This meeting location is open to public participation. CALL TO ORDER – [0:00:08]: Chair David Yomes called the Āliamanu-Salt Lake-Foster Village/Airport Neighborhood Board No. 18 meeting to order at 6:31 p.m. As part of America’s 250th anniversary celebration, the Board is recognizing a different group at each 2026 meeting. This month, the Board honored Salt Lake Elementary School on its 55th anniversary. The Moanalua High School JROTC Drill Team cadets presented the colors with honor guards. Salt Lake Elementary staff member Arame Domingo performed the national anthem and Hawaiʻi Ponoʻī, and Salt Lake Elementary’s Team Radi-Tilly District and State First Lego League champions who competed at the World Festival in Houston—led the Pledge of Allegiance.

PUBLIC SAFETY REPORTS – [0:14:58]
Honolulu Fire Department (HFD) – [0:15:03]: Firefighter Clingan provided the April 2026 incident statistics and a safety tip.
April 2026 Statistics: There were seven (7) nuisance fires, one (1) cooking fire, eleven (11) activated alarms (no fire present), 109 medical calls for emergency, and three (3) motor vehicle crashes.
Safety Tip – Wildfire Prevention: May is entering a period of increased wildfire risk with dry conditions, tall grasses, and shifting winds. Most wildfires are human-caused and preventable. Tips include: clear dry brush and vegetation around your home; never park on dry grass as hot exhaust can ignite it; avoid activities that create sparks or heat during dry, hot, windy weather; and stay aware of weather and fire conditions. 1. HFD assistance during March Kona Lows Storms: Member Omura asked if HFD participated in assisting the community stricken areas during the Kona storms in March. Firefighter Clingan responded that while this is not his current station, he confirmed the Mokulele Fire Station did assist, though he was uncertain of the exact duties performed that evening.

Honolulu Police Department (HPD) – District 5 (Salt Lake – Āliamanu) – [0:17:21]: Sergeant Kato reported April 2026 statistics.
April 2026 Statistics: There was one (1) aggravated assault, five (5) auto thefts, one (1) burglary, zero (0) robberies, six (6) assaults, zero (0) simple assaults, three (3) thefts, zero (0) unauthorized entries into motor vehicles (UEMVs), and 575 calls for service.
Safety Tip: The “Click It or Ticket” campaign is active from May 11, 2026 through May 31, 2026, funded by NHTSA, targeting the 18–34 age group. Studies show 97% of those killed in crashes in 2004 were not wearing seat belts, and a 2017 study found that 15,000 lives were saved by proper seat belt use. Residents are reminded to wear seat belts correctly — over the chest and on the hips, not under the armpit.

Honolulu Police Department (HPD) – District 3 (Foster Village) – [0:19:29]: Lieutenant Hong reported April 2026 statistics.
April 2026 Statistics: There were three (3) motor vehicle thefts, zero (0) burglaries, two (2) thefts, zero (0) car break-ins, and 253 calls for service. Two of the three vehicle thefts involved Kia Forte-type vehicles, and one involved a moped.
Case of Interest (May): On May 11, 2026, at approximately 6:00 p.m., a 36-year-old male suspect was observed by Stadium Market security rummaging through the trash dumpster. A guard on a golf cart asked the suspect to leave, but upon encountering him again, the suspect pointed what appeared to be a handgun at the guard. The guard fled and called 911. The suspect was located at a nearby gas station and arrested for terroristic threatening in the first degree. No firearm was recovered; the suspect stated the gun was a toy. He was charged with a $15,000 bail.

April 2026 Warrior Award: Chair Yomes announced the April 2026 Warrior of the Month awardee was not present at the meeting due to a prior engagement. The award presentation will be deferred to the July 2026 meeting.

May 2026 Warrior Award – [0:21:32]: Chair Yomes presented the May 2026 ‘Community Warrior of the Month’ award to Salt Lake Elementary School in honor of its 55th anniversary. Chair Yomes celebrated the school’s 55 years of education, community service, and shaping generations of students since its opening in 1970. Principal Randall Galeon accepted the award on behalf of the school, acknowledging the dedication of staff, families, and students including those from the championship-winning Team Radi-Tilly robotics team.

