homes Tax. Councilmember Cordero referenced her written report, including a calendar of upcoming council and committee meetings and a section on responses to community concerns, and stated that repaving work noted in her report might be delayed due to recent water main breaks on Moanalua Road and Aliipoe Drive.
• Councilmember Cordero highlighted several transportation safety items: the City expects materials by March to install a rectangular rapid flashing beacon (RRFB) at Nalopaka Place/Moanalua Road near Alvah Scott Elementary. She added that, in coordination with State Senator Brandon Elefante, DTS is designing lane “re-channelization” on Ulune Street near Pualaa Street and Pohue Street to narrow wide lanes and reduce speeding.
• She described two resolutions she is introducing related to driver knowledge requirements: one encourages the State to revisit a written knowledge test requirement that was removed in 1997 for driver’s license renewals; another urges inclusion of clearer content on pedestrian safety, bicyclist rights, and multi-modal roadway use in the Hawaiʻi Driver’s Manual and driver education curriculum.

Hawaiʻi State Department of Health [0:41:25]: Keli Acquaro from the State of Hawaii Department of Health’s Child & Adolescent Mental Health Division (CAMHD) provided the report and will attend ʻAiea Neighborhood Board meetings to open up communication with residents. Trisha Sakamoto, CAMHD’s risk management specialist, is a new hire who will also attend ʻAiea Neighborhood Board meetings. Acquaro sent Chair Wood questions that were answered by CAMHD. Board members and residents asked questions about the CAMHD program in Royal Summit.

ʻAiea Community Association (ACA) [1:06:46]: Claire Tamamoto thanked people for helping with and participating in the 2025 ACA Christmas Parade. This year’s parade will be on Saturday, December 12, 2026. ACA normally meets on the third Monday of each month excluding holidays at the ʻAiea Public Library. Tamamoto shared plans for the proposed Ke Ola O ʻAiea ʻOhana Park across from the library. Board members discussed ACA’s coordination with the City and community for the interim park usage and long-term vision.

Hawaiʻi Department of Transportation (HDOT) [1:15:06]: Casey Abe provided updates on HDOT projects, including addressing potholes, overgrowth along roadways, resurfacing projects, and traffic concerns. May 2026 is the tentative completion date for the Moanalua Freeway Resurfacing Project No. STP-0300(199). Abe also shared Walter Arakaki’s request via Representative Shimizu’s office to modify the right-turn lane at Ulune Street and Halawa Valley Road. Casey Abe shared that Shelly Kunishige (shelly.y.kunishige@hawaii.gov) will serve as HDOT’s representative to the Aiea Neighborhood Board going forward. Chair Wood thanked Casey Abe for his years of service to the ʻAiea community and the State of Hawaiʻi.

Pearlridge Center [1:27:08]: David Cianelli reported on tenant updates, events, and property concerns at Pearlridge Center. He highlighted recent and upcoming tenant changes, noting both new businesses moving in and some ongoing vacancies that management is working to fill. He also mentioned seasonal events and activities designed to draw families and visitors, and encouraged community members to check Pearlridge’s website and social media for the latest schedules. Cianelli addressed several property-related concerns raised by the community, including maintenance issues and general safety in and around the center, and said those comments would be shared with center management. He invited residents to continue providing feedback so Pearlridge Center can remain a well-maintained and welcoming gathering place for ʻAiea.

Stadium Authority [1:29:19]: Chris Kinimaka and Samantha Spain provided updates on the New Aloha Stadium Entertainment District (NASED) development and events at Aloha Stadium. They described ongoing planning and procurement milestones for the NASED project and noted that the vision includes a modern multi-use stadium surrounded by mixed-use development intended to serve both residents and visitors. They explained that community input and coordination with state and county agencies remain important as the project advances. Swap meets and community activities will continue while redevelopment planning proceeds. The presenters described operation of granular activated carbon filtration systems and explained that water from the Navy Hālawa shaft is being pumped and filtered but that the well is not yet tied back into the distribution system. Governor Josh Green’s Representative [1:43:22]: Janelle Saneishi from the Office of Governor Green wished everyone a happy and healthy new year and noted that the 2026 legislative session formally begins January 21, with some hearings already underway. She stated the Governor’s priorities remain affordable housing, strengthening the health-care system, addressing homelessness, and taking meaningful action on climate challenges. State Senator Glenn Wakai (District 15) [1:44:39]: No report.

