CALL TO ORDER – [0:01:42]
Chair David Yomes called the Āliamanu/Salt Lake/Foster Village/Airport Neighborhood Board No. 18 meeting to order at 6:30 p.m. Quorum was established with five (5) members present. Chair Yomes noted that the Navy representatives scheduled to attend were unable to do so due to the government shutdown.

ROLL CALL – [0:02:36]: Secretary Kanemaru conducted roll call and confirmed quorum with five (5) members present: James Gauer, Patti Igawa, Joseph Omura, David Yomes, and Chandra Kanemaru.

PUBLIC SAFETY REPORTS – [0:03:00]
Honolulu Fire Department (HFD) – [0:03:13]: Captain Bjorn from the Moanalua Fire Station provided the incident statistics for September 2025 and shared safety tips regarding seasonal decorations.
September 2025 Statistics: There were zero (0) structure fires, one (1) nuisance fire, seven (7) activated alarms with no fires, 76 medical emergencies, and two (2) motor vehicle collisions.
Safety Tip: With the holiday season approaching, Captain Bjorn recommended using fire-resistant, non-combustible decorations, choosing only UL-approved electrical decorations, following the manufacturer’s instructions for installation, using lights in good repair, turning off lights before leaving home or going to bed, and never leaving candles unattended.

1. Holiday Lighting Safety: Vice Chair Gauer asked about people who leave lights on for security purposes. Captain Bjorn suggested using motion sensor lights as a safer alternative, noting that holiday lights stored in attics or sheds often have damaged wiring that increases fire risk.
Honolulu Police Department (HPD) – District 3 – [0:05:42]: Lieutenant Keoni Hong provided the crime statistics for District 3 (Foster Village) for September 2025.
September 2025 Statistics: There was zero (0) motor vehicle theft, zero (0) burglary, one (1) theft (which turned out to be a lost purse), and zero (0) car break-in. Calls for service totaled 286.
Notable Case: Lieutenant Hong reported a criminal property damage incident at Āliamanu McDonald’s on Wednesday, September 10, 2025, where a 29-year-old male used an 11-pound gas manhole cover to shatter two large windows, causing over $20,000 in damage. Officers apprehended the suspect quickly, who initially challenged officers but complied when a taser was displayed.
Community Action: Lieutenant Hong reported that officers successfully towed an unregistered boat and trailer from the neighborhood above Ice Palace after a month-long process requiring specialized towing arrangements.

1. Towing Challenges: Chair Yomes asked about difficulties with towing boats and trailers. Lieutenant Hong explained that these cases involve cross-jurisdictional challenges, but they work with the abandoned vehicles division,which can assist despite jurisdictional limitations.
Honolulu Police Department (HPD) – District 5 – [0:09:21]: Sergeant Cambra and Lieutenant Hatico provided the crime statistics for District 5 (Salt Lake/Āliamanu) comparing August 2025 to September 2025.
August-September 2025 Statistics: Aggravated assaults remained at zero (0); auto thefts decreased from three (3) to zero (0); burglaries remained at zero (0); robberies increased from zero (0) to one (1); sex assault cases remained at zero (0); simple assaults decreased from four (4) to three (3); thefts decreased from five (5) to four (4); unauthorized entry into motor vehicles increased from one (1) to three (3). Calls for service increased from 530 to 541.
Safety Tip: Sergeant Cambra emphasized pedestrian safety, advising pedestrians to make eye contact with drivers before crossing streets, even at crosswalks where pedestrians have the right of way. Chair Yomes mentioned attending a traffic safety summit hosted by the state Department of Transportation focused on addressing pedestrian and vehicle collisions.

COMMUNITY WARRIOR OF THE MONTH – [0:12:14]
Chair Yomes presented the Neighborhood Board No. 18 Community Warrior of the Month award for October 2025 to the United States Navy in recognition of their 250th birthday celebration on October 13, 1775. Chair Yomes read a commendation highlighting the Navy’s crucial role in maritime operations, safeguarding national interests at sea, and ensuring maritime security. He noted that the Navy protects American sovereignty, economic prosperity, and a democratic way of life. A certificate was prepared for the Navy, which will be presented at the next meeting since Navy representatives were unable to attend due to the government shutdown.

