CALL TO ORDER: Chair Yomes called the meeting to order at 6:30 p.m. Quorum was established with seven (7) members present. Note: This nine (9)-member Board requires five (5) members to establish a quorum and to take official Board action.

PUBLIC SAFETY REPORTS
Honolulu Fire Department (HFD): Firefighter Mortensen Young reported the following.
June 2024 Statistics: There was one (1) nuisance fire, three (3) activated alarms (no fire), 59 medical emergencies, and one (1) motor vehicle crash/collision. Questions, comments, and concerns followed.
1. Wildfire Safety:  Member Hind asked how is the Salt Lake area is doing regarding private, County, or State lands that are at-risk for brushfires in the community.  Firefighter Mortensen Young will respond at the next meeting.
2. Motor Vehicle Collision/Pedestrian Data: Member Omura and Member Baird requested HFD to note specifics/details such as location, time, or pedestrian involved whenever a car accident is on the HFD report. Firefighter Mortensen Young will respond at the next meeting.
3. Motor Vehicle Collision Report Alignment: Resident Sandra Baudrier noted her mother was hit by a vehicle last month while crossing on Nimitz Highway from Camp Catlin Road which was not reflected on the report.  She asked if HFD’s motor vehicle accident report aligned with the HPD report, if not, she suggested that both reports should be aligned.  Firefighter Mortensen Young responded that he was unsure of what is on the HPD’s report.  Firefighter Mortensen Young will provide more detailed information regarding the motor vehicle collision report.

June 2024 Statistics: There was one (1) motor vehicle theft, one (1) burglary, five (5) general thefts, and 530 total calls for service.  Lieutenant Hatico noted that the burglary occurred at the Salt Lake District Park Gym where an individual cut through the steel grating on the doors.  Lieutenant Hatico also stated that the individual fled the scene, and HPD did not have a suspect.
Safety Tips: Lieutenant Hatico provided theft safety tips, especially for people who commute via public transportation.  The Lieutenant suggested having crossbody bags in front of you, being aware of your surroundings, and informing the bus driver whenever you feel unsafe. The bus driver will inform HPD.

Question, comments, and concerns followed.
1. Street Cameras: Chair Yomes asked if the cameras were working at the intersection of Camp Catlin Drive and Nimitz Highway, where a pedestrian was hit, and the vehicle involved in the accident fled.
2. Staffing Concerns: Member Hind inquired if the low recruitment and staffing at different beats affect response time and services to the community.  Lieutenant Hatico responded that his particular beats have never been fully staffed. However, HPD tries to make sure that there is adequate coverage so the public would never feel like it is unsafe.  Lieutenant Hatico noted that the way the beats are situated, there is always an officer nearby, and the response time is still quick.
3. Car Noise Concerns: Member Omura raised concerns regarding cars dragging and loud engines around midnight to 3:00 p.m., disturbing the sleep of residents at the Salt Lake corridor between Ala Napunani Street and Ala Lilikoi Street and between Salt Lake Elementary School and Likini Street that goes up the hill into Aliamanu.  Omura requested HPD to collect data on the number of calls, location, and types of calls (speeding, car noises, etc.) in those two areas. Lieutenant Hatico will inform the officers to take a look at those areas.

HPD District 3: Lieutenant Iwasaki reported the following:
June 2024 Statistics: There were four (4) motor vehicle thefts, one (1) burglary, five (5) general thefts, two (2) unauthorized entry to motor vehicle (UEMV), and 272 calls for service.  Lieutenant Iwasaki noted that the burglary in June 2024 was a personal matter and a choice not to disclose any information.
Safety Tips: Lieutenant Iwasaki provided safety tips for phone scams.

Questions, comments, and concerns followed.  Sobriety Checks: Member Baird noted that HPD has conducted several sobriety checks under the freeway on Kahuapaani Street by the Stadium Mall.  Member Baird requested a report (i.e., number of cars, citations of number of drunk drivers, arrests, etc.) on the HPD sobriety checks conducted several times this year.  Lieutenant Iwasaki responded that he would provide the report at the next meeting.  Lieutenant Iwasaki noted that an operation was conducted in the Ice Palace parking lot because of cars racing on Kahuapaani Street to Halawa Heights Road.

ANNUAL MEETING PROCEDURES
Election of Officers – Chair: Hind NOMINATED David Yomes for Chair.  Hearing no other nominations and no objections, David Yomes was elected as Chair 7-0-0 (Aye: Baird, Godfrey, Hind, Kanemaru, Omura, Igawa, Yomes; Nay: None; Abstain: None).

