Purpose: The purpose of neighborhood boards and the neighborhood plan is to increase and assure effective citizen participation in the decisions of government.
Notes: The Board may take action on any agenda item. As required by the State Sunshine Law (Hawaii Revised Statutes (HRS) 92), specific issues not noted on this agenda cannot be voted on unless added to the agenda. A two-thirds (2/3) vote, nine (9) of this thirteen (13) member Board is needed to add an item to the agenda. Adding an item to the agenda, however, is not permitted if 1. The item to be added is of reasonably major importance and 2. Action on the item by the Board will affect a significant number of persons.
Determination of whether a specific matter may be added to an agenda must be done on a case-by-case basis. Please silence all electronic devices.

Chair Ybanez called the Kalihi-Pālama Neighborhood Board No. 15 meeting to order at 7:00 p.m. Quorum was established with 7 members present when announcing agenda items that needed board member votes (Board members were required to have video capabilities on to establish quorum). Note: This 13-member Board requires seven (7) members to establish a quorum and to take official Board action.

Honolulu Fire Department (HFD) – [0:00:10]: Firefighter Ocean reported the following.
June 2024 Statistics: There were six (6) structure fires, one (1) wildland/brush fire, 11 nuisance fires, 11 activated alarms (no fire), 212 medical emergencies, eight (8) motor vehicle crashes/collisions, one (1) ocean rescue, and one (1) hazardous materials incident. Honolulu Police Department (HPD) District 1 – [0:08:22]: Lieutenant Arnold Sagucio reported June 2024 crime statistics, which can be found at https://www.honolulupd.org/. Lieutenant Sagucio provided safety tips on vehicle back seats especially with the high heat temperature over the summer.
June 2024 Statistics: There was one (1) motor vehicle theft, one (1) theft, seven (7) Unauthorized Entries into Motor Vehicles (UEMV), three (3) assaults, one (1) graffiti, and 304 calls for service. Lieutenant Sagucio extended the invitation to meet Major Paul Okimoto at Coffee Bean & Tea, 1170 Auahi Street on Friday, July 19, 2024 from 8:00 a.m. to 10:00 a.m.

Honolulu Police Department (HPD) District 5 – [0:12:08]: Lieutenant Yamashita reported June 2024 crime statistics, which may be found at https://www.honolulupd.org/.
June 2024 Statistics: There were six (6) burglaries, 18 motor vehicle thefts, 53 thefts, 11 Unauthorized Entries into Motor Vehicles (UEMV), two (2) robberies, seven (7) aggravated assaults, three (3) sex assaults, 10 simple assaults, and 2,769 calls for service. Lieutenant Yamashita provided detailed information regarding the sex assault incidents and one (1) of the aggravated assault incident. Lieutenant Yamashita provided road rage safety tips.

Board of Water Supply (BWS) – [0:28:27]: Iris Oda reported two (2) main breaks, one on Sunday, June 9, 2024 near 20 Alakawa Street and the other on Saturday, June 15, 2024 near 925 Dillingham Boulevard. Oda announced the 2024 Annual Unthirsty Plant Sale on Saturday, August 3, 2024 from 9:00 a.m. to 3:00 p.m. at the Hālawa Xeriscape Garden.

