CALL TO ORDER – [0:00:45]: Chair Wesley Fong called the Liliha/Puunui/ʻĀlewa/Kamehameha Heights Neighborhood Board No. 14 regular meeting to order at 6:30 p.m. Quorum was established with eleven (11) board members present. Note – This 13-member Board requires seven (7) members to establish a quorum and take official board action. Board members must be in-person or have video access.

Honolulu Fire Department (HFD) – [0:02:26]: A firefighter representative provided the report:
• February 2026 Statistics: There was 0 structure fires, 0 wildland/brush fire, 1 nuisance fires, 1 cooking fires, 6 activated alarms (no fire), 81 medical emergencies, 0 motor vehicle collisions with pedestrians, 0 motor vehicle crashes, 0 mountain rescues, 0 ocean rescues, and 0 hazardous material incident.
• Safety Tip: Smoke alarms save lives; install in every bedroom, outside sleeping areas, and on each floor; test monthly; replace when 10 years old.

Honolulu Police Department (HPD) – [0:04:50]: Sergeant Kato and Lieutenant Yamashita highlighted the following:
• Crime Statistics for February 2026: 2 auto thefts, 5 burglaries, 1 robbery, 6 assaults (2 regular assaults, 1 aggravated), 11 thefts, 6 auto break-ins. Total calls for service: 1,197 (down from 1,237 in January).
• Safety Tip: Ahead of inclement weather, drive cautiously: use low beams, reduce speed, avoid standing water over 12 inches, ease off the gas if hydroplaning, and avoid outside freeway lanes in heavy rain.

1. Surveillance at Kapalama Ave./Hala Dr. Area: Board Member Nitta requested increased police surveillance near Kapalama and Hala from 4:30–6:30 a.m. due to speeding concerns, noting a danger to vehicles exiting Konia Street. Sgt. Kato confirmed officers steal front license plates in his experience.
2. Parking on Improved Sidewalk (Lanakila Ave.): Board Member Kuo again requested enforcement against vehicles parking on the improved sidewalk along Lanakila Avenue between Kuakini St. and Kunawai Lane. Lieutenant Yamashita encouraged residents to call 911 to report violations in real time so officers can respond directly. Other board members shared different points of views on the parking.

Board of Water Supply (BWS) – [0:13:40]: Iris Oda highlighted the following:
• Main Breaks in February 2026: February 9, 2026 near 720 Panui Street and February 27, 2026 near 2374 Mauliola Place.
• Announcement: World Water Day, March 22, 2026: Theme is “Where Water Flows, Equity Grows.” Visit https://www.boardofwatersupply.com/wwd for resources throughout March.

III. RESIDENTS/COMMUNITY CONCERNS – [0:15:47]

1. Free School Meals Initiative – [0:16:02]: Resident Maribel Sierra (Hawaii Public Health Institute) introduced herself and shared efforts to expand free school meals for all students, noting many children go hungry and struggle to learn. She invited community support and shared stories.
2. Houseless Individuals Discharged from Kuakini Hospital – [0:17:00]: Board Member Christian relayed resident concerns about homeless individuals being discharged directly onto Kuakini Street sidewalks by Kuakini Hospital, creating safety concerns for nearby residents. Mayor’s Representative Los Banos confirmed the city met with the hospital the prior week and is working to establish a pilot outreach/discharge coordination program.
3. Parking Stalls Near Liliha Bakery (Kuakini St.) – [0:19:06]: A resident concern was relayed about two parking stalls in front of Liliha Bakery causing traffic backup. Mayor’s Representative Los Banos noted it would be referred to the Department of Transportation Services as a city road matter. Board Members Kuo and Nitta noted the stalls also serve a USPS mailbox and provide access benefits that must be balanced.
4. Kapalama Canal Overgrowth – [0:20:50]: Board Member Naauao-Ota requested trimming of the overgrown canal area between 2164 and 2176 Hillcrest Street, noting vegetation is encroaching on neighboring properties. Mayor’s Representative Los Banos acknowledged the request.
5. Puʻunui Avenue Flooding Update– [0:25:20]: Resident Kyle Sakamoto and his mother Jean thanked Board Member Mitsuda and Mayor’s Representative Los Banos for arranging vegetation clearing that had caused flooding at 2753 Puʻunui Avenue. They requested more proactive maintenance before future rainy seasons. Board Member Mitsuda credited Los Banos for coordinating city, state, and private entities.
6. House District 28 Vacancy Candidates – [0:27:27]: Ernest Caravalho, Michael Ratcliffe, and Nadia Alves introduced themselves as finalists for the House District 28 vacancy appointment.

