• July 2024 Statistics: There were 3 motor vehicle thefts, 6 burglaries, 34 thefts, 8 unauthorized entry into motor vehicle (UEMV).

Board of Water Supply (BWS) – [0:07:53]: Tracy Burgo provided the report for August 2024 and September 2024. Burgo encouraged the public to complete a confidential survey regarding your water access and affordability needs. Also, there is a BWS “Imagine a Day Without Water” event on Saturday, September 28, 2024 from 10:00 a.m. to 2:00 p.m. at Kapolei Regional Park. This event is free of charge and open to the public featuring more than 15 City, State, and community organization booths with interactive activities, xeriscape plant craft, rainbarrel workshops, and succulent mini workshop. Food, dessert, and snacks will be available for purchase.

Stadium Authority – [0:10:02]: Chris Kinimaka announced that the State will make an announcement whether or not Aloha Halawa District Partners will be the selected offeror by the end of September 2024. If selected, the 9-month due diligence and discussion phase would lead to a contract in June 2025. Chris said they are still on target for opening Aloha Stadium for the University of Hawai‘i season in 2028. Samantha Spain highlighted the recent Megabon community event at the Aloha Stadium parking lot. The Stadium Authority worked with the City Department of Transportation Services (DTS) and partnered with Leeward Community College where 41 cars parked to ride the Skyline to Aloha Stadium for the Megabon event. Almost 4,000 passengers used Skyline on the day of Megabon (Saturday, September 7, 2024). There are upcoming events at Aloha Stadium, including a pickleball event (Sunday, September 29, 2024), night market and car show (Saturday, October 5, 2024), and Lil Wayne concert (Saturday, November 16, 2024). Habilitat’s Haunted House Drive-Thru will not happen this year.

Oʻahu Community Correctional Facility (OCCC) – [0:14:21]: Bettina Mehnert (AHL – Architects Hawaii Limited) shared a status update about the future of OCCC. The New Oʻahu Jail website launched at newoahujail.hawaii.gov and the project’s RFP (return for proposal) will be released in 2025. Groundbreaking of the new OCCC is scheduled for 2029 and the construction of the new OCCC is scheduled for completion in 2031.

Pearlridge Center – [0:31:35]: David Cianelli shared Pearlridge Center tenant news and upcoming events, including two new stores opening (Miniso and Laine Jewelry), Read to Me International Foundation’s Keiki Time event on Friday, September 27, 2024 from 10:30 a.m. to 11:30 a.m. in the Wai Makai third level food court, and various pop-up markets. The Molokai Hot Bread Pop-Up dates are September 12-14, 19-21, and 26-28 from 1:00 p.m. to 5:00 p.m. located in front of Hollister and the Mea Hana Market will take place on Saturday, September 28, 2024 and Sunday, September 29, 2024 in Wai Makai second level from 10:00 a.m. to 6:00 p.m.

State Department of Transportation (DOT), Highways Division – [1:30:33]: Casey Abe provided updates to community concerns, including addressing roadway overgrowth, homeless encampments, illegal left turn concerns from Ulune Street to the freeway onramp, a damaged median fence on Kamehameha Highway near the Waimalu Shopping Center, and trash bags left near the Ulune Street intersection. Filling of Vacancy – 1 in Subdistrict 4 – [1:35:24]: There were no nominations, so the seat remains vacant.

Department of Facility Maintenance (DFM) Presentation on Storm Water Fee Proposal – [1:35:35]: DFM Program Administrator Randall Wakumoto provided the report. Wakumoto emphasized that the Storm Water Utility Fee would be a dedicated, fee-based method of funding the services and investments needed to maintain Oʻahu’s storm water system and to protect Oʻahu’s streams and nearshore waters. Fees would be based on each property’s impervious surface area (roof, driveway, and walkways). DFM will meet with the Mayor regarding this proposal before a bill is introduced in the City Council sometime in 2024 or 2025 (dates to be determined). University of Hawaiʻi Red Hill Registry Presentation – [2:18:24]: Tara Sutton provided the report and highlighted that the University of Hawaiʻi (UH) is committed to working with impacted community members to co-develop the Red Hill Registry to gain insights from impacted water users, health care professionals, and community leaders to provide support and resources for anyone directly impacted by the Red Hill water crisis. The Red Hill Independent Health Registry (Red Hill Registry) is a UH Office of Strategic Health Initiatives project funded by a five-year, $27.2-million federal grant. Homeless Outreach and Navigation for Unsheltered Persons (HONU) Program Presentation – [2:30:04]: Department of Community Services (DCS) Director Anton Krucky did not attend the meeting. Chair Wood reported that he was informed by the Department of Community Services (DCS) that HONU has no future plans to Halawa District Park.

Community Input on Oʻahu Community Correctional Facility (OCCC) Relocation – [2:31:20]: Members of the University of Hawaiʻi (UH) Community Design Center (CDC) shared a presentation on their proof of concept designs for the new OCCC in Halawa based on community input and research. The three public input approaches are a Step-up Campus, Triage Complex, and Community Justice Hub with rehabilitation and reintegration goals for inmates, but these are site diagrams, not final site designs. The UH CDC’s presentation and research is independent of AHL’s (Architects Hawaii Limited) work on the new OCCC. Contact uhcdc@manoa.hawaii.edu if you have questions.
