Purpose: The purpose of neighborhood boards and the neighborhood plan is to increase and assure effective citizen participation in the decisions of government.
Notes: The Board may take action on any agenda item. As required by the State Sunshine Law (Hawaii Revised Statutes (HRS) 92), specific issues not noted on this agenda cannot be voted on unless added to the agenda. A two-thirds (2/3) vote, nine (9) of this thirteen (13) member Board is needed to add an item to the agenda. Adding an item to the agenda, however, is not permitted if 1. The item to be added is of reasonably major importance and 2. Action on the item by the Board will affect a significant number of persons.
Determination of whether a specific matter may be added to an agenda must be done on a case-by-case basis. Please silence all electronic devices.

C. Motion to support Bill: SB1632 (& HB1492 companion) Work Force Affordable Housing in Hawaii.
D. Motion to support Resolution 25-03, CD1 – Reaffirming the City Policy that Landfils Should Not Be Located Above Drinking Water Sources. The Resolution strongly opposes any landfill located near drinking water sources and reaffirms the Counil’s commitment to protecting Honolulu’s vital water resources for generation.
E. Motion to support Bill 19 (2024), FD1, CD2 – Establishing a Resident Preference for City Affordable Housing Programs. This establishes a “Resident Preference” wherein Hawai‘i residents are given preference for all City housing programs that are: (1) Funded by Honolulu taxpayer dollars; (2) Developed by the City; or (3) Purchased and managed by the City. To qualify, housing applicants must be a “full-time resident of the City” who: (1) is registered to vote in the State of Hawai‘i; and (2) spends at least 200 days in the state.
F. Motion to support Resolution 25-25 – Requesting the City Administration to Submit the Updated 2025 Local Hazard Mitigation Plan to the City Council. The Council is requesting the City Administration of Honolulu to submit the updated 2025 Local Hazard Mitigation Plan to the City Council, as required by federal law for eligibility to receive federal project grant funds. Federal regulations mandate that the City’s hazard mitigation plan be reviewed and updated every five years, with the current update due by February 2025.

Chair Ybanez called the Kalihi-Pālama Neighborhood Board No. 15 meeting to order at 7:00 p.m. Quorum was NOT established with five (5) members present when announcing agenda items that needed board member votes (Board members were required to have video capabilities on to establish quorum). Note: This 13-member Board requires seven (7) members to establish a quorum and to take official Board action.

CITY MONTHLY REPORTS – [0:01:21]
Honolulu Fire Department (HFD) – [0:01:23]: There was no representative present at the time of City monthly reports. Firefighter McGurick provided the report later in the meeting.
Honolulu Police Department (HPD) District 1 – [0:01:33]: There was no representative present and no report was submitted.
Honolulu Police Department (HPD) District 5 – [0:01:52]: Lieutenant Yamashita reported the December 2024 crime statistics, which may be found at https://www.honolulupd.org/.
December 2024 Statistics: There were seven (7) aggravated assaults, 13 motor vehicle thefts, five (5) burglaries, six (6) robberies, two (2) sex assaults, 15 simple assaults, 44 thefts, nine (9) Unauthorized Entries into Motor Vehicles (UEMV), and 3,108 calls for service. Lieutenant Yamashita provided additional details of the robbery cases in the Sumner Street area and Mayor Wrights Housing area. Lieutenant Yamashita announced that the District 5 Coffee with a Cop on Friday, February 28, 2025, at the Waiakamilo Shopping Center, from 9:00 a.m. to 11:00 a.m.

Board of Water Supply (BWS) – [0:13:08]: Iris Oda provided information about the BWS’s Water Wisdom Program and how to conduct your own water audit. For more information, go to www.boardofwatersupply.com/waterwisdom.
Honolulu Authority for Rapid Transit (HART) – [0:14:31]: Gabby Camacho provided updates to the Dillingham Boulevard utility relocation project. Camacho stated that the HART will be shifting the work zone between Kamehameha Highway off ramp to Laumaka Street to the mauka side of the road; the traffic will be on the makai side of the road on the night of Friday, January 24, 2025 and will be fully in effect on Saturday, January 25, 2025. This work condition will be lasting for four (4) months. East- and westbound traffic will still be allowed while the work zone is being shifted. PRESENTATIONS – [0:36:36]
U.S. Army Natural Resources Program – [0:36:53]: Outreach & Volunteer Program Specialist Jenna Patague provided a brief overview of the U.S. Army Natural Resources Program. The Program is located on Schofield Barracks. The Program specializes in endangered species mostly throughout the Waianae region, but they do have some management unit withing the Koolau Mountains. Patague announced that the Program have a few volunteer opportunities this month and next month that do involve planting. Anyone interested is asked to visit their website www.oanrp.com or email outreach@oanrp.com. Volunteer seats are limited as they do work in very remote areas where they do off roading, work within endangered taxa. The program does a lot of different lengths to protect them such as surveys and monitoring; invasive species control through fencing, predator control, and week control; and with their restoration where they do conservation, seed labbing, and nursery work. Patague announced summer internships opportunities and the applications will open at the end of January 2025.

