CALL TO ORDER [0:00:10]: Chair Wesley Fong called the Liliha/Puunui/Alewa/Kamehameha Heights Neighborhood Board No. 14 regular meeting to order at 6:30 p.m. Quorum was established with twelve (12) board members present. Note – This 13-member Board requires seven (7) members to establish a quorum and take official board action. Board members must be in-person or have video access.

II. GOVERNMENT AGENCIES FORUM [0:01:00]
Honolulu Fire Department (HFD) – [0:01:05]: Captain Carvalho from Kuakini Fire Station provided the report and highlighted the following:
• August 2025 Statistics: There was 1 structure fire, 0 wildland/brush fires, 2 nuisance fires, 0 cooking fires, 3 activated alarms with no fire, 120 medical emergencies, 0 motor vehicle collisions with pedestrians, 0 motor vehicle crashes, 0 mountain rescues, 0 ocean rescues, and 1 hazardous material incident.
• Safety Tip: Highlighted the Charge into Fire Safety™ national campaign which focuses on the safe use of lithium-ion batteries at home by providing tips on how to buy, charge, and recycle these batteries safely.
• Event: HFD will be hosting a Fire Prevention Family Day on Saturday, October 4, 2025 from 10:00 a.m. to 2:00 p.m. at the Honolulu Zoo.
• Wildland Fire Prevention: Captain Carvalho provided information about wildland fire prevention resources available on the HFD website at https://fire.honolulu.gov/, including the Ready Set Go Hawaii action guide. He also provided tips on home fire prevention and preparedness.

Questions, comments, and concerns followed. [0:09:15]
1. Palama Fire Response: Board Member Yamamoto commended HFD for their response to a recent fire in Palama, noting the hazardous conditions and lack of injuries. Captain Carvalho explained that while his crew was off duty during the initial response, they relieved other crews the following morning to complete overhaul operations. Board Member Kaapu inquired on the cause of the fire. Captain Carvalho responded saying the fire is still under investigation and currently does not have any details.
2. Fire Extinguisher Expiration: Board Member Christian asked about expired home fire extinguishers that still show green on the gauge. Captain Carvalho explained that while commercial occupancies require professional inspection and tagging, homeowners should consider having fire protection companies service their extinguishers as they check more than just the gauge. Board member Christian asked if residents can bring their extinguisher to a fire station to check. Captain Caravalho responded that fire stations do no service fire extinguishers.
3. Fire Escape Plans for Elderly Housing: Board Member Christian asked about fire escape plans for an elderly housing building near Kuakini. Captain Carvalho advised contacting the resident manager, property manager, or owner, as HFD doesn’t create fire escape plans.
4. Hazardous Smoke Notification: Board Member Nitta asked about notification systems for hazardous smoke from fires. Captain Carvalho explained that HFD’s hazardous materials units monitor air quality and evacuate people in immediate danger, but widespread notifications would come from the Department of Emergency Management. For those farther away, sheltering in place (closing doors/windows, using AC) is recommended.
5. Home Fire Extinguisher Recommendation: Chair Fong asked what type of fire extinguisher to buy for home use. Captain Carvalho recommended ABC-type extinguishers.
Honolulu Police Department (HPD) – [0:16:30]: Sergeant Tablit and Lieutenant Yamashita from District 5 Kalihi Station provided the following:
• August 2025 Statistics: 2 aggravated assaults, 4 auto thefts (decrease from 5 in July), 3 burglaries, 0 robberies, 0 sex assaults (decrease from 2 in July), 4 simple assaults, 9 thefts, 5 unauthorized entries into motor vehicles, and 1,269 total calls for service (increase from 1,171 in July).
• Safety Tip: In light of recent traffic collisions and fatalities, HPD recommended: don’t drive distracted; follow speed limits and traffic signs; wear seatbelts; check blind spots when turning; use crosswalks; stay visible when walking at night; and wear helmets when cycling.

Questions, comments, and concerns followed. [0:18:30]
1. Electric Bike and Scooter Regulations: Chair Fong asked about regulations for electric bikes and scooters. Lieutenant Yamashita provided the following information:
o Electric bikes: Riders must be at least 15 years old; must be registered to a household member who is 18+; helmets with chin straps required for riders under 18; motors must not exceed 750 watts; maximum speed cannot exceed 20 mph; wheels must face forward and remain in contact with the ground (no wheelies); riders should use bike lanes when available or stay on the right side of the road.
o Electric scooters: Same age requirement (15+) and helmet requirements apply.
2. Four-Way Stop Monitoring: Board Member Nitta requested police monitoring of the new four-way stop at Hala Drive and Kapalama Avenue, noting that many drivers, especially those making right turns from Kapalama, aren’t coming to complete stops. Board member Nitta suggested a mobile security trailer parked at the intersection. Lieutenant Yamashita acknowledged that drivers are still adjusting to the change and agreed to have officers monitor the intersection, particularly during the requested times of 6:30-8:00 a.m. and 3:30-6:00 p.m.
3. Christmas Parade Support: Vernon Nakamura (resident) inquired about police support for the Liliha/Palama Christmas Parade and was advised to contact Sergeant Martinez.

