CALL TO ORDER – [0:02:22]: Chair Yomes called the meeting to order at 6:30 p.m. Quorum was NOT established with three (3) members present. Note: This nine (9)-member Board requires five (5) members to establish a quorum and to take official Board action. U.S. Army Specialist Joseph Miranda sang the Star-Spangled Banner. The Board celebrated the 250th birthday of the U.S. Army with some refreshments.

NB #18 COMMUNITY WARRIOR(S) OF THE MONTH – [0:06:11]: Chair Yomes briefly described the award for the U.S. Army, which recognizes their 250th birthday and their outstanding service to the Āliamanu-Salt Lake-Foster Village-Airport community.

PUBLIC SAFETY REPORTS – [0:10:45]:
Honolulu Fire Department (HFD) – [0:11:00]: Captain Rose reported the following:
June 2025 Statistics: There was one (1) structure fire, two (2) nuisance fires, five (5) activated alarms (no fire), 56 medical emergencies, and four (4) motor vehicle crashes/collisions. Captain Rose provided safety tips about wildland fire awareness, prevention, and preparedness. A copy of the report can be found at: HFD July 2025 Report. Questions, comments, and concerns followed – [0:12:34]. A question about the location of the motor vehicle collisions.

HPD District 3 – [0:13:16]: No representative was present.

HPD District 5 – [0:13:26]: Sergeant Cambra reported the following:
June 2025 Statistics: There were six (6) motor vehicle thefts, two (2) burglaries, one (1) sex assault, 12 thefts, and one (1) unauthorized entry to a motor vehicle (UEMV). The high number of thefts involves pickpocketing, purse snatching, shoplifting, theft of vehicles, bicycles, and from buildings. Sergeant Cambra noted that the Salt Lake area has zero serious offenses involving robbery, sexual assault, and assault in the past six months.

Questions, comments, and concerns followed – [0:14:59]. Concerns were raised regarding vehicles parking at a no parking zone at the intersection of Ala Lilikoi and Ala Ilima by Tropicana Manor. Sergeant Phromsiri reported one (1) firework related call in the Salt Lake area, on the 4th of July weekend from the hour of 5:00 p.m. to midnight.

COMMUNITY EVENTS & CONCERNS – [0:16:29]:
Salt Lake Waterway Clean-Up – [0:16:35]: Member Kanemaru announced the next clean-up and Genki ball making will be on Saturday, July 12, 2025 from 1:00 p.m. to 4:00 p.m. at the Salt Lake District Park. The Genki ball toss will be on Saturday, July 26, 2025, from 1:00 p.m. at the Howard Shima Likini Street Mini Park.

Makalapa Elementary School – Fire Remediation – [0:18:33]: No representative from the school attended the meeting. Chair Pro Tem Yomes noted that the school had a couple of fires on the campus and portable classrooms were damaged.

Moanalua High School Homecoming Parade – [0:19:15]: Chair Pro Tem Yomes announced that the Homecoming Parade is scheduled for Friday, September 26, 2025, at 3:00 p.m.

Red Hill Registry Community Fair – [0:19:52]: Tara Sutton announced that the Red Hill Registry is having a big community fair and inviting the public to come and celebrate the launch of the Registry on Saturday, August 2, 2025, from 10:00 a.m. to 2:00 p.m., at the Moanalua High School Cafeteria. There will be fun, family-friendly activities for the kids, as well as booths where community members can gather information and resources, they may need as a result of potential exposure.

Food Distribution – [0:23:11]: Nancy Valdez announced her collaboration with Hawaii Foodbank, spearheading food distribution at Keehi Lagoon on Saturday, September 27, 2025, and continuing every third Saturday of the month, pending DPR approval.

Speeding – [0:24:41]: Nancy Valdez noted that residents on Ala Napuaa Place raised concerns about speeding cars on Salt Lake Boulevard in past meetings, which the Board addressed and passed a Resolution recommending speed humps in front of schools. The Board awaits the City’s response.

COMMUNITY UPDATES – [0:28:22]:
Aloha Stadium – [0:28:31]: Chris Kinimaka reported that they have extended the deadline for negotiations with Aloha Hālawa District Partners. Kinimaka noted the demolition is still on target to start at the end of August 2025. Kinimaka also noted that the design of is underway for the stadium and for the overall district. A copy of the newsletter can be found on the website https://nased.hawaii.gov/. Chris Sadayasu provided updates on the swap meet marketplace relocation work. Questions, comments, and concerns followed – [0:31:23]. Question about affordable housing development in the area.

