I. CALL TO ORDER – [0:00:01]: Chair Wesley Fong called the Liliha/Puʻunui/ʻĀlewa/Kamehameha Heights Neighborhood Board No. 14 regular meeting to order at 6:30 p.m. Quorum was established with eleven (11) board members present. Note – This 13-member Board requires seven (7) members to establish a quorum and take official board action. Board members must be in-person or have video access.
Board Members Present: Darren Cantrill, Wesley Fong, Ronald Higa, Carole Kaapu, Loy Kuo, Christy MacPherson, Zhoydell Magaoay, Brandon Mitsuda, Donald Nitta, and Cora Yamamoto.
Board Members Absent: Wallyn Christian, Chance Naauao-Ota, and Alika Valdez.

Honolulu Fire Department (HFD) – [0:01:00]: Firefighter Cook highlighted the following:
• April 2026 Incident Statistics: There was 2 structure fires, 0 wildland/brush fire, 0 nuisance fires, 0 cooking fires, 4 activated alarms (no fire), 98 medical emergencies, 0 motor vehicle collisions with pedestrians, 0 motor vehicle crashes, 0 mountain rescues, 0 ocean rescues, and 0 hazardous material incident.
• Safety Tip – Wildfire Prevention: Hawaiʻi is entering a period of increased wildfire risk. Residents should clear brush and vegetation around their homes, never park on dry grass, and avoid activities that create sparks during dry, hot, and windy weather. 1. Lost Diver Incident – Sand Island: Member Kuo asked about a reported diver lost off Sand Island and requested information to help prevent future similar incidents. Firefighter Cook offered to note it for follow-up by next month’s representative.

Honolulu Police Department (HPD) – [0:04:44]: Sergeant Cruz highlighted the following:
• April 2026 Crime Statistics: 0 aggravated assaults, 4 auto thefts (down from prior month), 3 burglaries (down 1), 2 robberies, 0 sex assaults, 6 simple assaults, 16 thefts, and 5 car break-ins (increasing due to summer months). Residents are advised to lock their cars and not leave unattended bags in vehicles.

1. No Parking at 1900 Bachelor Street (Care Center of Honolulu): Resident Fetu Taua Kolio reported that vehicles regularly park in the no-parking zone near the ramp at the care center at 1900 Bachelot Street, blocking access for HandiVan pickups. Sgt. Cruz agreed to send an officer to monitor the area and pass the concern to the day watch. Member Nitta suggested upgrading the signage to a tow-away zone to enable stronger enforcement, which the resident supported.

Honolulu Board of Water Supply (BWS) – [0:13:07]: Iris Oda highlighted the following:
• Main Breaks in April 2026: One main break on April 19 near 414 North School Street.
• Water Conservation Reminder: Tips include watering plants in the morning or evening (avoiding 9 a.m.–5 p.m.), taking shorter showers, checking for toilet leaks with dye tablets, and not letting faucets run unnecessarily. Rebates are available in partnership with ENV; visit https://www.boardofwatersupply.com/7ways for details.

1. Best Time to Water Plants: Chair Fong asked about optimal watering times. Iris Oda clarified that watering between 9 a.m. and 5 p.m. should be avoided due to evaporation; morning (7:30 a.m.) or evening (7 p.m.) are both acceptable.
2. Catchment Barrels Available from BWS: Member Nitta asked whether BWS still supplies rain barrels on request per a recent news report. Iris Oda stated she would look into it and report back next month.

III. RESIDENTS/COMMUNITY CONCERNS – [0:18:33]

Chair Fong Achievement Award – [0:18:40]: Resident Lei Ahu Isa shared that Chair Wesley Fong has been selected as the distinguished award recipient for lifetime achievement by the Chinese Chamber of Commerce for outstanding contributions to the business community.

No Parking Zone at 1900 Bachelot Street – [0:20:00]: Resident Fetu Taua Kolio reiterated his earlier concern (also raised under HPD Q&A) regarding the no-parking zone at 1900 Bachelor Street, requesting the board support a request to the city to change the signage to a tow-away zone and repaint the faded red curb marking. Chair Fong assured the resident that the board would follow up and a report is expected by July.

