CALL TO ORDER: Chair Yomes called the meeting to order at 6:30 p.m. Quorum was established with five (5) members present. Note: This nine (9)-member Board requires five (5) members to establish a quorum and to take official Board action. The Pearl Harbor Elementary School ʻUkelele/Chorus sang the Star-Spangled Banner, Hawaiʻi Ponoī, and Ehu Girl.

PUBLIC SAFETY REPORTS
Honolulu Fire Department (HFD): Firefighter Mendez provided responses to information requested at the previous meeting regarding specific location of the motor vehicle collision with pedestrian listed in the March 2024 incident statistics and the inoperable public school fire alarm systems.  A copy of the report can be found at: https://drive.google.com/file/d/18gavtwF8Bn4wwOlJvUpMQ0NPX9i4v7Qk/view?usp=drive_link. Firefighter Mendez reported the following.
April 2024 Statistics: There was one (1) cooking fire, 58 medical emergencies, two (2) motor vehicle collisions with pedestrians, and three (3) motor vehicle crashes/collisions. Firefighter Mendez provided wildland fire awareness, prevention, and preparedness.

Questions, comments, and concerns followed. Pedestrian Collision: Member Omura requested information regarding the conditions of the two (2) pedestrians that were hit. Firefighter Mendez will provide a response at the next meeting.  A HFD staff noted that the information will not be disclosed as it is a HIPAA violation.

HPD District 3: Lieutenant Iwasaki reported the following:
• April 2024 Statistics: There were three (3) motor vehicle thefts, three (3) burglaries, eight (8) general thefts, and two (2) unauthorized entry to motor vehicle (UEMV).
Safety Tips: Lieutenant Iwasaki provided pedestrian safety tips. A copy of the report can be found at: https://drive.google.com/file/d/1eQ-m2u3PGNUXkoGUo0eDNgwTMgT6rBQD/view?usp=drive_link.  Sergeant Paiva shared the crime mapping website instructions.

Questions, comments, and concerns followed.  Comments:  Vice Chair Gauer commented that the average person will not go online and search for the data on the website. Chair Yomes noted the Board member that requested the information wanted more details as far as suspicious activities in the neighborhood, description of the suspect or whether the suspect has been arrested, and what the community can look for. HPD suggested creating Neighborhood Security Watches.

HPD District 5: Lieutenant Creighton Hatico noted that a HPD District 5 Corporal and a Sergeant conducted a mini traffic study at the intersection of Ala Ilima Street and Ala Lilikoi Street.  Lieutenant Hatico noted that the HPD Officers conducted the study on Friday, May 3, 2024 and Saturday, May 4, 2024 from 8:00 p.m. to 9:00 p.m. Lieutenant Hatico reported 22 violations of the pedestrians crossing on “Don’t Walk” signal which means the pedestrian is on the crosswalk when it is not their time to cross, six (6) violations of jaywalking, and two (2) violations of a vehicle not stopping for pedestrian on the crosswalk. Lieutenant Hatico noted that the two vehicles were cited, and the pedestrian violations were all given a warning. Lieutenant Hatico also noted that the majority of the pedestrian violations that the Officers warned about were using a mobile device. Lieutenant Hatico further noted that HPD will be monitoring the area moving forward. Question, comments, and concerns followed.
1. Signage: Vice Chair Gauer inquired about the likelihood of putting up a sign alerting pedestrians to make eye contact with the driver before crossing the street.  Lieutenant Hatico responded that the Department of Transportation is responsible for the signage.  Lieutenant Hatico noted that the Board should continue to keep  pressure, writing letters and memos do help a lot.
2. Comment:  Chair Yomes noted that the City, vehicle drivers, and pedestrians share the responsibility to keep the crosswalk at the intersection of Ala Ilima Street and Ala Lilikoi Street safe.

Member Hind arrived at 7:05 p.m.  There were six (6) members present.

COMMUNITY EVENTS & CONCERNS:
Graduations:  Chair Yomes congratulated all the graduates of the Class of 2024, specifically Moanalua High School and Radford High School.  Chair Yomes announced that Moanalua High School graduation ceremony will be on Wednesday, May 29, 2024 at 5:30 p.m. at the University of Hawaii Stan Sheriff Center and Radford High School graduation ceremony will be on Friday, May 17, 2024 at 6:00 p.m. at the Waikīkī Shell.

CITY ELECTED GOVERNMENT OFFICIALS
City Mayor Rick Blangiardi’s Representative: Deputy Gallagher solicited comments from the Board regarding the construction on Salt Lake Boulevard. Deputy Gallagher provided the report which can be found at: https://drive.google.com/file/d/1o0gWglLQaDft__FtpSVjQFFjvXtmTQDI/view?usp=drive_link. Deputy Gallagher highlighted the Mayor’s Town Halls, Sew a Lei for Memorial Day, and Summer Fun Programs.  Deputy Gallagher provided responses to concerns raised at the previous meeting and was available for further questions.

