CALL TO ORDER – [0:02:35]: Chair Pro-Tem David Yomes called the Āliamanu/Salt Lake/Foster Village/Airport Neighborhood Board No. 18 meeting to order at 6:30 p.m. Quorum was not established with only four (4) members present. Note: This nine-member Board requires five (5) members to establish a quorum and to take official Board action.

Members Present: Chandra Kanemaru, James Gauer, Joseph Omura, and David Yomes.

PUBLIC SAFETY REPORTS – [0:03:48]
Honolulu Fire Department – [0:03:29]: No representative was present. The report can be found at: HFD August 2025 Report.

Honolulu Police Department: District 3 – (Foster Village) – [0:03:48]: Lieutenant Sakai provided the incident statistics for June and July 2025.
• June 2025 Statistics: There were zero (0) auto thefts, one (1) burglary, one (1) theft, and zero (0) unauthorized entry into motor vehicles (UEMV).
• July 2025 Statistics: There were zero (0) auto thefts, zero (0) burglaries, one (1) theft, and zero (0) unauthorized entry into motor vehicles (UEMV).
• Safety Tip: Be prepared for natural disasters such as hurricanes and tsunamis, and prepare an emergency kit.
• Lieutenant Sakai noted that HPD has been focusing on traffic enforcement due to recent fatalities, including one near the Ice Palace, where a young female lost her life.

Questions, comments, and concerns followed – [0:05:14].
1. Shooting: Lieutenant Sakai provided information about a recent shooting near the Stadium on Kamehameha Highway involving juveniles from Hālawa housing. No one was injured, and the investigation is ongoing.
Honolulu Police Department: District 5 – (Salt Lake-Āliamanu) – [0:06:03]: Sergeant Kato provided the incident statistics for July 2025.
• Report: HPD – District 5 August 2025 Report
• July 2025 Statistics: There was zero (0) assaults, five (5) auto thefts, three (3) burglaries, zero (0) robberies, zero (0) sexual assaults, two (2) misdemeanor assaults, one (1) theft, one (1) car break-in, and 518 total calls for service.

Questions, comments, and concerns followed – [0:06:31]
1. Crime Trends: Member Omura asked if crime was up or down compared to last year. Sergeant Kato responded that crime in District 5 is currently below last year’s levels. Lieutenant Hatico will provide the statistics at the next meeting.
2. Gambling Operation: Chair Yomes raised about a gambling operation that was closed down on Wanaka Street. Lieutenant Hatico explained that it was a well-planned raid coordinated with federal partners.
3. Road Rage Prevention: Lieutenant Hatico provided safety tips regarding road rage incidents, advising residents to drive with Aloha, avoid engagement with aggressive drivers, and call 911 if they encounter dangerous situations.
4. HPD Coverage: Resident Nancy Valdez asked about the number of officers assigned to the Salt Lake area. Lieutenant Hatico explained the coverage area.
5. Recent Fatality: Chair Yomes inquired about a recent motorcycle fatality. Lieutenant Hatico confirmed the motorcyclist was wearing a helmet, but could not overcome the speed at which he was traveling.

NB #18 COMMUNITY WARRIOR(S) OF THE MONTH – [0:12:00]
Chair Yomes presented the Warrior of the Month Award for August 2025 to the Salt Lake Judo Club. The award was established on August 8, 2024, to recognize individuals or groups that provide outstanding service to the community. Chair Yomes noted that the Salt Lake Judo Club, established in 1985, has proudly served the Salt Lake community for 40 years. Founded by Sensei Dan Fujikawa, the club has built a lasting tradition of discipline, respect, and excellence. The dedicated instructors continue to devote their time and energy to ensuring the club remains a safe, fun, and welcoming place for community members to learn and grow in the art of judo.

[0:16:10] – Before proceeding to the next agenda item, Chair Yomes announced the passing of Board Member Larry Baird, who had served on the board for over 20 years. A moment of silence was observed in his memory. Chair Yomes acknowledged Mr. Baird’s significant contributions to the board, particularly in the area of transportation.

COMMUNITY EVENTS / CONCERNS / UPDATES – [0:17:23]
Salt Lake Waterway (Park Clean-Up & Genki Ball Toss – July results) – [0:17:27]: Secretary Kanemaru provided an update on the July events.
• On July 12, 2025, a Genki ball-making session and community cleanup were held at Salt Lake District Park with 56 participants making over 1,044 Genki balls.
• On July 26, 2025, approximately 50 people participated in tossing the Genki balls.
• The next events are scheduled for November 8, 2025 (community cleanup and Genki ball making) and November 22, 2025 (Genki ball toss).
Moanalua High School Homecoming Parade – [0:18:56]: Chair Yomes announced that the parade is scheduled for Friday, September 26, 2025, at 3:00 p.m. More details will be provided at the September 11, 2025, meeting, including information about road closures and no-parking signs.