Resolution Urging the State and City to Take Proactive Steps to Combat Illegal Gambling – [0:36:26]: Vasquez-Dela Cerna MOVED and Cullen SECONDED to support the Resolution that was passed by the Pearl City Neighborhood Board [0:36:48]. Discussions followed. Young suggested to write a Resolution to reflect Kalihi-Pālama Neighborhood Board and what other Neighborhood Boards are doing. Hearing no further discussion, the Board conducted voice vote. Hearing no objections, the motion was ADOPTED; 10-0-0 (Aye: Cullen, Daga, Farm, Guerrero, Irwin, Pintor, Ulima, Vasquez-Dela Cerna, Ybanez, Young; Nay: None; Abstain: None) [0:37:25]. Approval of Minutes: Wednesday, May 15, 2024 – [0:37:33]: Vasquez-Dela Cerna MOVED and Ybanez SECONDED to adopt the Minutes as written [0:37:40]. Hearing no corrections and no objections, the Board adopted the Minutes as written [0:37:49].
Resolution Urging For A Mask Mandate – [0:37:53]: Pintor presented the Resolution which can be found at: https://drive.google.com/file/d/1qTeDLYOkXPdbmzNtq3SuOYprCBkJ58HV/view?usp=drive_link. Pintor MOVED and Young SECONDED to adopt the proposed Resolution urging for a mask mandate indoors. [0:40:41]. Discussions followed. The Board provided recommendations. This item was deferred to the next meeting to allow Pintor to consider the recommendations and amend the Resolution.
PRESENTATIONS – [0:43:11]
Amazon Updates – [0:43:46]: Stephen Maduli-Williams and Stephanie Kalili provided updates on the Amazon facility. The Amazon facility is set to open on Tuesday, August 6, 2024 with a ribbon cutting ceremony on Wednesday, July 31, 2024 from 10:00 a.m. to 12:00 noon. Stephanie Kalili has been selected as the new Site Leader for the Sand Island facility. Kalili discussed the hiring process and community partnerships. Maduli-Williams noted that Amazon offers tuition assistance for associates to pursue higher education and starting pay is at least $22 per hour.

TheBus Service Changes – [1:02:22]: Jay Egusa presented the TheBus service changes affecting the Kalihi-Pālama district effective Sunday, August 18, 2024. Egusa noted that TheBus is discontinuing route-9 which services Kaimuki-Pearl Harbor and splitting route-7 into two (2) new routes. Egusa also noted that the new route-7 will cover Kalihi Valley, Downtown/Chinatown, Ala Moana/Kakaʻako and Kaimukī/Kāhala Mall. Egusa further noted that there will be a route-7 a.m./p.m. peak shuttle that will provide additional route-7 service for Kalihi Valley between Kalihi Valley to/from Dillingham Boulevard. Egusa noted that the new route-307 will service Kam IV Road, School Street, Gulick Avenue, Mokauea Street, Dillingham Boulevard, and Kalihi Transit Center. RESIDENTS AND COMMUNITY CONCERNS – [1:13:39]
1. Puuhale Elementary School Concerns – [1:18:18]: Resident Pua Freitas raised concerns of overgrown grass, feral chickens, feral cats, trash, homeless individuals living in bushes at Puuhale School. She noted that she was threatened by an individual over feral cats. Governor’s Representative Dre Kalili will bring the concerns to DOE and provide updates at the next meeting.
2. CERENE – [1:25:51]: Zach Gibson noted that CERENE have completed the 2nd of two planning meetings and are now getting ready for the official launch in August 2024. Gibson announced that the new island wide network and learning community will be coordinated by both CERENE and Lahui Foundation. Anyone interested in being a part of the planning process or joining the community advisory committee and leadership team to contact Dr. Miku at miku4@hawaii.edu. 3. Town Hall Meeting – [1:27:47]: Moe Mohanna announced that the Hawaiʻi Public Housing Authority and Form Partners are holing a town hall meeting for the future development of Kaahumanu Homes on Thursday, August 15, 2024 from 6:00 p.m. to 8:00 p.m. at Pālama Settlement Dining Hall. Flyers were mailout to about 1200 residents and surrounding community which can be found at: https://drive.google.com/file/d/1Bo2hTnlK7xmy23oZzvldzpQSKQbtUiMm/view?usp=drive_link. Mohanna requested to be placed in the agenda sometime in the future.
4. OCCC Concerns – [1:30:02]: Chair Ybanez raised concerns that staff are severely overworked, understaffed, and there are inmates in there that need to have air conditioning. Chair Ybanez suggested increasing the budget in order to make their improvements.
5. Parking Concerns – [1:32:03]: Member Cullen raised concerns regarding Nimitz Highway, Auiki Street and Libby Street becoming personal parking space for Young Brothers from 6:30 a.m. to 2:30 p.m. Cullen noted that one lane on Nimitz highway is a parking lot with gigantic semi-trucks. Cullen has called HPD multiple times, but understands that it is really not HPD’s job. Governor’s Representative Kalili will follow up and provide updates at the next meeting.
6. Road Conditions – [1:34:55]: Farm raised concerns regarding road conditions with the anticipated increase of traffic in the area with Amazon opening up.
7. Bon Dance – [1:35:37]: Vice Chair Pintor announced that Jikoen Hongwanji will be having their bon dance on Saturday, July 20, 2024 from 5:00 p.m. to 9:00 p.m. Parking is at Kapalama Elementary School.
U.S. ARMY GARRISON HAWAII MILITARY REPORT – [1:36:25]
Selena Gentkowski announced that the next hiring fair will be on Tuesday, August 20, 2024 at the Helemano Military Reservation Training Room from 8:30 a.m. to 2:30 p.m. For more information on the hiring fair, visit www.himwr.com. Faige noted that she will help coordinate with Governor’s Representative Kalili regarding feral chickens at Puʻuhale School. Senator Donna Mercado Kim – [1:46:55]: Orrie noted that the community bulletin for Summer 2024 has been mailed out and if you did not receive a copy reach out to Senator Kim’s office. Orrie also noted that SB2234 relating to noise and SB2401 relating to feral chickens has been signed to law by the Governor. Orrie announced that the State will open two (2) more preschool classrooms in the district this coming August 2024.