Election of Officers – Vice Chair: David Yomes NOMINATED and Hind SECONDED for Chandra Kanemaru as Vice Chair.  Kanemaru declined the nomination.  David Yomes NOMINATED and Kanemaru SECONDED for Nicole Hind as Vice Chair.   Hearing no other nominations and no objections, Nicole Hind was elected as Vice Chair 7-0-0 (Aye: Baird, Godfrey, Hind, Kanemaru, Omura, Igawa, Yomes; Nay: None; Abstain: None).

Election of Officers – Secretary: David Yomes NOMINATED and Hind SECONDED for Chandra Kanemaru as Secretary.  Hearing no other nominations and no objections, Chandra Kanemaru was elected as Secretary 7-0-0 (Aye: Baird, Godfrey, Hind, Kanemaru, Omura, Igawa, Yomes; Nay: None; Abstain: None).

Election of Officers – Treasurer: David Yomes NOMINATED and Kanemaru SECONDED for Lorene Godfrey as Treasurer.  Hearing no other nominations and no objections, Lorene Godfrey was elected as Treasurer 7-0-0 (Aye: Baird, Godfrey, Hind, Kanemaru, Omura, Igawa, Yomes; Nay: None; Abstain: None).

Meeting Date, Time, Location, and Format: After hearing no objections, the Board retained the meeting date on the second Thursday of the month at 6:30 p.m.; in person only; at the National Guard Association, 891 Valkenburgh Street, Honolulu, HI 96818.
Determination of Recess Schedule: Yomes MOVED and Omura SECONDED to recess in September 2024 and December 2024.  Hearing no objections, the motion was adopted: 7-0-0 (Aye: Baird, Godfrey, Hind, Kanemaru, Omura, Igawa, Yomes; Nay: None; Abstain: None).

Adoption of Oral Testimony Rules: Yomes MOVED and Kanemaru SECONDED to leave the Oral Testimony Rules in place as is.  Hearing no objections, the motion was adopted: 7-0-0 (Aye: Baird, Godfrey, Hind, Kanemaru, Omura, Igawa, Yomes; Nay: None; Abstain: None).

COMMUNITY EVENTS & CONCERNS:
Annual Salt Lake Christmas Parade: Chair Yomes provided information regarding the Annual Salt Lake Christmas Parade, which is still in the planning stages.  The parade is tentatively scheduled for Sunday, December 14, 2024, from 5:30 p.m. to 6:30 p.m., pending City approval and permit.  The parade route will start at Arizona Road, go through the military housing, Salt Lake Boulevard, Ala Napunani Street, Ala Ilima Street, Ala Lilikoi Street, and end at Salt Lake Elementary School.  Chair Yomes will provide a report or proposal to the City Council and the Mayor’s Office to see what the Board will need to do to get the parade off the ground.  A copy of the proposal can be found at: https://drive.google.com/file/d/1geeiGQuTHmAM1q–B8pbOM3e_e2qgXPu/view?usp=drive_link.

Annual Salt Lake Christmas Hoʻolauleʻa: Chair Yomes proposed starting the first annual Salt Lake Christmas Hoʻolauleʻa on Sunday, December 15, 2024, from 10:00 a.m. to 5:00 p.m. at the Ala Puʻumalu Community Park.  Chair Yomes noted the proceeds will go to the Cityʻs Summer Fund Program at Salt Lake District Park.   Chair Yomes also noted that the goal is to have 100 vendor booths, food booths, games, keiki rides, and music.  Chair Yomes said that he will work on the logistics with the City and get a non-profit to assist in the planning process.  A copy of the proposal can be found at: https://drive.google.com/file/d/1iGsdsf2vSQpzbc_YdY2v6RIPMfxw4OqW/view?usp=drive_link.

Questions, comments, and concerns followed.
1. Route: Member Godfrey asked, and Chair Yomes responded that the parade route is about one (1) mile long.
2. Permit:  A resident suggested applying for the permit at least three (3) months before the parade.
3. Outreach: Councilmember Cordero noted that another organization plans to have a parade and have been working with the Department of Transportation.  Chair Yomes noted that he wants to attend the planning meeting.  The council member will check her emails and report back later.  Chair Yomes provided reports regarding the parade and Hoʻolauleʻa to Councilmember Cordero.