IV. REPORTS OF MEMBERS ATTENDING OTHER MEETINGS – [0:28:05]

• Representative Husseyʻs Budget Meeting – [0:28:12]: Board Member Nitta attended Representative Ikaika Hussey’s February 11th district budget meeting in Kalihi. He was inspired by the transparency of the budget priorities presented and shared that he requested sidewalk repairs in Kālihi Heights. He highlighted youth from the Kokua Kalihi Valley program who volunteered to tend a community garden at Kalihi Valley Homes as especially inspiring leaders.

V. OAHU METROPOLITAN PLANNING ORGANIZATION (OAHUMPO) CITIZEN ADVISORY COMMITTEE (CAC) – [0:31:50]
OahuMPO Citizen Advisory Committee (CAC) Report – [0:31:50]: Board Member Yamamoto reported that the March 4th CAC meeting included a briefing on public comments for the 25-year transportation plan (approved to advance to the next stage) and the 4-year work plan. Key updates: The City took over Biki operations and will purchase new equipment and expand the HandiVan fleet. A CAC member raised concerns about Dillingham Boulevard being inaccessible to persons with disabilities due to ongoing construction blocking sidewalks and bus stops.
VI. PRESENTATIONS – [0:33:38]
Kalihi Ahupuaʻa Ride 2026 – [0:33:48]: Rona Mangayayam (Youth Coordinator, Kokua Kalihi Valley) presented the 9th Annual Kalihi Ahupuaʻa Ride – an 8.5-mile community bike ride from the Kalihi Valley mountains with historical stops. The event is scheduled for Saturday, April 11, 2026. Bikes are available for those who need them (register via QR code on flyers). Board Member Nitta confirmed the inspiring girls mentioned in his earlier report were Kokua Kalihi Valley mentors.

Neighborhood Commission Brief Report – [0:37:17]: Patrick Smith (Chair, Neighborhood Commission) was present to share ongoing efforts to review the Neighborhood Plan as well as asking boards to submit any boundary change requests by the end of April. Chair Smith and Vice Chair Veray are visiting all boards to observe operations and develop best practices for board chairs.

1. Submitting Feedback to the Commission: Board Member Kaapu asked how to provide input to the commission. Chair Smith directed them to the NCO website and to join the public mailing list.
2. Changing Neighborhood Board Seats: Bixby Ho, a resident asked if the Neighborhood Commission is planning to change neighborhood board seats with sub-district seats to all at-large seats. Chair Smith shared the Neighborhood Commission prefers to let each board to make that decision if they choose to do so, which will have to go through the commission approval afterwards. Board Member Nitta later on shared his opposition on changing seats to all at-large. Chair Smith acknowledged his comments and noted each board has unique cases and have received similar requests to change their seats due to issues with not being able to find volunteers to fill certain sub-district seats and not making quorum.
3. Best Practices for Boards: Board Member Yamamoto asked if there are any best practices he would recommend for the board. Chair Smith replied that he may share feedback/recommendations to the board Chair and Vice Chair on best practices.
4. Mail-in Voting for Board Elections: Board Member Kuo asked about restoring mail-in voting options for neighborhood board elections, noting electronic-only voting creates barriers for older residents. Chair Smith acknowledged the concern and indicated the Elections Committee will examine this issue.

VII. ELECTED OFFICIALS AND GOVERNMENT AGENCIES – [0:50:11]

Mayor Rick Blangiardi’s Representative – [0:50:20]: Deputy Director Aedward Los Banos highlighted the following:
• Mayor’s March 2026 Newsletter: Mayor’s Town Hall nearest NB14 on Thursday, May 14, 2026, 6:30 p.m. – 8:30 p.m. at Mission Memorial Auditorium. City launching GROW (Green Recycling Organic Waste) composting program on April 4th. Honolulu Police Commission invites public input on next police chief selection.

