I. CALL TO ORDER [0:00:05]: Chair Leialoha Tumbaga called the meeting to order at 7:07 p.m. Quorum was established with 8 members present. (Note: This 9-member Board requires 5 members to establish quorum and to take official Board action.) Board members must be in-person or have video access.

Board of Water Supply (BWS) – [0:05:20]: Iris Oda provided announcements including the annual detect-a-leak event.

III. RESIDENT’S AND COMMUNITY CONCERNS – [0:10:20]
Speed Limit – [0:10:35]: Franklin raised concerns regarding the decrease in speed limits on the Likelike Highway.
Youth Programs [0:16:46]: A resident inquired about youth programs in Kalihi Valley.
Street Parking [0:19:10]: A resident raised concerns about lack of street parking, due to abandoned vehicles.
Vandalism [0:27:00]: Resident Lynette Kumalae raised concerns with vandalism at Kalihi Valley District Park.
IV. PRESENTATIONS – [0:30:48]
Restricted Parking Zone (RPZ) Transportation Demand Management (TDM) Implementation Services Project – [0:31:20]: Max Kalhammer, Parking and Curb Management Coordinator, Department of Transportation Services, presented the following. The RPZ Pilot Program, launched in 2017, resulted in an 86% decrease in non-residential on-street parking, and a 70% increase in available spaces. As the program transitions from the pilot-phase into a permanent permit system, different types of permits are becoming available; annual, visitor, and single day permits. The Mediation Center of the Pacific on Early Eviction Mediation Program [1:02:41]: Roberta Hickey-Gomez, Mediation Center of the Pacific, Program Manager, presented the following. This program was launched in 2021 to address the end of Hawaii’s eviction moratorium, in conjunction with Act 57, offering rental assistance with mediation. For the first year the program had 1,342 cases, achieved an 85% agreement rate, and kept 90% of tenants in their homes. Despite Act 57 expiring in August 2022, the program continued with private funding and the use of independent contractor mediators. The program benefits both landlords and tenants as it reduces time spent on recovering rents and navigating legal systems and saves landlords money spent in the eviction process, provides greater ease in housing relationships, and greater housing stability and predictability. Meetings are one and a half hour long, through Zoom and require participants to sign a confidentiality agreement. The Mediation Center of the Pacific is currently working on legislation, House Bill 1433, which will extend the period for a notice of termination of a rental agreement and a Tenant Kokua Hub starting in December.
