CALL TO ORDER [0:00:01]: Chair Wesley Fong called the Liliha/Puʻunui/Alewa/Kamehameha Heights Neighborhood Board No. 14 regular meeting to order at 6:30 p.m. Quorum was established with nine (9) board members present. Note – This 13-member Board requires seven (7) members to establish a quorum and take official board action. Board members must be in-person or have video access.

Board of Water Supply (BWS) – [0:25:40]: Iris Oda provided the report and shared there was one (1) water main break for the month of April at 2521 Rooke Avenue Honolulu, HI 96817. Ms. Oda provided tips regarding summer water conservation and shared a reminder to apply for BWS rebates on water-efficient appliances and systems.

Liquor License Concern – [0:28:22]: A resident shared her concern on the liquor and cabaret license application under consideration by the Liquor Commission. She is concerned that the residential area already has existing issues with people illegally parking on the sides of the road and the noise from the establishment.

V. Oahu Metropolitan Planning Organization (OahuMPO) Citizen Advisory Committee (CAC) [0:35:36]

OahuMPO Citizen Advisory Committee (CAC) Report – [0:35:36]: No representative present.

VI. PRESENTATIONS [0:36:05]:

Kamehameha School Kapalama Project updates regarding renovation and construction on campus – [0:36:05]: Scott Abrigo (Senior Planning and Project Manager for Kamehameha Schools) and his project team shared a presentation on Kamehameha Schools Kapalama campus providing updates and details on the campus areas the school is seeking to do renovation, maintenance, and introduce new projects. Kamehameha Schools is seeking a Conditional Use Permit Minor from the Department of Planning and Permitting to replace an outdated existing Use Permit from 1992. The proposed projects is estimated to be phased over 10-15 years.

Mayor’s Representative – [1:12:00]: Aedward Los Banos provided the report and shared highlights from the monthly newsletter for May 2025 and shared updates for concerns raised at previous Board meetings. Follow-up responses were provided for the concerns listed below:

o Trash clean-up under Nuʻuanu Stream Bridge near Bates Street – [1:15:00]: A trash clean-up took place on April 21, 2025 with Honolulu Police Department and the Department of Facility Maintenance SPO Team. Trash and property were removed and the homeless individuals voluntarily left the area. A follow-up will be done on what the community policing team found at the encampment.

o Status of installation of painted crosswalk at Nuʻuanu Ave./Bates St. – [1:16:20]: The uncontrolled crosswalk on Nuʻuanu Avenue at Bates Street was not remarked because the current multi-lane configuration of Nuʻuanu Avenue currently requires additional safety features according to federal and City standards, such as medians or pedestrian activated rectangular rapid-flashing beacons (RRFBs). The City Department of Transportation Services (DTS) is exploring quick-build solutions to restore the crosswalk in the meantime. One option would be to convert one lane in the mauka direction to a Left Turn Only Lane at Bates Street, which could allow for a pedestrian refuge island to be installed on the mauka side of the intersection. The City is also considering if solar powered RRFBs can be installed at this location with the tree canopy shade. These improvements are pending available funds.

o Status of Hala Drive/Kapalama Avenue Intersection – [1:18:23]: The City Department of Transportation Services (DTS) is still finalizing the design of the All Way Stop at the intersection of Hala Drive and Kapālama Avenue. Once the final design has been completed and approved, DTS will send an official letter to the neighborhood board and the Councilmember. In addition, DTS will issue a Notice to Motorists in the paper to inform the general public of this modification to the intersection. A follow-up response will be provided at next month’s Board meeting.

o Status of Alaneo St. traffic study – [1:19:27]: DTS has completed their investigation regarding the school and residents traffic safety concerns on Alaneo Street fronting Lanakila Elementary School. The traffic engineers noted traffic congestion surrounding school areas is a common occurrence. A review of the area’s traffic collision history did not find any conditions, trends, or unusual circumstances which would necessitate the installation of additional traffic controls at this time. However, DTS issued a work order (reference Paint & Sign Work Order [PSWO] 18881) to the Department of Facility Maintenance (DFM) to replace old school crossing warning signs with new fluorescent ones and install in-road “Stop Here for Ped” signs fronting the school. Additionally, DTS issued another work order (PSWO 37313) to replace No Parking and Speed Limit 25 mph signs. For updates regarding the completion of work, please contact the DFM at 808-768-3622. DTS will continue to monitor the area and make changes if needed.

Councilmember Tyler Dos Santos-Tam (Council District 6) – [1:22:56]: Jack Truesdale provided the report and highlighted the following: Lanakila Elementary School celebrated their 100th anniversary; deliberation for Bill 60 (24) regarding rate changes to sewer fees will continue in the City Council; Councilmember Dos Santos-Tam and Councilmember Weyer introduced Resolution 25-105 (relating to apartment construction); and City Council hearings for the budget committee are still in progress.

Councilmember Tyler Dos Santos-Tam (Council District 6) – Continued – [1:28:28]: Councilmember Dos Santos-Tam provided obstacles faced to address the sidewalks on Judd Street and provided a follow-up response for a question regarding sewage fees. There will be a full City Council meeting to hear Resolution (RES) 25-135 to initiate the forclosure proceedings for an illegal short term rental that has been operating for over six years and has accrued fines.
