Oʻahu Community Correctional Facility (OCCC) – [0:25:12]: Bettina Mehnert reported on the OCCC design team and project timeline. Chris Gaydosh provided an update on legislation that will affect the OCCC project and its inmates (HB1002, HB128, HB127, HB677, HB433, HB1322, HB132, HCR23, and HCR63). Discussion and Motion on the Establishment of a 5-Bed Special Treatment Facility Catholic Charities Intends to Operate at 98-697 Keikialiʻi Street – [2:19:57]: Catholic Charities Hawaiʻi plans to operate its Na Ohana Pulama Program where children ages 12-17 years old live in a home in Royal Summit. Catholic Charities Hawaiʻi is seeking the approval for Certificate of Need #24-15A, which would be issued by the Hawaiʻi State Department of Health.
[2:21:15] – Glen MOVED and Tsuji SECONDED to oppose the establishment of a 5-Bed Special Treatment Facility Catholic Charities intends to operate at 98-697 Keikialiʻi Street. Following discussion by Sarah Antone (Catholic Charities), board members, and residents, the motion to oppose the establishment of this special treatment facility was ADOPTED; 9-0-4 (Aye: Anderson, Arakaki, Espiritu, Glen, Higa, Imamura-Uruu, Mizusawa, Sugimura, and Tsuji; Nay: None; Abstain: Caalim, Fitch, Whitfield, and Wood) – [2:47:31].

Approval of Written Summary for Video Record: Tuesday, February 11, 2025 – [2:49:17]: Without objection, the written summary was ADOPTED; 13-0-0 (Aye: Anderson, Arakaki, Caalim, Espiritu, Fitch, Glen, Higa, Imamura-Uruu, Mizusawa, Sugimura, Tsuji, Whitfield, and Wood; Nay: None; Abstain: None) – [2:49:23].

v. Military Intergovernmental Affairs – [2:51:15]: Member Whitfield provided the report. The next Pearl Harbor Restoration Advisory Board (RAB) meeting is scheduled on Wednesday, April 16, 2025 at the Oʻahu Veterans Center. vi. Environmental & Utilities – [2:51:26]: Member Higa provided the report and submitted testimony (https://drive.google.com/file/d/1A9LM8ZXjRQjm4eE4xagdaSLaqzEmv9ol/view?usp=sharing) in support of Honolulu City Council Resolution 25-003, which reaffirms the policy that landfills should not be located above drinking water sources.
vii. Education & Culture – [2:51:30]: Member Espiritu provided the report. The Hoʻōla Hou iā Kalauao has a Community Workday at Kaʻōnohi every third Saturday of the month (https://hoolahouiakalauao.wordpress.com/kakoo-support/community-work-days).
