3. CITY REPORTS [0:00:54]

A. Honolulu Fire Department (HFD) [0:00:55]: Fire Fighter Nojo provided the February 2026 statistics: one structure fire, zero brush fires, two nuisance fires, zero cooking fires, and six activated fire alarms with no fire present. Other emergencies included 118 medical emergencies, zero motor vehicle collisions with pedestrians, four motor vehicle crashes, zero mountain rescue, zero ocean rescues, and one hazmat incident. The fire safety tip addressed smoke alarms: smoke alarms save lives and should be installed in every bedroom, outside each sleeping area, and on each level of the home. Test smoke alarms monthly and replace smoke alarms when it is 10 years old or unresponsive.

1. Structure Fire Type: Mana Kiyuna asked whether the structure fire in the report was residential or commercial.

B. Honolulu Police Department (HPD) [0:03:23]: An HPD District 3 representative compared February 2026 with January 2026 and reported that motor vehicle thefts decreased from seven to three, burglaries stayed at three, thefts decreased from 22 to 16, car break-ins decreased from seven to six, and total calls for service declined from 1,261 to 1,219. A February 28, 2026 incident involved a resident finding a bullet hole and round in her bedroom; the case is pending as Reckless Endangering in the First Degree. Residents were urged to report suspicious activity.

1. Prosecution Charges: Member Tsuji raised concerns about what he perceived as undercharging in recent cases, citing an example where a shooting resulted in a robbery charge rather than attempted murder. Lieutenant Hong explained that police classify cases at the highest applicable offense level, but prosecutors determine final charges based on evidence, medical findings, and legal criteria for first-degree murder, such as the victim being a law enforcement officer, judge, or incarcerated person.
2. Parking Enforcement: Member Tsuji asked about reporting illegal parking. Lieutenant Hong clarified that calling the police station directly does not dispatch officers. Residents should call 911 for an immediate response or report illegal parking online (HNL311.com). HPD can also provide a specific parking complaint for follow-up patrol.
3. Hālawa Housing Enforcement Update: Chair Wood requested an update on police activity at Hālawa public housing. HPD coordinated with housing security staff and exchanged contact information to help address trespassing by outsiders. No shootings were reported in the area during February 2026. Chair Wood noted a possible decline in incidents and said the state emergency proclamation on residency rules may be helping. No recent juvenile issues were reported at Pearlridge Shopping Center.
4. Hālawa Business District Parking: Chair Wood raised an ongoing concern about businesses in the Hālawa district using street parking for their business vans and vehicles. He acknowledged HPD has been enforcing vehicle movement but noted businesses move vehicles just enough to comply, creating a persistent loophole.

C. Board of Water Supply (BWS) [0:13:47]: Tracy Burgo reported three main breaks last month: an 8-inch break on February 10, 2026, and again on February 17, 2026, and a 16-inch break on February 24, 2026. BWS also announced World Water Day on March 22, 2026, with the theme “Where Water Flows, Equality Grows.” The public is encouraged to visit the BWS website throughout March for videos and stories about the global water crisis.

City Councilmember Radiant Cordero [0:16:11]: On behalf of Councilmember Cordero, Sheri reported: (1) HNL 311 app information and a prior presentation on non-emergency service requests; (2) HNL Alerts for the approaching storm and Department of Emergency Management guidance on storm preparation; (3) a community parking update related to Pamoa Place; (4) a reminder of the 20 mph school zone speed limit; (5) a list of newly designated dog-friendly parks; (6) Fiscal Year 2027 budget schedule information; (7) recent community events attended by the councilmember; and (8) promotion of the Pearl Harbor bike path cleanup event on Saturday, April 18, 2026, with details on participation pending.

City Councilmember Val Okimoto [0:19:41]: On behalf of Councilmember Okimoto, Pua reported that Mayor Blangiardi introduced the Fiscal Year 2027 budget, totaling $5.9 billion, including a $3.97 billion operating budget and $1.1 billion for capital projects. Budget briefing week ran March 9-13, with departments presenting to the Council. Follow-up items included medical examiner services, ethics commission information, and a Newtown Neighborhood Park parking lot fence repair request, with a work order submitted February 25 and repairs expected soon.