Board of Water Supply (BWS) – [0:26:35]: Iris Oda provided and highlighted the following:
• Main Breaks: no water main breaks during August 2025.
• General Announcement: BWS is hosting “Imagine a Day Without Water,” a free family-friendly event on Saturday, September 20, 2025, from 10:00 a.m. to 2:00 p.m. at Windward Mall’s Center Court. The event will feature interactive displays from over 20 city, state, and community organizations, hands-on activities, and prize giveaways including a 45-gallon rain barrel.
• Follow-up on Fire Hydrants on Stream Drive: Ms. Oda provided follow-up information about the lack of fire hydrants on Stream Drive. BWS reported that a comprehensive review of the area would be needed to design for the neighborhood, not just one home. Such projects typically take about five years for design, planning, permitting, and contracting. BWS prioritizes pipe replacements based on likelihood and consequences of failure, with areas having multiple main breaks and major traffic impacts typically prioritized. However, BWS will be adding fire hydrant availability to their criteria as they update their water master plan.
• Follow-up on Fire Hydrant near 2048 Alewa Drive: Regarding a resident’s concern about a fire hydrant blocking driveway access, BWS reported that the hydrant was installed in 1950 and has stood for over 75 years without damage reports. The current infrastructure doesn’t allow for safe relocation – moving it uphill would reduce water pressure and compromise fire protection, while moving it downhill would place it 400 feet from the last property, beyond spacing limits set by fire protection standards.

1. Fire Hydrant Liability: Chair Fong asked about liability if a car hits the fire hydrant. Iris Oda declined to provide legal advice but noted the hydrant has been in place for 50 years without incident.

III. RESIDENTS/COMMUNITY CONCERNS [0:32:50]
[0:33:20] – Hearing no objections, Chair Fong called for a recess to allow the board to take a group photo.
[0:33:40] – Chair Fong called the meeting back to order.
[0:33:53] – Chair Fong made a request for the Neighborhood Commission Office to make a new banner that includes the complete board title for proper representation.

V. OAHU METROPOLITAN PLANNING ORGANIZATION (OAHUMPO) CITIZEN ADVISORY COMMITTEE (CAC) [0:34:50]
OahuMPO Citizen Advisory Committee (CAC) Report – [0:34:50]: Board Member Yamamoto reported on the September 3, 2025, meeting which featured presentations on:
• Navahine Settlement Agreement: One year after signing this historic agreement (where youth successfully sued the state for lacking specific plans to reduce greenhouse gas emissions), a draft Energy Security and Waste Reduction Plan is being finalized. Transportation contributes most greenhouse gases through three main sources: ground transportation, aviation, and harbor shipping/port activities. The plan uses three strategies: emission reduction, energy security, and affordability, with benchmarks for the next 20 years.
• Bike and Pedestrian Network: Plans include developing 52 new miles of bike lanes/paths and 48 new miles of pedestrian facilities to make it easier to reach schools and jobs without cars, reduce traffic in high-crash areas, and help underserved communities.
• Week Without Driving: A national initiative from September 29 to October 5, 2025, encourages people to pledge to shift away from car dependency and try other transportation modes. This raises awareness of challenges faced by those who cannot drive. For more information, contact Samantha Lara at samantha@OahuMPO.org.

VI. PRESENTATIONS [0:40:15]
Walk, Bike, Drive Presentation – [0:40:20]: Paula Bender (Walk, Bike, Drive Coordinator) provided a presentation on bicycle and pedestrian safety. She shared information on traffic fatality statistics; electric bike and scooter information; bicycle education programs; and Vulnerable Road Users Law.