V. OAHU METROPOLITAN PLANNING ORGANIZATION (OAHUMPO) CITIZEN ADVISORY COMMITTEE (CAC) – [0:22:04]
OahuMPO Citizen Advisory Committee (CAC) Report – [0:22:04]: Member Yamamoto mentioned the committee did not meet this month due to recess a report will be given at the July meeting.
VI. PRESENTATIONS – [0:22:16]
Permitted Interaction Group (PIG) July Candidate Forum – [0:22:22]: Vice Chair Darren Cantrill presented the rules and guidelines for the Candidate Forum scheduled for the July 13, 2026 board meeting. He mentioned the PIG was not formally convened as the three-meeting requirement could not be met; Vice Chair Cantrill proceeded with his initial plan.
• Key Details: Candidates may register by emailing Vice Chair Cantrill at darren.a.cantrill@gmail.com. The forum format will consist of candidate introductions and responses to prepared questions within a 5-minute window per candidate. The regular meeting will be conducted first and the forum will follow. The forum will conclude around 8:30 p.m.

1. Other Candidate Forums: Resident Lei Ahu Isa noted that the Chinese Chamber of Commerce is also hosting a separate candidate fair in July for House Districts 27, 28, 29, and Senate 13. Vice Chair Cantrill clarified that NB14’s forum is an introduction-style event, not a formal debate.

VII. ELECTED OFFICIALS AND GOVERNMENT AGENCIES – [0:25:50]

Mayor Rick Blangiardi’s Representative – [0:25:50]: No representative at this time.

Councilmember Tyler Dos Santos-Tam (Council District 6) – [0:26:00]: Will Duke highlighted the following:
• Former CVS/Liliha Longs Building (748 Liliha St.): The building will become a 7-Eleven. A trenching permit was issued the morning of the meeting; once the building permit is issued (expected within two weeks), construction will begin.
• ʻĀlewa Neighborhood Park Retaining Wall: Repair/completion now projected for Q3 2027.
• Peter Buck Mini Park Play Court (ADA Improvements): Contractor is mobilizing in mid-May; work expected to begin soon.
• ʻAʻala Park Restroom: The existing restroom will be revised and replaced with a new facility.

1. ʻĀlewa Neighborhood Park – Basketball Court Restoration: Member Yamamoto asked that basketball court restoration be included along with the retaining wall repair, noting children in the neighborhood have long awaited its return. Will Duke agreed to relay the request to Council Member Dos Santos-Tam.

Senator Karl Rhoads (Senate District 13) – [0:29:19]: Jessie Faige highlighted the following:
• Election Reminders: Primary Election Day is August 8th; ballots will arrive by July 21st. Mail-in and drop-box ballots must be received by 7:00 p.m. on election day. The closest drop box for most District 13 residents is at Honolulu Hale.
• Health Update: COVID cases have decreased, but Influenza B is on the rise. Residents are encouraged to get their flu shot.
• Traffic Legislation Update: Senate Bill 2146 (task force to increase traffic fines) died at the conference stage. However, Senate Resolution 137 (requesting DOT study a points/demerit system for traffic violations) passed the Senate and has been sent to the Department of Transportation. Additional traffic-related bills forwarded to the governor include House Bill 2023 (intelligent speed assist system), House Bill 1692 (driver obligations when approaching stationary vehicles), and Senate Bill 2667 (restrictions on lane use when towing).
• Senatorʻs Last Session: This is Senator Rhoads’ last legislative session; he will remain in office through the November 3rd election.

1. Traffic Demerit System Clarification: Chair Fong asked what the demerit system entails. Jesse Faige explained that each traffic violation would add points/demerits against the driver’s license, and upon reaching a cumulative threshold, automatic penalties would apply. This is now under DOT study per Senate Resolution 137.
2. Thanks to Senator Rhoads: Member Yamamoto and Attendee Johnnie-Mae L. Perry both passed on gratitude to Senator Rhoads for his legislative work and community engagement throughout his tenure.