Senator Brandon Elefante (State Senate District 16) [0:26:04]: Senator Elefante attended in person and reported that more than 250 bills were heard on third reading, with twelve advancing to the House on topics including traffic safety, consumer protection, and education. He highlighted Claire Tamamoto’s renomination to the Stadium Authority board, the March 11 Aloha Stadium hearing, recognition of healthcare hero  Shon Morishige, and a 24% state agency vacancy rate under legislative review.

1. Unfilled State Positions: Member Glen asked what happens to budget funds allocated to unfilled positions. Senator Elefante confirmed that departments can use those funds within their guidelines, and some positions have been vacant for over five years. Senate bills moving to the House would examine abolishing long-vacant positions and improving recruitment. Member Glen expressed concern that unspent position funds operate without adequate accountability.
2. Digital Signage at New Aloha Stadium: Member Glen criticized Senate Bill 2353 for allowing digital signage at the New Aloha Stadium Entertainment District, likening it to evading billboard bans and resembling Las Vegas displays. Senator Elefante, who voted for it with reservations, noted it requires House approval and is meant for internal use, not roadside billboards, suggesting concerns go to Senator Wakai’s office. Chair Wood and others opposed Las Vegas or Ginza-scale signage; the Stadium Authority affirmed it will preserve Hawaiʻi’s character.
3. Helicopter Tour Noise: Chair Wood raised concerns about private helicopter tour companies flying too low over residential and tourist areas. He plans to propose a resolution next month, similar to one passed by the Pearl City Neighborhood Board, expecting support from North Shore and Diamond Head boards. Senator Elefante acknowledged noise complaints, noted past congressional efforts, and offered to explore state-level options. Chair Wood pointed out that the Federal Aviation Administration prioritizes safety over community noise issues.

G. Representative Linda Ichiyama (State House District 31) [0:43:07]: Jhen Elizondo, legislative aide, reported on behalf of Representative Ichiyama. The representative participated in events, including field trips to the Hawaiʻi State Capitol and conducted a read-aloud at Makalapa Elementary School.

H. Representative Garner Shimizu (State House District 32) [0:44:26]: Carol England, legislative aide, reported for Representative Shimizu. Mid‑session priorities include inmate workforce reentry training, a homeless sanctuary pilot program, civic education initiatives, and extended time for campaign spending violation prosecutions. The office hosted student visitors from Kalani Lua Middle School and the Hawaiʻi State Student Council. The representative attended local events, including the Central District Honor Orchestra concert, and honored Connie Maru for 17 years of volunteer service.

D. Governor Josh Green (CONTINUED) [0:47:03]: On behalf of Governor Green, Janelle Saneishi shared three updates. The Hawaiʻi Housing Authority approved emergency rules in February 2026 allowing eviction for threats to health or safety, criminal activity, illegal drug use, or felony convictions during tenancy. The State Tax Department advised mailing tax returns at least five to seven days early or requesting a manual postmark due to new postal processing procedures.

A. ʻAiea Community Association (ACA) [0:51:02]: No report.

B. Hawaiʻi State Department of Health [0:51:07]: Keli Acquaro, Child and Adolescent Mental Health Division Administrator, addressed concerns about the Catholic Charities facility on Keikialiʻi Street. Police logged 12 calls since 2025, mostly parking complaints, with no reported safety risks. Marked police vehicles relate to mentorship programs, not emergencies. Staffing includes a live‑in manager and continuous shift coverage. Licensing falls under Department of Health rules managed by the Office of Healthcare Assurance. HPD Youth Mentorship Schedule: Chair Wood asked whether HPD’s outreach visits are on a set schedule and suggested that publicizing the schedule would help community members distinguish outreach visits from emergency responses. Acquaro confirmed the visits are scheduled and offered to request the schedule from HPD and share it in a calendar format on the shared Google Drive.