State Senator Brandon Elefante (District 16) [1:44:42]: Senator Brandon Elefante wished everyone a happy new year and recognized Casey Abe (HDOT) for his work for ʻAiea and the State of Hawaiʻi. He introduced his legislative staff: Jan Salcedo (office manager), Taylor Sayles (committee clerk/policy), and Keila Okamura (new staffer handling newsletters and outreach), explaining that constituents typically interact with them when contacting his office.
• He outlined several committee assignment changes: he is now Chair of the Senate Labor and Technology Committee, remains a member of Ways and Means, moved from Vice Chair of Water and Land to a member of the Housing Committee, and serves as Vice Chair of Transportation. Senator Elefante summarized Ways and Means budget briefings and the Council on Revenues’ January 7 outlook showing a relatively flat revenue forecast guiding the six-year financial plan.
• He noted that more than half of state revenues fund education, and that there may be proposals this session to roll back some income-tax credits for the highest-income taxpayers to help balance the budget amid federal funding reductions (particularly in Medicaid cost-sharing). He added that while visitor counts from the U.S. mainland remain strong, arrivals from Canada and Japan are still below pre-COVID levels in part due to the weak yen, which affects TAT/GET revenues.

Senator Elefante reiterated that now (before and during the early session) is the best time to share district priorities and that his office can help residents track bill hearings and provide testimony.

State House Representative Linda Ichiyama (District 31) [1:54:29]: Jhen Elizondo provided the report. Elizondo shared updates on legislative activities, community issues, and ways constituents can engage with the office during the ongoing 2026 session. The report highlighted Representative Ichiyama’s priorities, including local infrastructure improvements, education support, and responses to resident concerns in the district. Elizondo encouraged board members and residents to contact the office with questions or testimony ideas for bills, noting that Ichiyama’s team is available to assist.

State House Representative Garner Shimizu (District 32) [1:55:44]: Representative Shimizu reported on feral pig concerns from Camp Smith and stated he is checking with the military on how to correct the problem. Another concern regarding feral chickens and feral cats was referred to the City’s Department of Facility Maintenance (DFM) with encouragement to use the HNL 311 app. For feral cats, they were referred to Hawaiian Humane Society and advised that feeding cats on public property is a violation and they should call HPD. He announced a Neighborhood Board meeting for emergency and disaster preparedness scheduled for Tuesday, November 25, 2025 from 6:30 p.m. to 8:30 p.m. at Pearlridge Elementary School Cafeteria. Governor Green released $28.5 million CIP (Capital Improvement Project) funds for Hālawa Correctional Facility consolidated healthcare unit for design and construction. Representative Shimizu expressed gratitude for the government shutdown ending and offered assistance to anyone with adverse situations to contact the office for help directing them to available programs.

1. Feral Pigs in Newtown: Member Ferguson asked about coordinated efforts regarding feral pigs entering Newtown and surrounding areas. Representative Shimizu shared that where he lives in Moanalua Valley, residents worked with DLNR (Department of Land and Natural Resources) to coordinate selective eradication by signing up a pig hunting association with correct certifications. Member Tsuji clarified that above Newtown is private land, so this would be an HOA (homeowners association) matter to work with the private owner, whereas DLNR acquired Moanalua Valley. Representative Shimizu agreed with the clarification. Chair Wood mentioned trying to get an individual who does pig eradication to brief the board, specifically the Oʻahu Pig Hunters Association.

Pearl Harbor RAB [1:59:25]: Francie Whitfield announced the next Pearl Harbor Restoration Advisory Board (RAB) meeting for Wednesday, January 14, 2026 at the Oahu Veterans Center and noted ongoing environmental work and cleanup in the Pearl Harbor area.

Nuisance Issues and Vehicle Enforcement [2:00:31]: Resident John Sakuma asked about enforcement options related to loud music, expired safety checks, and lack of driver insurance, and HPD discussed ongoing operations, speed trailer deployment limits, and follow-up on recent robbery cases and parking complaints. Neighborhood Assistant Hayashi shared that residents can also make those reports and requests at HNL311.com.

