Notes: The Board may take action on any agenda item. As required by the State Sunshine Law (Hawaii Revised Statutes (HRS) 92), specific issues not noted on this agenda cannot be voted on unless added to the agenda. A two-thirds (2/3) vote, nine (9) of this thirteen (13) member Board is needed to add an item to the agenda. Adding an item to the agenda, however, is not permitted if 1. The item to be added is of reasonably major importance and 2. Action on the item by the Board will affect a significant number of persons.

CALL TO ORDER – [0:00:00]: 7:00 p.m.

Chair Ybanez called the Kalihi-Pālama Neighborhood Board No. 15 meeting to order at 7:00 p.m. Quorum was established with 11 members present when announcing agenda items that needed board member votes (Board members were required to have video capabilities on to establish quorum). Note: This 13-member Board requires seven (7) members to establish a quorum and to take official Board action.

Honolulu Fire Department (HFD) – [0:00:21]: Captain Peloso reported the following.
February 2024 Statistics: There were four (4) structure fires, one (1) wildland/brush fire, eight (8) nuisance fires, one (1) cooking fire, nine (9) activated alarms (no fire), 226 medical emergencies, two (2) motor vehicle crashes/collisions with pedestrians, six (6) motor vehicle crashes/collisions, one (1) ocean rescue, and two (2) hazardous materials incidents. Captain Peloso provided wildland fire awareness – prevention and preparedness safety tips. Honolulu Police Department (HPD) District 1 – [0:03:51]: Lieutenant Arnold Sagucio reported April 2024 crime statistics, which can be found at https://www.honolulupd.org/. Lieutenant Sagucio provided safety tips on the ongoing scams especially that the scammers using spoofing apps and are utilizing law enforcement as their hook regarding outstanding warrants or missing jury duty.
April 2024 Statistics: There were two (2) motor vehicle thefts, one (1) burglary, one (1) theft, four (4) Unauthorized Entries into Motor Vehicles (UEMV), one (1) drug offense, and 237 calls for service. Lieutenant Sagucio reported that there was a barricade situation on April 8, 2024 at the Kukui Gardens resulted from an abuse type case. Lieutenant Sagucio noted that the Specialized Services Division (SSD) and the Negotiation team were notified. Lieutenant Sagucio also noted that the suspect surrendered peacefully.

Honolulu Police Department (HPD) District 5 – [0:10:53]: Lieutenant Creighton Hatico reported April 2024 crime statistics, which may be found at https://www.honolulupd.org/. Lieutenant Hatico provided updates on the attempted murder investigation on School Street and Liliha Street.
April 2024 Statistics: There were 17 motor vehicle thefts, five (5) burglaries, 57 thefts, 17 Unauthorized Entries into Motor Vehicles (UEMV), two (2) robberies, nine (9) aggravated assaults, three (3) sex assaults, 21 simple assaults, and 2,904 calls for service. Lieutenant Hatico reported that District 5 was very busy last month with major cases including a murder. Lieutenant Hatico noted that the murder was related to gang violence. Lieutenant Hatico also noted that they are increasing patrols, increasing visibility and getting assistance from Adult Friends for Youth.

Board of Water Supply (BWS) – [0:17:11]: No representative present.

Honolulu Authority for Rapid Transit (HART) – [0:17:22]: Harry Cho reported that the HART received the last and final train on the island that will be needed for when full service opens into downtown Honolulu. Cho also reported that HART received $125 million in Federal funding from the Federal Transit Administration. Cho announced that the road closure on Kohou Street between Dillingham Boulevard and Kaumualii Street will be extended through the end of 2024 for micro-tunneling work and the utility work is still progressing and on schedule to be completed in 2026.

BOARD BUSINESS – [0:24:06]
Rules of Speaking – one minute and one question per speaker, additional questions be posted in the chat or emailed to presenters – [0:24:08]: Chair Ybanez provided a brief explanation of the proposed change to the rules of speaking. Pintor MOVED and Daga SECONDED to adopt the rules of speaking to one minute and one question per speaker. Discussions followed. Daga MOVED and Pintor SECONDED to adopt the rules of speaking to one minute and thirty seconds and one questions per speaker. The Board conducted a voice vote, hearing no objections, the motion was adopted. Members Templo and Young voted in favor of the motion with reservations – [0:27:43].

