CALL TO ORDER – [0:00:24]: Chair Yomes called the meeting to order at 6:30 p.m. Quorum was established with six (6) members present. Note: This nine (9)-member Board requires five (5) members to establish a quorum and to take official Board action. Vice Chair Hind sang the Hawaiʻi Ponoʻī.

PUBLIC SAFETY REPORTS – [0:02:20]:
Honolulu Fire Department (HFD) – [0:02:33]: Firefighter Lane Saito reported the following:
March 2025 Statistics: There were two (2) activated alarms (no fire), 69 medical emergencies, and three (3) motor vehicle crashes/collisions. Firefighter Saito provided evacuation planning tips. Chair Yomes requested HPD to focus on electric bicycles.
HPD District 5 – [0:05:21]: Lieutenant Hatico provided information regarding the legislation that passed to address the issues with electronic bicycles and enforcement efforts. More information can be found at: Electric Bicycle Laws and Safety Tips.
HPD District 3 – [0:05:21]: Lieutenant Hong reported 26 citations issued for electric bike type violations for the period of March 23, 2025 through March 29, 2025, which included seven (7) no helmets under 18-years-old, one (1) for wheelies prohibited, three (3) electric bikes under 15-years-old, three (3) no vehicle tax, two (2) no license plate citations, (1) one no insurance card on person, three (3) no safety inspections, two (2) driving without a valid driver’s license, two (2) no helmets under 16-year-olds, and two (2) no motorcycle liability insurance citations. NB #18 COMMUNITY WARRIOR(S) OF THE MONTH – [0:15:15]: Chair Yomes briefly described the award for Board Member Patti Igawa, which recognizes outstanding community service. Board Member Igawa was not present to accept the award. The Board will present her certificate at the next meeting.
COMMUNITY UPDATES – [0:16:52]:
Aloha Stadium – [0:17:12]: Chris Kinimaka noted the execution of the pre-development agreement, which allows Aloha Hālawa District Partners to do their soil testing, environmental testing, look at the existing structure, and get ready to do the designs for the Stadium. Kinimaka noted that the demolition of the Stadium will start at the end of summer. Kinimaka provided updates on legislative bills supporting the Aloha Stadium. Chris Sadayasu provided updates on events at the Stadium, such as the gun buyback, Foodbank donations, and the swap meet relocation to the upper Hālawa parking lot.

U.S. Army Garrison – [0:22:50]: Lieutenant Colonel Pratt announced that the next hiring fair will be on Tuesday, April 22, 2025, at the Āliamanu Military Reservation Gym from 8:30 a.m. to 2:00 p.m. For more information on the hiring fair, visit www.himwr.com. Naval Facilities (NAVFAC) – [0:23:59]: Chuck Anthony noted that the Navy put out a Draft Environmental Assessment for Red Hill Water Treatment, which will allow the operation of a new water treatment facility, to reconnect water from the Navyʻs Red Hill Shaft back to the Joint Base Hickam drinking water system. The deadline for public comments is on Sunday, April 20, 2025. Anthony announced that the next Navy Restoration Advisory Board (RAB) meeting is scheduled for Thursday, April 16, 2025, at 6:00 p.m. at the Oʻahu Veterans Center. Anthony also announced that the Hawaiʻi Air National Guard will conduct the Sentry Aloha readiness exercise from Tuesday, April 8, 2025, to Thursday, April 17, 2025.

Navy Closure Task Force – Red Hill (NCTF-RH) – [31:18]: JoAnna Delfin provided a few updates from the NCTF-RH/ Delfin noted that the Navy completed degassing operations at Tank-Three and started degassing operations at Tank-Four. Delfin also pointed out that all air quality monitoring stations in and around Red Hill are operational, and hourly updates are available for the public via a mobile app, or daily updates are available on the website. Delfin announced that the NCTF-RH will host a webinar focused on the Navy ʻAiea – Hālawa Shaft Reactivation Plan on Tuesday, April 29, 2025. Delfin responded to questions that were raised at the previous meeting.

Board of Water Supply (BWS) – [0:36:04]: Yanos provided the report, which can be found in the BWS April 2025 Report. Yanos reported four (4) main breaks for the month of March 2025. Yanos announced the BWS Detect-A-Leak Week campaign from Sunday, April 13, 2025, through Saturday, April 19. 2025. More information can be found at: Detect-A-Leak-Week Events Flyer.
Questions, comments, and concerns followed—[0:40:43]. These questions concern the BWS tracker for predicting main breaks and the criteria for prioritizing which water lines get replaced as part of the BWS water pipe replacement projects.
COMMUNITY EVENTS & CONCERNS – [0:43:07]:
Easter Events – [0:43:22]: Member Omura asked if there are upcoming community events, including an Easter event at the shopping center.
Whiskey & Cigar Event – [0:44:07]: Chair Yomes announced that Moanalua Gardens will host a Whiskey & Cigar event called Smoked on Saturday, May 24, 2025.
Waterway Clean Up – [0:46:38]: Secretary Kanemaru noted that the Waterway cleanup in March and Genki Ball toss was successful, with plans for another event in July 2025.
CITY ELECTED GOVERNMENT OFFICIALS – [0:49:43]:
City Mayor Rick Blangiardi’s Representative – [0:49:46]: No Representative was present. Chair Yomes read the Mayorʻs Report, which can be found at: Mayorʻs Report April 2025. The Mayor’s Newsletter can be found at: Mayor’s Highlights April 2025.