U.S. Army Garrison – [0:33:02]: Lieutenant Colonel Perry announced that the next hiring fair will be on Tuesday, August 19, 2025, at Helemano Military Reservation from 8:30 a.m. to 2:00 p.m. For more information on the hiring fair, visit www.himwr.com. Lieutenant Colonel Perry reported on the artillery and mortar trainings for the month which can be found at: U.S. Army Training Advisory July 2025. Lieutenant Colonel Perry noted that the wildland fire on Schofield Barracks range burned approximately 600 acres within the installation and there were no threats to homes or facilities. The cause of the fire is undetermined and under investigation. Lieutenant Colonel Perry announced that there is a training brief on the Joint Pacific Multinational Readiness Center (JPMRC) training exercise, which will take place between October 2025 and November 2025. Naval Facilities (NAVFAC) – [0:36:55]: Chuck Anthony announced that the Navy Closure Task Force Red Hill (NCTF-RH) will be holding another open house in August 2025. Anthony noted that details have not been established, and Anthony will inform the Board as more information becomes available. Anthony also stated that the NCTF-RH submitted Supplement Number Four to the tank closure plan to regulators, which provided updates on the overall closure strategy, pipeline removal, tank cleaning, verification plan dates, physical tank modifications, and historical equipment.

Board of Water Supply (BWS) – [0:38:51]: Jimmy Yanos provided the report, which can be found at: BWS July 2025 Report. Yanos announced that July is Smart Irrigation Month. For more information, visit www.boardofwatersupply.com.

Department of Transportation (HDOT) – [0:40:26]: Galen Wong provided updates on legislative bills that dealt with highways. More information can be found at: HDOT Highway Bills. Wong noted that the Hawaiʻi Road Usage Charge Program is currently in effect for all electric vehicles. More information can be found at: Hawaiʻi Road Usage Charge Program Information.

CITY ELECTED GOVERNMENT OFFICIALS – [0:46:19]:
City Mayor Rick Blangiardi’s Representative – [0:46:35]: Deputy Director Bryan Gallagher provided the report, which can be found at: Mayor’s Highlights July 2025. Deputy Director Gallagher highlighted the three (3) bills that Mayor Blangiardi signed into law designed to help increase public safety, especially along the Leeward Coast; online driverʻs license learnerʻs permit tests; and the master planning effort to transform the Iwilei-Kapālama sub-corridor into bringing more affordable housing and mixed-used commercial.

Driver’s License Renewal – [0:48:17]: Member Kanemaru inquired about the date of the implementation of the renewal change, which gradually decreases with age.

Pedestrian Crossing Signal – [0:49:55]: Member Omura asked for an update on the request to have an automatic “walk” on the pedestrian crossing signal at the intersection of Ala Lilikoi Street and Ala Ilima Street.

DPP Computer System Upgrade – [0:53:10]: Member Kanemaru inquired about the DPP’s new computer system. Deputy Director Gallagher announced that the new system will speed up the building permit applications process beginning Monday, August 4, 2025. To prepare for the transition, the current system will go off line at the close of business on Monday, July 28, 2025.

Councilmember Radiant Cordero – [0:55:02]: Sherimae Murro provided the report, which can be found at: Councilmember Cordero July 2025 Report. Murro highlighted Councilmember Cordero’s mid-year community newsletter, updates on community concerns, particularly the maintenance at Keʻehi Lagoon Beach Park, road repaving in Ala Puʻumalu Community Park, curb repainting, traffic, and collision mitigation, HPD enforcement; Honolulu Youth Commission; Section 8 Housing choice voucher waitlist opening; and legislative & budget updates.

Questions, comments, and concerns followed – [0:59:34]. Questions were raised regarding Bill 52, particularly the change in the definition of “streams”.

STATE ELECTED GOVERNMENT OFFICIALS – [1:00:10]:

State Senator Glenn Wakai [1:00:21]: Richard Mizusawa provided the report, which can be found at: Senator Wakai July 2025 Report. Mizusawa highlighted the Senate Bill (SB) 589, which the Governor signed mandating the Public Utilities Commission to establish procedures to allow power producers to sell power to all Hawaiian Electric Company custormers by 2027; use of consfiscated fireworks to celebrate the end of Aloha Stadium rather than shipping the container of contraband to the mailand, which will cost the State one million dollars; and honoring long time resident Dante Carpenter.

State House Representative Linda Ichiyama – [1:03:39]: No representative was present, and no report was submitted.

State House Representative Garner Shimizu – [1:03:51]: Representative Shimizu provided an update regarding the demolition of the classrooms that were damaged by the fire at Makalapa Elementary School. Representative Shimizu reported resident concerns regarding a Sunrun Solar salesperson soliciting business and speeding on Kahuapaani Street between Crosspointe and Stadium Mall. Representative Shimizu announced that the Menehune Bash will be on August 9, 2025, at the Pearl Country Club.

