Purpose: The purpose of neighborhood boards and the neighborhood plan is to increase and assure effective citizen participation in the decisions of government.

Notes: The Board may take action on any agenda item. As required by the State Sunshine Law (Hawaii Revised Statutes (HRS) 92), specific issues not noted on this agenda cannot be voted on unless added to the agenda. A two-thirds (2/3) vote, nine (9) of this thirteen (13) member Board is needed to add an item to the agenda. Adding an item to the agenda, however, is not permitted if 1. The item to be added is of reasonably major importance and 2. Action on the item by the Board will affect a significant number of persons.

Determination of whether a specific matter may be added to an agenda must be done on a case-by-case basis. Please silence all electronic devices.

U.S. Army Garrison Hawaii Military Report – [0:53:12]: Selina Gentkowski provided information about the following: job fair (last of the year) at the Aliamanu Military Reservation (AMR)—can apply at https://hawaii.armymwr.com/ (same privileges as going in person); training is continuing—lesser amount next month with most in the East range and Schofield Barracks; Waikīkī Holiday Parade on Friday, November 29 at 7:00 p.m. commemorating Pearl Harbor and honoring survivors and veterans with local, U.S. mainland and military marching bands; and National Pearl Harbor Remembrance Day commemorating the 83rd Anniversary will be at the Pearl Harbor Visitors Center—open to the public—ceremony begins at 7:45 a.m., with another public ceremony at Fort DeRussy and parade event—starts at 4:00 p.m. (to about 8:00 p.m.).

Kalihi Business Association Annual Holiday Parade – [1:30:52]: Dana Yap provided information about the Kalihi Business Association Annual Holiday Parade that will be on Friday, November 29, 2024 at 6:00 p.m., which he said will start from Kalihi Union Church, proceed down King Street, go up on Houghtaling Street, back to School Street then end at Kalihi-Kapālama School for the Paʻina. Mr. Yap introduced Farrington High School student Nicole Ines, who provided information about the free Paʻina event, which she said will include a chance to meet Santa, as well as cookie making, face painting and different vendors; more information can be found on KBA’s social media Instagram platform.