Deputy Director Los Banos also provided updates on several agenda items:
• Traffic Study for Wyllie St./Liliha St. Intersection: Intersection: HPD Community Policing Team conducted speed monitoring January 28–29 and February 3rd; no violations observed during school hours. Monitoring continues.
• Prevent Flooding at End of Puʻunui St.: Vegetation cleared by DFM. Residents encouraged to use HNL311 app to report if overgrowth recurs.
• Homeless Encampments Near School St. McDonald’s: Property owners are working with HPD and city homeless solutions teams. Private property enforcement rests with the owner.
• Nuʻuanu Ave/Kuakini St Intersection – Install No Right Turn on Red Signs: DTS will study the intersection and report back when the traffic study is complete.
• Kapalama Stream Canal Maintenance: Mr. Los Banos will raise the specific section between 2164–2176 Hillcrest Street with the relevant department.
• Houghtailing Footpath: No update yet. Will continue to follow-up.
• Pavement Damage at corner of Kealia Dr./Waiheʻe St. Intersection: No update yet. Will continue to follow-up.
• Status of Vacant Property at Na Pueo Mini Park: No current city plans or budget for improvements; area remains a passive park.
• ʻĀlewa Neighborhood Park Retaining Wall Project: Bids opened in February 2026; construction start targeted for June 2026; estimated completion by March 2027. DPR will reopen the basketball court upon project completion.

1. Pavement Worsening at Kealia Dr./Waiheʻe St.: Board Member Kaapu noted the marked pavement area has expanded significantly due to recent rains, warning that delayed repair will become far more costly. Mr. Los Banos acknowledged the update.
2. Follow-up for Wyllie St./Liliha St. Intersection Traffic Study: Board Member Mitsuda requested an update on the traffic study. Mr. Los Banos replied he will continue to follow-up.
3. Bates St./Nuuanu Ave. Crosswalk Update: Board Member Christian asked if there was any futher updates on the request for the crosswalk. Mr. Los Banos confirmed it is in the city procurement queue for temporary safety improvements.
4. City Composting Program Coverage Area: Board Member Yamamoto asked whether their board district is included in the program. Mr. Los Banos indicated he would need to confirm the specific coverage boundaries.

Councilmember Tyler Dos Santos-Tam (Council District 6) – [1:02:23]: Peggy Mierzwa highlighted the following:
• Kapalama Stream/Tree Clearing: A riser was submitted and the 311 system has yielded positive results for constituent issues.
• School St. McDonald’s Homeless Encampments: McDonald’s is working with HPD and also planning property improvements.
• Sakura Tree Planting at Na Pueo Mini Park: Scheduled for Wednesday, March 25, 2026 at 9:00 a.m. with Kochi Prefecture officials and Ann Kobayashi.
• Wyllie St. Parking/Traffic Study: DTS is evaluating parking concerns; no confirmed study timeline yet.
• Community Garden on Mutual Lane: Letters being sent to approximately 80 impacted households; a future community meeting is planned with Parks & Recreation.

1. Garden at Kuhio Park Terrace: Board Member Nitta asked about a contractor change at Kuhio Park Terrace. Senator Kim confirmed the contract was no longer with the prior operator and noted the property has always been under HUD/federal housing management, contributing to restrictions on community gardens.

Representative Jenna Takenouchi (State House District 27) – [1:19:13]: Representative Takeouchi highlighted the following: Traffic Safety Town Hall; tax filing reminder; Hawaii Energy Refrigerator Trade-Up Program; and also provided updates on Nuʻuanu/Kuakini Ridge and School St./Nuʻuanu Bridge homeless encampments remediation.

Representative Daniel Holt (State House District 28) – [1:25:58]: No representative present. Note: Vacancy exists in House District 28; governor expected to appoint from three party-nominated candidates by April 14th.

Congressman Ed Case (Hawaiʻ 1st Congressional District) – [1:37:27]: Tristan highlighted the following:

1. Military Flights Over Residential Areas: Board Member Nitta raised the ongoing concern about military helicopter flights over Honolulu residential areas. The congressional representative confirmed Congressman Case has written to the FAA about lack of coordination and limitations on military airspace use over communities, and is also tracking commercial tour helicopter concerns.