Removal of Board Member – [0:27:50]: Neighborhood Board Commission Office Executive Secretary Lloyd Yonenaka noted that the rule in the Neighborhood Plan is very specific in terms of removing a Board member from the meeting. Executive Secretary Yonenaka noted that the Chair and the Board have a right to an orderly meeting and if there is someone that is not in compliance with what the Board feel is an orderly meeting, then the Board have the right to remove that individual from the meeting. The Executive Secretary further noted that the Chair or the majority of the Board members can take action to remove an individual from the meeting. Executive Secretary Yonenaka suggested that when raising a concern or asking a question, to ask the question first before the explanation because a lot of times, the explanation is longer than the question. Executive Secretary Yonenaka asked that the Board to respect the fact that everyone has an opportunity to speak. The Executive Secretary noted that anyone can take their issue especially when it is more focused on a specific area or it is a personal issue to directly contact the representatives outside of the meeting. Three Absence Letter – Members Delia Ulima and Eric Irwin: Members Ulima and Irwin provided explanation for their absences. No actions were taken by the Board. Members Ulima and Irwin remain on the Board.

Approval of Minutes – Wednesday, February 21, 2024 & Wednesday, March 20, 2024: Daga MOVED and Pintor SECONDED to adopt the Minutes as written. Hearing no corrections, the Minutes were adopted as written.

PRESENTATIONS – [0:41:12]
Reimagining Public Safety – [0:41:17]: Carrie Ann Shirota and Liam Chinn of ACLU Hawaii presented the major challenges that our community is facing and solutions to some of these pressing challenges within our community to achieve real safety and wellness which can be found at: https://drive.google.com/file/d/1mb9VTWM8mcC_Ewp6GK86bhA7P4gJKRNm/view?usp=drive_link. Shirota noted causes of the current crisis are severe shortage of mental health services and facilities, shortage of affordable housing, lack of treatment facilities for drug additions, cost of living skyrocketing while wages too low and between 2018-2023, the poverty rate increased rapidly. Shirota and Chinn presented the data, barriers, and solutions to shift the crisis and have the opportunity to reimagine public safety. Chinn noted five (5) strategies that the coalition is working on.

AT&T – Proposed Installation of 12 antennas and associated equipment on 1545 Linapuni Street – [0:56:35]: No representative present.

Department of Transportation (HDOT) Transient Oriented Development – [0:57:10]: No representative present.

Kauhale in Kalihi – [0:57:32]: State Director John Mizuno reported that the State will open up a 15 to 17 units Kauhale at the Cedar Church on Kamehameha IV Road, behind Jack in the Box in Kalihi. This is the first Kupuna Kauhale for homeless kupuna over 60 years old and those that may be coming out of the ER, medical respite patients, or medically discharged. The Kauhale is scheduled to open sometime the second week of June 2024. Mizuno noted that all of the homeless individuals in the Kauhale will apply for the SNAP program. Mizuno also noted that he will ask the operators of the Kauhale to see if the homeless individuals are eligible for Supplemental Security Income (SSI) or Social Security Disability Income (SSDI) benefits, and if not qualify them for the State general assistance. Mizuno further noted that the State will assist the homeless individuals with employment opportunities. Mizuno noted that after a six-month period, the State will request the homeless individuals living in the Kauhale pay $300 a month rent from their pay check, or SSI, SSDI, or general assistance funds which will help the State economy.

RESIDENTS AND COMMUNITY CONCERNS – [1:21:06]
1. House Bill (HB) 1336 – [1:21:16]: Irwin revisited the bill that prohibit the police from arresting people who committed many crimes. Irwin provided examples such as someone breaking into your home, but they did not hit you, they would not be arrested and if the bill had been passed, the person who threw the rocks at the Kapalama Hale windows would not be arrested, but would have gotten a ticket instead.
2. Costume – [1:23:37]: Young noted the reason why she wears a costume because she teaches children and helps with processing emotions and frustrations.
3. Law Enforcement Badge – [1:25:47]: Cullen raised her concern with Member Young wearing a State Sheriff’s badge. Cullen noted that it is illegal and that it is a misrepresentation.
4. Illegal Dumping – [1:27:04]: Pohano raised concerns regarding illegal dumping along Auiki Street (from Libby Street to Sand Island Access Road) and on Mokauea Street between Silva Street and Kahai Street. He also noted abandon vehicles and commercial vehicles parked along Libby Street and Auiki Street – Kalihi Kai area neighborhood below Nimitz Highway going towards Sand Island.
5. Coping Strategies – [1:27:54]: Pintor suggested finding healthy coping strategies in how to deal with and process the incident in March 2024 during the Kalihi-Pālama Neighborhood Board meeting.
U.S. ARMY GARRISON HAWAII MILITARY REPORT – [1:28:50]
This is the first time that the U.S. Army will be making a report at the Kalihi-Pālama Neighborhood Board meeting. Selena Gentkowski announced that the next hiring fair will be on Tuesday, May 21, 2024 at the Āliamanu Military Reservation Gym from 8:30 a.m. to 2:30 p.m. For more information on the hiring fair, visit www.himwr.com. Gentkowski also announced the draft Environmental Impact Statement (IES) for land retention here on Oahu. Gentkowski noted that public comments are still being accepted.

