CALL TO ORDER – [0:02:34]: Chair Yomes called the meeting to order at 6:30 p.m. Quorum was established with six (6) members present. Note: This nine (9)-member Board requires five (5) members to establish a quorum and to take official Board action. Sophia Nene sang the Star-Spangled Banner and Hawaiʻi Ponoʻī.

PUBLIC SAFETY REPORTS – [0:07:25]:
Honolulu Fire Department (HFD) – [0:07:37]: Captain Chong responded to information previously requested regarding whose responsibility to inform the public regarding shelter locations during emergencies. Captain Chong reported the following:
April 2025 Statistics: There were two (2) structure fires, four (4) activated alarms (no fire), and 61 medical emergencies. Captain Chong provided safety tips about home fire sprinklers. HPD District 3 – [0:11:18]: Lieutenant Iwasaki reported the following:
April 2025 Statistics: There were two (2) motor vehicle thefts, nine (9) burglaries, three (3) thefts, and two (2) unauthorized entry to a motor vehicle (UEMV). Lieutenant Iwasaki provided detailed information regarding the auto thefts and burglaries at Makalapa Elementary and Radford High School, and safety tips on driving safely.

HPD District 5 – [0:14:09]: Lieutenant Hatico reported the following:
April 2025 Statistics: There was one (1) aggravated assault, four (4) motor vehicle thefts, one (1) burglary, one (1) sex assault, three (3) thefts, and two (2) unauthorized entry to a motor vehicle (UEMV). Lieutenant Hatico provided detailed information regarding the sex assault case, the armed robbery at the Papa John’s, and thefts in the military housing. Lieutenant Hatico provided safety tips to keep the public safe from assaults.

NB #18 COMMUNITY WARRIOR(S) OF THE MONTH – [0:18:43]: Chair Yomes briefly described the award for Councilmember Radiant Cordero and Representative Linda Ichiyama, which recognizes their outstanding service to the Āliamanu-Salt Lake-Foster Village-Airport community.

COMMUNITY EVENTS & CONCERNS – [0:27:07]:
Salt Lake Waterway Clean Up – [0:27:23]: Secretary Kanemaru announced that the next cleanup and Genki Balls making is scheduled for Saturday, July 12, 2025, from 1:00 p.m. to 4:00 p.m., at the Salt Lake District Park. More information can be found at: Salt Lake Waterway Cleanup Flyer.

[0:29:07] – Hearing no objections, Chair Yomes took the agenda out of order to address the agenda item regarding the Salt Lake Waterway Inspections.

PRESENTATION – [0:29:16]:
Salt Lake Waterway Inspections – [0:29:32]: DFM Director Gene Albano attended the meeting on behalf of Drainage Engineer Thomas Takeuchi to discuss a request for the inspections made for the Salt Lake Waterway. Director Albano noted that on February 21, 2025, Engineer Takeuchi went out for an inspection, then followed up with a March 10, 2025, letter to Honolulu Country Club and identified some concerns with the maintenance of the waterway. The letter indicated that there was Bok choy overgrowth and overgrown trees throughout the waterway along Country Club Village. Director Albano noted that Engineer Takeuchi did go back at the end of March 2025 to see if there was some progress made and the Honolulu Country Club did remove some of the Bok choy, so it looked promising; so, Engineer Takeuchi then went back at the end of April 2025, and observed no additional maintenance was done on the overgrowth vegetation. Therefore, the City is carefully considering taking the next step, which might include an the issuance of a notice of violation (NOV). However, the City is trying to avoid that and wants to partners with Honolulu Country Club because there are some potential legal concerns once an NOV is issued. Director Albano noted that he is restricted from disclosing too much information because of the legal issues. It was suggested that a certified letter be prepared from the NB Board to the Honolulu Country Club regarding their obligations and past communications, ensuring there is a record of notification. Director Albano will monitor the progress on the Salt Lake Waterway cleanup efforts and report back at future meetings.

Questions, comments, and concerns followed—[0:33:16]. Community concerns regarding the maintenance of the Salt Lake Waterway highlight ongoing issues with the Country Club’s cooperation and the timeline for the issuance of the notice of violation.

COMMUNITY UPDATES – [1:00:14]:
Aloha Stadium – [1:00:19]: Chris Kinimaka reported that Aloha Hālawa District Partners is almost complete with their existing facility hazardous materials and structural investigations. Kinimaka noted that soil investigations are continuing. Kinimaka provided updates on the legislative bills that the Stadium Authority is tracking. Chris Sadayasu provided updates on events at the Stadium, such as the swap meet marketplace relocation work and art contest using the corrugated metals around the Aloha Stadium field. U.S. Army Garrison – [1:09:33]: Lieutenant Colonel Pratt announced that the next hiring fair will be on Tuesday, June 24, 2025, at Kapolei High School from 8:30 a.m. to 2:00 p.m. For more information on the hiring fair, visit www.himwr.com. Lieutenant Colonel Pratt noted that this year is the U.S. Army’s 250th anniversary and has invited the public to celebrate Army Heritage Week at Fort DeRussy on Thursday, June 12, 2025, from 10:00 a.m. to 3:00 p.m. Lieutenant Colonel Pratt announced that the Army will publish the final Environmental Impact Statement (EIS) on the Army training land and retention of State lands sometime in May 2025. Naval Facilities (NAVFAC) – [1:13:31]: Chuck Anthony announced that the Navy Closure Task Force is holding an open house on Wednesday, May 21, 2025, from 5:00 p.m. to 7:00 p.m., at the Hokulani Community Center, 298 Main Street, Honolulu, HI 96818. Anthony noted that this year is also the U.S. Navy’s 250th anniversary. As part of the celebration, the Hawaiʻi Navy has been doing a project called Laulima 250, in which the goal is to have 250 community service events before the birthday comes up in October 2025.