Action of Sidewalks on Judd St. Pursuant to City Response – [1:44:00]: Board Member Nitta recommended removing this item from the agenda, noting the city has indicated building sidewalks would require expensive property condemnation and the matter has been ongoing without resolution. Bixby Ho, a longtime Judd Street resident attended seeking an update; discussion noted constraints including utilities, large trees, historic rock walls, and drainage requirements. Chair Fong agreed to keep the item under Mayor’s Representative Los Banos to allow further response.
X. NEW BUSINESS – [1:52:00]
2026 Candidate Forum – [1:52:11]: Chair Fong proposed holding a candidate forum at the June 2026 board meeting (June 8th), noting July ballots may already be mailed by the time of the July meeting.
[1:54:18] – MacPherson MOVED and Nitta SECONDED to hold a 2026 Candidate Forum at the June 8, 2026 meeting. Hearing no objections, the motion was ADOPTED; 11-0-0 (Aye: Cantrill, Christian, Higa, Kaapu, Kuo, MacPherson, Mitsuda, Naauao-Ota, Nitta, Yamamoto, Fong; Nay: None; Abstain: None) – [1:54:20].
NB31 Kailua Resolution – $35,000 Legislator’s Investigation – [1:55:10]: Chair Fong noted that the resolution may not be necessary since the Attorney General has already initiated an investigation and the Ethics Commission is also reviewing the matter. Hearing no objection, the item was removed from the agenda.
Adoption of Resolution Re: Construction of Median U-Turn on Olomea St. Approaching Palama Settlement Intersection – [1:55:54]: Board Member Kuo presented a resolution urging the State DOT to design and construct a median U-turn for eastbound motorists on Olomea Street approaching the Palama Street intersection, to reduce left-turn conflicts.
[1:59:35] – Kuo MOVED and Mitsuda SECONDED to adopt the resolution. Further discussion followed. Hearing no further discussion, a roll-call vote was conducted. The motion was NOT ADOPTED; 3-8-0. (Aye: Higa, Kuo, Mitsuda; Nay: Cantrill, Christian, Kaapu, MacPherson, Naauao-Ota, Nitta, Yamamoto, Fong; Abstain: None.) – [2:09:54].

1. Traffic Safety Study: Chair Fong asked Board Member Kuo to draft a resolution requesting a traffic study for the Olomea/Palama intersection for the next meeting. Senator Kim later offered to contact DOT Director Ed Sniffen directly to request a written response.
2. Including NB15: Board Member Nitta suggested for Kuo to present his resolution to Neighborhood Board No.15 to consider adopting since it is within their board boundary lines.
Dogs On-Leash at Puʻunui Community Park – [2:15:50]: Chair Fong announced that dogs on leashes are now permitted at Puʻunui Community Park. He reminded dog owners to clean up after their pets. The Board requested for clarification from the Department of Parks and Recreation regarding sanitation rules dog owners must follow.

St. Francis – [2:17:50]: No representative at this time.

Lanakila Multi-Purpose Senior Center – [2:17:53]: Board Member Kaapu highlighted the following:
• Spring Class Registration and Special Programs: Registration begins March 16, 2026; over 85 classes weekly for members 60 and older. She mentioned special classes on the schedule worth signing up for.
• Facility Improvements: First Hawaiian Bank volunteers completed interior painting; Kapili Roofing redid all gutters.

Friends of Liliha Library – [2:20:10]: No representative at this time.

Other Non-profit Organizations – [2:20:11]: No reports at this time.
XII. ANNOUNCEMENTS – [2:20:11]
City and County of Honolulu and Hawaii Foodbank – [2:20:12]: The City and the Hawaii Foodbank are partnering up to fight against hunger. The Neighorhood Assistant will be collecting donated canned goods at the next neighborhood board meeting.
Next Regular Meeting – [2:20:30]: The Liliha/Puʻunui/ʻĀlewa/Kamehameha Heights Neighborhood Board next regular meeting is scheduled for Monday, April 13, 2026, at 6:30 p.m.
ʻŌlelo Channel Recordings: NB 14 meetings can be viewed on ʻŌlelo channel 49 on first Saturdays at 9:00 p.m. and second and fourth Thursdays at 2:00 p.m.
