Purpose: The purpose of neighborhood boards and the neighborhood plan is to increase and assure effective citizen participation in the decisions of government.

Notes: The Board may take action on any agenda item. As required by the State Sunshine Law (Hawaii Revised Statutes (HRS) 92), specific issues not noted on this agenda cannot be voted on unless added to the agenda. A two-thirds (2/3) vote, nine (9) of this thirteen (13) member Board is needed to add an item to the agenda. Adding an item to the agenda, however, is not permitted if 1. The item to be added is of reasonably major importance and 2. Action on the item by the Board will affect a significant number of persons.

Determination of whether a specific matter may be added to an agenda must be done on a case-by-case basis. Please silence all electronic devices.

Hawaii Public Housing Authority and SENECA, is requesting anyone that needs further clarification, and or had questions or concerns about the affordable housing move and or processes of such in Towers at Kuhio Park (KPT) from the March 2025 Neighborhood Board (NB) meeting, please attend our next NB meeting in May 2025.
B. The next Kalihi-Pālama Neighborhood Board No. 15 meeting is scheduled to be on Wednesday, May 21, 2025 at 7:00 p.m.
C. City and County of Honolulu and Hawaiʻi Foodbank are Partnering to Fight Against Hunger: Neighborhood Assistant Zhoydell Magaoay will be collecting non-perishable goods at tonight’s meeting.

CALL TO ORDER – [0:00:07]: 7:00 p.m.

Chair Ybanez called the Kalihi-Pālama Neighborhood Board No. 15 meeting to order at 7:00 p.m. Quorum was established with nine (9) members present when announcing agenda items that needed board member votes (Board members were required to have video capabilities on to establish quorum). Note: This 13-member Board requires seven (7) members to establish a quorum and to take official Board action.

Board Members Present: Evelyn Cullen, Diosa Mae, Ken Farm, Donald Guerrero, Cardenas Pintor (arrived at 7:06 p.m.), Delia Ulima, Alyn Vasquez-Dela Cerna, Lloyd Pohano, Amanda Ybanez, and Randall Jadulang.

CITY MONTHLY REPORTS – [0:00:10]
Honolulu Fire Department (HFD) – [0:00:27]: Firefighter D. Imanaka provided the report and highlighted the following: February 2025 Statistics: There were two (2) structure fires, one (1) wildland/brush fire, four (4) nuisance fires, five (5) activated alarms, 208 medical emergencies, three (3) motor vehicle collisions with pedestrian, eight (8) motor vehicle crashes/collisions, and one (1) hazardous materials incident. Firefighter Imanaka provided smoke alarms safety tips.

Honolulu Police Department (HPD) District 1 – [0:02:53]: Sergeant Rodriguez reported the February 2025 crime statistics, which can be found at https://www.honolulupd.org/.
February 2025 Statistics: There was one (1) motor vehicle theft, eight (8) thefts, four (4) Unauthorized Entries into Motor Vehicles (UEMV), five (5) assaults, one (1) graffiti case, and one (1) drug arrest. Sergeant Rodriguez announced that HPD District 1 will be out in force to ensure to ensure the safety of people that wish to attend any Kuhio Day festivities throughout the Chinatown area. Sergeant Rodriguez provided pedestrian safety tips. Sergeant Rodriguez reported that District 1 responded to several disturbances within the surrounding areas of Beretania Community Park and ʻAʻala Park which resulted in teh initiation of assaults, robberies, and violation of park rules.

Vice Chair Pintor arrived at 7:07 p.m. There were 10 members present.

Honolulu Police Department (HPD) District 5 – [0:08:57]: Lieutenant Hatico reported the February 2025 crime statistics, which may be found at https://www.honolulupd.org/.
February 2025 Statistics: There were five (5) aggravated assaults, 15 motor vehicle thefts, 10 burglaries, five (5) robberies, two (2) sex assaults, 18 simple assaults, 30 thefts, seven (7) Unauthorized Entries into Motor Vehicles (UEMV), and 2,934 calls for service. Lieutenant Hatico provided additional details on the sex assault on the 600 block of North King Street; robbery second at the Dole Cannery Costco area where a person was knocked down by a male and had his bag snatched; auto theft at the 500 block of Alakawa Street; robbery second in the 1400 block of Adelaide Street involving a juvenile; and the fire on Banyan Street. Lieutenant Hatico encouraged the public to be aware of people on wheelchairs when operating a vehicle.

