I. CALL TO ORDER [0:00:13]: Chair Wesley Fong called the Liliha/Puunui/Alewa/Kamehameha Heights Neighborhood Board No. 14 regular meeting to order at 6:30 p.m. Quorum was established with twelve (12) board members present. Note – This 13-member Board requires seven (7) members to establish a quorum and take official board action. Board members must be in-person or have video access.

Honolulu Fire Department (HFD) – [0:01:05]: No representative at this time. A report was submitted.

Honolulu Police Department (HPD) – [0:02:00]: Sergeant F. Corpuz and Lieutenant C. Hatico from District 5 Kalihi Station provided the following:
• Crime Statistics for September 2025 compared to August 2025: 0 aggravated assaults (down from 2), 3 auto thefts (down from 4), 2 burglaries (down from 3), 0 robberies (unchanged), 1 sex assaults (up from 0), 2 simple assaults (down from 4), 8 thefts (down from 9), 2 unauthorized entries into motor vehicles (down from 5), and 1,257 total calls for service (down from 1,269).
• Safety Tip: Pedestrian and Traffic Safety – Make eye contact with drivers and wait for a clear acknowledgment before entering a crosswalk.

Questions, comments, and concerns followed. [0:04:15]
1. Pedestrian Fatality Investigation (School Street): Board Member Kuo inquired about the status of a fatal pedestrian collision on School Street. Lt. Hatico replied that the case remains under active investigation by the Traffic Division; due to a fatality the details cannot be discussed at this time. If identification updates are available, HPD will report back by the next meeting.
2. Illegal Gambling Houses Enforcement: Board Member Kuo asked whether gambling houses still operate in the neighborhood and how long enforcement actions take. Lt. Hatico shared approximately seven have been shut down recently. Process requires undercover documentation, coordination with DPP (for electrical/zoning violations) and HFD (safety hazards). Compliance steps and civil processes (up to foreclosure) can take months; nothing is resolved in under a month. Residents should call HPD to document suspected gambling, drug, or nuisance houses.
3. Civil Actions and Property Confiscation: Chair Fong asked if properties involved in illegal activities can be seized. Lt. Hatico replied that criminal cases focus on individuals; civil routes (e.g., tax/electrical/zoning) are pursued with the Department of the Corporation Counsel rather than prosecutors to address properties.
4. Aggression During Traffic Stops: Board Member Yamamoto asked whether officers are seeing increased aggression during stops. Lt. Hatico replied that most people comply and accept responsibility. Assaults on officers occur more often outside traffic stops. Those who are aggressive toward officers or flee usually have other violations. HPD officers live in these communities and seek safety and compliance.
5. Four-Way Stop Monitoring & Appreciation: Board Member Nitta and Chair Fong acknowledged HPD for presence at the new four-way stop (Kapalama Ave/Hala Dr.). Lt. Hatico replied that they will continue to monitor the area.

Board of Water Supply (BWS) – [0:26:35]: Chair Fong skipped this section unintentionally and returned to this item after Section III Resident/Community concerns.
III. RESIDENTS/COMMUNITY CONCERNS [0:15:30]
• Abandoned Vehicles and Traffic Signal Issues – [0:15:40]: Board Member Kaapu shared a list of abandoned vehicles and a malfunctioning traffic signal near School Street were submitted for action. She confirmed items were provided to NCO staff; Mayor’s representative acknowledged and will follow up.

Hearing no objections, Chair Fong returned to Section II Item C.

Board of Water Supply (BWS) – [0:16:57]: Iris Oda highlighted the following:
• General Announcement: BWS is requesting community kōkua to conserve water by 20% due to lower-than-normal rainfall and high demand. Tips: turn off taps while brushing/shaving, shorten showers, use hose nozzles, irrigate in early mornings, and see https://www.boardofwatersupply.com/ for more conservation ideas.