HFD Fire and Life Safety Presentation – [0:41:24]: Fire Inspector Carl Otsuka provided a short presentation on fireworks safety. Otsuka went over definitions of fire, explosion, provided national fireworks statistics, and the Oahu Fireworks Law. Otsuka shared the Hawaii News Now video report of the Aliamanu tragedy. Otsuka noted that the tragedy killed four (4) and 20 plus injured from shrapnel, burns, and psychological injuries (PTSD, Shock). Otsuka also noted the death of a Kalihi man from fireworks. Otsuka provided safety tips such as personal protective equipment – PPE (goggles, gloves, hearing protection, pants, shoes, long sleeve shirt), bucket of water or hose nearby, keep minors away, clearing garage or carport of any combustibles or flammables, no drugs or alcohol with fireworks, and firecrackers with permit only. Otsuka stated that the fireworks amnesty program was held on January 11, 2025.

Honolulu Fire Department (HFD) – [1:02:50]: Firefighter McGurick reported the following.
December 2024 Statistics: There was one (1) structure fire, 10 nuisance fires, eight (8) activated alarms (no fire), 183 medical emergencies, one (1) motor vehicle collision with pedestrian, 17 motor vehicle crashes/collisions, and one (1) hazardous materials incident. Firefighter McGurick provided the appliance and electrical safety tips. A copy of the report can be found at: HFD January 2025 Report.
RESIDENTS’ AND COMMUNITY CONCERNS – [1:05:16]
Slim’s Power Tools 32nd Annual Hand Tool Competition/Heman Challenge – [1:05:46]: Rand Okemura announced the Competition will be held on Sunday, April 27, 2025, from 8:00 a.m. to 2:00 p.m. The event will also be a fundraiser for the American Diabetes Association (ADA) featuring an “Unscrew da Screw” Event for the ADA. A portion of Republican Street will be closed. Slim’s Power Tools will be also be having a one-day sale on the day of competition featuring over 30 vendors from all over the U.S. For more information can be found at Slim’s Power Tools Heman Challenge Flyer.
Updates – [1:07:13]: Vice Chair Pintor requested updates from Amazon and Kamehameha Schools regarding future developments.
CITY ELECTED OFFICIALS – [1:10:03]
Mayor Rick Blangiardi – [1:10:12]: Deputy Courtney provided the report which can be found at: Mayor Blangiardi January 2025 Newsletter. Deputy Courtney highlighted the new landfill site, affordable housing grant, registration for the 2025 Neighborhood Board Elections, and the City is looking for individuals to join the Ocean Safety Commission. More information can be found at: https://www8.honolulu.gov/mayor/newsletter/. Deputy Courtney provided responses to concerns raised at previous meeting and was available for questions.
Questions, comments, and concerns followed – [1:14:59].
1. 311 App Concerns – [1:15:01]: Member Cullen noted that she has been submitting requests through the 311 App, however has not received any responses especially from the Department of Facilities Maintenance (DFM). She stated that about a month ago, there was an attempted murder, someone was sleeping in an abandoned limousine and someone came and set that on fire; she had reported that limousine to be removed through 311 App, a week prior to that incident and the limousine is still there. Member Cullen went on to say that she has submitted a lot of requests regarding Auiki Street and all the abandoned vehicles, but had not received any responses. Member Cullen suggested installing cameras on Auiki Street to help deter any type of illegal dumping or criminal activities that is happening. Deputy Courtney responded and requested the timeframe of when the requests were submitted.
Member Ulima logged on at 8:15 p.m. There were nine (9) members present.
2. Homeless Concerns – [1:16:50]: Member Cullen noted that there are new homeless individuals around Auiki Street. She thinks that they are the homeless people from the mainland, which she feels unsafe of letting her grandchildren walk around or play outside without adult supervision.
3. Homeless Encampment – [1:20:31]: Chair Ybanez noted that she submitted a request back in October 2024 regarding the service resistant encampment that is taking over the entire Kalihi Stream near Marukai shopping area and has not received any response. Chair Ybanez noted that individuals are aggressive and violent; it is not safe for people walking past there.
4. Prosecutor’s Office Phone Call Concerns – [1:22:40]: Member Cullen noted that she called the prosecutor’s office from her cell phone; it went straight to voicemail several times. She then attempted to call from a landline phone, and it went through. So, when she finally made the connection, the person that she spoke to told her that sometimes cell phone is not able to connect to City offices.
Councilmember Radiant Cordero – [1:24:12]: Dinna Schwiering provided the report, which can be found at: Councilmember Cordero January 2025 Report. Schwiering noted that that application portal for the transit construction mitigation fund will open on Monday, January 27, 2025, at 10:00 a.m. and the application deadline is Friday, February 7, 2025, at 10:00 a.m. For more information regarding Transit Mitigation Fund, visit: https://www.revitalizeoahu.org/tcmf-info. Schwiering noted that Councilmember Cordero will remain as Council Floor Leader and now the Chair of the Committee on Planning, Infrastructure, and Transportation. Schwiering provided legislative updates.

U.S. Army Garrison Hawaiʻi Military Report – [1:34:01]: Selina Gentkowski announced that the next hiring fair will be on Tuesday, February 18, 2025 at the Helemano Military Reservation Training Room from 8:30 a.m. to 2:30 p.m. For more information on the hiring fair, visit www.himwr.com. Senator Glenn Wakai – [1:40:31]: Ashley Niibu provided the report, which can be found at: Senator Wakai January 2025 Report. Niibu highlighted the fireworks incident, enforcement of existing firework laws, and the progress on the Kalihi ports. Niibu announced that Senator Wakai is now the Chair of the Energy and Intergovernmental Affairs Committee.

Kalili responded to the concerns raised earlier in the meeting regarding Auiki Street, traffic, and shipping container trucks. Kalili stated solutions in addressing some of the residents’ concerns.
