I. CALL TO ORDER [0:00:22]: Chair Leialoha Tumbaga called the meeting to order at 7:06 p.m. Quorum was established with 7 members present. (Note: This 9-member Board requires 5 members to establish quorum and to take official Board action.) Board members must be in-person or have video access.
Board Members Present: Leialoha Tumbaga, Alan Kumalae, Randy Franklin, Simeon Rojas, Michael Gatti, Chris Lualemaga, and James Soong.
Board Members Absent: Chester Koga and Hernando Tan.
Guests: Lieutenant Creighton Hatico (Honolulu Police Department); Bandmaster Clarke Bright (Mayor Rick Blangiardi); Iris Oda (Board of Water Supply); Representative Ikaika Hussey, Lynn Robinson (Councilmember Dos Santos-Tam); Senator Donna Mercado Kim and Kathy Nii, Lynette Kumalae, Shirley Miyashiro, Dana Yap, Cardenas Pintor (Neighborhood Board Kalihi Palama No. 15); Kathee LeBuse, Kathryn Lam Bradley (Residents and Guests); Spencer Johnson (Neighborhood Commission Office). Honolulu Fire Department (HFD) – [0:01:35]: No representative present, a report was submitted.

Honolulu Police Department (HPD) – [0:08:16]: Lieutenant Creighton Hatico provided the February 2025 monthly statistics, safety tips, and responses to concerns raised at the previous meeting.

Board of Water Supply (BWS) – [0:13:15]: Iris Oda provided the water main breaks during the month of February 2025, and an announcement regarding hiring.
III. RESIDENT’S AND COMMUNITY CONCERNS – [0:14:38]
Ahupua’a Ride – [0:15:00]: Kumalae announced donations are being accepted to support the K-Vibe Ahupua’a Ride in the form of water, and extra bicycles. Pick-up trucks are also wanted for rider transportation back to the start line.
Graffiti – [0:17:00]: Kumalae mentioned efforts to paint over graffiti on Kay’s Market in Kalihi.
Telephone Pole – [0:20:30]: Resident Shirley Miyashiro raised concerns regarding a telephone pole that is leaning over on Gullick Avenue extension, fronting the Kokua Kalihi Valley gate.
Traffic Cameras – [0:22:50]: Soong announced that the red-light cameras are now issuing speeding violations too.
IV. CITY ELECTED OFFICIALS – [0:28:00]
Mayor Rick Blangiardi’s Representative – [1:26:55]: Bandmaster Bright highlighted portions of the mayor’s newsletter, and provided the report which included the following. HPD made various checks on Numana Road for an abandoned black Mercedes, the vehicle was no longer at this location.

Approval of Regular Meeting Minutes: Wednesday, February 12, 2025: [1:24:24] Gatti Moved and Soong Seconded the Motion to approve the February 2025 meeting minutes as written. The motion was adopted by voice vote (7-0-0) AYE: Tumbaga, Kumalae, Franklin, Rojas, Gatti, Lualemaga, Soong. NAY: None. ABSTAIN: None.) [1:24:30]
VII. COMMITTEE REPORTS/ASSIGNMENTS – [1:25:10] Lualemaga announced the creation of a newsletter as part of his communications committee. Rojas commented on Neighborhood Security Watches. Discussion followed.
VIII. OTHER REPORTS – [1:43:20]
Chair’s Report: Chair Tumbaga announced the Kalihi appliance trade-up program: swapping old appliances for energy efficient ones – includes removal/disposal.