V. OAHU METROPOLITAN PLANNING ORGANIZATION (OAHUMPO) CITIZEN ADVISORY COMMITTEE (CAC) [0:18:50]
OahuMPO Citizen Advisory Committee (CAC) Report – [0:18:50]: Board Member Yamamoto highlighted the following:
• Hawaii Department of Transportation (HDOT) Traffic Safety Seminar – Report: Board Member Yamamoto summarized a 2-day HDOT Traffic Safety Summit at the Airport Conference Center with state/county DOT, DOH (injury prevention), EMS, and community participants. Key points: rising traffic deaths (crashes, not “accidents”), major factors include speed/reckless driving, impairment, and distraction; pandemic-era behavior changes worsened roads; “quick build” measures (bulb-outs, humps, mini-roundabouts) reduce crashes; red-light/speed cameras significantly reduce violations and fatalities; consideration of a West Oʻahu racetrack (driver training + safe outlet); planned installation of speed humps with flashing beacons at 50 crosswalks/intersections with adequate lighting; education on what to do after a crash.

1. Lighting & Pedestrian Lead Times: Board Member Kuo asked if specific crosswalk lighting and pedestrian head-starts (e.g., N. School St., Liliha Street freeway on-ramp/Liliha Public Library) was addressed at the seminar. Board Member Yamamoto replied that there was discussion about more lead times for pedestrians so that the walk signal would come on earlier for pedestrians and suggested submitting location-specific requests via Mayor’s representative.
2. Area on Oʻahu with Highest Traffic Accidents: Board Member Yamamoto confirmed Chair Fong’s inquiry that the area with the second highest rates of accident is at the intersection of Pali Hwy/Vineyard Blvd.
3. Racetrack Concept: The Board discussed public-private models and prior efforts and potential to draft a supporting resolution.

Roll Call – [0:36:03]: Chair Fong requested the Neighborhood Assistant to conduct a roll call for board member attendance. There were twelve board members present.

VI. PRESENTATIONS [0:37:21]

State Climate Action Pathways Report – [0:37:21]: Chair Fong shared due to a schedule discrepancy, the presenter was unable to attend the meeting. Discussion for board action on the two proposed resolutions will take place during Section IX New Business.
VII. ELECTED OFFICIALS AND GOVERNMENT AGENCIES [0:38:00]
Mayor Rick Blangiardi’s Representative – [0:38:00]: Aedward Los Banos provided the report and highlighted the following:
• Department of Community Services (DCS) Presentation: Due to schedule conflicts, the presentation regarding the relocation for the department will be moved to next month.
• Mayor’s Newsletter for October 2025: Fiji Tribute Concert in Waikīkī executed safely; Honolulu Ocean Safety Committee inaugurated; Harvard Bloomberg City Hall Fellow working on housing/regulatory reform; Honolulu Charter Commission soliciting charter amendment input; Skyline service expanding to Joint Base Pearl Harbor-Hickam and HNL Airport (grand opening Oct 16), with new express bus connections.

1. Reported Abandoned Vehicles Status: Two reported abandoned vehicles were towed (1510 Hala Dr; 1718 Aupuni St). Others not found or not abandoned. Call 808-768-2530 or submit online to report.
2. HNL 311 App: City IT Department will contact Board Member Kuo to troubleshoot issues.
3. School St./Kokea St. (Safety Improvements): No update in notes; will remain on agenda for follow-up.

1. Department Move: Chair Fong asked if DCS has moved into their new location. Mr. Los Banos replied the department move to 222 N. School Street is expected to occur in between late October or early November.
2. HNL 311 App Issues: Board Member Kuo shared he would be happy to work with the City IT department to resolve the issues he noticed with the app interface.
3. Lighting & Safety at N. School St./Kokea St.: Board Member Kuo requested for improved lighting in light of the recent fatal crash at this intersection. Mr. Los Banos replied he will forward this issue to Department of Transportation Services (DTS) for further analysis.
4. Rectangular Rapid Flashing Beacons (RRFBs)/Raised Crosswalk at N. School St./Kokea St.: Board Member Naauoa-Ota noted in addition with the request for improved lighting, if DTS can look into the feasibility of RRFBs and raised crosswalk given two bus stops, HPHA project, and nearby senior housing. Mr. Los Banos replied he will escalate the requests to DTS engineering staff to evaluate.
5. Nuʻuanu Ave./Bates St. Crosswalk: Board Member Nitta inquired if there were any updates on the crosswalk and Complete Streets proposal. Chair Fong responded that he has confirmed DTS will present at next monthʻs board meeting.
6. Lanakila Ave. Construction Parking Barricades: Board Member Kuo shared his concern of multiple contractor permits now block most public street parking, including weekends along Lanakila Ave. between N. School Street. and N. Kuakini Street. Mr. Los Banos replied he will consult DTS on permit criteria/coordination; Chair Fong noted he will add the item to next month’s board meeting agenda for the mayor’s rep to follow up.