Questions, comments, and concerns followed.
1. Road Closures: Member Omura inquired about future road closures on the top of the hill by the intersection of Radford Drive.
2. Request related to Crosswalks: Member Omura asked which department he can call to discuss crosswalks and Deputy  Gallagher (DDC) that there is a hotline for DTS.
3. Automatic Walk Signal: Member Omura asked if the crossing walk signal can be automatic and not require pressing the button to change the “don’t walk” signal to “walk” signal at the intersection of Ala Ilima Street and Ala Lilikoi Street.  Secretary Kanemaru asked if HPD may have wrongfully cited pedestrians crossing for this same issue during the two (2) day mini traffic study that HPD District 5 had conducted.
4. Request for City to provide brochures: Chair Yomes noted that the Board will be acting later in this meeting on a resolution relating to pedestrian safety and requested that the City provide about 1,000 brochures/handouts with information on pedestrian safety that the Board can pass out to the community.

Councilmember Radiant Cordero: Councilmember Cordero addressed the question raised by Member Omura regarding homeless outreach services in the area.  The Councilmember noted that the Hawaiʻi Health & Harm Reduction Center (H3RC) provide support in the Salt Lake area. Councilmember Cordero will also reach out to Kealahou West Oʻahu Center.  Councilmember Cordero provided her report, which can be found at https://drive.google.com/file/d/1lIhpSBPmDthvdbztEZCwUvJVyXr8LnHZ/view?usp=drive_link. Councilmember Cordero highlighted the Librari-con hosted by the Salt lake-Moanalua Public Library, District 7 Capital Improvement Projects (CIPs) which include several traffic improvements and mitigations. The Councilmember provided legislative updates which included the Resolution 24-129 and the renaming of Likini Street Mini Park after Mr. Howard Shima. Councilmember Cordero announced that the deadline to get the Read ID driverʻs license is on May 7, 2024.   Councilmember Cordero inquired about the Christmas Parade route.

Questions, comments, and concerns followed: Homeless Services: Member Omura raised concerns regarding a homeless African American female laying down on the sidewalk on the makai side of the Salt Lake Shopping Center blocking the walkway going up the hill and a Caucasian female at a bus stop in the Mapunapuna area by the gas station, next to the Toyota Service Center.  Member Omura is requesting outreach services for these individuals.

STATE ELECTED GOVERNMENT OFFICIALS

State House Representative Linda Ichiyama: Representative Ichiyama provided her report which can be found at: https://drive.google.com/file/d/10YMT0edHjJRT6mqSpDJrFPZYRJIGNipH/view?usp=drive_link. Representative Ichiyama highlighted BWS rebates and community events at the Salt Lake – Moanalua Public Library.

Questions, comments, and concerns followed. House Bill (HB) 2690: Member Hind inquired about the status of HB 2690 relating to the Red Hill Water Alliance Initiative.  Representative Ichiyama responded that the Senate and the House could not agree on a Conference draft, therefore the bill died. Member Hind expressed her disappointment and hope that a similar bill will be considered for the next Legislative session.

State House Representative Micah Aiu: Representative Aiu provided a debrief of the 2024 Legislative session which included the State financial status, focus on Maui recovery, the doubling of the standard deduction taxes, extend General Excise Tax (GET) exemptions for Medicare, Tricare, and Medicaid  expenses.  Representative Aiu noted the expenses were $80 million a year. Representative Aiu also noted that the Legislature put a lot of money in making sure that the State is adequately addressing the little fire ant, rhinoceros beetle, and feral animal issues.

Questions, comments, and concerns followed. Financial Planning: Member Omura inquired about how the State will cover the other expenses such as education,  homelessness, medical problems, etc. when most of the State budget is focused on the Lāhainā recovery.   Representative Aiu noted that education got forty percent of the budget this year and the budget covered hazard pay for State workers that were working during Covid which amount to approximately $150 million.

FEDERAL ELECTED GOVERNMENT OFFICIALS
Senator Brian Schatz: No representative present and no report was submitted.

Congressman Ed Case: No representative present and no report was submitted.