Questions, comments, and concerns followed. [0:46:15]
1. Recent Accident in Ewa Beach: Chair Fong inquired on the cause of the accident between a electric motorcycle rider and a motor vehicle.
2. E-bike Speed Modifications: Board Member Naauao-Ota asked about efforts to address e-bikes that exceed the 20 mph speed limit through modifications. Ms. Bender acknowledged this is a widespread concern but wasn’t aware of specific state or city initiatives to address it.
3. Safety Initiatives: Board Member Nitta asked about proactive measures to reduce fatalities. Ms. Bender explained that Hawai’i Bicycling League is lobbying the legislature for better laws, accountability, and education.
4. Side-by-Side Riding: Board Member Nitta asked if it’s legal for cyclists to ride side-by-side in bike lanes. Boyar explained it’s not recommended as it creates safety issues when passing.
5. E-Bike Education: Board Member Naauao-Ota asked if Hawai’i Bicycling League offers e-bike education. Ms. Bender confirmed they have videos addressing responsible e-bike riding and could develop specific classes if requested. An audience member confirmed that Hawaiʻi Bicycling League is doing outreach for e-bike education.

State Climate Action Pathways Report – [0:55:34]: Bill Unruh from the State Climate Commission shared the plan aims to guide Hawaiʻi toward more renewable energy, walkable communities, and native forest replanting. The commission has worked with Hawaiʻi Bicycling League, Hawaiʻi Department of Transportation, OahuMPO, Aloha Tree Alliance, Sierra Club, Nature Conservancy, Surfrider, and Department of Land and Natural Resources. The draft plan is available for public review at climate.hawaii.gov, with eight different sectors for public input. Creating an account is required but straightforward.

1. Green Fee Allocation: Board Member Nitta asked about the tourist green fee and who controls these funds. Mr. Unruh explained that an advisory board has been formed to determine fund allocation, but the Climate Commission is not directly involved.
2. Mapunapuna Flooding: Board Member Kuo asked about addressing the chronically flooded intersection in Mapunapuna. Mr. Unruh explained that sea levels are projected to rise 3-8 feet over the next century, and because the area’s flooding is connected to storm drains leading to the ocean, solutions would require raising roads or addressing infrastructure. He noted this issue falls under the Hawaiʻi Department of Transportation’s jurisdiction, not the Climate Commission.

VII. ELECTED OFFICIALS AND GOVERNMENT AGENCIES [1:03:25]
Mayor Rick Blangiardi’s Representative – [1:27:58]: Aedward Los Banos provided the report and highlighted the following:
• Mayor’s Newsletter for September 2025: The city honors Oʻahu Purple Heart recipients; HART breaks grounds for third segment of the rail project, from Kalihi to Kakaʻako; a visit from US Department of Housing and Urban Developmentʻs Region 9 Administrator, an inspirational former Navy SEAL who overcame poverty; eight new youth commissioners sworn in to represent youth voices to the City Council; and Oʻahu Junior Lifegaurds returned as state champions from Maui.

Los Banos also provided updates on several agenda items:
2. Reported Abandoned Vehicles Status: Two of seven reported vehicles were towed (from Hala Drive and Aupuni Street); others were determined not abandoned or not in the reported locations. Follow-up will occur for vehicles reportedly still in the vicinity of Hawaii Street.
3. E-bike Educational Presentation Request: HPD is finalizing a public presentation on e-bikes and will schedule it with the neighborhood board when ready.
4. Natsunoya Teahouse Parking Conditional Parking Permit: The tea house has operated since the 1930s, before land use regulations. A 1946 zoning action (pre-statehood) allows them to use their entire property for parking as a non-conforming use.
5. Repair of potholes in front of 526 N. School Street: The steel plates covering the road at 526 North School Street belong to Hawaiian Electric Company (HECO), which has resecured them to reduce rattling noise. For further concerns or inquiries, contact HECO directly at their Customer Service line 808-548-7311.
6. Solid White Line on Pali Highway: This is a state DOT road, not city jurisdiction. The request for a solid white line from School Street to the Pauoa off-ramp should be directed to state legislators or the Governor’s representative.
7. Nuʻuanu Avenue/Bates Street Crosswalk: The Complete Streets Administrator will present proposed intersection modifications at the November board meeting to allow reinstallation of the crosswalk

1. HNL 311 App: Board Member Kuo thanked the mayorʻs representative for recommending the HNL 311 app and asked why some resolved issues remain posted while others are removed. Mr. Los Banos offered to research how the system handles resolved matters.
2. Four Way Stop at Hala Drive/Kapalama Avenue: Board Member Nitta thanked the city for installing the four-way stop at Kapalama and Hala Drive after years of advocacy spanning multiple mayoral administrations. He requested the name of the transportation department staff responsible so the board could express appreciation. Board Member Naauao-Ota asked about the original reasoning for having stops only on Hala Drive.
Councilmember Tyler Dos Santos-Tam (Council District 6) – [1:17:10]: Peggy Mierzwa provided the report and highlighted the following:
• Train Station Neighborhood Design Workshop: Scheduled for Thursday, September 11, 2025, from 6:00 to 8:30 p.m. at Kalākaua Middle School.
• Four-Way Stop Awareness: The Councilmember will be posting on social media to raise awareness about the new four-way stop at Hala Drive and Kapalama Avenue.