Governor Josh Green’s Representative – [1:51:44]: Dre Kalili provided the report. Kalili highlighted FestPAC, Legislative Bill signings, and announcement of the search for the University of Hawaii (UH) president. Kalili noted that she will follow up on all the community concerns related to the State and provide responses at the next meeting. Kalili also noted that the Department of Transportation can do a presentation about how the State expect certain traffic patterns to change once the new Kapālama Container Terminal. Kalili suggested to the Board to coordinate with Amazon regarding doing a presentation on the traffic patterns at the Sand Island facility.

Deputy Courtney highlighted the FestPAC, the City taking over ownership of 400 acres of former Navy land in Kalaeloa, Leahi Behavioral and Medical Respite Center, solar panels atop of Blaisdell Center, and Skyline’s first full year of operation. More information can be found at: https://www8.honolulu.gov/mayor/newsletter/. Deputy Courtney provided responses to concerns raised at previous meeting and was available for questions.
Questions, comments, and concerns followed – [2:02:51].
1. Overgrowth – [2:02:58]: Chair Ybanez noted that there is too much overgrowth along the Kapālama Canal from Houghtailing to the expressway. Residents are concerned. When can DFM do another cleanup? Lynn Robinson from Councilmember Dos Santos-Tam mentioned a related service request #57112 later in the meeting.
2. Incentive Pay – [2:05:38]: Chair Ybanez asked if officers can be provided incentive pay for those districts that need officers and can work longer shifts?
NA Magaoay noted that two (2) concerns were emailed to him prior to the meeting and will be reflected in the minutes.
3. Accessibility Ramps: Resident Edwin Faylogna requested to implement accessibility ramps on sidewalks along Gulick Avenue especially on Gertz Lane. This area has a lot of care homes, and family members who have disabilities and are on wheelchair. (emailed prior to meeting by Member Templo)
4. Loitering: Resident Vangie Tolete requested to investigate loitering and illegal occupation on the intersection of Democrat Street and Kalihi Street. The resident also requested to investigate squatters in the parking lot of 260 Kalihi Street and surrounding areas. (emailed prior to meeting by Member Templo)

Councilmember Cordero highlighted upcoming Committee meetings, City Budget, district priorities, and community concerns. The Councilmember announced the hearing for the transit construction mitigation fund is scheduled for Thursday, August 1, 2024. Councilmember Cordero also announced that she is hosting a district Primary Urban Center Development Plan meeting on Tuesday, July 30, 2024 from 6:00 p.m. to 7:30 p.m. at Moanalua High School Library.

Robinson noted that a Request for Investigation and Service Report (RISR) with the Department of Facility Maintenance (DFM) was submitted in June 2024 for the clearing of overgrowth for the entire Kapālama Canal. Robinson noted that the Councilmember has several bills to address illegal game rooms, which includes the establishment of a task force to develop solutions to improve enforcement and legal measures to address the issue.
