I. CALL TO ORDER [0:00:22]: Chair Leialoha Tumbaga called the meeting to order at 7:06 p.m. Quorum was not established with 7 members present. (Note: This 9-member Board requires 5 members to establish quorum and to take official Board action.) Board members must be in-person or have video access.

Special Announcement [0:01:50]: Chair Tumabaga announced the deadline for the Neighborhood Board (NB) candidate registration for the 2025 NB election is on Friday, February 21, 2025. Chair Tumbaga announced that a crossing guard is needed for Kalihi Uka Elementary

Honolulu Police Department (HPD) [0:08:16]: Lieutenant Yamashita and Sergeant J. Martinez provided the January 2025 monthly statistics, safety tips, and responses to concerns raised at the previous meeting.

Board of Water Supply (BWS) [0:33:54]: Iris Oda provided the announcement regarding water waste, the water main breaks during the month of January 2025, and responses to concerns from the previous meeting.

III. FILLING OF VACANCIES [0:37:37]: Chair Tumbaga called for nominations to fill the one At-Large vacancy. Kumalae nominated James Soong. Gatti nominated Melba Amaral. Franklin nominated Jackie Ujano. The nominees provided a brief introduction and responded to questions. Discussion followed.
[1:04:16] James Soong filled the At-Large vacancy by roll call vote. (6-1-1) (SOONG: Lualemaga, Kumalae, Rojas, Tan, Gatti, Tumbaga; AMARAL: Koga; UJANO: Franklin. [1:05:57]

Soong recited the Oath of Office and officially joined at 8:12 p.m., 9 members present.

Healthy Active Aging Fair [1:08:00]: Cardenas Pintor announced the Healthy Active Aging Fair on Saturday, February 22, 2025 from 10:00 a.m. to 12:00 p.m. at the Jikoen Hongwanji Okinawa Memorial Hall.