COMMUNITY EVENTS / CONCERNS / UPDATES – [0:14:11]
Salt Lake Waterway Update – [0:14:18]: Secretary Kanemaru announced two scheduled events for November: a Genki ball-making session and community cleanup on Saturday, November 8, 2025, from 1:00 p.m. to 4:00 p.m. at Country Club Village along the waterway, and a ball toss on Saturday, November 22, 2025, at 1:00 p.m. She reported that a meeting with the Honolulu Country Club is scheduled for Wednesday, October 15, 2025, to reorganize and restart the Operation Clean Sweep project with their collaboration. Salt Lake Christmas Parade – [0:16:26]: Landon Mauricio from the parade committee announced that a permit has been submitted for the Salt Lake Christmas Parade scheduled for Saturday, December 20, 2025, from 6:30 p.m. to 8:00 p.m. The parade will start at Moanalua High School and follow a shorter route than last year based on community feedback. Mr. Mauricio will provide more details at the November meeting.

1. Community Involvement in Parade: Secretary Kanemaru asked how the Salt Lake community would be involved in the parade. Mr. Mauricio explained they are reaching out to representatives, local businesses, and school groups, noting that last year’s parade was smaller as it was their first attempt. This year, they plan to include more participants and music.

Chair Yomes announced that several individuals had signed up to fill board vacancies. Each candidate was invited to introduce themselves, followed by board nominations and voting.
Douglas Fujikura – [19:34]: Douglas Fujikura introduced himself as a former member of the neighborhood board who wished to continue serving the neighborhood. [0:20:06] – Chair Yomes NOMINATED and Secretary Kanemaru SECONDED Douglas Fujikura to fill a board vacancy. The Board conducted a roll-call vote; 5-0 [Fujikura: Gauer, Igawa, Kanemaru, Omura, Yomes; Abstain: None] – [0:20:54]. Douglas Fujikura was appointed to fill one (1) At-Large seat.

Clarence Davis – [0:21:17]: Clarence Davis introduced himself as an active military member with the Army who has lived in the area for three years. He has a bachelor’s degree in political science and expressed interest in being involved in the community to make effective change. [0:21:55] – Chair Yomes NOMINATED and Secretary Kanemaru SECONDED Clarence Davis to fill a board vacancy. The Board conducted a roll-call vote; 5-0 [Davis: Gauer, Igawa, Kanemaru, Omura, Yomes; Abstain: None] – [0:22:19]. Clarence Davis was appointed to fill one (1) At-Large seat.

Nancy Valdez – [0:22:48]: Nancy Valdez expressed interest in joining the board to be part of the community movement after seeing the board’s impact. [0:23:31] – Chair Yomes NOMINATED and Secretary Kanemaru SECONDED Nancy Valdez to fill a board vacancy. The Board conducted a roll-call vote; 5-0 [Valdez: Gauer, Igawa, Kanemaru, Omura, Yomes; Abstain: None] – [0:23:56]. Nancy Valdez was appointed to fill one (1) At-Large seat.

6:52 p.m. Chair Yomes called for a brief recess to allow NA Magaoay to administer the Oath of Office.
6:54 p.m. Chair Yomes reconvened the meeting. There were eight (8) members present.

COMMUNITY AGENCY UPDATES – [0:25:21]
Aloha Stadium – [0:25:23]: Chris Kinimaka (Department of Accounting and General Services) provided updates on the new stadium development. Kinimaka announced that on Thursday, September 25, 2025, they executed the first two agreements (development and operation agreement and initial ground lease) with Hālawa District Partners, allowing them to proceed with demolition of the existing stadium and construction of the new one. Mobilization for demolition is expected to begin soon, with visible construction of the existing stadium by December 2025/January 2026. The swap meet will relocate to the lower Hālawa parking lot starting Wednesday, October 15, 2025. They also announced the Aloha to Aloha Stadium event on Saturday, October 25, 2025, from 4:00 p.m. to 10:00 p.m., featuring local performers, with tickets ranging from $10.00 to $149.00.