PRESENTATIONS – [1:08:35]:
Early Eviction Mediation Program (EEMP) – [1:08:45]: Roberta Hickey-Gomez of Mediation Center of the Pacific (MCP) provided a brief overview of the EEMP. The program was launched in 2021 to address the end of Hawaii’s eviction moratorium, in conjunction with Act 57, offering rental assistance paired with mediation. Hickey-Gomez noted that the program exhibits high agreement rates, offering benefits for both landlords and tenants. The program provides landlords and tenants with the opportunity to discuss their issues with the help of an impartial mediator and negotiate agreements. Meetings are held remotely through Zoom. The Center also provides an interpreter if English is not the primary language. Partnerships with community agencies offer resources and tools for both landlords and tenants. The program has been collaborating with community organizations, such as Hawaiian Community Assets and Family Promise, to provide a place where people can access community services. This includes explaining the mediation process, assisting with online form completion, and offering a space for mediation. The Mediation Center offers a variety of mediation services, with the EEMP being provided free of charge.

Honolulu Fire Department (HFD) – [0:07:37]: Captain Chong responded to information previously requested regarding whose responsibility to inform the public regarding shelter locations during emergencies. Captain Chong reported the following:
April 2025 Statistics: There were two (2) structure fires, four (4) activated alarms (no fire), and 61 medical emergencies. Captain Chong provided safety tips about home fire sprinklers. HPD District 3 – [0:11:18]: Lieutenant Iwasaki reported the following:
April 2025 Statistics: There were two (2) motor vehicle thefts, nine (9) burglaries, three (3) thefts, and two (2) unauthorized entry to a motor vehicle (UEMV). Lieutenant Iwasaki provided detailed information regarding the auto thefts and burglaries at Makalapa Elementary and Radford High School, and safety tips on driving safely.

HPD District 5 – [0:14:09]: Lieutenant Hatico reported the following:
April 2025 Statistics: There was one (1) aggravated assault, four (4) motor vehicle thefts, one (1) burglary, one (1) sex assault, three (3) thefts, and two (2) unauthorized entry to a motor vehicle (UEMV). Lieutenant Hatico provided detailed information regarding the sex assault case, the armed robbery at the Papa John’s, and thefts in the military housing. Lieutenant Hatico provided safety tips to keep the public safe from assaults.

NB #18 COMMUNITY WARRIOR(S) OF THE MONTH – [0:18:43]: Chair Yomes briefly described the award for Councilmember Radiant Cordero and Representative Linda Ichiyama, which recognizes their outstanding service to the Āliamanu-Salt Lake-Foster Village-Airport community.

COMMUNITY EVENTS & CONCERNS – [0:27:07]:
Salt Lake Waterway Clean Up – [0:27:23]: Secretary Kanemaru announced that the next cleanup and Genki Balls making is scheduled for Saturday, July 12, 2025, from 1:00 p.m. to 4:00 p.m., at the Salt Lake District Park. More information can be found at: Salt Lake Waterway Cleanup Flyer.

[0:29:07] – Hearing no objections, Chair Yomes took the agenda out of order to address the agenda item regarding the Salt Lake Waterway Inspections.

PRESENTATION – [0:29:16]:
Salt Lake Waterway Inspections – [0:29:32]: DFM Director Gene Albano attended the meeting on behalf of Drainage Engineer Thomas Takeuchi to discuss a request for the inspections made for the Salt Lake Waterway. Director Albano noted that on February 21, 2025, Engineer Takeuchi went out for an inspection, then followed up with a March 10, 2025, letter to Honolulu Country Club and identified some concerns with the maintenance of the waterway. The letter indicated that there was Bok choy overgrowth and overgrown trees throughout the waterway along Country Club Village. Director Albano noted that Engineer Takeuchi did go back at the end of March 2025 to see if there was some progress made and the Honolulu Country Club did remove some of the Bok choy, so it looked promising; so, Engineer Takeuchi then went back at the end of April 2025, and observed no additional maintenance was done on the overgrowth vegetation. Therefore, the City is carefully considering taking the next step, which might include an the issuance of a notice of violation (NOV). However, the City is trying to avoid that and wants to partners with Honolulu Country Club because there are some potential legal concerns once an NOV is issued. Director Albano noted that he is restricted from disclosing too much information because of the legal issues. It was suggested that a certified letter be prepared from the NB Board to the Honolulu Country Club regarding their obligations and past communications, ensuring there is a record of notification. Director Albano will monitor the progress on the Salt Lake Waterway cleanup efforts and report back at future meetings.