Other Events/Concerns/Updates – [0:19:28]:
1. Christmas Parade Inquiry: Member Omura inquired about plans for a Christmas parade. Chair Yomes responded that he was not aware of any plans but would provide an update at the next meeting.
2. Food Distribution: Nancy Valdez announced that her nonprofit, Project Nehemiah, will be holding food distribution events on the fourth Saturday of every month at Keʻehi Lagoon, starting in October 2025. Hawaiʻi Food Bank will be assisting with permitting.
COMMUNITY AGENCY UPDATES – [0:22:18]
Aloha Stadium – [0:22:25]: Chris Kinimaka, Special Projects Manager from the Department of Accounting and General Services, and Chris Sadayasu, Interim Stadium Manager, provided updates.
• The Stadium Authority Board approved two key documents at their meeting on August 13, 2025: the Stadium Development and Operation Agreement and the Initial Ground Lease.
• These documents allow them to proceed with demolition of the existing stadium and design work for the new stadium.
• The demolition permit has been approved, and they are waiting for processing.
• The new completion date for the Aloha Stadium is March 2029, which has been coordinated with stakeholders, including the University of Hawaiʻi.
• Swap meet relocation is underway, with container units being installed in the upper Hālawa lot for vendors.
Questions, comments, and concerns followed – [0:25:33]
1. Seating Capacity Concerns: Member Omura expressed concern about the reduction in seating capacity from 25,000 to 22,500 seats, which he believed was below the NCAA Division I standard. Chris Kinimaka explained that the reduction was due to funding constraints, but the stadium design will allow for expansion to up to 40,000 seats if additional funding becomes available.
2. Stadium Authority Meeting: Chair Yomes asked about the next Stadium Authority meeting, which is scheduled for August 28, 2025.
3. Parking Accommodations: Resident Nancy Valdez asked about parking accommodations for the new stadium. Chris Kinimaka explained that they are planning for multimodal access, including parking structures integrated into buildings, as well as access via rail, bus, bike, and walking.
4. Stadium Marketplace Acquisition: Chair Yomes raised a question about potentially acquiring the Stadium Marketplace for additional parking. Chris Kinimaka responded that land acquisition there is not currently on the table due to funding constraints.
5. NCAA Requirements: Chris Sadayasu noted that the 25,000-seat minimum for NCAA Division I no longer exists.
Naval Facilities (NACFAC) – [0:33:32]: Chuck Anthony from Joint Base Pearl Harbor-Hickam provided updates.
• A change of command ceremony was held on August 5, 2025, with Rear Admiral Brad Collins replacing Rear Admiral Stephen Barnett as Commander of Navy Region Hawaiʻi and Naval Closure Task Force.
• Two upcoming meetings were announced:
1. Navy Closure Task Force Open House on Wednesday, August 20, 2025, from 5:00 p.m. to 7:00 p.m. at the Oʻahu Veterans Center.
2. Restoration Advisory Board meeting on Wednesday, August 27, 2025, at 5:30 p.m. at the Oʻahu Veterans Center.
Questions, comments, and concerns followed – [0:36:08]
1. Jet Overflights: Member Omura asked about recent jet overflights in the early morning hours. Chuck Anthony explained these were transient fighter aircraft stopping in Hawaii enroute to exercises elsewhere in the Pacific, with takeoff times determined by arrival conditions at their destinations.
Board of Water Supply – [0:38:42]: No representative was present.
CITY ELECTED GOVERNMENT OFFICIALS – [0:38:45]
Mayor Rick Blangiardi – [0:39:02]: Deputy Director Bryan Gallagher, Mayor’s Representative, provided updates.
• The City has made a major land acquisition on South Beretania Street next to the police station to help HPD expand services.
• A new affordable housing complex is being developed at 1615 Ala Wai Boulevard, with construction expected to begin in about a year and a half.
• The City is working on a new solar canopy for the Ala Wai Golf Course.

In response to previous questions:
1. Driver’s license renewal changes for seniors were implemented in January 2023. Residents aged 72-79 without driving impairments can renew for four years; those 80+ can renew for two years.
2. The Department of Transportation Services (DTS) is working on improvements to the pedestrian crossing signal at the intersection of Ala Lilikoi and Ala Ilima, expected by December 2025.
3. DTS is analyzing speeding issues on Salt Lake Boulevard and other streets, with plans to install speed humps and increase monitoring.
Questions, comments, and concerns followed – [0:44:21]
1. Police Force Shortages: Member Omura asked about police force shortages and future projections. Deputy Director Gallagher said he would follow up with HPD for more information.
2. Rail Presentation Request: Member Omura requested a presentation about the rail opening in October, specifically addressing how Salt Lake area residents will access the rail system.
3. Speed Bumps on Likini Street: Member Omura mentioned residents on Likini Street have been requesting speed bumps near Salt Lake Elementary School for 20 years. Deputy Director Gallagher said he would take this to DTS.
4. Resolution Feedback: Chair Yomes requested updates on the Salt Lake Boulevard project and expressed frustration about the lack of feedback on board resolutions submitted to the City.
5. Driver’s License Testing: Member Omura suggested implementing a knowledge test for driver’s license renewals to refresh drivers on the rules of the road.
6. Affordable Housing Options: Member Omura asked about affordable housing options like small modular units. Brian Gallagher confirmed the City is exploring various housing solutions, including tiny homes and modular housing.
Councilmember Radiant Cordero – [0:57:27]: Sheri Murro from Councilmember Cordero’s office provided updates.