TheBus Routes in Aiea [2:02:56]: TheBus rider Andre Johnson requested increased bus frequency (every 30 minutes) and extended service hours (until about 9:00 p.m.-10:00 p.m.) on Route 542 and circulator routes (Routes 541, 544, and 545) to better serve evening users in Aiea with Skyline rail service that ends daily at 10:30 p.m. Member Ferguson emphasized the significance of increasing TheBus’ circulator routes that connect with Skyline rail stations.

Presentation on Trees for Honolulu’s Future [2:07:25]: Daniel Dinell described the mission of Trees for Honolulu’s Future to increase Oʻahu’s urban tree canopy to at least 35 percent and explained how trees can reduce urban heat, lower energy use, and create more comfortable public spaces. He noted that strategic shade tree planting can make parks and walkways more usable throughout the day. Dinell discussed possibilities for shade along walkways, gathering areas, and perimeter planting rather than filling the entire field. He emphasized partnerships with community groups and the City to select appropriate species and maintenance plans.

Discussion on Proposed Park Across from the ʻAiea Public Library and Vote on the Resolution in Support of Ke Ola O ʻAiea ʻOhana Park [2:14:46]: Claire Tamamoto and Daniel Dinell introduced the resolution supporting the proposed Ke Ola O ʻAiea ʻOhana Park, noting the ʻAiea Community Association’s long-standing efforts to secure the State-owned parcel as a permanent community park rather than future development. The resolution expresses the board’s strong support for creating the park, recognizes ACA’s leadership, and encourages the City and State to work together on acquisition, planning, and funding. During discussion, members referenced the park’s potential for family gatherings, small events, and everyday neighborhood use, while also acknowledging nearby parking and traffic considerations.

1. Design and Open Space: Member Glen supports this initiative, but he expressed reservations about wording implying the park must remain fully open and unprogrammed, reiterating concern about future limitations on open play areas; he favored language stating that efforts “will be made” to maintain an open area rather than a mandate.
2. Legacy Tree: Member Anderson asked if the ʻAiea Neighborhood Board has “discretionary funds” to buy a “legacy tree” for the park.
3. Resolution: The resolution’s operative clause simply expresses strong board support for the park concept and acknowledges the community’s long-standing efforts, allowing detailed design issues to be addressed later by ACA, DPR, and the Honolulu City Council.

Requesting the Board to Create a Permitted Interaction Group (PIG) on the Empty Homes Tax [2:33:49]: Member Conley clarified that his original intention was to have the board take a position in support of a specific Empty Homes Tax resolution introduced previously, rather than immediately forming a PIG to negotiate or refine language. After brief clarification that a PIG would be used primarily to develop and negotiate board positions, Chair Wood suggested tabling this item to allow clearer wording and a focused decision on whether the board wishes to support the existing resolution. Without objection, the board tabled this agenda item – [2:35:00].

Presentation on Feral Pig Management [2:35:00]: Chair Wood called for Z. Choi’s presentation on feral pig management (University of Hawaiʻi trapping project) but noted that neither Choi nor R. Kainoa (Oʻahu Pig Hunters Association) appeared to be present online or in person. Chair Wood explained that Choi’s planned presentation on trapping methods was separate from a future presentation sought by Newtown residents regarding pig hunting on private lands above the subdivision. The board agreed to carry over the feral pig management presentation and the Oʻahu Pig Hunters Association presentation to a future meeting once presenters are confirmed.

Presentation on Restricted Use Pesticides Program [2:36:31]: Esther Riechert, Manager of the Pesticides Branch, Plant Industry Division, Hawaiʻi Department of Agriculture (HDOA), presented an overview of the Restricted Use Pesticides (RUP) program. She began with a disclaimer that any product names mentioned were for information only and not endorsements, and then summarized state and federal pesticide regulation structures, the definition of restricted-use versus general-use pesticides, and licensing, certification, and record-keeping requirements for commercial applicators.
She discussed complaint and enforcement processes, how residents can report suspected misuse, and the state’s efforts to improve training, outreach, and data collection related to pesticide incidents. She also described coordination with DOH around environmental health monitoring and noted that drift complaints often involve landscaping and agricultural applications near residential areas.

Questions, comments, and concerns followed [2:46:42]:
1. Assistance and Complaints: Board and community questions addressed how residents can verify whether a contractor is correctly licensed, how HDOA responds to misuse complaints, and what resources exist to assist communities near intensive spraying operations. Riechert pointed residents to HDOA’s website for lists of licensed applicators and provided contact information for the Pesticides Branch for complaints and technical assistance.