Noise Complaint: Member Omura encouraged residents around Hoa Aloha Neighborhood Park to call the police whenever they hear loud noises in the Park at night.

Clean-Up: Secretary Kanemaru announced that the next Salt Lake Waterway clean-up is on Saturday, July 13, 2024, at 1:00 p.m. at the Likini Street Mini Park and at the Country Club Village. The next Genki ball toss in the Waterway is on Saturday, July 27, 2024, at 1:00 p.m.

CITY ELECTED GOVERNMENT OFFICIALS
City Mayor Rick Blangiardi’s Representative: Deputy Gallagher provided the report which can be found at: https://drive.google.com/file/d/19KH5XUCGAaNz2BaLyLf0p10FShbayeFT/view?usp=drive_link. Deputy Gallagher responded to concerns raised at the previous meeting and was available for further questions.

Questions, comments, and concerns followed.
1. Permit Processing: Vice Chair Hind noted that Honolulu has done some digitizing and utilizing more online resources to improve the permitting process. She inquired about updates to the permitting process on Oahu.  Deputy Gallagher noted that the City uses various software programs that help DPP with plan reviews, permitting, etc. Deputy Gallagher also pointed that the real issue is the volume of permit requests DPP receives, the quality of the submittal, and the lengthy review process to go through. Deputy Gallagher further noted that the City is trying to improve the process.
2. Noise Monitoring: Member Omura noted that the Waikiki Neighborhood Board passed a Resolution to install cameras to detect noise. He inquired about the pilot motion and noise monitoring camera system that will be installed in Waikiki. Deputy Gallagher will provide information at the next meeting. Deputy Gallagher noted that it will come down to who is going to be doing the noise monitoring, and how will it be enforced?
3. Crosswalk Signal Timer:  Member Omura requested that the crosswalk signal time be longer than 20 seconds at the intersection of Camp Catlin Road and Nimitz Highway to allow pedestrians, especially elderly people more time to cross Nimitz Highway.  Omura noted that the countdown numbers disappear and are replaced by the blinking hand at some point in the countdown.  He suggested that the numbers be visible throughout the countdown, instead of the blinking hand, so the pedestrian can pace their walk when crossing the street.
4. Vision Zero: Resident Baudrier requested more information regarding Vision Zero. Vice Chair Hind noted a draft report for public comments on the Vision Zero website.  Resident Baudrier pointed out that the comment period has already ended.  Councilmember Cordero said that the Salt Lake’s area concerns are well represented in the Vision Zero Plan when Councilmember Cordero was still part of the Vision Zero Planning Committee.

Councilmember Radiant Cordero: Councilmember Cordero provided her report, which can be found at https://drive.google.com/file/d/1F8g8n1z71s0QlUWz5MKDHAUoI74zL0gV/view?usp=drive_link. Councilmember Cordero noted that she emailed Landon Arisio of Moanalua High School to have a meeting with the Salt Lake Neighborhood Board sometime in July 2024 or August 2024 regarding the Salt Lake parade.  Councilmember highlighted the budget, renaming of Likini Street Mini Park to Howard Shima, updates on community concerns, and the Primary Urban Center Development Plan (PUCDP).

Questions, comments, and concerns followed:
1. Sink Hole: Member Baird noted that there is another sink hole, 100 yards down from the Hale Keiki School on Bougainville Drive with the sign “dip ahead,” so someone is monitoring it. Member Baird also noted he has not heard of any progress as far as filling up those holes and repaving the road.  Councilmember Cordero responded that she would follow up with the Department of Transportation (HDOT).

Member Omura asked the following questions during Councilmember Corderoʻs report.

2. Lawsuit: Member Omura inquired about the dismissal of the ACLU lawsuit over public welfare laws.  Member Omura asked how that would affect the Salt Lake district.  Deputy Gallagher noted that the City was looking for the legal justification so that the City can help homeless people get out of the sidewalks and get into treatment facilities somewhere. Deputy Gallagher also noted that the City got federal funding to get the homeless individuals into transitional housing during the pandemic.
3. Towing Contract: Member Omura requested information on the Department of Customer Services (CSD)’s towing contract that was recently cancelled and why it was cancelled. Deputy Gallagher noted that the tow company was investigated for illegally charging the customers.  Deputy Gallagher will provide more information at the next meeting.  Councilmember Cordero noted that the City Council Transportation Committee will be holding an informational hearing on Tuesday, July 23, 2024 at 2:30 p.m.
4. Flood Risk Survey: Member Omura asked where does Salt Lake fits in with the flood risk survey that the City has conducted and if there are any concerns that the Salt Lake community should be worried about.  Deputy Gallagher noted that it is a study to address the sea level rises and heavy rain events and the City has been coordinating with State and Federal agencies to address these ongoing concerns and look at long-term solutions. Deputy Gallagher will provide more information to Member Omura via email.

