1. CALL-TO-ORDER [0:00:30] Chair Leialoha Tumbaga called the meeting to order at 7:02 pm. A quorum was established with 7 of 9 members of the Board present. Note: This 9-member Board requires five (5) members to establish a quorum and to take official Board action.

Board Members Present: Michael Gatti, Chester Koga, Alan Kumalae, Chris Lualemaga (joined 7:15 pm), James Soong, Hernando Tan (left 8:05 pm), Leialoha Tumbaga, and Simeon Rojas.

Board Members Absent: Randy Franklin.

2. CITY MONTHLY REPORTS [0:02:50]

Honolulu Police Department (HPD) [0:02:50]: Sergeant E. Tabanera from District 5 provided May 2025 crime statistics (2 motor-vehicle thefts, 1 unauthorized entries into motor vehicle, 7 thefts, 3 burglaries, 2 robberies, 4 assaults, 1 aggravated assault, and 685 calls for service). Lieutenant Yamashita, also from District 5, announced “Coffee with a Cop” Event, Friday, June 27, 9:00 to 11:00 am, at Liliha McDonald’s, to talk story and build connections between public and police.

Honolulu Fire Department (HFD) [0:28:10]: Fire Captain Eric Papianou provided May and June 2025 statistics, as well as April 2025 incident summary: 1 brush fire, 65 medical calls, 1 motor-vehicle collision, and 1 structure fire on Kalihi St. He also shared the new online tools: Incident Trend Dashboard and Fire Response Search Tool (fire.honolulu.gov) for neighborhood-level emergency data and incident look-ups.

Board of Water Supply (BWS) [0:45:55]: Civil Engineer Iris Oda provided updates on: summer conservation tips (water plants early, take shorter showers, check toilets for leaks using dye tablets, don’t let faucets run, and apply for rebates on water-efficient appliances); 0 main breaks in April 2025, with May 2025 to be reported next meeting; water-quality reports mailed in July and December (also available at boardofwatersupply.com); and upcoming N School St Improvement Project.

3. RESIDENTS AND COMMUNITY CONCERNS [1:06:55]

Persistent Trespass and Safety Concerns at “Doc’s Pond” Private Residence [1:06:55]: Resident Aunty Donna Hindridge [1:07:50] who lives across from Keiki O Ka ‘Aina at 3097 Kalihi St shared concerns of armed gang members trespassing on her property and insufficient response from HPD in regards to harassment and vandalism. Board and community are seeking a coordinated solution involving HPD, youth outreach programs, and patrols from Kalihi Valley Neighborhood Watch.

Department of Parks and Recreation (DPR) on Activities and Programs [1:22:40]: No representative present.

 

5. CITY-ELECTED OFFICIALS [1:23:00]

Mayor Rick Blangiardi’s Representative [1:23:00]: Bandmaster Clark Bright of the Royal Hawaiian Band (RHB) highlighted recent City events in June 2025, including Memorial Day Punchbowl ceremony, 17 new ambulances, 50-year service awards to bus drivers and dispatchers, and progress on joint City and State food drive. He also provided responses from DPR on current progress on rec center repairs and information on youth programs at Kalihi Valley District Park (KVDP).

Councilmember Tyler Dos Santos-Tam’s Representative [1:35:35]: Constituent-Services Director Lynn Robinson at the Honolulu City Council (HCC) reported on Residential Parking Control (RPC) as under review, office will host pop-up events to help residents with permit registration, and mailers will be distributed to public (no changes will occur without ample notice to stakeholders).

Governor Josh Green’s Representative [1:43:15]: No representative present.

Senator Donna Mercado Kim [1:43:40]: Senator Kim highlighted Governor Green’s “intent to veto” list of 19 bills. She shared her team’s success in securing funding for footbridge repair, gave her congratulations to Farrington Class of 2025, celebrated May 30 groundbreaking of Farrington new multipurpose room, and announced Juneteenth parade on June 14, and free redesigned library cards.

Representative Ikaika Hussey [1:59:50]: provided update on demo and renovations at Kalihi Valley Homes’ rec center, contracting of private security, encouraged residents to propose community-driven plans of action, and announced plans to invite local leaders to a strategy session.

Resolution on Implementing Camera-Based Traffic Enforcement with a Safety-First Approach and Revenue Allocation for Intersection Redesign with Accessible Monitoring Data [2:09:45]: Motion from Vice Chair Rojas and second from Secretary Gatti to open discussion [2:10:25]. Board Member Soong distributed draft of resolution focused on implementing traffic enforcement under a safety-first framework, and directing revenues from fines toward redesigning dangerous intersections and mandating that enforcement data be monitored transparently and made available to public. Chair conducted a voice vote that was approved to defer this agenda item to next meeting (7-0-0, Aye – Gatti, Koga, Kumalae, Lualemaga, Soong, Tumbaga, and Rojas, Nay – None, and Abstain – None) [2:14:15].

Resolution on Implementing Camera-Based Traffic Enforcement with a Safety-First Approach and Revenue Allocation for Intersection Redesign [2:14:20]: Motion from Vice Chair Rojas and second from Secretary Gatti to open discussion [2:14:20]. Board Member Soong distributed draft of resolution that is similar to one above but omitting the requirement for public accessibility of enforcement data. Chair conducted a voice vote that was approved to defer this agenda item to next meeting (7-0-0, Aye – Gatti, Koga, Kumalae, Lualemaga, Soong, Tumbaga, and Rojas, Nay – None, and Abstain – None) [2:20:15].

Resolution to Recalibrate Red-Light and Traffic-Signal Cameras Using Federal Rules with Daily and Monthly Calibration [2:20:45]: Motion from Vice Chair Rojas and second from Secretary Gatti to open discussion [2:20:55]. Board Member Soong distributed draft of resolution seeking requirements for red-light and traffic-signal cameras to be calibrated according to federal standards to ensure accuracy and reliability of enforcement. Chair conducted a voice vote that was approved to defer this agenda item to next meeting (7-0-0, Aye – Gatti, Koga, Kumalae, Lualemaga, Soong, Tumbaga, and Rojas, Nay – None, and Abstain – None) [2:35:35].

Approval of Regular Meeting Minutes: Wednesday, April 9, 2025 [2:32:55]: Motion from Board Member Lualemaga and second from Vice Chair Rojas to approve minutes as is [2:33:00]. Chair conducted a voice vote that was approved to adopt minutes as written (7-0-0, Aye – Gatti, Koga, Kumalae, Lualemaga, Soong, Tumbaga, and Rojas, Nay – None, and Abstain – None) [2:33:00].

Approval of Certificate of Recognition to Chester Koga [2:33:20]: Motion from Board Member Soong and second from Board Member Lualemaga to award certificate [2:33:20]. Chair conducted a voice vote that was approved to award certificate (7-0-0, Aye – Gatti, Koga, Kumalae, Lualemaga, Soong, Tumbaga, and Rojas, Nay – None, and Abstain – None) [2:33:20]. Hearing no objections, Board presented a well-deserved award to Board Member Koga for his longstanding and outstanding service to the community.

Neighborhood Security Watch [2:37:05]: Vice Chair Rojas asks for participation for this community and announced upcoming training classes.