C. Hawaiʻi Department of Transportation (HDOT) [1:09:02]: No report.

D. Pearlridge Center [1:09:02]: No report.

E. Navy Region Hawaiʻi (CNRH)/Navy Closure Task Force-Red Hill (NCTF-RH) [1:24:18]: Lydia Robertson announced the first Hawaiʻi Navy Week, featuring performances by the Pacific Fleet Band and community outreach by sailors from ships such as USS Pearl Harbor and USS Daniel K. Inouye. Mayor Blangiardi met with Navy leaders to discuss partnerships. Weekend volunteer events were canceled due to weather. An agreement was signed among military and government agencies for disaster response use of the Kolekole Pass. JoAnna Delfin reported Red Hill tank cleaning progress and a 2028 decommissioning goal.

1. Hālawa Shaft Reactivation: Member Higa asked for a status update on reactivating the Navy’s Hālawa shaft. Delfin explained the Department of Health must first inspect the infrastructure in place. Once inspected and approved, the Navy will formally request reactivation. The Q1 2026 target has passed without completion; no exact date is yet available. The board will be kept informed.
2. Red Hill Water Issue Announcement: Member Tsuji asked about the Navy’s recent announcement that the Red Hill water contamination was linked to military-related matters and its impact on the community. The Navy representatives stated the matter is under litigation and could not comment, directing inquiries to the Department of Justice.

F. Stadium Authority/New Aloha Stadium Entertainment District (NASED) [1:30:41]: Samantha Spain reported recent and upcoming activities. The annual lion dance was held March 1, 2026 at the swap meet. Weather was being monitored for possible March 11, 2026 closures. Cleanup along Salt Lake Boulevard has increased. The University of Hawaiʻi College of Engineering will conduct rocket motor testing on March 19, 2026, and a gun buyback will be held on March 26, 2026. Hawaiian Dredging began dismantling work, with possible Saturday shifts mid-March 2026. Website updates and development documents are expected by April 2026.

1. Demolition Material Disposal: Member Higa asked where demolition material will be transported. David Harris (NASED consultant) stated the majority of steel is expected to be recycled and transported off-island for repurposing; concrete will be crushed and reused on-site. Specific transport logistics will be confirmed with Hawaiian Dredging and reported next month.
2. Stadium Budget and Contract: Member Anderson asked whether a firm budget cap exists for the project. Spain and Harris confirmed the state’s contribution is fixed at $350 million for the stadium, with the developer (Stanford Carr) responsible for all costs above that amount, all infrastructure for commercial development, and all vertical development (residential towers, hotels, retail). Performance bonds are in place for the demolition phase; construction-phase bonds will be required at notice to proceed. Additional bonding details will be confirmed.
3. Stadium Capacity: Member Anderson asked about the stadium’s seating capacity. Spain clarified the developer voluntarily committed to 31,000 seats (up from the originally contracted 22,500), funded by the developer’s own financing. Any changes to contracted requirements must be approved by the Stadium Authority.
4. Maintenance Responsibility: Member Anderson asked who would maintain the new stadium. Harris confirmed a single entity is responsible under the agreement for design, construction, maintenance, and operations, with the intent of incorporating maintenance-friendly design decisions to avoid the issues experienced with the existing stadium’s steel.
5. Contract Transparency: Member Anderson raised a concern from a recent Honolulu Star-Advertiser column that contracts with development partners had been withheld from the public. Spain explained the overall contract is complex and that because two portions remain under active negotiation, all portions are being held together until complete; they will be released to the public once finalized. Chair Wood asked Spain to seek clarification from the Attorney General’s office on the legal rationale for withholding contracts from the public.

G. Oʻahu Community Correctional Center (OCCC) [1:51:06]: Chris Gaydosh provided project updates and shared related bills on bail reform, compassionate release, reentry programs, minimum wage for inmates, restrictive housing, fitness, ID assistance, and staff counseling. The OCCC project was featured in Justice Design News and Correctional News. The proposed site is the Animal Quarantine Station in Hālawa Valley, with separate parking for visitors and staff. Warden John Schell confirmed the transition center will remain at the Kalihi location.