STATE ELECTED GOVERNMENT OFFICIALS

Questions, comments, and concerns followed. Noiseless Motorcycle:  Resident Dennis Egge noted on his trip to Cairo where he observed noise-free motorcycles and suggested that might work here in Hawaii.  Resident Egge will provide more information at the next meeting.

State Senator Glenn Wakai: No representative present and no report was submitted.

Representative Ichiyama highlighted the Stateʻs unclaimed property program and financial literacy workshop series hosted by the Salt Lake-Moanalua Library.

State House Representative Micah Aiu: Representative Aiu noted that the Governor vetoed a few bills that the Legislature passed this year.  Representative Aiu felt that it would be appropriate to override some of those bills, especially the one on biosecurity, but unfortunately, the Legislature decided not to do that.  Representative Aiu noted to disregarding some of the information on the mailers about fire ants and rhinoceros beetles because given the Governorʻs veto, he is unsure if some of the funding will go to those initiatives. The Representative will provide an update on the budget  shortly.

FEDERAL ELECTED GOVERNMENT OFFICIALS
Senator Brian Schatz: No representative was present, and no report was submitted.

Congressman Ed Case: No representative was present, and no report was submitted.

PRESENTATIONS
DLNR-DOFAW / Moanalua Educational Garden – Volunteerism:  No representative present.

DTS – TheBus Service Changes: Jay Egusa of the Department of Transportation Services (DTS) provided updates to upcoming TheBus service changes effective Sunday, August 18, 2024 which can be found at: https://drive.google.com/file/d/1I8hAmHjM0QwrxNITmtjKIf0Y5DU4GUO6/view?usp=drive_link.  Egusa announced that Route-9, which services Kaimuki and Pearl Harbor, will be discontinued.  Egusa noted that Route-7 Kalihi Valley will be restructured to replace Route-9. However, the segment between Kalihi and Pearl Harbor will not be covered by the new Route-7. Egusa also noted that there are a lot of alternate services to Pearl Harbor such as Route 40, Route 42, Route 51, and Route 303 which service the Airport and Hickam starting at the Kalihi Transit Center. Egusa further noted that Route-1L would service Salt Lake, Radford Drive, and the NEX area, and Route-PH8, which starts at Aloha Stadium, would service the Joint Base Pearl Harbor Hickam (JBPHH).  For questions, contact the DTS at 808-768-8372 or thebusstop@honolulu.gov.

COMMUNITY UPDATES
Aloha Stadium: Chris Kinimaka provided updates on The New Aloha Stadium Entertainment District (NASED). Kinimaka noted that Waiola Development Partners (WDP) pulled out of the project and the Stadium Authority is working closely with Aloha Halawa District Partners (AHDP) to bring the best to Hawaii.  Kinimaka noted that the procurement process will not change even though just one (1) developer left.  Kinimaka also further stated that the announcement of the procurement offer will still be in September 2024. Kinimaka noted that they are collaborating closely with the developer and all the stakeholders to address as many issues as possible to get the project going successfully. Chris Sadayasu announced upcoming events, which include the KCCN Birthday Bash, T-Pain, and Swap Meet 45th anniversary celebration.

Questions, comments, and concerns followed.  Timeline:  Chair Yomes asked and Kinimaka responded that the project remains on track despite one developer dropping out. Construction will still be awarded by June 2025, and the Stadium will be demolished by the end of 2025.  Kinimaka noted that the plan is to work on the Stadium and the area closest to the rail station which leaves the other half for ongoing events.  Sadayasu noted that the Swap Meet will move to the upper Halawa parking lot.