COMMUNITY EVENTS / CONCERNS / UPDATES – [0:38:58]
Helicopters Hovering in Salt Lake – [0:33:14]: Chair Yomes reported ongoing resident complaints about helicopters frequently hovering over Salt Lake, particularly above the country club golf course. The Board learned that the Federal Aviation Administration (FAA) and Hawaiʻi Air Traffic Control (ATC) recently implemented a new policy in response to increased helicopter collisions nationwide. Under the policy, helicopters must hold in a staging area when airport approaches are congested and then proceed via Puʻuloa Road to Lagoon Drive, where the helicopter hangars are located. The Board expressed serious safety concerns because of Salt Lake’s many high-rise apartments and schools and called on authorities to identify an alternative staging area.

Questions, comments, and concerns followed – [0:36:56]
1. Resident Safety Concerns Over Helicopter Noise and Proximity: Resident Allen Alidino expressed that he can feel the downdraft from helicopters flying over his home almost daily, particularly Robinson-type helicopters. He cited a prior helicopter crash in Kailua as a cause for ongoing anxiety and urged the FAA to enforce changes before a tragedy occurs. Board members confirmed the issue involves the federal and state government, and Chair Yomes indicated the matter will be raised with elected officials.

Salt Lake Waterway Update – [0:40:04]: Secretary Kanemaru reported that due to the April storm event, the Salt Lake Waterway Genki ball event was postponed. The rescheduled events are Community Cleanup at Howard Shima Likini Street Park and Genki ball making at the Country Club Village Rec Center from 10 am -2:00 pm on Saturday, May 16, 2026. The Genki Ball Toss on May 30, 2026, from 1:00 to 2:00 p.m. at the same park. Secretary Kanemaru thanked community supporters and partners who helped spread the word about the reschedule.

Congratulations Radford Rams Girls Softball Team: Chair Yomes recognized several local athletic achievements: Radford High School’s Lady Rams won their first-ever OIA Division 2 softball championship over undefeated Nanakuli; Moanalua High School’s girls judo team were named 2026 HHSAA State Judo Champions; and the Moanalua boys volleyball team advanced to the state semifinals, continuing a remarkable run that includes seven straight OIA league titles and 12 of the last 13 OIA championships.

Other Events / Concerns / Updates: Resident Aludino raised concerns about a proposed solar farm to be built in front of his home on Namur Road. Chair Yomes indicated that the topic would be addressed during the Ameresco/Puʻuloa Solar presentation later in the meeting.

CITY ELECTED GOVERNMENT OFFICIALS – [0:44:46]
Mayor Rick Blangiardi’s Representative – [0:45:00]: Deputy Director Bryan Gallagher reported that, following the Board’s advocacy, the City convened multiple departments to address Mapunapuna concerns, including crime, homelessness, drainage, and jurisdictional issues. While continuing storm cleanup on the North Shore, DFM is also coordinating with DOT on drainage, traffic, and business concerns in the area. DPP and HPD are enforcing violations involving businesses parking on sidewalks, which create ADA and infrastructure concerns. Residents have until June 14, 2026, to file FEMA disaster assistance claims, including those without flood insurance. The City and State also completed a cleanup of the Keʻehi streamway near Sand Island Access Road, removing illegal structures and homeless encampments. Gallagher also noted that the City zoo received recognition from the Association of Zoos and Aquariums for excellence in animal care, conservation, education, and guest safety. Lastly, the City purchased a four-story, 42-unit building on North Pauahi Street for conversion to a transitional and affordable mental health housing facility.

1. Homeless Encampment and Illegal Dumping Near Nimitz Golf Course: Member Omura raised concerns about garbage and a growing homeless encampment near the old Holiday Inn/Airport Inn along the ditch near the Nimitz Golf Course area. Gallagher confirmed the location is state property, and since no state representative was present, Chair Yomes indicated the board would send a letter to the State. Gallagher recommended using the City’s 311 app to document and report issues with photos.
2. Weed and Vegetation Overgrowth Along Roadways: Member Omura noted that neighbors have observed excessive weed and plant overgrowth along roadways and asked whether the City has scheduled a cleanup. Gallagher acknowledged that maintenance schedules have been disrupted due to storm recovery work but confirmed the city will eventually return to its regular schedule.

Councilmember Radiant Cordero’s Representative – [0:55:22]: Linda Altura reported that previously canceled events have been rescheduled and are listed on the report calendar, while the Energy, Environment, and Sustainability Committee meeting was canceled. Councilmember Cordero also invited the public to the Hālawa Read-Aloud event on May 30 at the Aloha Stadium Station; registration is required. Bus service changes will take effect at the end of May. Improvements to the Salt Lake municipal parking lot are complete, with additional upgrades planned. Meter-less stalls are temporarily free, while the single row of metered stalls remain in effect as posted. On May 20, 2026, at 9:00 a.m., the Infrastructure, Transportation, and Technology Committee will present on the new Aloha Stadium Entertainment District, viewable at www.honolulucitycouncil.org. Status of Honolulu HART Audit and Salt Lake Parking Enforcement: Member Omura asked about the status of the City Council’s resolution for an audit of the Honolulu towing program, noting concerns about illegal use-car dealers occupying Salt Lake parking stalls, preventing tow companies from acting until the audit is resolved. The Councilmember’s representative indicated she would need to check with the policy team and follow up.