Aloha Stadium – [1:00:19]: Chris Kinimaka reported that Aloha Hālawa District Partners is almost complete with their existing facility hazardous materials and structural investigations. Kinimaka noted that soil investigations are continuing. Kinimaka provided updates on the legislative bills that the Stadium Authority is tracking. U.S. Army Garrison – [1:09:33]: Lieutenant Colonel Pratt announced that the next hiring fair will be on Tuesday, June 24, 2025, at Kapolei High School from 8:30 a.m. to 2:00 p.m. For more information on the hiring fair, visit www.himwr.com. Lieutenant Colonel Pratt noted that this year is the U.S. Army’s 250th anniversary and has invited the public to celebrate Army Heritage Week at Fort DeRussy on Thursday, June 12, 2025, from 10:00 a.m. to 3:00 p.m. Lieutenant Colonel Pratt announced that the Army will publish the final Environmental Impact Statement (EIS) on the Army training land and retention of State lands sometime in May 2025. State Senator Glenn Wakai [1:23:42]: Ashley Niibu provided the report, which can be found at: Senator Wakai May 2025 Report. Niibu cited Senate Bill (SB) 583, relating to naming rights, and House Bill (HB) 1007, relating to bond financing of infrastructure around the transit districts, in response to questions raised earlier in the meeting regarding the Aloha Stadium. Niibu highlighted the State budget and spending report, capital improvement projects (CIP), and fireworks safety laws.

State House Representative Linda Ichiyama—[1:26:23]: Rebekah Kim provided the report, which can be found in Representative Ichiyama’s May 2025 Report. Kim highlighted post-session tips on how to check which bills passed the 2025 session and 2025 Acts.

State House Representative Garner Shimizu – [1:27:42]: Representative Shimizu provided his report, which can be found at: Representative Shimizu May 2025 Report. Representative Shimizu noted that he voted against legalizing sports betting and recreational marijuana. Representative Shimizu announced several events, including Mayor’s Town Halls, public feedback to help the City determine which parks should be dog-friendly, tech support for kupuna at Salt Lake – Moanalua Public Library, and a Mental Health Resource Fair at Pearlridge Center.

PRESENTATIONS – [1:31:05]:
Proposed Bus Service Changes for Opening of the 2nd Phase of Skyline – [1:31:17]: Daniel Alexander of the Department of Transportation Services (DTS) and Consultant Dave Simpson shared the proposed changes to the bus system, which can be found at: Proposed Bus Service Changes for Opening 2nd Phase of Skyline. The changes will make the system more efficient and integrate the bus routes with the Skyline. Simpson noted that DTS and its consultants are seeking community input for making these bus route changes. The purpose of considering the bus route changes is to integrate the bus routes with the 2nd phase of Skyline, which will be opening on October 1, 2025. With the extension of four more stations, DTS is proposing the hours of operation for the Skyline and TheBus service change to accommodate the rail extension. There will be three (3) phases with the bus route changes that will coincide with the October 1, 2025, rollout of phase 2 for the Skyline. Simpson discussed the restructured routes implemented in March 2025 to Route 44, Route 47, Route 461, and Route 415. Simpson shared the proposed Phase 2 changes which includes the A-Line truncation; discontinuing Route 20 and replacing it by adding W-Line with limited stop service; adding U-Line; discontinuing Route 303 and replacing it by adding Route 331; rerouting of Routes 40, 42, and 51; and a reduction of service frequency for Route 46. Simpson also briefly shared the proposed Phase 3 changes to the C-Line and E-Line.

Concerns, comments, and concerns followed – [1:42:25]. Concerns arose about the lack of timely updates on rail developments affecting Salt Lake, the availability of shuttle services from the Salt Lake area to the stations, and the need to consider having a rail representative attend quarterly meetings to provide updates on rail developments.

BOARD ACTION – [1:48:26]:
Resolution-Super Dog Park at Keʻehi Lagoon Park: Chair Yomes read the Resolution. [1:58:03] – Chair Yomes MOVED and Secretary Kanemaru SECONDED to adopt the Resolution recommending the City implement and construct an off-leash / on-leash “Super Dog Facility” on the grounds of Keʻehi Lagood Park. Discussions followed, including the need for more dog-friendly parks while balancing safety for children and seniors. Board members expressed concerns about potential issues with homeless individuals at proposed dog park locations. Hearing no further discussions, the Board conducted a hand vote, 6-0-1 (Aye: Fujikura, Gauer, Godfrey, Igawa, Kanemaru, Yomes; Nay: None; Abstain: Omura) – [2:08:15]. The Resolution was adopted.

Three Absence Letter – Member Baird & Member Ogawa – [2:09:22]: There were no motions to vacate the At-Large seats held by members Baird and Ogawa.

APPROVAL OF MINUTES – [2:10:39]:
Approval of April 10, 2025 Regular Meeting Minutes: Hearing no corrections to the Minutes, the Board adopted the Minutes as written.

ANNOUNCEMENT – [2:10:58]: The next Āliamanu/Salt Lake/Foster Village/Airport Neighborhood Board No. 18 regular meeting will be held on Thursday, July 10, 2025, at 6:30 p.m. at the National Guard Association, 891 Valkenburgh Street. The Board will recess in June 2025.