Honolulu Authority for Rapid Transit (HART) – [0:17:52]: Gabby Camacho provided follow up responses to concerns raised at the previous meeting regarding notification of sidewalk closure on the mauka side of Kamehameha Highway. Camacho provided the report which can be found at: HART Newsletter March 2025. Camacho highlighted the progress of the Airport guideway and stations; City Center guideway and stations; Downtown and Dillingham utility relocations; and new HART Board member Jared Kawashima. Camacho announced that the HART Board of Directors meeting is scheduled for Friday, March 21, 2025, at 8:30 a.m., at Aliʻi Place, Suite 150 and also broadcasted live on Ōlelo TV. Discussions followed. Hearing no further discussions, the Board conducted a roll call vote; 3-6-0 [Aye: Jadulang, Vasquez-Dela Cerna, Ybanez; Nay: Cullen, Diosa Mae, Guerrero, Pintor, Pohano, Ulima; Abstain: None] – [0:46:04]. The motion was not adopted. Member Farm did not respond when his name was called for his vote.

Chair Ybanez called the meeting back to order at 7:54 p.m.

Fire Prevention – Smoke Alarms – [0:54:43]: HFD Fire Inspector Carl Otsuka presented the importance of having a working smoke alarm. Otsuka recommended placing smoke alarms on every level of the home, in every bedroom, and in the hallway near every sleeping area. Otsuka suggested testing the smoke alarms monthly, changing the batteries annually, and replacing the unit after 10 years or when malfunction, and cleaning the unit with a vacuum, using the soft brush attachment. Otsuka noted the significance of creating an evacuation plan with multiple exit routes and a designated meeting location outside the home. Otsuka stated that closing the door isolates the fire and can drastically reduce losses. In the event of fire, call or text 911 first for any emergency, close all your doors before evacuating, having a “go bags” for family and pets, and ensure your address is clearly marked and easy to see. Questions, comments, and concerns followed – [1:06:19]. Questions and concerns were raised regarding installation of sprinklers, single wall homes safety, planning for wheelchair accessibility & elderly and evacuation.

RESIDENTS’ AND COMMUNITY CONCERNS – [1:17:07]
Homeless Solutions – [1:17:26]: Homeless Coordinator Roy Miyahira provided a brief introduction of himself and what his role as the City’s Homeless Coordinator. Miyahira noted that he has the skills for finding solutions for a crisis that have our citizens that have been displaced for many reasons, are struggling and need of our help. He believes that we are all stakeholders in our society and if people are in need to try to treat them as if they are our own. Miyahira will be on the agenda next month to discuss the current homeless crisis and solutions.

Homeless Concerns – [1:21:43]: Resident Dale Crupa noted that the last clean sweep in the Iwilei area was better as it eliminated all the encampments in the area, however they are coming back as there is one (1) tent by Sumner Street by Nimitz Highway. Crupa also noted that they will set their encampments in front of Ross and the men’s IHS. Crupa is requesting that HPD would conduct a clean sweep every 30 days, as the law allows to get the homeless encampments out as he has observed two spots where drugs are being sold out of their tents.

Speeding Cameras – [1:25:04]: James Soong announced that all the red-light cameras are now speed cameras and the fine is $250.00. Soong noted that the speed limit at the intersection of North School Street and Likelike Highway varies. Senator Kim noted the locations of all of the speeding cameras can be found on her newsletter.

Housing Relocation Concerns – [1:29:59]: Member Ulima and resident Lehua raised concerns regarding the relocation of Kuhio Homes residents and their dissatisfaction with the process. Ulima noted that the move has been occurring and residents feel that they have not been treated fairly or have received the information or help that they were promised by Michaels Development or the Hawaii Public Housing Authority (HPHA). Lehua noted that representatives from Michael’s Development, HPHA, or Seneca have not come to meet with the residents. The community is not being properly communicated with or included in decision-making processes. Tenants are facing health issues and displacement due to redevelopment plans and the current plans do not align with the needs and preferences of the tenants. Senator Kim provided some clarity to the relocation process and the meeting held by legislators, the developers, and HPHA.