• Following the recent tsunami alert, residents are encouraged to sign up for emergency alerts at www.hnlalert.gov.
• Upcoming community meetings regarding planned bus route service changes:
1. Saturday, August 23, 2025, at 5:30 p.m. at Kalihi-Pālama Public Library
2. Wednesday, August 27, 2025, at 6:30 p.m. at ʻAiea Public Library
• Skyline riders are being informed to deboard at Hālawa/Aloha Stadium Station for HART’s testing and trials of new stations.
• Regarding Bill 52 (maintenance of streams and other bodies of water):
1. The bill seeks to clarify that the Department of Facility Maintenance (DFM) has enforcement authority over privately owned ponds and lakes that flow into the ocean.
2. If passed, the bill will increase protections of natural resources and keep communities safe from flooding, unsanitary conditions, and public nuisances.
STATE ELECTED GOVERNMENT OFFICIALS – [1:02:02]

Senator Glenn Wakai – [1:02:12]: Senator Wakai provided updates.
• Report: Senator Wakai August 2025 Report
• The Stadium Authority Board approved the contract for the new Aloha Stadium on August 13, 2025. Key points:
1. The state’s contribution remains capped at $350 million as appropriated in 2019.
2. Stanford Carr’s organization will contribute an additional $125-150 million.
3. The contract includes penalties for delays, with a firm completion date of March 2029.
4. Stanford Carr will be responsible for maintenance for 30 years.
• Hawaiʻi will crown its first high school surfing champion in 2026, with $680,000 appropriated for the sport.
• The Duke Kahanamoku Foundation will unveil a new license plate design on August 15, 2025.
Questions, comments, and concerns followed – [1:06:43]
1. Stadium Contract Status: Member Omura asked for clarification on the stadium contract status. Senator Wakai explained that while the Stadium Authority Board has approved the contract, it still needs to be signed by DAGS, which is expected by the end of August 2025.
2. Stadium Operations Financing: Member Omura asked about the financial arrangement for stadium operations. Senator Wakai explained that while the stadium itself is not profitable, the developer will make money on the surrounding development (housing, hotels, retail, etc.) and that the stadium will host various events beyond University of Hawaiʻi games.
3. Stadium Funding Clarification: Chair Yomes asked about potential legislative interference with stadium financing. Senator Wakai clarified that, contrary to a recent news article, the $350 million appropriation has not lapsed and remains available for the project.
4. Hālawa Housing Future: Resident Nancy Valdez asked about the future of Hālawa Housing. Senator Wakai explained that the state is planning renovations through developer Highridge Costa. While residents may need to relocate temporarily during construction, they will have better housing afterward, with rent still based on income percentage.

House Representative Garner Shimizu – [1:13:15]: Representative Shimizu provided updates.
• Community concerns being addressed:
1. The State DOT cleaned up dirt under the freeway on Ala Napunani.
2. Traffic concerns on Jarrett White Road affecting freeway off-ramps are being monitored.
3. A suggestion to extend the shoulder lane on the eastbound freeway from Red Hill to the Tripler off-ramp is being considered.
4. Wildfire concerns in Moanalua Valley are being addressed with the new State Fire Marshal coordinating with the military.
5. Parking concerns on Kukila Street and Haloa Drive involving commercial vehicles obstructing sight lines are being investigated.

1. Coffee with a Cop at Pearlridge Shopping Center on Wednesday, August 20, 2025, at 10:30 a.m.
2. Red Hill Navy Closure Task Force Open House on Wednesday, August 20, 2025, from 5:00 p.m. to 7:00 p.m. at the Oʻahu Veterans Center.
3. Makalapa Crater Navy Salvage Yard Open House on Wednesday, August 20, 2025, from 6:00 p.m. to 8:00 p.m. at the Oʻahu Veterans Center.
4. Minority Caucus Listening Tour on Tuesday, August 26, 2025, from 6:00 p.m. to 8:00 p.m. at Āliamanu Elementary Cafeteria.
PRESENTATIONS – [1:19:50]
Jarrett White Road (Tripler area) Sewer Replacement Project (Aqua Engineers) – [1:20:06]: Kris Maile from Aqua Engineers presented information about the sewer replacement project.
• The project involves replacing approximately 600 feet of sewer line along Jarrett White Road above Ala Mahamoe Street.
• Work hours will be 8:30 a.m. to 2:30 p.m. to avoid morning and afternoon rush hours.
• Two HPD officers will manage traffic control at the Ala Mahamoe Street and Jarrett White Road intersection, with another officer at Apona Street.
• The project will start on August 25, 2025, with full construction beginning after Labor Day on September 2, 2025.
• Completion is expected by February 2026.
• The two right lanes going up toward Tripler will be affected, with a single lane contraflow managed by officers.