U.S. Army Garrison: Lieutenant Colonel Pratt announced that the next hiring fair will be on Tuesday, July 16, 2024 at the Radford High School from 8:30 a.m. to 2:30 p.m. For more information on the hiring fair, visit www.himwr.com. Lieutenant Colonel Pratt noted that the Army published the Oahu Draft Environmental Impact Statement (DEIS) for the Army training land retention and State lands for Kahuku Training Area (KTA), Poamoho Training Area, and Makua Military Reservation on Friday, June 7, 2024  which can be found at: https://home.army.mil/hawaii/oahueis. Lieutenant Colonel Pratt noted that the comment period is available for 60 days and ends on Wednesday, August 7, 2024. Questions, comments, and concerns followed. Military Impact: Vice Chair Hind encouraged the community to review DEIS recommendations and submit testimonies.  Vice Chair Hind noted that the presence of the military on Hawaii lands has a lasting impact on the lands.
Naval Facilities (NAVFAC): Victor Flint provided the report, which can be found at: https://drive.google.com/file/d/1hgTSrF1RWRDdwnXKnIrRwnCrBBs0ibBG/view?usp=drive_link.  Flint noted that the Restoration Advisory Board had a successful first meeting. Flint also said the homeless encampments on Valkenburgh Street and Bougainvillea Drive were removed.  Flint stated that help was offered to the homeless individuals living in the encampments, but services were denied.  Flint noted the proposed action is to lease Navy land to a developer to construct and operate renewable energy infrastructure on two (2) separate Navy sites on Pearl Harbor and a compound in Salt Lake.  Flint noted that the infrastructure will be connected to the existing Hawaiian Electric Company (HECO) electric infrastructure. Flint announced that RIMPAC continues until Friday, August 2, 2024.

Questions, comments, and concerns followed.
1. Radford High School: Member Omura inquired about the concerns with chemicals found under the football field. Flint responded that the Navy has already addressed the issues with the guidance of the Department of Health (DOH) and the Environmental Protection Agency (EPA).  Flint noted that the football field was rebuilt, a new track field was installed, bleachers installed, and a road built  in the back of the athletic complex.
2. Community Representation Initiative (CRI) Meetings:  Vice Chair Hind expressed her disappointment with the Navy for not continuing with the CRI meetings for Red Hill after the brief absence of the EPA and DOH. Vice Chair Hind noted that the EPA and DOH have returned to the CRI meetings, but the Navy has not. Vice Chair Hind requested that the Navy return to the CRI meetings.

Board of Water Supply (BWS): Jimmy Yanos provided the report, which can be found at: https://drive.google.com/file/d/1YhMRqJnAVwpcxCClnwJCiUYUmba5FgX0/view?usp=drive_link. Yanos noted that the BWS has emergency plans for multiple scenarios, however the plans cannot be shared publicly due to the sensitive nature of the responses. The BWS does have a robust cyber security program in which all employees are required to take an annual training course; facilities are monitored 24-7 and checked regularly. Yanos reported one (1) main break on Thursday, June 6, 2024 at 4391 Halupa Street.  Yanos announced the 2024 Annual Unthirsty Plant Sale on Saturday, August 3, 2024 from 9:00 a.m. to 3:00 p.m. at the Hālawa Xeriscape Garden.

Questions, comments, and concerns followed.  BWS Master Plan: Secretary Kanemaru inquired, and Yanos responded that he would follow-up on the status of the 30-year Master Plan regarding pipe replacement.

BOARD ACTION
Three-Absent Letter (Baird): No action was taken to vacate the seat.  Member Baird remained on the Board.

Five-Absent Letter (Auyoung-Chong): Chair Yomes announced that Member Auyoung-Chong submitted her resignation. Chair Yomes declared the seat vacant and asked interested volunteers to contact NA Magaoay.

APPROVAL OF MINUTES:
Approval of May 9, 2024, Regular Meeting Minutes: The Board adopted the minutes as written.

ANNOUNCEMENT: The next Āliamanu/Salt Lake/Foster Village/Airport Neighborhood Board No. 18 regular meeting will be held on Thursday, August 8, 2024, at 6:30 p.m. at the National Guard Association, 891 Valkenburgh Street.  Videotaped Board meetings are aired on `Olelo Channel 49 on the 4th Saturday of the month at 9:00 p.m.; and the 2nd and 4th Friday of the month at 7:00 a.m.

BOARD COMMUNITY TEAM – ASSIGNMENTS / REPORTS:
Education Committee: Treasurer Godfrey announced that classes are available to be a substitute teacher beginning Monday, July 29, 2024.

Health Services – Environment Committee: Secretary Kanemaru announced that Stormwater and Wastewater Advisory Group is currently determining how the group can generate some revenue requirements.