Intersection Project Update – [0:53:09]: Member Omura is requesting an update on what is happening with the intersection of Ala Ilima Street and Ala Lilikoi Street. He is also asking the city to provide a timetable for the project.
Crosswalk Request – [0:53:21]: Member Omura is requesting that the City place a crosswalk at the intersection of Ala Lilikoi Street and Ala Ilima Street. Vehicles are turning right onto Ala Ilima Street from Ala Lilikoi Street. Member Omura noted that the location does not have a crosswalk, and cars are recklessly speeding on that turn.
Crosswalk Striping – [0:53:31]: Member Omura is requesting the crosswalk striping on Salt Lake Boulevard and Ala Lilikoi Street.
Salt Lake Boulevard Widening Project – [0:53:38]: The Board is requesting a representative from the Department of Design and Construction to give an update on the Salt Lake Boulevard widening project. Member Omura noted it has been a while since a representative provided updates on the project.
Councilmember Radiant Cordero – [0:54:22]: Councilmember Cordero provided updates on community concerns previously requested. Councilmember Cordero provided her report, which can be found at: Councilmember Cordero April 2025 Report. Councilmember Cordero highlighted the Pearl Harbor bike path cleanup on Saturday, April 19, 2025, from 8:00 a.m. to 10:30 a.m. at various locations along the path, community workshops for the Climate Action Plan Update, Summer Fun employment opportunities, and security cameras at Salt Lake District Park.
STATE ELECTED GOVERNMENT OFFICIALS – [1:03:10]:

State Senator Glenn Wakai [1:03:17]: There was no representative present. There was no report submitted.
State House Representative Linda Ichiyama – [1:03:41]: Shanda Delos Reyes provided the report, which can be found in Representative Ichiyama’s April 2025 Report. Delos Reyes noted that the second crossover and disagreement deadline is April 10, 2025. Delos Reyes covered the legislative process and the House leadership’s priorities.

PRESENTATIONS – [1:39:04]:
Sewer Fee Increase – [1:12:43]: Deputy Director Brieck shared information on the Department of Environmental Services’ (ENV) plans to adjust its sewer fees, found at: ENV Proposed Sewer Fee Increase. Deputy Director Brieck provided an overview of the ENV services and the reasons for the fee increase, which will allow ENV to continue providing safe and reliable sewer services, replace aging infrastructure, and upgrade and modernize technology for improved performance and efficiency, to name a few. Deputy Director Brieck discussed the fee structure.
Questions, comments, and concerns followed [1:18:41]. Questions were raised regarding the rationale for the fee increase and whether the wastewater treatment facilities use ultraviolet (UV) treatment systems.
Assets School – Phase 2 Project Update – [1:24:26]: Ryan Ringuette and Lance Hirai presented the Phase 2 project on the campus of Assets School, which can be found at: Assets School Phase 2 Project Update. Hirai noted that there are no plans to change how parents pick up and drop off their kids during the construction. Hirai also said that the K-4 village was completed back in 2021. Phase 2 is part of the proposed master plan for the school. The project will include remodeling the music and performing building, maker space, visual arts building, and the library.

Three Absence Letter – Board Member Baird – [1:30:06]: Member Baird did not attend the meeting. Chair Yomes deferred this item to the next meeting.
Resolution Relating to Keiki Playground & Kupuna Fitness Workout Station at the Howard Shima Likini Street Mini Park – [1:30:12]: Chair Yomes read the Resolution, recommending the City install playground equipment for the keiki and exercise equipment for the kupuna at the Howard Shima Likini Street Mini-Park. Questions, comments, and concerns followed – [1:35:49]. [1:39:19] – Vice Chair Hind MOVED and Secretary Kanemaru SECONDED to adopt the Resolution as stated. Hearing no further discussions, the Board conducted a voice vote. Hearing no objections, the Resolution was adopted; 6-0-0 [Aye: Gauer, Godfrey, Hind, Kanemaru, Omura, Yomes; Nay: None; Abstain: None) – [1:39:47].
APPROVAL OF MINUTES – [1:40:29]:
Approval of March 13, 2025, regular meeting minutes – [1:40:31]: [1:40:44] – Vice Chair Hind MOVED and Secretary Kanemaru SECONDED to adopt the Minutes as written. Hearing no corrections, the Minutes were adopted as written – [1:40:56].
ANNOUNCEMENT – [1:41:06]: The next Āliamanu/Salt Lake/Foster Village/Airport Neighborhood Board No. 18 regular meeting will be held on Thursday, May 8, 2025, at 6:30 p.m. at the National Guard Association, 891 Valkenburgh Street.

The City and County of Honolulu and Hawaiʻi Foodbank are partnering to fight against hunger: Neighborhood Assistant Zhoydell Magaoay will be collecting donated non-perishable and canned goods at the next Neighborhood Board meeting at tonight’s meeting.

Legislation / Rail (Sky Line/The Bus) – [1:43:09]: Committee Chair Omura announced that Phase 2 of the rail will open sometime in October 2025.
