CALL TO ORDER – [0:03:28]: Chair Yomes called the meeting to order at 6:30 p.m. Quorum was established with seven (7) members present. Note: This nine (9)-member Board requires five (5) members to establish a quorum and to take official Board action. Sophia Nene sang the Star-Spangled Banner and Hawaiʻi Ponoi.

PUBLIC SAFETY REPORTS – [0:08:28]:
Honolulu Fire Department (HFD) – [0:08:55]: Captain Todd Cabral reported the following.
July 2024 Statistics: There was one (1) activated alarm (no fire), 48 medical emergencies, one (1) motor vehicle crash/collision with a pedestrian, and one (1) motor vehicle crash/collision. HPD District 3 – [0:10:33]: Lieutenant Iwasaki reported the following:
July 2024 Statistics: There were five (5) motor vehicle thefts, eight (8) burglaries, four (4) general thefts, and one (1) unauthorized entry to motor vehicle (UEMV). Lieutenant Iwasaki provided detailed information on the auto thefts in Foster Village at the 1200 block of Kukila Street, the 1100 block of Kukila Street, and the 4300 block of Olaloa Street. Lieutenant Iwasaki reported three (3) driving under the influence (DUI) arrests.
Safety Tips: Lieutenant Iwasaki provided back-to-school safety tips.
Questions, comments, and concerns followed—[0:13:45]. Concerns were raised regarding underage moped riders breaking the Foster Village area’s speed and noise limits and bicycle riders on sidewalks. HPD will email Chair Yomes current laws regarding mopeds, bicycles, and e-bikes.
HPD District 5 – [0:22:51]: Lieutenant S. Yamashita responded to concerns raised at a previous meeting regarding surveillance cameras in the area of Camp Catlin Drive and North Nimitz Highway and noise complaints in the areas of Salt Lake, Aliamanu, and Ala Napunani. Lieutenant Yamashita provided the following:
July 2024 Statistics: There was one (1) motor vehicle theft, one (1) burglary, one (1) sex assault, nine (9) general thefts, two (2) unauthorized entry to motor vehicle (UEMV), and 637 total calls for service. Lieutenant Yamashita reported that the burglary occurred in the Ukana Street area, and the sex assault case did not occur in this Neighborhood Board area; it happened in another district, but it was reported in this Neighborhood Board area. The sexual assault occurred in 2022. The suspect is known, but his whereabouts are unknown at this time.

NB #18 COMMUNITY WARRIOR(S) OF THE MONTH – [0:27:23]: Chair Yomes introduced the Warrior of the Month segment at all of the Neighborhood Board meetings to honor those people who have made or are making a difference and contributing to help make Salt Lake the best community to live, work, and play. Chair Yomes noted that this segment recognizes the movers and shakers in the Salt Lake community. Chair Yomes recognized Howard and Ethel Shima for their volunteerism throughout the years, pushing for Salt Lake Library, more parks in the neighborhood, schools, and other necessities that shaped Salt Lake. Chair Yomes presented certificates of recognition to Howard and Ethel Shima.
COMMUNITY EVENTS & CONCERNS – [0:31:01]:
Renaming of “Likini Street Mini Park” to “Howard Shima” – [0:32:47]: Chair Yomes announced that the dedication ceremony is scheduled for Tuesday, August 13, 2024, from 10:00 a.m. at the Likini Street Mini Park.
Salt Lake Waterway Clean–Up / Genki Ball Toss – [0:38:33]: Secretary Kanemaru reported that the Saturday, July 13, 2024, and Saturday, July 27, 2024, events were successful. The next clean-up and Genki ball toss are on Saturday, November 9, 2024, and Saturday, November 23, 2024.
Questions, comments, and concerns followed—[0:40:32]. A suggestion was made to expand the clean-up program to other streams in the area, like the Moanalua Stream or Halawa Stream. Secretary Kanemaru responded that different community groups are undertaking cleaning projects for these streams. Chair Yomes updated the Salt Lake Waterway 5-year plan – “Operation Clean-Sweep.”
Water Tank Replacement Project – [0:46:16]: Joel Nelson of TNT Constructors provided the project’s projected timeline. Nelson announced that they would be mobilizing equipment and materials in the middle or end of August 2024, removing the existing tank and foundation around the end of August 2024 to the end of September 2024, excavating soils, and installing the tank foundation at the end of September 2024 to early October 2024, construct the tank between October 2024 to July 2024 and restore the site, demobilize equipment by September 2025.