Senator Kim reported that the Governor has over 200 bills in front of the him either for his signature, or for his veto, or a bill become law without his signature. Senator Kim noted that the Governor has until Tuesday, June 25, 2024 to inform the Legislature whether he intends to veto any bills and the Legislature have until Wednesday, July 10, 2024 to overturn any of the vetoed bills.

Representative Ganaden highlighted HB 3202, HB 1974, how taxes are lowering Statewide, and base budget for the University of Hawaii and Department of Education (DOE). Representative Ganaden noted the Capital Improvement Projects (CIPs) that his office put in two (2) years ago are moving forward that includes Fern playground, the bridge at Kalihi Waena Elementary School across Kalihi Stream, Kalihi Kai Elementary School parking lot, and Farrington High School Gym. Representative Ganaden provided a response to the concerns raised by Member Irwin regarding HB 1336.

Deputy Courtney highlighted the major improvements at the Department of Planning and Permitting (DPP), the City’s Annual Sustainability Report, removal of the Haʻikū Stairs, Wildfire Awareness Month, and Summer Fun program. 1. Town Hall: Young asked if the proposal for a First Responder Center at Shark Cove will be addressed. Deputy Courtney responded that the next Mayor’s Town Hall will be Thursday, May 16, 2024 at 7:00 p.m. at the Waialua Elementary School and Deputy Courtney noted that is one of the concerns that will be addressed.

Councilmember Radiant Cordero – [1:59:26]: Tricia Riopelle provided the report, which can be found at: https://drive.google.com/file/d/1zdRAiUfax_VX1i_lzifMQIYhJ0Ns0Ytq/view?usp=drive_link. Riopelle highlighted the repaving of the two (2) parking lots at Kalākaua District Park. Riopelle noted that the Department of Parks and Recreation (DPR) is currently working on resurfacing the volleyball, pickleball, tennis, and basketball courts, which are anticipated to be completed by the end of June 2024.

Robinson reported that the Coconut Rhinoceros Beetle community meeting was a success. Robinson noted that the faded crosswalks and street lines will be painted on North School Street. Robinson also noted that the Department of Transportation (DTS) will install “Stop Here for Pedestrian” sign to enhance the area and DTS will issue a work order to the Department of Facilities Maintenance (DFM) to reference a paint and sign order to replace dated signs and install new signs and replace faded pavement markings. Robinson announced that there is a Complete Streets project that is coming to North School Street that will further improve the pedestrian crossing Kokea Street with the installation of regular rapid flashing beacons.

Education: Pintor noted that the Education Committee is working on getting representatives from the public schools in the district to attend the Kalihi-Pālama Neighborhood Board meeting.

COMMUNITY RESOURCES AND EDUCATIONAL INSTITUTIONS – [2:08:10]:
Chair Ybanez announced that the Behavioral Health Crisis Center at 806 Iwilei Road is now open and is providing short-term, sub-acute crisis center services for the Department of Health (DOH) in partnership with the City & County of Honolulu.

Next Meeting: Chair Ybanez announced that the next No.15 Kalihi-Palama Neighborhood Board meeting will be held on Wednesday, July 17, 2024 at 7:00 p.m. at Kapalama Hale and via WebEx. Chair Ybanez noted that the Kalihi-Pālama neighborhood Board No. 15 is scheduled to recess its June 2024 meeting.

ʻŌlelo Recording: The Kalihi-Palama Neighborhood Board No. 15 recordings can be seen on ʻŌlelo Channel 49 or at www.olelo.org/live at the following times: 1st Monday of each month at 9:00 p.m. and 2nd and 4thThursday of each month at 11:00 a.m.