1. Status of Vacant Alzheimer House at Na Pueo Park: Board Member Nitta asked about the status of Judd Street sidewalk project. Due to audio issues at the in-person meeting, this question was skipped.

Senator Karl Rhoads (Senate District 13) – [1:19:08]: Senator Rhoads provided the report and highlighted the following:
• Public Housing Vacancies: Following up on a question from last month about vacancies at the Makamae Apartments (21 South Kuakini Street), Senator Rhoads reported that of 23 vacant units, 30 are being modernized, one was recently vacated, and two are ready for occupancy.
• Sick Children at School: Regarding concerns about parents sending sick children to school, Senator Rhoads explained that the Department of Education has protocols requiring sick students to be sent home or to healthcare facilities based on symptom severity. Students returning after illness may be screened for fever at the school health room’s discretion. However, enforcement can be challenging.
• Financial Assistance Program: Hawaiian Electric is offering financial assistance through the Hawaiʻi Home Energy Assistance Program (H-HEAP), providing up to $650 for households facing disconnection and energy credits for households not in crisis. Details are available on Hawaiian Electric’s website.
• Generic Drug Settlement: Hawaiʻi consumers who purchased generic drugs between May 1, 2009, and December 31, 2019, may be eligible for compensation from a class action settlement with Apotex Corp. Information is available at https://www.aggenericdrugs.com.
• COVID-19 Update: COVID-19 positivity rates are currently higher than during the pandemic, though vaccines and natural immunity provide some protection. Despite CDC restrictions, Hawaiʻi will likely continue offering free COVID-19 vaccines to everyone over six months old. Paxlovid remains available to reduce hospitalization risk and long COVID chances.

1. Childhood Vaccination Requirements: Chair Fong asked if Hawaii’s childhood vaccination requirements for measles and other diseases remain unchanged, unlike Florida’s recent changes. Senator Rhoads confirmed that Hawaii’s requirements remain the same and emphasized the importance of vaccines in controlling diseases.
2. Public Housing Redevelopment: Board Member Kuo asked why buildings with so many vacant units aren’t demolished and rebuilt. Senator Rhoads explained that determinations are made about which buildings are beyond repair, noting that Mayor Wright Homes is undergoing redevelopment with some buildings being boarded up, but Makamae Apartments has been determined not to need demolition yet.
3. Mapunapuna Flooding: Senator Rhoads confirmed that the road in Mapunapuna that floods is privately owned, which is why neither the state nor city has addressed it. He noted that the Navahine settlement addresses sea level rise issues, including Kamehameha Highway on the windward side.
4. Bicycle Road Rights: Senator Rhoads clarified that legally, bicycles have the right to use the entire road, and drivers must wait for a safe opportunity to pass, just as with cars.

Senator Donna Mercado Kim (Senate District 14) – [1:29:00]: Senator Kim provied the report:
• Kamehameha Schools Noise Issues: Senator Kim and Representative Takenouchi met with Kamehameha Schools’ headmaster and government relations team regarding resident complaints. She reported that Kamehameha Schools has agreed to discontinue mulching (which created airborne debris) and metal compacting at the Puna yard. They are also open to discussing options for weed maintenance of property beyond the retaining wall.
• Backpack Distribution: The National Foundation of Women Legislators awarded 100 backpacks for distribution to schools with high percentages of free lunch students, including Kalihi and Kapalama Elementary Schools.
• Rail Station Design Workshop: Reitereated the date and time of the meeting open to the public. Those unable to attend can provide feedback at info@honolulutransit.org.

1. Kamehameha Schools Resolution: Sue Eberhart (resident), expressed gratitude for the progress with Kamehameha Schools but noted concern that other noises besides metal crushing continue. She hopes for continued dialogue to eliminate all loud activities from the maintenance pit.

Representative Jenna Takenouchi (State House District 27) – [1:36:38]: Representative Takeouchi provided the following:
• Kamehameha Schools Update: She confirmed Senator Kim’s report about Kamehameha Schools agreeing to discontinue mulching and metal compacting operations. She added that they are still working on a resolution for the fire break and vegetation concerns, with additional updates forthcoming.
• Park Talks: The next Park Talk will be Thursday, September 18, 2025, from 5:00 p.m. to 6:30 p.m. at Puʻunui Park meeting room, offering informal conversations with constituents.
• Community Resource Fair: A community resource fair is scheduled for Saturday, October 18, 2025, from 9:00 a.m. to 12:00 p.m. at Kuakini Medical Center’s auditorium, in partnership with Representative Holt. The event will feature various district organizations sharing their work and resources.