Questions, comments, and concerns followed [1:58:02]:
1. Work Furlough Program Review: Member Anderson asked whether, given a recent incident with a work-release inmate, the department would review admission criteria for the work furlough program. Warden Schell confirmed the department has been in meetings for two days reviewing whether to revamp, change, or tweak the program to better ensure community safety.
2. Bail Reform Legislation: Member Higa asked whether the bail-by-ability-to-pay proposal means individuals without assets could be released without consequences. Warden Schell clarified that DCR does not set bail—that is a court function—and DCR takes no stance on the proposed legislation. Residents with concerns were encouraged to contact their legislators and submit testimony.
3. Compassionate Release: A resident asked whether the compassionate release bill had passed and raised concerns about victim input and perpetrator accountability. Warden Schell confirmed the bill is still under consideration by the legislature. He noted that compassionate release in practice is generally applied to individuals in end-of-life hospice situations requiring hospital care; the department currently provides security staff at the hospital even for comatose individuals. DCR is working toward converting a unit into a long-term care and infirmary facility.
4. Transportation Upon Release: A board member asked whether released inmates would be walked to the street given the proximity of Hālawa District Park. Warden Schell confirmed DCR would transport releasees to the main transit hub in Kalihi. Most individuals are picked up by family, parole/probation officers, or community program staff; only those with no other arrangement would use the transport.
5. Liability for Release Decisions: Member Glen asked who bears liability if a released inmate causes harm. Warden Schell stated DCR retains authority over released individuals and therefore bears responsibility, but noted the department cannot predict future behavior and does its best to assess risk.
6. Pending Bills Circulation: Member Tsuji suggested requesting that the public safety presenter provide the list of pending bills to Chair Wood for distribution to interested community members and directed residents to submit written testimony through the legislature’s website using the bill numbers provided.

Hearing no objections, the February 2026 written summary was ADOPTED; 12-0-0 (Aye: Anderson, Caalim, Conley, Ferguson, Fitch, Glen, Higa, Kiyuna, Maeda, Mizusawa, Tsuji, and Wood; Nay: None; Abstain: None).

C. Discussion and Vote on Requesting DTS to Install No Parking Signage or Curb Markings to Improve Awareness of Act 171 Prohibiting Street Parking Within 20 Feet on Each Side of Any Crosswalk or Intersection [2:13:05]: Residents Randy and Claire Yim reported that parked vehicles near the intersection of Keikialiʻi Street and Kaʻahele Street create a blind spot and traffic hazard. After reviewing photos, DTS (Department of Transportation Services) recommended no-parking zones extending 60 feet on one side and 55 feet on the other from the intersection. Seven of eight nearby households signed the petition, with one home vacant. The residents asked the Board to support forwarding the petition to DTS Director Roger Morton for action.

Questions, comments, and concerns followed [2:18:53]:
1. Scope of the Motion: Chair Wood noted the agenda item as written addressed Act 171 (20-foot no-parking restriction at all crosswalks/intersections citywide). Discussion clarified the prior month’s motion had concerned Keikialiʻi and Kaʻahele specifically. The current agenda item would broadly request DTS to install no-parking signage or curb markings consistent with Act 171 throughout ʻAiea.
2. Justification: Member Tsuji asked to see written justification from DTS for the 60- and 55-foot distances, noting the drawing provided is not an explanatory response. Residents clarified that DTS determined the distances after their own survey; DTS was not asked to provide a written explanation.
3. Facility-Related Parking: Chair Wood and others noted the primary concern is large vehicles (vans, SUVs) associated with a 24/7 residential care facility on Keikialiʻi Street parking continuously on Kaʻahele Street, blocking sightlines. Member Tsuji noted that the facility operates three full-time shifts and functions as a business in a residential area.
4. Consistency Concerns: Member Tsuji suggested any other resident facing similar visibility issues at intersections could approach DTS for the same remedy.