PRESENTATIONS
S-2 Water Tank Replacement Project: Joel Nelson, Sarah Radke, and Steven Yuhl of TNT Constructors presented their plans to replace the Navy’s water tank on Bougainville Drive in Salt Lake. The scope of the project includes removing the existing steel water tank; preparing the site and constructing the foundation for the new water tank; constructing a new concrete water tank; and painting the new tank. The project’s timeline begins in July 2024 and is expected to be completed in September 2025. COMMUNITY UPDATES
Aloha Stadium: Chris Kinimaka reported that the Stadium Authority hosted a successful Community Engagement Conference on Monday, May 6, 2024.  Kinimaka noted that the Conference gave the opportunity for the Salt Lake Neighborhood Board No. 18, Aiea Neighborhood Board No. 20, and the Aiea Community Association to share the communities’ aspirations, desires, and concerns with the New Aloha Stadium Entertainment District (NASED) development in the area.  Kinimaka also noted that the next milestone is the submittal of the teams’ proposals by Wednesday, July 31, 2024.  Kinimaka further noted that the Stadium Authority will then evaluate the proposals and get down to prioritizing the selected offer by September 2024. Kinimaka announced that there will be another Community Engagement Conference following the selection of the winning proposal and offer the contract by June 2025.   For videorecording of the Conference can be found at https://nased.hawaii.gov/. Chris Sadayasu announced upcoming events at the Stadium which included the Majah Rajah concert, 50th State Fair, and KCCN FM 100 Birthday Bash.

Questions, comments, and concerns followed.  Acknowledgement:  Member Hind commended the Stadium Authority staff for organizing the Community Engagement Conference.

Schools: No representative present. No report was submitted.

Naval Facilities (NAVFAC): Chuck Anthony announced that the Navy Closure Task Force – Red Hill (NCTFRH) will be holding their first public open house event on Monday, May 13, 2024 at the Oahu Veterans Center in Foster Village from 5:00 p.m. to 7:00 p.m. For more information and operational news, visit the NCTFRH website at: https://www.navyclosuretaskforce.navy.mil/. Anthony also announced that the new deadline to comment on the draft environmental impact assessment (EIS) for the solar projects in Salt Lake is on Monday, May 20, 2024.  Victor Flint reported that volunteers at the Pearl Harbor Bike Path cleanup removed two and one-half tons of rubbish along the path.  Flint noted that the Navy received complaints of a homeless woman living on Center Drive behind the bus stop. Flint also noted that the Navy did their best to assist the woman and help with Kealahou and she refused the help.  Flint announced that the Navy will be having a virtual Job Fair. 1. Safety Concern: Member Omura noted that several homeless individuals were hiding behind the bushes along the bike path and could potentially be a safety concern for walkers and joggers.
2. Red Hill Updates:  Member Hind requested that the NCTFRH representatives provide updates regarding Red Hill at the Neighborhood Board meetings.

U.S. Army Garrison: Lieutenant Colonel Pratt announced that the next hiring fair will be on Tuesday, May 21, 2024 at the Āliamanu Military Reservation Gym from 8:30 a.m. to 2:30 p.m. For more information on the hiring fair, visit www.himwr.com. Board of Water Supply (BWS): Jimmy Yanos provided responses to questions raised from previous meeting which included the BWS pipe replacement projects.  Yanos noted that BWS will update the 30-year Water Master Plan in mid-2024 and how it was affected by Red Hill.  Yanos also noted the goal of 10-miles of pipe replacement per year.  Yanos announced that there will be an opportunity for public review of the Master Plan.  Yanos provided the report, which can be found at https://docs.google.com/document/d/1dntKBVMaNPJxUwyOF_OYBw2srrVJIHQ9/edit?usp=drive_link&ouid=113660273786562269535&rtpof=true&sd=true.  For more information, go to www.boardofwatersupply.com.

Questions, comments, and concerns followed.  Water Security:  Member Hind asked if BWS has some type of water security measures similar to Homeland Security-type plan to prevent domestic terrorism to the water supply.  Yanos will follow and provide a response at the next meeting.

Honolulu Authority on Rapid Transit (HART):  Marissa Gonzalez announced that the 20th and final train arrived on the island.  Gonzalez also announced that HART received $125 million in Federal funding from the Federal Transit Administration as a result completing the full funded grant agreement. Questions, comments, and concerns followed.
1. Roads:  Member Hind asked if HART is responsible for the maintnance of the roads at construction sites.  Member Hind noted that there are potholes and steel plates at different angles on Dillingham Boulevard by Zippys going towards Honolulu Community College (HCC). Gonzalez requested Member Hind to email her concerns at infor@honolulutransit.org.
2. Train: Member Omura asked and Gonzalez responded that the final train that arrived completes the 20 trains for the full operation.

 

BOARD ACTION
Three-Absent Letter (Gauer): Member Gauer noted his absences were related to work and military training drills. No action was taken.  Member Gauer remain on the Board.

Resolution regarding Pedestrian Safety (Ala Lilikoi Street / Ala Ilima Street): Chair Yomes introduced and read the Resolution.  Chair Yomes MOVED, Secretary Kanemaru SECONDED to adopt the Resolution.  Discussions followed.  The Board conducted a roll call vote, 6-0-0 (Aye: Gauer, Hind, Kanemaru, Omura, Igawa, Yomes, Nay: None; Abstain: None). The Resolution was adopted.

APPROVAL OF MINUTES:
Approval of April 11, 2024, Regular Meeting Minutes: The Board adopted the minutes as written.