Liliha/Palama Christmas Parade – [1:44:47]: Vernon Nakamura (Liliha/Palama Christmas Parade Coordinator) reported that no objections were received regarding the parade and requested the board’s endorsement. Mr. Nakamura noted that he has contacted Chair Fong, Vice Chair Cantrill, and Board Secretary Naauoa-Ota to invite the board to participate in the parade and reminded them to attend the mandatory safety meeting. The parade is scheduled for Friday, November 28, 2025, with the route running from 467 N. Judd Street (Pali Preschool/United Church of Christ), south on Liliha Street, west on King Street, ending on 925 Kokea Street (Ferguson Bath Supply Store). The Kamehameha Lions Club is sponsoring the parade, which costs approximately $4,000 to organize. Donations are welcome through the Lions Club Foundation website (https://klcfoundation.org/).

X. COMMUNITY ORGANIZATIONS [1:55:34]
Maluhia – [1:55:34]: Todd Nordstrom (Capital Improvement Projects Coordinator for Maluhia) provided the report and highlighted the following:
• Project Status: The drawings have gone through City Department of Planning and Permitting (DPP) with some required changes due to a portion of the property being owned by the City. The revised plans have been resubmitted and need to go through civil enginnering and Board of Water Supply approvals. Once permitted, construction can begin within about three weeks.

1. Construction Noise: Chair Fong asked about construction hours and potential noise impacts on surrounding residents. Mr. Nordstrom agreed to provide updates at each board meeting and notify the board of periods with heavy machinery so residents can be forewarned.
2. Project Design: Board Member Kuo asked how tall is the building designed to be and where will the entrances be for the garage. Mr. Nordstrom clarified the project will be a surface parking lot with no structures. Mr. Nordstrom offered to present the plans at the next meeting to show the layout, entry drives, and address questions about sidewalks.
3. Walkway Concerns: Board Member Nitta asked about plans for a walkway from the parking lot to Maluhia buildings, noting previous discussions about whether an asphalt walkway (faster to install) or concrete sidewalk (longer process) would be used. Mr. Nordstrom agreed to research this issue and provide information at the next meeting.

Lanakila Multi-Purpose Senior Center [2:05:00]: Board Member Kaapu provide the report and highlighted the following:
• Building Improvements: First Hawaiian Bank volunteers recently repainted the entire building, and Kapili Roofing & Painting donated and installed new gutters.
• School Street Redevelopment Meeting: A meeting about the senior housing project next to Lanakila Multi-Purpose Senior Center is scheduled for Tuesday, October 14, 2025, from 12:30 p.m. to 1:30 p.m. to discuss the construction schedule.
• Show and Sell Event: The next Show and Sell event is scheduled for October 8, 2025, from 8:00 a.m. to 10:30 a.m. The previous event raised $1,800 for the various clubs.
• Membership Information: The center serves approximately 2,500 members, with an average age of 83. Membership is open to those 60 and older.

• Nuʻuanu-Bates Neighborhood Watch: Liana Benn (coordinator) announced that the neighborhood watch will work with HPD District 5 Community Policing to conduct sign-waving for pedestrian and driver safety on Tuesday, October 21, 2025, at 7:15 a.m. Participants will meet at Nuʻuanu Baptist Church driveway and wave signs from Judd Street to possibly Kuakini Street.
• Hawaiʻi Cyber Alliance Club: Board Member Naauao-Ota announced a Panda Express virtual community fundraiser on Friday, September 19, 2025. Online orders at pandaexpress.com using code 9005203 will result in 28% of sales being donated to the Hawaii Cyber Alliance Foundation.
• Kamehameha Schools Update: Michael Sakata from Kamehameha Schools clarified that they met the deadline for responses to Senator Kim and Representative Takenouchi regarding campus issues and are now in a collaborative process with neighbors.
• Kalihi Connection Coalition: Board Member MacPherson shared the coalition will be hosting “Being Together, We Are Kalihi” event on Saturday, September 13, 2025, from 10:00 a.m. to 1:00 p.m. at Dole Middle School, featuring performers, snacks, and activities.
• Kuakini Community Resource Fair: Board Member Naauao-Ota reminded everyone about the community resource fair on Friday, October 18, 2025, from 9:00 a.m. to 12:00 p.m. at Kuakini Medical Center.