Senator Glenn Wakai – [0:59:33]: Ashley Niibu, representing Senator Wakai, distributed the neighborhood board report. Senator Wakai’s highlighted accomplishment this session was the preservation of historic income tax cuts promised in 2024. An average family of four will save approximately $20,000 over the next five years. Income tax cuts remain in place for joint filers earning under $350,000 and single filers under $175,000.

House Representative Linda Ichiyama – [1:01:09]: Representative Ichiyama attended the meeting and circulated her May update. Highlights included capital improvement funding for Salt Lake Elementary School and Moanalua High School, grants-in-aid for community nonprofits, and bills passed this session to support kūpuna. Approximately 268 bills passed the Legislature, and the Governor’s deadline to veto measures is July 15, 2026. Representative Ichiyama offered to provide a full legislative update at the next Board meeting.

House Representative Garner Shimizu – [1:02:47]: Caleb Barney reported that Representative Shimizu extended his aloha and gratitude to everyone who submitted testimony or participated in the mid-session survey. A District 32 Town Hall is scheduled for Tuesday, June 16, from 6:00 to 7:30 p.m. at the Moanalua Middle School cafeteria, where the office will address constituent priorities including public safety, infrastructure, water, traffic, and quality of life. The office continues to monitor Red Hill and transportation issues, coordinate recurring maintenance schedules with City departments, and recently shared hurricane preparedness information with community leaders.

1. Status of Homeless Shelter Bill: Member Davis asked about the homeless shelter bill Representative Shimizu had been working on, which saw early progress before the April floods disrupted momentum. The representative confirmed the Senate companion bill advanced but ultimately failed to pass the Ways and Means (WAM) hearing, effectively dying for this session. Representative Shimizu plans to continue collaborating with stakeholders to strengthen the bill ahead of reintroduction next legislative session.

PRESENTATIONS / BOARD ACTIONS – [1:08:05]
Ameresco Inc. – Puʻuloa Solar Renewable Energy Project on Namur Road – [1:08:05]: Josh Strickler, Business Development Manager and Richard Stuhan, Director of Environmental and Community Outreach presented the Puʻuloa Solar project, a 6 MW solar farm on 15 acres of Navy property at Namur Road and Salt Lake Boulevard. The project includes 30 MW of battery storage in approximately 10 Tesla containers positioned away from residential areas. Power will be sold to Hawaiian Electric for the broader Oʻahu grid, supporting Hawaiʻi’s goal of 100% renewable energy by 2045.The Navy completed a NEPA environmental assessment, glint and glare analysis, and archaeological surveys, with no adverse impacts identified. Construction is scheduled to begin in June 2026 and conclude by November 2027. Work will occur on weekdays, with mitigation measures including dust fencing, water trucks, and a community noise permit.
A community benefit fund will provide $18,000 annually to the Hawaiʻi Community Foundation for 25 years to support local schools and programs.

1. Heavy Equipment Storage and Movement: Member Omura asked about the storage and movement of heavy equipment during construction, citing concerns about noise during early morning and late-night hours from other nearby projects. Strickler explained that all equipment will remain on-site in a designated laydown area on the base side and will not be moved back and forth daily.
2. Physical Security for the Solar Facility: Resident Alidino asked whether there would be physical security at the solar facility, referencing past incidents of trespassing and illegal fireworks on the adjacent Navy property. Strickler confirmed that base security will continue to patrol the area and that the site will be fenced; no stationary security will be posted at the solar farm itself.
3. Battery Leakage and Environmental Concerns: Member Omura raised a concern from neighbors about potential battery leakage or chemical contamination, particularly during severe storms. Strickler explained that Tesla industrial batteries will be used in sealed containers built on concrete pads with spill containment systems. Any leakage would most likely come from the cooling/glycol system and would be fully contained on site.