1. Ticket Discounts: Chair Yomes asked if the board would receive discounts for the event. Ms. Kinimaka responded that no special discounts were available.
2. Construction Timeline: Chair Yomes asked when the demolition process would begin. Ms. Kinimaka explained they are in the final process of getting certifications and ordering materials, with utility disconnections and hazardous material removal to start soon. Major visible demolition is expected by late December 2025 or early January 2026.
3. Parking Lot Structures: Chair Yomes asked about frames visible in the parking lot. Ms. Kinimaka explained that these are secure storage units for swap meet vendors to store their goods between market days.
Board of Water Supply – [0:30:53]: Iris Oda reported four (4) main breaks in September 2025: Thursday, September 4, 2025 near 1584 Epukane Street, Monday, September 1, 2025 near 633 Ahua Street, Thursday, September 25, 2025 near 2706 Kilihau Street, #100, and Saturday, September 27, 2025 near Naval Station Pearl Harbor. She announced a water conservation initiative asking residents to reduce water usage by 20% due to lower-than-normal rainfall and high water demand. Conservation tips included turning off taps while brushing teeth or washing hands, shortening showers, using garden hoses with nozzles, and irrigating early in the morning to reduce evaporation.

CITY ELECTED GOVERNMENT OFFICIALS – [0:33:25]
Mayor Rick Blangiardi’s Representative – [0:33:39]: NA Magaoay provided updates from the Mayor’s October newsletter, highlighting a tribute to a legendary musician, the inaugural meeting of the Honolulu Ocean Safety Commission, the welcoming of a Harvard Bloomberg City Hall fellow to assist with housing reform, and the Honolulu Charter Commission’s request for input on potential amendments to the city’s governing document. He also reported that Skyline service will expand on Thursday, October 16, 2025, to include Joint Base Pearl Harbor and the Honolulu Airport.
NA Magaoay provided follow-up responses to previous concerns:
• Left turn signal installation at Ala Ilima and Ala Lilikoi: DTS is selecting a design consultant with interim split-phasing of signals to be completed by the end of November.
• Missing crosswalk at Ala Ilima Street and Ala Napunani Street: HPD monitored the area on Wednesday, September 24, 2025, and September 26, 2025, but observed no pedestrian violations. DTS completed its investigation and advised reporting any observed crossings to HPD.
• Illegal parking near Moanalua High School: Officers educated drivers and issued four warnings for parking on the right side of the road.
• Illegal commercial business (car sales): DPP needs specific locations to investigate. HPD District 5 patrolled Ala Lilikoi Street on September 26, but did not observe any commercial business transactions

Questions, comments, and concerns followed – [0:37:31]
1. Illegal Car Sales: Chair Yomes expressed dissatisfaction with the response regarding people using residential parking spaces for car sales businesses, noting he had made this complaint two years ago and provided license plate numbers. He stated that these operations are expanding from Ala Lilikoi Street, near Salt Lake Elementary School, to Ala Napunani Street, occupying limited parking spaces needed by residents.
2. Bike Path Maintenance: Treasurer Omura requested repairs to a wooden bridge on the bike path near the stadium, reporting that cyclists are getting flat tires from splinters and the boards feel loose, creating safety concerns for both cyclists and joggers.
Councilmember Radiant Cordero’s Representative – [0:41:09]: Linda Nunes provided updates on legislative matters, including upcoming informational briefings on bus route modifications for the Thursday, October 16, 2025, Skyline segment launch, the city’s 2025-2026 childcare action plan, and implementation of the HNL Build Permitting Platform. She announced that Environmental Services will conduct smoke testing on the Sand Island wastewater collection system from October 13-17, 2025, and that the Honolulu Charter Commission is accepting public proposals through November 7, 2025, with a community information session scheduled at Salt Lake District Park on Tuesday, October 21, 2025, at 6:00 p.m.

1. Sanctuary State Concerns: Treasurer Omura asked about rumors that Hawaiʻi was planning to become a sanctuary state for undocumented immigrants. Ms. Niibu did not provide a direct answer.
2. Program Funding: Board Member Valdez asked about the source of the $50,000 funding for the Transforming Animal and Incarcerated Individualsʻ Lives (TAIIL) program. Ms. Niibu explained it was appropriated in last year’s budget.
Representative Linda Ichiyama – [0:49:50]: No representative was present.

Representative Garner Shimizu – [0:50:21]: Caleb Barney reported on a recent town hall featuring a presentation on scams targeting kupuna, which will be broadcast on ʻŌlelo Channel 49 on Tuesday, October 14, 2025, at 8:00 a.m., Thursday, October 16, 2025, at 2:00 p.m., and Sunday, October 19, 2025, at 10:00 p.m. He noted that Representative Shimizu continues to engage with the Salt Lake Waterway cleanup efforts and is working with Councilmember Cordero to address concerns about large commercial vehicles creating hazardous visibility conditions in Foster Village. He announced that the Governor’s office has released $7 million in state funding for improvements to the Hālawa animal industry facility.