Councilmember Tyler Dos Santos-Tam (Council District 6) – [0:51:23]: Peggy Mierzwa highlighted the following:
• Items In Progress: Allowing leashed dogs at Puʻunui Community Park; bus stop (Namauu Dr.) rat concerns; exploring sidewalk opportunities during Wyllie St. overpass work.

1. Dogs on-leash Discussion: Chair Fong noted that the agenda included an item to hold discussion for allowing dog on-leash under Section IX Item C.

IX. NEW BUSINESS [0:54:00]
Dogs on leash in NB14 City Parks – [0:54:10]: Community members residing near Pu‘unui Community Park requested allowing dogs on leash at their neighborhood park, citing community-building, exercise, and responsible cleanup practices. Councilmember Dos Santos-Tam office is tracking interest; Department of Parks and Recreation is accepting feedback on expanding on‑leash parks island-wide through Friday, November 21, 2025. Board members expressed their stances on dogs being allowed in Puʻunui Community Park.

[1:12:10] – Kaapu MOVED and Nitta SECONDED that NB14 requests that Puʻunui Community Park be designated as an on-leash dog park. Further discussion followed. Hearing no further discussion, a roll-call vote was conducted. • School Street Safety: Coordinating with Councilmember Dos Santos-Tam and HDOT for near-term safety on City corridor, noting schools and senior housing nearby.
• Kūpuna at Kalihi YMCA: Kūpuna lunch/social program meets Mon/Wed/Fri at the Kalihi YMCA (free for those 60 years and older, online registration is required) .

• Community Resource Fair: A community resource fair is scheduled for Saturday, October 18, 2025, from 9:00 a.m. to 12:00 p.m. at Kuakini Medical Center’s auditorium, in partnership with Representative Holt. The event will feature various district organizations sharing their work and resources. Entry is free and parking is free up to 1-hour.
• Digital Navigator Program: Liliha Library is participating and supports one-on-one digital help sessions.
• Stop the Ant Month: Encouraged neighborhood Little Fire Ant testing; free testing kits (peanut butter sampling, freeze, mail back).

• Road Closures: Provided a list of upcoming areas that will have lane closures to allow road work and maintenance (grass/tree trimming, litter removal) to be done.
• Grant-in-Aids Application: Encouraged nonprofits to apply for new GIA funds; launched https://hawaii29.com/ for constituent input; open to special session if needed due to federal shutdown impacts.
• Dogs in Parks: Supported the Board’s effort to allow leashed dogs locally to reduce inequities in access.

Maluhia – [2:02:18]: Todd Nordstrom (CIP Coordinator) highlighted the following:
• Project Updates: grading permit approved for the Kuakini/Lanakila Street parking lot; team electing to wait for the building permit to consolidate construction, minimize disruptions, and avoid re-permitting due to timing gaps. Once permitted, expected construction duration is about four (4) months. Access: entry on Keola Street, one‑way flow to Kuakini; 16 stalls; gates closed after hours. Landscaping will include trees along Kuakini; drainage improvements include basin/retaining elements to mitigate runoff. No walkway construction to the hospital is included in this scope. Maluhia will post No Parking and construction notices and provide monthly updates to the Board.

• Building Improvements: Board Member Kaapu thanked First Hawaiian Bank volunteers for painting the exterior of the Senior Multi-Purpose building.
• Social Security: Social Security paper checks are ending this month (limited waivers for 90+ and rural residents).
• School Street Redevelopment Update: A meeting about the senior housing project next to Lanakila Multi-Purpose Senior Center is scheduled for Tuesday, October 14, 2025, from 12:30 p.m. to 1:30 p.m. to discuss the construction schedule.