Resolution in Support of the Puʻuloa Solar Renewable Energy Project on Namur Road – [1:23:52]: [1:29:28] -Yomes MOVED and Kanemaru SECONDED to adopt a resolution in support of the Puʻuloa Solar Renewable Energy Project on Namur Road by Ameresco Inc., recognizing its benefits to the community including clean renewable energy, a 25-year community benefit fund of $18,000 annually to the Hawaiʻi Community Foundation, local employment and apprenticeship opportunities, and backup grid support for surrounding neighborhoods. Discussion followed. Hearing no further discussions, the Board conducted a voice vote; 8-0-0. (Aye: Davis, Fujikura, Gauer, Johnson, Kanemaru, Omura, Valdez, Yomes. Nay: None. Upcoming highlights include a Rebel Souljahz concert on August 8, 2026, a community mural project along the 3,000-foot construction wall, a PBS Hawaiʻi documentary tribute airing May 27, 2026, at 7:30 p.m., and an AI-themed K–12 educational curriculum developed in partnership with UH and DOE featuring the mascot “Al Oha from Hālawa.” Justin Lui added that controlled demolition of the old stadium is underway, with a tripping event scheduled for June 2, 2026, and additional events planned through the summer and fall. He also noted that Radford High School automotive students visited the site and took stadium chairs to refurbish. Chris Kinimaka reported that two stadium-related bills reached the Governor—one reaffirming authority over naming-rights revenue and another removing the $49.5 million fund ceiling while strengthening partnership with the Hawaiʻi Community Development Authority (HCDA), which provides zoning, land use, and infrastructure funding support for the overall project.

Outdoor Advertising Signage and Billboard Bills: Member Omura asked about legislation regarding outdoor advertising and LED billboards for the stadium district, noting these generate significant revenue on the mainland. Kinimaka confirmed that all bills containing language on outdoor signage, including language in the naming rights bill, were stripped out and did not pass this session. The team is continuing to work on inward-facing wayfinding and event signage, but outward billboard-type signage did not advance legislatively.

Army – [1:46:04]: Lieutenant Colonel Joe Perry reported that a public Job Fair is scheduled for May 18, 2026, from 8:30 a.m. to 2:00 p.m. at Āliamanu Military Reservation, with opportunities in golf, bowling, food service, and child and youth services; advance applications are available at www.himwr.com. Ongoing training advisories are focused on the Schofield Barracks East Range and Wheeler Army Airfield area with minimal neighborhood impact, and prescribed burns at Schofield Barracks were planned for May 11–15 pending safe conditions, with updates on U.S. Army Garrison Hawaiʻi’s Facebook page. 1. Request for Job Fair at Oʻahu Veterans Council Property: Resident Dennis Egge asked the Army to consider holding job fairs at the Oʻahu Veterans Council property in the neighborhood, noting many retired military residents and their children live in the area and could benefit. Lieutenant Colonel Joe Perry agreed to relay the request to Army Garrison Community Relations.

Navy – [1:49:53]: Chuck Anthony reported that the Navy Closure Task Force Red Hill will begin erosion control work at the facility in June, which may generate increased noise during normal working hours as part of ongoing removal and long-term site preparation. A Restoration Advisory Board (RAB) meeting on environmental issues related to Joint Base Pearl Harbor-Hickam is set for May 20, 2026, at 6:00 p.m. at the Oʻahu Veterans Center in Foster Village. Roughly a dozen Navy volunteers have signed up for the Salt Lake Waterway Genki Ball cleanup on May 16, 2026. Rim of the Pacific (RIMPAC) Exercise 2026, running June 24, 2026 through July 31, 2026 and involving 31 nations, 40 surface ships, 5 submarines, 150 aircraft, and over 25,000 personnel, will primarily take place at sea with minimal community impact, aside from sailors enjoying local restaurants and attractions.

Military Jets Flying Inland Over Salt Lake: Member Omura asked whether the increased inland flight paths of military jets, particularly in the morning hours, is due to Kona winds or a change in flight plan. Anthony explained that tactical corkscrew landing maneuvers — required for pilot currency to land in challenging environments — may occasionally bring jets over the Salt Lake area. He suggested this is likely what residents are observing.

Board of Water Supply (BWS) – [1:54:57]: Jimmy Yanos reported that there was one (1) main break in April, occurring on April 13, 2026, involving an 8-inch diameter pipe at 850 Ahua Street. General Water Announcement: Despite recent storms, water conservation remains important, especially during the warmer summer months. Residents are encouraged to water plants early in the morning, take shorter showers, check for toilet leaks, avoid running faucets unnecessarily, and apply for BWS rebates on water-efficient appliances.