Senator Donna Mercado Kim (Senate District 14) – [0:36:22]: Senator Kim highlighted the following: legislative session summary; Chair Fong appointment; key bills passed; bills that did not pass; and update on Olomea St. U-turn request.

1. Education Worker Safety Bill – Penalties: Member Nitta asked whether the bill includes penalties for those who harm school personnel. Senator Kim believed it includes a third-degree felony provision and offered to confirm the details at a later time.
2. Nursing Home GET Tax, Waiāhole Dam & Farmer Flooding: Attendee Johnnie-Mae L. Perry raised three questions: (1) whether nursing homes are allowed to waive the GET tax — Senator Kim agreed to follow up; (2) concerns over the state paying $58 million for the Wahiawā Dam; and (3) impact of flooding on the DOE’s local food initiative for students — Senator Kim noted provisions in the bill account for emergencies, and Senator Dela Cruz (Ways & Means Chair) is working on reservoir infrastructure.

Representative Jenna Takenouchi (State House District 27) – [0:47:26]: No representative present at this time.

Representative Michael “Cov” Ratcliffe (State House District 28) – [0:47:40]: No representative present at this time.
Representative Ikaika Hussey (State House District 29) – [0:47:54]: Representative Hussey provided a legislative session summary.

1. Tourist Taxation Policy: Member Nitta questioned the logic of increasing tourist taxes while simultaneously trying to attract visitors. Representative Hussey responded that flights to Hawaiʻi remain inexpensive, hotel revenue largely leaves the state to Wall Street investors, and a strategy of fewer but higher-spending tourists would reduce traffic, environmental impacts, and overcrowding. He noted that each TAT increase has historically resulted in more, not fewer, tourists, and that green fee revenues are being used to prepare the state for the future.

Congressman Ed Case (Hawaiʻ 1st Congressional District) – [1:01:18]: No representative present at this time.

1. Lanakila Health Center Corner Fence (Lanakila Ava./Kaukini St.): Member Kuo reported a fence at the corner of Lanakila Avenue and Kuakini Street intersection (Ewa-Makai corner) was knocked down by a car accident over two years ago and remains unrepaired. It was noted the fence may be under state or city jurisdiction depending on the specific feature. Chair Fong agreed to place the item on the agenda and send to both state and city representatives for follow-up.

VIII. APPROVAL OF MINUTES – [1:04:50]
Approval of Monday, April 13, 2026 Regular Meeting Minutes – [1:04:50]: Member Kaapu noted a correction to a name spelling submitted to the Neighborhood Assistant prior to the meeting.

IX. NEW BUSINESS – [1:05:38]
Proposal to Change Park Hours for ʻĀlewa Park – [1:05:40]: Chair Fong noted the item was added due to a prior complaint about noise at late hours. No board member or resident came forward to support a change. Chair Fong stated he would leave the item on the agenda one more time; if no one appears to support it, it will be removed. No objections were raised.
X. COMMUNITY ORGANIZATIONS – [1:06:08]

Maluhia – [1:06:10]: No representative at this time.

St. Francis – [1:06:12]: No representative at this time.

Lanakila Multi-Purpose Senior Center – [1:06:20]: Member Kaapu highlighted the following:
• Catholic Charities Grant: Half of the requested amount was approved. The center will need to pursue additional funding. Catholic Charities is also assisting flood survivors separately.
• Brain Health Program: A new brain health program, supported by the Atherton Foundation, will be integrated across all classes at the center to improve cognitive elasticity and processing as people age. Launch date TBD.
• MediMedi Program: A new program to help seniors navigate and choose the best Medicare options for their needs. Details and start date TBD.
• Candidate Fair – July 8: Lanakila Senior Center will host a candidate fair on July 8, 2026 from 9:00 a.m. to 10:30 a.m. Candidates set up tables and answer questions in an open format.