CITY ELECTED GOVERNMENT OFFICIALS – [0:48:24]

[1:07:34] The following concerns were raised during Councilmember Cordero’s report.
1. Traffic Congestion – [1:08:01]: Member Omura noted that there is traffic congestion on Salt Lake Boulevard from the top of Salt Lake Boulevard by the Island Family Christian Church going down the hill to Salt Lake Shopping Center towards Aliamanu Elementary School. Member Omura noted that the traffic is backlogged with parents picking up their kids after school; traffic is stopped for 20 minutes. Member Omura asked if something could be done to prevent cars from picking up kids from Aliamanu Middle School and Aliamanu Elementary School. Member Omura suggested opening another lane for cars not going to the schools.
2. Salt Lake Boulevard Widening Project: Member Omura requested that the widening project representatives attend future meetings.
Councilmember Radiant Cordero – [0:48:38]: Councilmember Cordero provided her report, which can be found at: https://drive.google.com/file/d/1tc7ElavXaHXS5jryeFE8TSz6LPluHCSL/view?usp=drive_link. Councilmember Cordero highlighted the Primary Urban Center Development Planning Committee meeting, renaming Likini Street Mini Park to Howard Shima Likini Street Mini Park, graffiti, HPD’s school traffic monitors position, and the Honolulu Charter Commission. The Councilmember responded to questions about the different moped, bike, and e-bike laws.
Questions, comments, and concerns followed—[0:57:23]: Suggestions were raised regarding installing speed bumps in front of Radford High School, building a hotel connected to the Airport and senior housing at Keehi Lagoon as part of the Primary Urban Center Development, and placing political signs on State, City, and private properties without permissions.
STATE ELECTED GOVERNMENT OFFICIALS – [1:19:17]

State Senator Glenn Wakai [1:22:01]: No representative was present, and no report was submitted.
State House Representative Linda Ichiyama –[1:22:06: Representative Ichiyama provided her report, which can be found at: https://drive.google.com/file/d/1RQtywGRqJI-SDGT0ieZaQ7YgUqNW4yT7/view?usp=drive_link. Representative Ichiyama highlighted disaster preparation plans for pets. Representative Ichiyama answered a question earlier in the meeting regarding HECO rolling blackouts. The representative suggested contacting Michael Angelo of the Office of the Consumer Advocate for complaints regarding the rolling blackouts and checking the HECO website for more information about advanced scheduled blackouts. Representative Aiu reported that the Department of Education (DOE) will restore previously suspended bus services to the schools.

State House Representative Micah Aiu – [1:23:51: Representative Aiu announced that BWS would be doing work in Foster Village on Halupa Street to replace a water mainline starting on or about Monday, August 19, 2024, through the end of the third quarter of 2024. The Representative also announced that the Army will be doing grass-cutting maintenance along Halupa Street and Molehu Drive for fire safety concerns in the next couple of weeks.
Questions, comments, and concerns followed—[1:25:25]. One suggestion was to allocate monies to workforce development, especially for trade programs, in the upcoming legislative session.
FEDERAL ELECTED GOVERNMENT OFFICIALS – [1:28:43]
Senator Brian Schatz: No representative was present, and no report was submitted.
Congressman Ed Case: No representative was present, and no report was submitted.
PRESENTATIONS
Called Ministries, Inc (Christmas Parade) – [1:28:54]: Landon Maricio of Called Ministries stated that he met with Chair Yomes and some of the councilmembers to compare plans and move forward together to plan the Salt Lake community parade. Mauricio noted that there are modifications to the route to the Neighborhood Board’s proposed parade route. Mauricio also pointed out that this year’s primary goal is to get a parade. The route starts from Moanalua High School, goes toward Salt Lake Shopping Center, goes to the community around Salt Lake Elementary, and then back up Likini Street to the High School. The parade will be about two miles long. The parade will be on Saturday, December 14, 2024, starting at 6:30 p.m. The theme of the parade is “Light the Night.” Mauricio noted that the permits were submitted, and the Salt Lake Neighborhood Board must approve the plans.