CITY ELECTED OFFICIALS – [1:49:35]
Mayor Rick Blangiardi – [1:50:01]: Deputy Courtney provided the report which can be found on at Mayor Highlights March 2025. Deputy Courtney highlighted the City’s Wahi Pana art initiative, Kumu Ola Hou transitional housing shelter, Federal Emergency Management Agency (FEMA)’s updated Flood Insurance Rate Maps, and 2025 Neighborhood Board election. Deputy Courtney provided responses to concerns raised at the previous meeting and was available for questions.

Councilmember Radiant Cordero – [1:55:04]: Councilmember Cordero provided her report, which can be found at: Councilmember Cordero March 2025 Report. Councilmember Cordero announced that the Kapālama Town Hall Meeting will be on Tuesday, April 1, 2025, at 6:00 p.m., at Kalihi Kai Elementary School and Department of Environmental Services (ENV) Town Hall Meeting on Thursday, March 20, 2025, at 5:30 p.m., at George Fred Wright Wahiawā District Park. Councilmember Cordero notd that the public appeal process and information regarding the FEMA Flood Insurance Rate Maps (FIRM) can be found at: www.resilientoahu.org/GetFloodReady.

Councilmember Tyler Dos Santos-Tam – [1:59:01]: Lynn Robinson provided the report which can be found at: Councilmember Dos Santos-Tam March 2025 Report. Robinson announced that the Pacific Gateway Center and Refugee and Immigration Law Clinic has a free workshop assisting lawful permanent residents and non-citizen U.S. veterans with naturalization applications at the University of Hawaii Law School Clinic from 8:00 a.m. to 2:00 p.m. Call 808-956-0836 to make an appointment. Robinson also announced that KVIBE is hosting its annual Kalihi Ahupuaʻa Ride on Saturay, April 12, 2025, at 8:00 a.m. Robinson noted that they have successfully shut down more illegal game rooms and ongoing investigations. U.S. Army Garrison Hawaiʻi Military Report – [2:03:11]: Selina Gentkowski announced that the next hiring fair will be on Tuesday, April 22, 2025 at the Āliamanu Miltary Reservation Gym from 8:30 a.m. to 2:30 p.m. For more information on the hiring fair, visit www.himwr.com. Selina Gentkowski provided the training advisory, which can be found at: U.S. Army Training Advisory March 2025. Gentkowski announced the National Vietnam Veterans Day Parade on Saturday, March 29, 2025, at 6:00 p.m. on Kalākaua Avenue.

Senator Karl Rhoads – [2:05:02]: Payton provided the report, which can be found at: Senator Rhoads March 2025 Report. Payton highlighted new COVID-19 vaccine, reminder to get flu shots during flu season, test kits are available for anyone to test for Little Fire Ants on their property, and Senate Bill (SB) 405, relating to Neighborhood Board Meetings. Senator Donna Mercado Kim – [2:06:41]: Senator Kim provided her report, which can be found at: Senator Kim March 2025 Report. Senator Kim highlighted SB 438 which bans the construction of hazardous waste facilities near or above significant aquifers and on high-quality farmland, red light and speeding cameras, and the pilot program to improve transportation safety and traffic congestion on Nimitz Highway.

Representative Shirley Templo – [2:16:39]: Representative Templo encouraged the public to attend the Kapālama Town Hall Meeting on Tuesday, April 1, 2025, at 6:00 p.m., at Kalihi Kai Elementary School. Representative Templo noted that she is on three (3) committees – Economic Development, Tourism, and Finance. Representative Templo also noted that Board Member Vasquez-Dela Cerna was honored at the State Capitol for her Slipper Foundation 20th year in service. Representative Templo provided CIP plans to update the fire systems for Farrington High School, roof repairs for Kalihi-Kai Elementary School, and air-conditioning replacement for Kalihi Waena Elementary School.

Governor Josh Green’s Representative – [2:21:02]: Dreana Kalili provided the report which can be found at: Governor Green March 2025 Newsletter. Kalili highlighted Operation Hire Hawaiʻi, which is an initiative to expedite State hiring process, fast-tracking qualitfied candidates into job opportunities and the Young Brothers pilot project to alleviate the traffic congestion on Nimitz Highway and Auiki Street.

City and County of Honolulu and Hawaiʻi Foodbank are Partnering to Fight Against Hunger: Neighborhood Assistant Zhoydell Magaoay will be collecting donated canned goods at the next Neighborhood Board meeting on Wednesday, April 16, 2025.