PRESENTATIONS – [0:54:50]
Harmful Pesticides in Hawaiʻi – [55:05]: Olivia Eagle presented on pesticide use in Hawaiʻi, explaining the difference between general-use pesticides (like Roundup) and restricted-use pesticides (RUPs) that require certification. She reported that in 2019, over 175,000 pounds of 1,3-D (a carcinogenic groundwater contaminant) and 30,000 pounds of methomyl (which can drift up to a mile) were sprayed in Hawaiʻi. She noted that Act 45 (2018) requires reporting of RUPs and established 100-foot buffer zones around schools, but argued these protections are insufficient, as some pesticides can drift much farther. She advocated for better reporting systems, increased buffer zones (1/4 to 1/2 mile), larger fines for violations, environmental testing, and transparency in labeling.

Questions, comments, and concerns followed – [1:02:23]
1. Residential Pesticide Use: Vice Chair Gauer asked if certification is required to use Roundup residentially. Ms. Eagle explained that Roundup is classified as a general-use pesticide that doesn’t require certification but still has environmental effects.
2. Enforcement Status: Secretary Kanemaru asked about the current enforcement. Ms. Eagle explained that Act 45 requires annual reporting to the Hawaiʻi Department of Agriculture, but it has loopholes, such as not requiring reporting of application timing or wind conditions.
3. Resolution Support: Treasurer Omura asked about the resolution mentioned. Ms. Eagle offered to send it after the meeting and suggested the board consider adopting it at the next meeting.
4. Pesticide Persistence: A resident asked about how long pesticides remain in the environment. Ms. Eagle explained that it depends on application timing and soil conditions and is monitored by the Department of Agriculture’s pesticide branch.
5. Golf Course Pesticides: Secretary Kanemaru asked if golf courses were being examined, noting concerns about the Honolulu Country Club golf course surrounding the Salt Lake Waterway. Ms. Eagle said golf courses weren’t mentioned in the resolution, but agreed it was an important consideration to add.

Emergency Disaster Preparedness Resolution – [1:08:56]: Chair Yomes read a resolution requesting that government officials be proactive in protecting people from emergency disasters. The resolution called for proper planning and readiness, government-community collaboration, adequate funding, and tax incentives for property fortification, cleaning of lands and waterways, changes to building codes to withstand Category 5 hurricanes, and participation in a joint neighborhood board permitted interaction group (PIG) meeting on Wednesday, October 22, 2025.

[1:13:25] – Chair Yomes MOVED and Vice Chair Gauer SECONDED to adopt the resolution on emergency disaster preparedness and to designate Secretary Kanemaru and Board Member Valdez to represent Neighborhood Board No. 18 at the PIG meeting on Wednesday, October 22, 2025. Discussions followed. Hearing no further discussions, the Board conducted a roll call vote; 8-0-0 [Aye: Davis, Gauer, Igawa, Kanemaru, Fujikura, Omura, Valdez, Yomes; Nay: None; Abstain: None] – [1:16:02]. The Resolution was ADOPTED.

The Board approved the minutes of the Thursday, September 11, 2025, regular meeting as submitted.

ANNOUNCEMENTS – [1:16:56]
Next Meeting: The next Āliamanu/Salt Lake/Foster Village/Airport Neighborhood Board No. 18 regular meeting will be held on Thursday, November 13, 2025, at 6:30 p.m. at the National Guard Association Building, 891 Valkenburgh Street.

Food Distribution: Board Member Valdez announced that the Keʻehi Lagoon food distribution originally scheduled for September 2025, then moved to October 2025, has now been rescheduled for November 2025. The goal is to hold distributions on the fourth Saturday of each month starting in November 2025.

Committee Assignments: Chair Yomes stated that committee assignments would be made by the November 13, 2025, meeting, with assignments to be determined based on seniority.

New board members were asked to share their interests:
• Board Member Davis expressed interest in homeless outreach programs.
• Board Member Valdez wanted to be a voice for community members, noting many residents wish for Webex options to participate remotely.
• Board Member Fujikura expressed interest in the waterway cleanup project.