Red Hill Health Registry – [1:31:44]: Tara Sutton provided a brief overview of the Red Hill Health Registry. Sutton noted that the University of Hawaii (UH) was able to announce in June 2024 that they received an award to put forth a Red Hill health registry, which is to provide community services, health information, and all sorts of things for anyone who lives on the Navy water line. Sutton also noted that this call for help had been supported by the Center for Disease Control (CDC), the Agency for Toxic Substances and Disease Registry (ATSDR), the State Department of Health (DOH), and the Hawaii Congressional delegation. Sutton further noted that the Registry is entering the first year of planning with formal registry enrollment expected to begin around Fall 2025. The key focus of the planning year includes registry foundation, community engagement, and feasibility assessment. Questions, comments, and concerns followed—[1:36:08]. Board members inquired about collaboration with the Red Hill Health Registry and the Red Hill Defense Occupational and Environmental Health Readiness System (DOEHRS) Registry.
COMMUNITY UPDATES – [1:37:11]
Aloha Stadium – [1:37:15]: Chris Kinimaka provided updates on The New Aloha Stadium Entertainment District (NASED). Kinimaka noted that the Aloha Hālawa District Partners (AHDP) did submit a successful proposal in time for the Wednesday, July 31, 2024 deadline. Kinimaka stated that NASED is currently scrutinizing the proposal with the Evaluation Committee and technical advisors to make sure it meets the requirements of the request for proposal (RFP) and hopes that NASED will be able to announce whether or not AHDP will continue as a preferred offer. Kinimaka noted that if AHDP does continue as a preferred offer, the next step will be the nine-month due diligence and discussion phase to enter into a successful contract by June 2025. Chris Sadayasu announced that the 45th-anniversary celebration of the Swap Meet would feature “Everything 90s” on Sunday, August 25, 2024, from 10:00 a.m. to 3:00 p.m., and the Megabon 2024 will be held on Saturday, September 7, 2024, from 4:00 p.m. to 9:00 p.m. at the lower Halāwa parking lot. U.S. Army Garrison – [1:47:56]: Army Representative Liana Kim announced that the next hiring fair will be on Tuesday, August 20, 2024, at the Helemano Military Reservation Training Room from 8:30 a.m. to 2:30 p.m. For more information on the hiring fair, visit www.himwr.com. Naval Facilities (NAVFAC) – [1:52:34]: Chuck Anthony and Victor Flint provided the report, which can be found at: https://drive.google.com/file/d/1fEfNl8zC953PU9kUjE8fK6zuzwzCXhI0/view?usp=drive_link. Anthony announced that the Navy Closure Task Force Red Hill (NCTF-RH) will host an open house on Wednesday, August 21, 2024, from 5:00 p.m. to 7:00 p.m. from the Moanalua Terrace Community Center. Anthony reported that on Monday, July 22, 2024, the Joint Base Pearl Harbor Hickam Navy Region Hawaiʻi and the NCTF-RH conducted a spill drill exercise. Flint reported that the RIMPAC exercises wrapped up on Friday, August 1, 2024, and part of the RIMPAC was emergency response, rescue, and restoration during heavy weather events in the Pacific.
Board of Water Supply (BWS) – [1:56:00]: Jimmy Yanos responded to questions raised at the previous meeting regarding the status of the BWS 30-year water master plan and pipe replacements. Yanos reported no main breaks from last month. Yanos announced that BWS is participating in a water access and affordability survey and encouraged the public to complete the questionnaire through Sunday, September 15, 2024. BOARD ACTION – [2:01:53]
Filling of Vacancy – One (1) At-Large Seat: Kimi Kawasaki and Douglas Fujikura were interested in filling the vacancy. Kawasaki and Fujikura provided a short introduction. Godfrey nominated Kawasaki, and Kanemaru nominated Fujikura to fill the one (1) At-Large vacant seat. Hearing no other nominations, the Board conducted a show of hands vote, 5-2 (Fujikura: Baird, Kanemaru, Omura, Igawa, Yomes; Kawasaki: Godfrey, Hind). [2:05:45] Fujikura was appointed to fill the At-Large seat. There were eight (8) members present.
APPROVAL OF MINUTES – [2:06:11]:
Approval of July 11, 2024, Regular Meeting Minutes: The Board adopted the minutes as written.
ANNOUNCEMENT – [2:06:24]: The next Āliamanu/Salt Lake/Foster Village/Airport Neighborhood Board No. 18 regular meeting will be held on Thursday, October 10, 2024, at 6:30 p.m. at the National Guard Association, 891 Valkenburgh Street. The Board will be in recess for September 2024.