CITY ELECTED GOVERNMENT OFFICIALS – [1:16:35]:

Councilmember Radiant Cordero – [1:16:58]: Councilmember Cordero provided her report, which can be found at: Councilmember Cordero May 2025 Report. Councilmember Cordero highlighted updates on community concerns, Resolution 25-128, which will authorize the use of overt video monitoring in City parks, the City’s plans for more dog-friendly parks, and Summer Fun.

STATE ELECTED GOVERNMENT OFFICIALS – [1:23:16]:
State Governor Josh Green’s Representative – [1:23:20]: No representative was present. The Governor’s Newsletter can be found at: Ke Ala Hou Newsletter May 2025.

State Senator Glenn Wakai [1:23:42]: Ashley Niibu provided the report, which can be found at: Senator Wakai May 2025 Report. Niibu cited Senate Bill (SB) 583, relating to naming rights, and House Bill (HB) 1007, relating to bond financing of infrastructure around the transit districts, in response to questions raised earlier in the meeting regarding the Aloha Stadium. Niibu highlighted the State budget and spending report, capital improvement projects (CIP), and fireworks safety laws.

State House Representative Linda Ichiyama—[1:26:23]: Rebekah Kim provided the report, which can be found in Representative Ichiyama’s May 2025 Report. Kim highlighted post-session tips on how to check which bills passed the 2025 session and 2025 Acts.

State House Representative Garner Shimizu – [1:27:42]: Representative Shimizu provided his report, which can be found at: Representative Shimizu May 2025 Report. Representative Shimizu noted that he voted against legalizing sports betting and recreational marijuana. Representative Shimizu announced several events, including Mayor’s Town Halls, public feedback to help the City determine which parks should be dog-friendly, tech support for kupuna at Salt Lake – Moanalua Public Library, and a Mental Health Resource Fair at Pearlridge Center.

PRESENTATIONS – [1:31:05]:
Proposed Bus Service Changes for Opening of the 2nd Phase of Skyline – [1:31:17]: Daniel Alexander of the Department of Transportation Services (DTS) and Consultant Dave Simpson shared the proposed changes to the bus system, which can be found at: Proposed Bus Service Changes for Opening 2nd Phase of Skyline. The changes will make the system more efficient and integrate the bus routes with the Skyline. Simpson noted that DTS and its consultants are seeking community input for making these bus route changes. The purpose of considering the bus route changes is to integrate the bus routes with the 2nd phase of Skyline, which will be opening on October 1, 2025. With the extension of four more stations, DTS is proposing the hours of operation for the Skyline and TheBus service change to accommodate the rail extension. There will be three (3) phases with the bus route changes that will coincide with the October 1, 2025, rollout of phase 2 for the Skyline. Simpson discussed the restructured routes implemented in March 2025 to Route 44, Route 47, Route 461, and Route 415. Simpson shared the proposed Phase 2 changes which includes the A-Line truncation; discontinuing Route 20 and replacing it by adding W-Line with limited stop service; adding U-Line; discontinuing Route 303 and replacing it by adding Route 331; rerouting of Routes 40, 42, and 51; and a reduction of service frequency for Route 46. Simpson also briefly shared the proposed Phase 3 changes to the C-Line and E-Line.

Concerns, comments, and concerns followed – [1:42:25]. Concerns arose about the lack of timely updates on rail developments affecting Salt Lake, the availability of shuttle services from the Salt Lake area to the stations, and the need to consider having a rail representative attend quarterly meetings to provide updates on rail developments.

BOARD ACTION – [1:48:26]:
Resolution-Super Dog Park at Keʻehi Lagoon Park: Chair Yomes read the Resolution. [1:58:03] – Chair Yomes MOVED and Secretary Kanemaru SECONDED to adopt the Resolution recommending the City implement and construct an off-leash / on-leash “Super Dog Facility” on the grounds of Keʻehi Lagood Park. Discussions followed, including the need for more dog-friendly parks while balancing safety for children and seniors. Board members expressed concerns about potential issues with homeless individuals at proposed dog park locations. Hearing no further discussions, the Board conducted a hand vote, 6-0-1 (Aye: Fujikura, Gauer, Godfrey, Igawa, Kanemaru, Yomes; Nay: None; Abstain: Omura) – [2:08:15]. The Resolution was adopted.

Three Absence Letter – Member Baird & Member Ogawa – [2:09:22]: There were no motions to vacate the At-Large seats held by members Baird and Ogawa.

APPROVAL OF MINUTES – [2:10:39]:
Approval of April 10, 2025 Regular Meeting Minutes: Hearing no corrections to the Minutes, the Board adopted the Minutes as written.

ANNOUNCEMENT – [2:10:58]: The next Āliamanu/Salt Lake/Foster Village/Airport Neighborhood Board No. 18 regular meeting will be held on Thursday, July 10, 2025, at 6:30 p.m. at the National Guard Association, 891 Valkenburgh Street. The Board will recess in June 2025.
